uring these unprecedented times, the Home Builders Association of Greater Kansas City (KCHBA) takes great pride in being your leading voice for housing and the wide array of issues that the industry is currently facing. Our top priority holds steadfast by promoting policies to keep the housing sector running and providing, safe affordable housing for consumers and their communities.

The KCHBA has worked to bring you the most up-to-date and relevant content related to COVID-19 as well as other current events while minimizing the impact on your inbox. We understand that your focus is on day-to-day business and how to mitigate the impact of changes to protocol.
Construction Deemed “Essential Infrastructure” In collaboration with both the Home Builders Association of Missouri and the Kansas Building Industry Association, the KCHBA supported two letters, one to Missouri Governor Mike Parson and one to Kansas Governor Laura Kelly, urging leadership to deem residential construction as “essential infrastructure”.
Open for Business, But Not Business as Usual To best assist the residential construction industry, ongoing advocacy efforts are continuing so that the home building industry has representation during crucial discussions and remains connected to decision makers at all levels of government.

munication open with local jurisdictions by hosting quarterly meetings with our builder members and city staff, specifically the building and planning departments. During the months of March and April, scheduled meetings with the following cities continued via Zoom Video Conferencing: KCMO, Shawnee, and Olathe. Additional communication was initiated with cities throughout the region to obtain updates regarding COVID-19.

2020 Artisan Home Tour Postponed Until August
A
s the Home Builders Association of Greater Kansas City (KCHBA) continues to do its part to help slow the spread of the COVID-19 virus, it has decided that it is in everyone’s best interests to postpone the 2020 Artisan Home Tour until later this year. KCHBA wants to ensure that the superior craftsmanship and quality that Kansas Citians have come to expect from the Artisan Home Tour can be enjoyed by all who want to visit homes on the tour, while also being cognizant of the need to keep people healthy and safe. With that in mind, the Artisan Home Tour will not be taking place during its previously scheduled dates of June 5-7, 12-14, and 19-21. Instead, it is being rescheduled for August. The Artisan Home Tour is a ticketed event benefiting JDRF. The homes will be scattered throughout the Kansas City metropolitan area and tickets are available online at artisanhometourkc.org. To tour all eight homes, the first ticket costs $25 and each additional ticket costs $15. Or, consumers can tour one home for $10.

KCHBA Issues Full Refunds to Home Show Vendors KCHBA’s heart goes out to those who have lost loved ones and the millions of Americans who are out of work due to the COVID-19 outbreak. The 2020 KC Home & Lifestyle Show planned for March 13-15 was an unfortunate casualty of these difficult circumstances. KCHBA’s Executive Committee and Board of Directors have made the decision to provide 100% refunds to vendors for the fees paid to the KCHBA to exhibit at the show.

New Home Sales Decline in March amidst Virus Concerns
D
lifted the first quarter total to a 6.7 percent gain over the first quarter of 2019.
Contracts for new, single-family home sales declined in March by 15.4 percent to a 627,000 seasonally adjusted annual rate according to estimates from the joint release of HUD and the Census Bureau. NAHB expects further declines in a challenging April, which has seen 26 million job losses in recent weeks.
The pace of new home sales will post significant declines during the second quarter due to the impacts of higher unemployment and shutdown effects of much of the U.S. economy, including elements of the real estate sector in certain markets. However, given the momentum housing construction held at the start of 2020, the housing industry will help lead the economy in the eventual recovery.

OVID-19 and the resulting unsafe health environment have imposed many challenges for the Spring Parade of Homes. The Parade Committee understands there are questions the builders have regarding this Parade and the following FAQ is being provided to address some of the primary concerns:
BUILDERS: Please make sure you are utilizing the new Parade platform and uploading your beautiful photos and virtual tours of your homes. Also, please send Kelcee any photos of your homes so we can share on our social media platforms.
Will a Parade guide be distributed?
Is the Parade canceled or postponed?
Yes, we will be printing the guide, however, not in the quantity as in past Parades. When we run out of guides, we will be directing everyone to the mobile app and the website home search. The guide will be displayed on the website as well. A reduction in Parade books had been our eventual goal anyway as the new Parade app gains popularity with the public.
The 2020 Spring Parade has been postponed until June 13-28. It is our hope to conduct the Parade in a manner that resembles past Parades as much as possible, but because of the ever changing impact the virus is imposing on the public/social interactions, we recognize adjustments may have to made to the tour. That could entail visiting homes “by appointment only” or monitoring the number of people in a home at any given time, etc. We will provide more details on this as we near the start date.
You will still receive guides for each of your Parade homes at builder pickup.
Will analytics about consumers who have viewed my home on the mobile app be available? A mobile app analytics report will be made available to builders upon request after the completion of the Parade. Continued on page 11

Parade of Homes FAQ Since my home was not ready for the spring original tour dates, am I able to put it on the Parade now? Yes, we will accept new entries through May 15. The fee is $1,150. The guide has already been laid out and all sorting has been completed, so we will not be able to add your entry to the Parade guide. However, you can upload your home on the mobile app and the Parade website, which will get lots of attention. On the mobile app, your home will function the same as all other entries, including the mapping function, and will be included in the search filters.

The committee, HBA staff, and HBA member leaders will continue to monitor updates related to the Covid-19 outbreak. The safety of our fellow members, employees, and the home buying public is our highest priority. As additional clarity about the trajectory of Covid-19 is made available, the committee and the broader HBA membership will continue to communicate and make recommendations to ensure that a safe Parade can be conducted for the benefit of all. Because things are changing on a daily basis please keep checking the Parade website for updates.
Who should I contact if I have questions or concerns about this process moving forward? Parade participants are encouraged to contact Gina Battle, Kelcee Allen, and/or Will Ruder from the HBA staff. 2020 Residential Permitting Increases During First Quarter
M
etro-wide single-family permits totaled 438 during March—leading to a first quarter total 54 percent higher than 2019’s first quarter, according to statistics compiled by the Home Builders Association of Greater Kansas City (KCHBA). The year-to-date total of 1,268 is very close to the same time period in 2016. In single-family activity, Kansas City, Mo., tops the most active city list with 208 permits issued, followed by Olathe with 143, Belton at 125, Overland Park with 92, Kansas City, Kan./Wyandotte County at 83, and Lee’s Summit with 82 permits. “New home construction had a great deal of momentum built up prior to COVID-19,” said Executive Vice President Will Ruder. “While the market has certainly been disrupted, our builder members say contracts continue to be written, communication between them and consumers remains active, and orders are being placed every day.”
