The HBA’s Home ShowFall Edition, a Kansas City tradition is back September 6-8, at the Overland Park Convention Center. Visitors will see hundreds of exhibits & meet home improvement experts as the season changes to autumn. This vibrant market place will have new home products and services, decorating, design demonstrations, and the latest remodeling ideas. Home Builders Association of Missouri Meets in Jefferson City Members of the Home Builders Association of Missouri (HBAM) met on June 26, 2013 in Jefferson City. Representatives from the HBAs of Greater Kansas City, Central Missouri, Springfield, Southwest Missouri and Columbia were present, as well as HBAM’s lobbyist in Jefferson City, Jewel Patek, Patek & Associates, LLC. During the meeting, members voted to elect a new slate of HBAM officers. The 2013-2014 HBAM officers are: President – Gary Oberkrom, Dick Otke Construction Co. and HBA of Central Missouri member President Elect – Sam Bradley, Sam Bradley Homes and HBA of Springfield member Immediate Past President – Travis Graham, Graham Construction Company and HBA of Greater Kansas City member 1st Vice President – Representative from the HBA of Southwest Missouri (TBD) Treasurer and Secretary – Representative from the HBA of Kansas City (TBD) Building Business News

Executive Officers or their representatives updated the group on membership, Home Show and Parade of Homes events, and discussed specific policy issues impacting their associations. One key area of discussion was the future sunset of a Missouri law prohibiting local governments from mandating residential fire sprinklers but requiring that builders offer them to home buyers. The issue will continue to be front and center for the HBAM during the next legislative session. The next HBAM meeting is scheduled for September 12, 2013 in Jefferson City where the group will more thoroughly discuss public policy issues and set its 2014 legislative agenda.

Beginning on July 1, 2013, every “roofing contractor” operating in the State of Kansas must register with the Kansas Attorney General’s Office and obtain a roofing contractor registration certificate prior to conducting any roofing business in the state. A “roofing contractor” means any person, including a subcontractor and nonresident contractor, who engages in the business of commercial or residential roofing services for a fee or offers to engage in or solicits roofingrelated services, including construction, installation, renovation, repair, maintenance, alteration and waterproofing. To obtain a roofing contractor registration certificate, an individual must be at least 18 years old, complete and submit an application to the KS AG’s office, submit proof of liability insurance (not less than $500,000) and worker’s compensation coverage or an affidavit of exemption or self-insurance. The cost to register is $250 and roofing contractors must renew their registration every year. A renewal of a suspended registration certificate is $500 and reinstatement of a

revoked registration certificate is $750. Applicants will pay a $250 fee for filing a late renewal application. The requirement to obtain a contractor

registration certificate was included in the Kansas Roofing Registration Act, which Governor Sam Brownback signed into law on April 22, 2013. For more information, please visit: ag.ks.gov/ consumer-protection/roofing-registration.

Government & Politics Three Steps that Could Save Builders More than $42,000 Per Home

The residential construction industry is facing building code proposals that could significantly impact the design and cost of new homes and directly harm every builder’s and remodeler’s ability to complete a quality project at an affordable cost. Participation in the complex codes development process is one of the most important ways that NAHB provides value to members. At recent International Code Council (ICC) code development hearings, the association was successful in helping defeat many proposals that would add greatly to the cost of building single-family homes and apartments as well as the cost of remodeling projects. If NAHB is ultimately successful on all 750 of the code change proposals that the association took a position on, the overall cost savings could be more than $42,000 per home. One of the proposals struck down in the initial round of hearings would mandate a second set of stairs in larger homes. Another would have required all homes and townhouses to be accessible, including homes in flood and coastal areas where it is impossible to meet the requirements without the installation of a wheelchair lift or elevator. These and more than 2,000 other proposed code changes could increase the cost of building even the most modest home by tens of thousands of dollars. ICC is working on the 2015 International Energy Conservation Code, the International Residential Code, the International Fire Code, the International Existing Building Code and the International Property Maintenance Code. The ICC Committee Action Hearings were held in late April. At the conclusion of these preliminary hearings, NAHB was successful on 596 of the 750 code change proposals that it either supported or opposed. www.kchba.org

However, these aren’t the final results. The last and most important phase of the code development process occurs this fall at the ICC Final Action Hearings in Atlantic City, N.J. on Oct. 2-10. The code officials who attend these hearings will cast the votes that will decide the final outcome on all 2,065 proposed code changes.

Three Steps to Lock in Savings To ensure that NAHB’s success in the preliminary hearings translates to the same results in the Final Action hearings this fall, it is absolutely vital for builders and remodelers to get involved in the process early and to fight hard by taking the following actions: Meet with your state and local code officials and elected officials to gain their support. Make sure they understand the issues, and help them see why they should vote in favor of the home building industry’s key proposals. For example, four of the most critical code change proposals are related to energy efficiency and would allow equipment and performance trade-offs if passed. Approval of just these four code change proposals could save more than $4,000 per home. Get your local HBA involved and let them know that this is a top priority for the residential construction industry. Ask your elected officials to allow their code officials to attend the ICC Final Action Hearings in Atlantic City, N.J. so they can vote in support of NAHB’s positions. Remember, this year, code officials must still be present in Atlantic City in order to vote during the Final Action Hearings.

Cities Continue to Offer Incentives . to Spur Residential Construction

years. Even with these incentives in place, however, it is challenging to compare building costs from one jurisdiction to the next. It is like comparing apples to oranges, as the expression goes. But building incentives get noticed and may motivate a builder or consumer who is looking in a particular area to take advantage of the savings. The City of Spring Hill, KS City is in its 3rd year of offering delayed payments on water and sewer development fees through December 2013 (likely to renew). Also, every 4th building permit for a builder is free.

How did you get into the business? I was given the opportunity to work for Briggs, Inc. with no experience in the industry. I was completely overwhelmed with how much there was to learn about plumbing supplies. It took about 1 year to understand the product, but I still learn something new every day. Having the opportunity to open a new branch in a new market for our company was a great experience for me. What are the goals for your business? To successfully grow our branch in the Kansas

City market with a strong & confident team. To be known as the showroom to visit with the most current & innovative plumbing products in the market. What do you like to do outside of work? Spend time with my family, including baseball games with my 5 year old son, assistant coaching my 13 year old daughter’s cheer squad. Going on trips to visit friends and family in Colorado, Nebraska & Missouri. Going to the drag strip to watch my husband race. Where do you like to go for fun? NAHB Designations: A Boost to Your Bottom Line Information from the most recent NAHB Builder Member Census reveals that members who have earned NAHB professional designations make more money than their counterparts in the business who haven’t earned designations. According to the survey, members holding: The Graduate Master Builder (GMB) designation had company revenues that averaged $1,610,529 more last year than those without an NAHB builder designation. The Certified Graduate Builder (CGB)

designation had company revenues that averaged $990,189 more. The Certified Green Professional™ (CGP) designation had company revenues that averaged $824,124 more. The Certified Graduate Remodeler (CGR) designation had company revenues that averaged $506,414 more than those without an NAHB remodeler designation. The Certified Aging-in-Place Specialist (CAPS) designation had company revenues that averaged $110,838 more. “I think this makes sense, especially

They kicked off the council’s activities with a bus tour of a number of homes in the Northland area. “SMC is important because it provides educational, networking and collaborative opportunities for marketing and sales professionals in the new homes industry,” said Jenni Mann, Hunt Midwest Real Estate Development. “Real estate agents, marketing professionals, business development professionals in fields

related to the home building industry and anyone interested in promoting new home construction in the Kansas City metroshould be involved. It is important to work with professionals in the industry to identify and target areas of improvement for marketing home building in our community.” Now that fall is approaching with the Fall Parade of Homes (September 28-October 13), the HBA is encouraging sales and marketing professionals to get involved with SMC with dues of only $75 if the broker’s office is already an HBA member. New home construction continues a steady upward trend that began in January 2012. Each consecutive month has shown improved numbers over the previous year for eighteen months. In addition, eight of the past twelve months have surpassed permit numbers in the years since 2008. Yearto-date, single family activity is 1,946. Compared to activity for the years 2008-2012, 2013 is reflecting a 50 percent increase over that timeframe’s average which was 1,297 permits, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. June recorded strong multi-family numbers as well with 252 units making a year to date total of 1,702 which is the highest six month total since 2001. “Mid-year is a key measurement point for us in projecting where we will be by the calendar year end,” said Executive Vice President Sara Corless. “With interest rates gradually ticking up, builders expect an increasing number of buyers to continue their return into the market. In fact, the HBA’s Fall Parade of Homes is a traditional indicator of the level of single family construction and it, too, has more entries than any since 2008.” Johnson County continues to issue the most permits with 793 year-todate which is a 45 percent increase over 2012 numbers. Jackson County follows with 388 due to growth in Blue Springs and Lee’s Summit over 2012. Clay County is next with 305, followed by Platte County with 179.
