Parson Signs SB 203 In a victory for KCHBA, Missouri Governor Mike Parson signed SB 203, which “modifies nuisance actions in certain cities and counties”. The bill contains a provision originally found in the KCHBA authored “Fairness to Home Owners Act”, which was written to alleviate time-consuming and costly inconsistencies in City Planning and Development Department processes. The language allows a licensed engineer who sealed the submission of plans for a new construction one or two family residential dwelling to conduct the footing, foundation, wall and framing inspections in accordance with the procedures established by the political subdivision. Builders and developers understand working in tandem with city departments is important to the overall health of each community. The statute allows the building community to take a more proactive approach while at the same time helping reduce the burden of high volume permitting requests that city departments often face throughout the year.

HBA Building Remodel Open House Nearly 200 people attended the HBA’s open house on July 31. Attendees had the opportunity to view the newly renovated main floor of the HBA building – a building that has served as the headquarters of the HBA since 1979. It’s great to have three members of the building/contributions committee from 1979 at the event: Bob Sailors, Dennis Stuart and Jim Young. Remodel committee chair George Schluter recognized by name the contributors to the remodel and contractor Josh McDonald of Nexus 5 presented George and HBA Executive Vice President Will Ruder with a framed picture of the newly renovated building.

The Cost of the American Dream By Will Ruder, EVP, Home Builders Association of Greater Kansas City

tended to be an all-out attack on regulation. Rather, these facts simply demonstrate that changes in policy such as building codes, land use ordinances, and zoning have consequences, and that these consequences are ultimately born by all of us in the form of housing costs.

The Kansas City metro is among the finest places in the entire country to raise a family, start or grow a business, and generally pursue the American Dream. What sets Kansas City apart from other metro areas is the overall quality of life. A critical component of that quality of life as well as our societal concept of the American Dream is homeownership.

The members of the Home Builders Association of Greater Kansas City are “makers” by trade. We turn vacant parcels of ground into vibrant neighborhoods. We make payroll for the 20,000+ of our neighbors employed in the skilled trades. And we contribute more than $1.5 billion to the overall quality of life that so many of us enjoy.

The ongoing turmoil surrounding the new tax assessments in Jackson County is unfortunate. And as our fellow Kansas Citians grapple with the financial difficulties stemming from these new tax assessments, it provides an opportunity to discuss our regional understanding of how policy decisions affect the cost of housing.

Kansas City area builders have some of the smallest profit margins in the industry nationwide.

According to research conducted by the National Association of Home Builders (NAHB), 25 percent of the cost associated with the construction of a new single-family home is due to regulatory requirements. That number for a new multi-family facility is 30 percent. Additional analysis conducted by the NAHB shows that a $1,000 increase in the median cost of a new home would effectively price 127,560 American households out of the market. These requirements come from all levels of government including federal, state, and local policymaking bodies. Regulation is a good thing when done in a measured, responsible way that accurately reflects the wants and needs of society. This is not in-

equation of what it costs to build a home includes regulatory requirements, labor and material, and financing and interest rates, among many other variables. These are the elements over which we have very little control. Kansas City area builders have some of the smallest profit margins in the industry nationwide. This is certainly evidenced by the fact that Kansas City is the only top 50 residential construction market in the country that does not have a builder ranked in the top 50 nationally. The members of the KCHBA are an important part of our communities because we are invested, involved members of those same communities. The economic activity generated by building homes stays right here at home. That is a unique quality that the entire Kansas City region should be very proud of. The current situation in Jackson County serves as a very stark reminder of how disruptive a change in policy can be for current and prospective homeowners. Through open, honest, and productive dialogue with our policy makers, the Home Builders Association of Greater Kansas City will continue to pursue policies that provide safe, stable, and affordable housing options for all.

Life Lessons from Baseball and Dad As Shawn Woods mentioned in his 2018 Inaugural speech, baseball presents some great parallels to life. “Each of us has experienced slumps, hot streaks, great competition, wins and losses,” he said. “We have benefited from great coaching in our lives and very much appreciate the Hall of Famers that have paved the way. As a team, it’s thrilling when things are going well, and it’s a challenge when your stats aren’t high.” When it comes to the HBA, Shawn believes it’s no different. He has heard firsthand from his father, Tom Woods, about the impact the HBA can have when its members unite for a cause. “When I hear some of the older guys, like my dad and Bob Frost, tell stories about the HBA from earlier years, it sounds like there was great fellowship,” said Shawn. “The builders knew they could bring problems to the table at the HBA and everyone would come together to help find solutions.”

“We ended up going all the way to the Supreme Court,” said Tom. “We won at the Supreme Court and, quite frankly, that’s why there is still natural gas in houses across the country. That’s a pretty big deal. Nobody says ‘well, it was the Kansas City HBA’ but I think sometimes when you take on those battles it makes you stronger together.”

Since then, Tom has served as at the national level -- PAC chair twice and as the 2015 chairman of the entire federation.

“My dad’s leadership locally and nationally has taught me much more than I’m sure he’s even aware of,” said Shawn. “That’s why I wanted to use my building remodel donation to name a room after him.”

“I was heavily involved in the battle against WOTUS and flood insurance [as chairman of NAHB],” said Tom. “I had dealt with them in my own subdivisions so I had firsthand knowledge and at the same time I had made good relationships with senators and others who happened to be in good places to help us.” “What I observed as a I traveled the country as chairman,” said Tom, “is that the HBA’s where the members have become very politically involved, very PAC

Tom’s involvement at the HBA started long before he served as HBA president in 1991. “We took on some monster battles back in the day,” said Tom. “One was against the natural gas distributors after the energy crisis. They tried to pass a bill that said there could be no gas hook-ups for new homes. Instead, they were going to direct all the gas to General Motors and Ford and whomever. The Kansas City HBA filed suit against them.

And that’s why Shawn wants to strengthen the camaraderie among the builders. “I think we’re missing the point of the HBA by being so secretive about what works and doesn’t work for each of us as builders,” said Woods. “Builders should push or pull all in the same direction to create change for the good of the industry as a whole.”

2019 Permit Numbers Continue to Lag 2018 Activity Level With 387 single-family units permitted during June, the year-todate total of 2,013 is now 35 percent lower than the same time period in 2018, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. During the first six months of 2018, 3,105 permits were issued for new single-family homes. The National Association of Home Builders (NAHB) sees a similar trend nationwide: “While demand for single-family homes remains sound, builders continue to report rising development and construction costs, with some additional concerns over trade issues,” said NAHB Chief Economist Robert Dietz. “Meanwhile, lower mortgage rates alone are not sufficient to tackle housing affordability headwinds, as new home sales in May posted an unexpected 8 percent decline from the solid numbers recorded in April. Given ongoing affordability concerns, we expect single-family housing starts to remain flat throughout 2019.” Kansas City, Mo., recorded the highest number of permits so far in 2019, with 209 in its three-county reach. Olathe has the second highest number of permits issued with 208 units. Lee’s Summit (183 permits), Overland Park (135 permits), and Blue Springs (116 permits) round out the top five cities with the most permits issued in the first six months of 2019.
