The Home Builders Association of Greater Kansas City will celebrate its 80th Anniversary on August 29 as members and guests gather at the Little Theater in downtown KC. During the evening, 80 years of the KCHBA’s history will be remembered in music, dance, photos, and very special interviews with past and current leaders of the association. Granger McDonald, current NAHB Chairman, plans to attend the event along with other local dignitaries. In 1937, 100 builders who were part of the local real estate board designated themselves as the builder division of the board and then formed the Home Builders Association of Greater Kansas City (KCHBA). In the 1930s Kansas City encompassed approximately 58 square miles, the population was about 400,000 people and it ranked as the 19th largest city in America.
The average price of a home at that time? $4,600. Eighty years later, a lot has changed both within the industry and at the KCHBA, but what has stayed the same—although
growing by leaps and bounds—is the commitment of its members to building the American dream for Kansas City area residents.

Officials began developing Logistics Park Kansas City (LPKC) in Edgerton with a 20 year project in mind, but it only took about three years to nearly fill it to full capacity. As LPKC has grown, so has the need for a consistent workforce in Edgerton. The city now has a surplus of jobs with great benefits and aspires to regenerate growth in the community through traveling job fairs as well as providing quality homes to its future residents. The development of Big Bull Creek is also expected to draw people to the community as it will provide amenities such as equestrian trials, nature play grounds, and glamping.

Currently, the population of Edgerton is 1700 and as the city looks to the future they find the area is in need of starter and multifamily homes. In recruiting developers and builders Hale says, “The city council is open for suggestions for incentives for builders to work in the community.” Edgerton has acreage that is available to be zoned for housing and there is existing infrastructure for water,

“What if builders could purchase materials, labor and land for less than anticipated,” Shawn McGuire asked attendees of his presentation on the silent margin enhancer on July 20. “What if regulations were reduced substantially?” McGuire said while those things can happen, there is another factor that builders can count on more consistently to improve profit margin: marketing and advertising. More specifically, McGuire said, you must know who is in front of the customers and how they are interacting with them. A good salesperson will never decrease the price and compromise profit margin, McGuire told the group. They cannot be afraid to ask for the sale and they need to be taught how to overcome the response when it is “no.” In McGuire’s Certified Sales Professional class, which will be held at the

a source of additional help to expedite the plan review process. Other ideas brought to the table by the builders were to return to city acceptance of master plans, using more foundation only permits, as well as accepting plans stamped by engineers in lieu of city plan reviews. Quarterly meetings will continue to be held with Olathe to cultivate a stronger relationship between the city and the building community. The HBA has already began this same process in Kansas City and Lee’s Summit in efforts to promote strong relationships at the local level.

While the legal and insurance-related details of resolving these situations differ, there is one approach all panelists agreed on: a builder must respond to home buyer complaints. As Stan Woodworth noted, if the response is to put your head in the sand, that’s when you’ll have a news reporter on your doorstep. Panelists emphasized the importance of a clearly written and comprehensive contract, close monitoring of projects as they progress, and making sure to be named as an additional insured by subcontractors’ insurance carriers. The discussion also included general liability coverage definitions and workers’ compensation laws.

National Flood Insurance Program The National Association of Home Builders’ efforts to provide a fiscally sound National Flood Insurance Program has advanced by reaching agreement with the leaders of the House Financial Services Committee. The bill provides a five-year reauthorization of the NFIP that eliminates a provision that would have ended NFIP coverage of new homes constructed in the 100-year floodplain. The bill also ensures that “grandfathering” will remain available for all policyholders if their risk changes, which will enable home owners to have continued access to affordable flood insurance, and sustains affordability by raising the annual premium floor for rate hikes from its current 5% level to 6.5% instead of the proposed rate of 8%. The House Financial Services Committee initially voted to approve the 21st Century Flood Reform Act on June 15th. Without the current changes,
the bill would have made flood insurance unaffordable and inaccessible to many home owners. After four years of enactment, new construction developed in the 100-year floodplain would no longer have access to NFIP, pending the availability of private flood insurance. If private insurance would have not been available in the state then home owners would have been forced to pay a 10 percent surcharge on their NFIP policy. Congress has discussed increasing access to private flood insurance which NAHB supports, unless they find it to negatively impact the affordability and availability of NFIP. The current National Flood Insurance Program (NFIP) expires on Sept. 30, making reauthorization a priority for the building industry.

Permits Increase 11% First Half of 2017 With 3,128 permits issued for new single-family homes during the first six months of 2017, building activity has recorded an 11 percent increase over the same period of 2016. June’s total of 568 permits is the highest individual month of 2017 to date, according to the Home Builders Association of Greater Kansas City’s monthly Residential Building Permit Statistics report. “The first two quarters of 2017 have shown stable growth in home building, even with concerns over rising material costs and a shortage of workers in some trades,” said HBA Executive Vice President Josh Clark. “I am pleased with the level of activity and strength of the industry currently — and I believe are our members are as well.” The most recent permit report reflects growth particularly in Jackson county, which has a total increase of 25 percent, due to Lee’s Summit issuing 100 more permits in 2017 than in 2016 at this point in the year. Likewise, Wyandotte County’s activity has increased by over 100 percent with 236 permits issued by the unified government as compared to 112 permits in 2016. Johnson County remains the top permitting county, with 886 units permitted in 2017. Regional home builders are busy getting ready for the 2017 Fall Parade of Homes, which will feature more than 275 new homes for the public to visit from Sept. 23 - Oct. 8.
