City of Independence Plans Time Line for Adoption of New Codes

Nine building code officials representing Johnson County local governments (except Overland Park) gathered for two meetings late in August at the Johnson County Administration building in Olathe, KS. The meetings were called to present to the public recommendations from the Building Codes officials in each of the cities.

All nine cities are recommending the adoption of new codes with the corresponding new inspections and building requirements at meetings before city council committees and governing bodies in September and October with implementation by January 2013. HBA

representatives expressed the following position as approved by the Board of Directors: “The Home Builders Association of Greater Kansas City supports the adoption of the 2012 IRC, with amendments as identified by the HBA Codes Task Force (co-chaired by George Schluter, GSW Homes; and Jim Haas, Jim Haas Builders, Inc.) except for the energy section. We support the adoption and full enforcement of the 2006 energy chapter of the IRC; and at a time certain, two years from the adoption of the 2012 IRC, the adoption of the 2009 IECC as relates to residential construction.”

Visitors to the HBA website in 2011 saw a new dynamic design with updated features and functions that better serves the members and the public.

The HBA was awarded for that successful launch of the new website with an Association Excellence Award from the Executive Officers Council (EOC) of the National Association of Home Builders (NAHB).

The Association Excellence Awards is an annual program designed to recognize the outstanding accomplishments of state and local home builders’ associations and

George Schluter Recognized by CCSAKC HBA Past President George Schluter has been recognized for his volunteer efforts by the Country Club Swim Association of Kansas City. Swimming is a sport of volunteers from neighborhood swim meets all the way up to the Olympic Trials. George began volunteering as a supportive father and over 20 years later is still giving to the sport of swimming at every level.

George has done everything from working the electronic timing system to serving as a meet referee, from country club meets to national meets. Along the way, he has mentored and trained hundreds of other officials.

He has been the Chairman of Missouri Valley Swimming, a Central Zone Director, and a member of the USA Swimming Board of Directors. For his efforts, he is a recipient of the Conoco Phillips Outstanding Service Award to the sport of swimming. He has worked to form and grow summer swim leagues, and to have summer leagues recognized

Rally for Homeownership Supported by National Survey on Housing & Homeownership As America struggles with complex economic challenges in the wake of the Great Recession, long-held principles have come under intense scrutiny. In this pivotal election year, some policymakers are even suggesting that homeownership should no longer be a national priority.

This is in direct opposition to the beliefs of most Americans, according to a recent national survey conducted jointly

by Public Opinion Strategies and Lake Research Partners.

The survey makes clear that voters see homeownership as fundamental to the American Dream. A vast majority

(74 percent) say that owning a home is the best long-term investment they can make and worth the ups and downs of the market. Americans believe that homeownership provides stability for families and communities, and creates jobs and a stronger economy.

Key Survey Results 96 percent of home owners are happy with their decision to own and 84 percent who are “underwater,” or owe more on their mortgages than their home is worth, expressed the same sentiment.

Three out of four voters – both owners

and renters – believe it is appropriate and reasonable for the federal government to provide tax incentives to promote homeownership.

Two-thirds of respondents say that the federal government should help home buyers to afford a long-term or 30-year, fixed-rate mortgage.

68 percent of voters say they would be less likely to vote for a congressional candidate who proposed to abolish the mortgage interest deduction, a figure that was virtually identical across all party affiliations (69 percent of Independents and 68 percent of Democrats and

Republicans).

Nearly seven out of 10 voters who are not currently home owners (68 percent) say it is a goal of theirs to eventually buy a home.

Job uncertainty and saving for a downpayment and closing costs are the biggest barriers to buying a home.

conducted this survey on behalf of the National

Association of Home Builders. The survey of 1,500

likely 2012 voters was conducted Jan. 2-5, 2012, and has a margin of error of ±2.5 percent.

Will Housing Lead or Follow in a Slow-Growth Economy?

Job creation and economic growth have been weak in 2012. While gross domestic product (GDP) and total employment have expanded, their respective rates of growth have been disappointing given the high unemployment and prior wealth declines connected with the Great Recession.

Despite ongoing negative economic news, housing and home building stand out as sources of positive developments.

However, some analysts have questioned whether the good news for housing can continue in the face of slow growth, the impending fiscal cliff, and continuing financial crises in Europe.

It is useful to remember that housing typically leads the economy out of recession. As interest rates fall, home building can have an outsized impact on GDP growth. And as employment growth continues (even if slowly), interest rates remain low and credit access improves, housing demand will continue to expand, yielding a virtuous cycle of benefits for both housing and the overall economy.

For these reasons, NAHB believes that housing and the home building sector will continue to expand, albeit at a rate that is slower than history would suggest is normal for a recovery. www.kchba.org

Nationwide, the homeownership rate was unchanged for the second quarter of 2012, coming in again at 65.6% on seasonally adjusted basis, according to the Census Bureau. While this level remains near a 15-year low, declines in the rate itself may be coming to an end as a housing recovery takes hold in a greater number of locations.

The growing housing recovery is certainly evident in the Census Bureau’s construction spending reports. Private residential construction spending was up for the third consecutive month in June, reaching its highest level since early 2009 on nominal basis. According to the three-month moving average, residential construction spending has risen for each of the last nine months.

Construction spending on new single-family homes jumped 3% on a month-to-month basis and has staged nearly a 19% improvement from the same period a year ago. Multifamily construction spending increased 3.4% during June and has experienced gains in each of the last nine months. Overall, spending on new multifamily units has increased by 66% from its low point in August 2010.

July New Housing Permits Maintain Improvement Trend

In cities across the Greater Kansas City Metropolitan Area, housing production continues to climb in 2012 with the second highest month this year, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. July permits increased to 288 single family permits over 265 the previous month. Year to date total permits are the highest in three years with 2,323 permits compared to 2011 with 1,725; 2010 with 1,617; and

the 2009 low of 1,207. Also of note in July is an 88 multi-family unit for an apartment complex in Lenexa.

“Improved numbers in new home construction continue to be due to the reduction in supply of existing homes over the past several years of the Recession and fewer affordable homes or ‘starter homes’ for young families especially,” said Executive Vice President Sara Corless. “All indications from builders and their realtors are that their new homes are selling at a pace better than existing homes. Families who are relocating to Kansas City or settling into a new school district need a home that is move-in ready and new homes provide that benefit.”

Six counties have increased year-todate in July including Cass County which is up 15 percent, Clay County is up 56 percent, Jackson County is up 9 percent, Platte County is up 126 percent of which the majority have been pulled in the Kansas City limits. Johnson County is up 42 percent and Wyandotte County is up 12 percent. Two counties have decreased year-to-date including Leavenworth County decreasing 17 percent and Miami County decreasing 29 percent.

“The last few years of economic hardship have been a challenge for everyone.

That’s why it is so important that we revive the housing market, create jobs and spur growth for the entire U.S. economy,” said Graham. The Rally’s premise is that the home is central to American life, and homeownership is a cherished ideal for most families. Furthermore, it is critical in creating wealth and providing upward mobility and financial stability for individual households.

Organizers anticipate that as many as 1,000 citizens will attend the Kansas City

rally. Invitations are going out to civil rights organizations, business groups, home builders and real estate agents, churches and civic organizations. We are also asking participants to sign a petition supporting homeownership. The petition supports: • Protecting the mortgage interest deduction.

• Making sure credit-worthy consumers and small businesses can get mortgages and loans.

• Helping resolve the foreclosure crisis.
