Presented twice a year by the Home Builders Association of Greater Kansas City (HBA), the Kansas City Parade of Homes is the second largest in the United States. Since 1947, millions of greater Kansas City residents and visitors have enjoyed viewing the latest in-home innovations, styles and decorating, and this year’s Fall Parade will be no different as it showcases the area’s premier new homes, home builders and communities.

We’re Collecting Colorful Bandages for Noah’s Bandage Project
N
oah’s Bandage Project’s mission is to end childhood cancer through awareness, support and the gift of hope. The HBA Foundation will be donating a portion of ticket sales from the Fall Parade of Homes Awards Celebration to Noah’s Bandage Project. We are also asking HBA members to help by donating fun and colorful Band-Aids.
Bandages are an identity – Especially on a cancer floor, where kids wear similar hospital gowns, are bald and end up looking a lot alike, a bandage becomes a way that a child can express themselves, and share with others the things they think are cool.
Bandages are a badge of courage – Shots and procedures hurt and can very easily bring anxiety to those who have to experience them. A bandage becomes their badge of honor showing others that they overcame something scary. It helps them show off how brave they are!
Something so inexpensive and easy to obtain can make a child in a hospital smile and get excited even if it’s for a short time.
Bandages are fun – Kids battling sickness of any kind need all the fun we can give them!

Donor Profile: Harold Phelps
H

arold Phelps has a long and storied history within the home-building industry, having worked in municipal and land development engineering for decades. “I went to work for a development engineer back in the 70s,” Phelps explained. “I then went back and got my degree.” Harold started with night classes at Johnson County Community College, ultimately earning his degree in Civil Engineering from the University of Kansas. Since that time, he has gone on to hold many positions throughout the community and establish his own company.
He has held the position of City Engineer in both DeSoto and Lenexa, Kan. He serves at the discretion of the Johnson County Board of County Commissioners on the Johnson County Unified Wastewater District’s External Stakeholder’s Group. To say Harold understands how cities work and a lot of the people who run them is an understatement. He is an advocate for sensible and efficient government regulation. Harold joined the HBA the same year he founded Phelps Engineering: 1990. Years of HBA involvement on the HBA’s Developers, Governmental Affairs and Political Action Committees led to him serving as president in 2017.
A registered professional engineer and land surveyor, Harold has led his company, Phelps Engineering, Inc., in the design of hundreds of residential projects, including apartment complexes, townhouse/condominium communities and single-family subdivisions throughout Johnson County and the Kansas City area.
During his HBA presidency, a top priority was laying the groundwork to turn the HBA office into a modern, first-class workspace. “Everything needed work,” said Phelps. “I knew we had the talent and expertise [to make the remodel happen].”
With Harold’s guidance and direction, Phelps Engineering, Inc. has also provided the design, construction plans and administration for a wide range of publicly funded projects from storm drainage improvements, collector and arterial streets, and

high-quality work HBA members do all around Kansas City. “Whether you were walking in the lower level or the front door, it was not what we wanted it to look like. All our members have beautiful homes. That needed to be reflected at the HBA.” The “Phelps Engineering Governmental Affairs Room” is a testament to his commitment to make this much needed transition a reality. Deciding to sponsor this particular room was an easy decision.

Kansas Area Council: Slowdown, Not a Recession

ast month’s Kansas Area Council, sponsored by Bank of Blue Valley, provided HBA members with insight on the macro-economic trends, technological advances and developmental cycles expected to impact the Kansas City area over the next few years.
and demand in the Kansas City metro area. According to Whitney, home price sticker shock, declining lot supply, tariff-related issues, demographic shifts, municipal hang-ups, interest rates, high employment resulting in unfilled jobs and high consumer confidence are the biggest factors impacting low permit numbers. He noted, however, that weather is not likely the main reason for the decrease.
“We are currently experiencing the longest expansion in U.S. history,” explained Laird Goldsborough, Senior Managing Director of Valbridge Property Advisors in Kansas City. “The economy is growing at an average pace, not aggressively. A slow expansion puts us on track for a measured contraction.” According to Goldsborough, the average economic growth phase has historically lasted six to seven years. This most recent cycle was extended for more than a decade, as the U.S. experienced continuous job growth for 97 months. Goldsborough cautions that the slowdown is coming, however. The number of 2019 building permits is a indication a slowdown is on the horizon. When comparing the months of January through June, single family residential permits are down approximately 40 percent from 2018. Still, Goldsborough emphasized not using “recession” to describe the next economic phase. “It’s like if you’re on 435 going 75 mph and then have to slow down to 55 mph. But you’re not stopping and going in reverse,” said Goldsborough. Dan Whitney of Landmarketing Inc. gave an overview of supply

Local New Home Permit Numbers Rebound in July

etro-wide housing starts jumped up in July, according to statistics compiled by the Home Builders Association of Greater Kansas City (KCHBA). The organization reported a seasonally adjusted total of 471 single-family homes permitted in July, up 22 percent from a total of 387 homes permitted in June. The top three permitting cities in July were in Johnson County: 48 permits were issued in Olathe, Kan.; 38 in Shawnee, Kan.; and 34 in Overland Park, Kan. Blue Springs, Mo., and Spring Hill, Kan., rounded out the top five with 30 and 29 permits, respectively. “The uptick in residential building permits issued in July is a positive sign that builder confidence is steady,” said KCHBA Executive Vice President Will Ruder. “The dip in interest rates coupled with the increase in builder permits indicate the housing market in Kansas City is on firm ground.” Looking forward, there are signs nationally that conditions in the housing market should show continued modest improvement in the coming months. While the economic recovery has been uneven, it continues to add jobs, a key driver for housing market recovery, according to the National Association of Home Builders (NAHB). In addition, growing household formations indicate solid demand for single-family homes and rental apartment units.
