Spring Parade Begins April 28 Meet Potential Employees – page 8 Prepare to Bid! – page 16

Members of the Home Builders Association of Greater Kansas City will welcome area consumers to tour more than 370 new homes when the 56th annual Spring Parade begins on April 28. Parade entries are scattered throughout the metro, with 201 in Kansas, 75 north of the river in Missouri and 107 south of the river on the Missouri side. The homes on this year’s tour have selling prices ranging from $180,000 to just under $1.5 million; the median price of entries is $460,000. Potential homebuyers will see generously sized houses with the average entry boasting 4 bedrooms and 3.5 bathrooms. A brand new mobile app will assist both consumers and builders during the Spring Parade. For consumers, the app will locate the homes nearest their current location and create an optimized GPS route to get them from house to house the most efficient way. Builders will have access to visitor counts for their homes and other parade traffic data.

Industry professionals from outside Kansas City will judge contest entries on April 26 and 27. Winners will be announced on May 2 at the Awards Celebration.

than during parade days.” The early bird entry deadline is June 22 for the Fall Parade, which begins on September 22.

Councilman Fowler urged Kansas City residents to support renewal of the PIAC (Public Improvements Advisory Committee) sales tax. This sales tax is used to maintain streets, parks and other capital improvements. A portion may be used to build a new Buck O’Neil Bridge; the new structure would be west of the current bridge and will improve traffic flow in both directions.

In answer to when the new airport terminal may be completed, Fowler stated that the goal is to open the building in November 2021. That date, however, may be pushed back to early 2022.

Commissioner Schieber reported that Platte County remains the fastest growing county in Missouri. He attributed that to the exceptional quality of life offered to county residents. Schieber discussed some of the challenges the county is facing such as a need to enlarge the county jail in the coming years and the ongoing work to improve coun-

ty roads. In addition to these issues, the county is working to increase its emergency fund from $2 million to $4 million. The Hammer Out Hunger Harvesters Challenge was also an element of the area council meeting with a raffle which raised funds for the Missouri North team.

Missouri Legislative Day HBA members filled a charter bus and traveled to Jefferson City on Tuesday, March 6 for the HBA’s annual Legislative Day. They were joined by NAHB Field Reps Samantha Davis and Justin Reyes. The group met with over 25 legislators throughout the day – almost the entire Kansas City metro area delegation – to introduce constituents and promote home builder legislation. The Fairness to Homeowners Act (HB 2451), sponsored by Rep. Gary Cross (R-Lee’s Summit), would improve the permit and inspection process for home builders and homeowners in Missouri. The bill would require cities to accept plans signed and sealed by an engineer as approved, establish a plan review timeline, allow engineers to conduct inspections, and streamline the process

to obtain a Certificate of Occupancy. The ultimate results of this legislation include a more predictable building process, reduced delays, and fewer engineer consultations, which mean fewer construction costs that are passed onto the homeowner. When discussing this bill with area Senators and Representatives, the group received many positive responses and promises to look into the bill. Legislators understand that time consuming and costly inconsistencies in the building process delay residential development and that this legislation is an important step to future growth. The bill has been referred to the House Committee on Professional Registration and Licensing. A hearing was held on the bill on March 28.

HBA/KCMO Municipal Meeting HBA builders met with KCMO city staff on Thursday, March 15 for the first municipal meeting of 2018. These quarterly meetings are designed to maintain an open dialogue between high permitting cities and members to discuss ongoing building issues and updates. The KCMO Planning and Development Department was well represented by Assistant Director Greg Franzen, Inspections Manager Heath Perkins, and Plans Review Manager Jeff Lee. They provided builders an update on Compass KC, the city’s new software that will help streamline the permitting and inspection process. It is projected to go live April 23. The city will not begin their review of the 2018 codes for adoption until Compass KC is running smoothly. The city also reported an average 4 ½ day turnaround time for plan review

Multiple inspection issues were discussed at the meeting. City staff encourages builders to call a supervisor if an inspector begins enforcing something new and noted that reinspections should not have new items called out unless approved. The city distributed draft documents about inspection items that should be helpful in the field and the committee is providing comments on them.

Jerry Braklow Named to Professional Builders’ 40 Under 40 List Jerry Braklow, president of Braklow Custom Homes and Secretary/Treasurer of the Home Builders Association was recently named to Professional Builder magazine’s 2018 40 Under 40 list. Although he is only in his 30s, Jerry has already made a name for himself in the home-building industry. After earning a Bachelor of Science in International Marketing & Business from Kansas State University, he started his construction career in the insurance restoration industry, restoring structures that suffered from emergencies as a result of fire and water damage. He left the insurance restoration business to start his custom home-building company in 2012 and became a Parade of Homes Award

winner four years later. Today, he owns his own company building homes ranging in price from $350,000 to more than $2 million within the Kansas City area and is poised for 30 percent revenue growth this year by building more than 25 custom homes. Other awards Braklow has been honored with include KCHBA’s Next Generation Builder of the Year in 2016, which led to his leadership role as Secretary/ Treasurer on its Executive Committee. Home Builder Bill Hearing in Jeff City The HBA traveled to Jeff City on Wednesday, March 28 to testify in support of home builder legislation HB 2451, which received a hearing in the House Professional Licensing and Registration Committee. This bill, put forth by the HBA, would improve the permit and inspection process for builders and establish reasonable guarantees and alternatives to the current system that is hindered by delays and inconsistencies.

Residential Building Permit Statistics February 2018 February Statistics Permit Activity Residential Building Permit FEBRUARY 2018 Focused in New Developments

With 876 residential units permitted in the first two months of 2018, the metro area activity has slowed slightly compared to 2017. The first two months of 2017 saw 934 units permitted, which was 6% higher than the current year. Blue Springs has recorded the highest number of permits during January and February – replacing Kansas City, Missouri in the top spot for the first time in years. Blue Springs permit activity is primarily in three developments – Tequesta Village, Colonial Highlands, and Eagle Ridge Villas. Tequesta Village, with 22 units permitted in February, will eventually include 123 units in three-, four- and five-plexes. Colonial Highlands will be comprised of 66 units in 33 buildings when completed; 22 of those units were issued permits during February. Eagle Ridge Villas, also a duplex community, recorded 44 units in February. Other growing communities are New Town at Harmony (in Independence) with 9 units, Lee’s Summit’s Legacy Wood at 11 permits, and Cottonwood Creek in Kearney with 13 permits.
