Board Approves New Budget, Modest Dues Increase

t its June meeting, the KCHBA’s Board of Directors approved the 2022-2023 budget, which includes an increase in the annual dues from $675 to $750. Dues have not been increased since 2019, and the additional funds will assist with properly valuing the benefits of being a KCHBA member as well as offset some increasing costs due to inflation. The KCHBA spends at least $250,000 annually on industry and member promotion. Local, state and national government relations and lobbying keep housing affordable and limit regulation. In a typical year, the combined efforts of KCHBA and NAHB save more than $10,000 on each new home start. Your membership advances our efforts and increases the impact.

Where to Begin
Set up safety expectations and rules company-wide, including who will be implementing protocols and who will be enforcing. Ensure these protocols are put into place at every new jobsite. A few jobsite safety reminders: • Emergency contact forms should be easily accessible. • A “competent person” roster should be created and on display. Occupational Safety and Health Administration (OSHA) defines “competent person” as “one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.” • Any OSHA posters, such as excavation safety and fall prevention, should be on display at the jobsite in both English and Spanish.
• Additional items on display should include federal and state labor posters, encapsulating all wage and medical leave information. Ensure the data is current and accurate.
• No matter the jobsite, some predictable safety essentials include the following: an appropriately sized first aid kit, PPE (hard hats, safety glasses, ear protection), caution tape, eye wash station, standard safety signage and fall protection equipment. • Have legal document templates on hand, including but not limited to: injury accident, non-injury near miss forms, subcontractor safety agreement, property damage forms and witness statement form. Prevent Falls
With falls being the leading cause of accidents and injuries in construction, finding ways to reduce or eliminate fall-related injuries is always important. Keep in mind all the areas a fall is a possibility: ladders, scaffolding, roofs and other walking and/or working surfaces. Since September 2011, OSHA has required homebuilders and trade contractors to implement its “Compliance Guidance for Residential Construction.” More information on this instruction can be found at tinyurl.com/OSHArescon. This document outlines when guardrails, personal fall arrest systems (harnesses and lanyards) and safety nets are required for workers on residential construction sites.
If these devices are deemed unnecessary and/or unfeasible for certain situations, a fall protection plan that utilizes alternative fall protection measures must be presented. All fall protection plans must be in writing and be site specific. However, the written plan developed for repeated use for a particular style/model home will be considered site specific. Here you can also find toolkits for many other areas, including onboarding new employees, electrical, silica in construction, heat stress on the job and excavation safety.
Record Keeping
Missouri and Kansas are under federal OSHA jurisdiction, which covers most private sector workers within the state. State and local government workers are not covered by federal OSHA. Most OSHA-approved state plans have stricter standards to adhere to as well as added coverage areas that Federal OSHA does not consider. Employers with more than 10 employees, and whose establishments are not classified as a partially exempt industry (more information at tinyurl.com/partexempt) must record work-related injuries and illnesses to OSHA. Employers are not responsible for reporting on subcontractors. Subcontractors are considered separate employers by OSHA and must maintain their own OSHA records.

Build a Backpack for CASA at the KCHBA
T
his year, nonprofit Jackson County CASA (Court Appointed Special Advocates) volunteers will advocate for 1,250 children removed from their homes because of abuse and neglect. CASA volunteers, with strong on-going support from professional staff, work to provide critical information to judges - helping them make the best possible decisions regarding where the children should live and what medical, therapeutic and educational services they need. Children assigned a CASA volunteer are far less likely to be re-abused, far more likely to find a safe and permanent home, typically spend less time in foster care, have fewer changes in placements and do better in school.

For most kids, going back to school means new clothes or a new lunch box, but CASA kids rarely get those things. The cost of school supplies can be daunting for foster families and relatives who have taken these children into their homes. This year, the KCHBA is working with CASA for its school supply drive. Collect and drop off NEW school supplies at the KCHBA (600 E. 103rd St., KC, MO 64131) from July 8 to August 8. Weatherproof barrels will be out front of the building to collect donations for CASA. Residential Construction Permits Down Again in May

F
or the fourth month in a row, single-family permit activity in the Kansas City area is down compared to last year, according to statistics compiled by the Home Builders Association of Greater Kansas City (KCHBA). A total of 447 units were permitted in May compared to 579 in May 2021. A total of 2,172 single-family permits have been issued this year, a decrease of 19 percent compared to the first five month of 2021.

“New home construction is one of the most interest-rate sensitive sectors in the U.S. economy,” said Will Ruder, executive vice president of the KCHBA. “The combination of elevated interest rates, building material prices, and high inflation being experienced by consumers has led to a more cautious approach to construction. To add to all of these pressures, certain cities around the metro are considering new costly building standards that, if enacted, would further slow the rate of construction and add tens of thousands of dollars in consumer costs to each home. It’s a particularly terrible time to erect additional financial barriers to new home ownership, but that’s exactly what a handful of city councils are seeking to do.”

Year-to-date, Kansas City, Mo., has issued the most permits at 346, and Olathe has issued the second most permits with 248. Rounding out the top five are Overland Park with 200 permits issued, Lee’s Summit with 192 permits issued and Raymore with 131 permits issued so far this year.

Review the changes from the last edition to the current edition. This course will cover some of the background behind many of the changes and provide the participant with an understanding of the intent of the changes.
Field Inspections: International Residential Code Review (8 CEUs)

A moderately-paced course that provides an in-depth view of the IRC, chapters 1-10 & 44, dealing with many facets and issues of one- and two-family dwelling units. Catch major and minor code items that will help improve the inspection process in the field. What’s covered? Administration rules, definitions, fire and life safety aspects, soil conditions and excavation, footing size and strength, placement of concrete, slab-on-grade, reinforcing steel, anchorage, retaining walls, light conventional wood-frame construction, load paths, notching and boring, girders and headers, connections and brace walls, and roofing provisions of rafters and roof truss.
