The HBA to Host “2014 Opportunity Forecast” on December 17

HBA Welcomes New Board President Chris Ragland The HBA Inaugural Celebration, December 4, will welcome 2014 President Chris Ragland as the HBA’s 69th Board leader and she is prepared to take the helm after more than ten years in home building. “For the past decade we have had good times, uncertain times, cautious times and now improving times for the building industry and association,” said Chris. “All the while our HBA has continued its good work in governmental affairs, educational programs, market information to our members, and networking between builders and associates during these trying times.” Chris brings a wealth of experience to this leadership role starting with being

the co-owner of Homes by Chris, LLC based in Liberty, Missouri that she started with her husband, Roy, in 2003. Prior to becoming a home builder, Chris worked professionally in business promotions and public relations for Sealright Packaging and in scientific communications for Aventis Pharmaceuticals. She is a graduate of the University of Missouri, Columbia with a degree in economics and earned a master’s degree in business administration from Rockhurst University. She has put all these proficiencies together to become an award winning home builder having participated in the Parade of Homes contests and winning 30 out of 33 entries. Continued on page 5

HBA’s Government Affairs Webpage Gets a Makeover The HBA’s government affairs webpage was redesigned to serve as HBA members’ one-stop site for local government affairs and advocacy information. The new design will provide easy access to local and national news impacting the housing industry, including changes to state and federal legislation and regulations, building codes and city ordinances, and information about our Political Action Committees (PACs) and upcoming elections. The new government affairs webpage also includes a new Legislative Action Center where members can identify and find contact information for their elected officials at the federal and PRSTRT STD U.S. Postage PAID Permit No. 108 Lawrence, Ks

state level and find helpful resources, such as links to our state legislative bodies and

federal and local agencies. The redesign of the government affairs webpage was completed in anticipation of the upcoming legislative sessions in Kansas and Missouri. HBA’s Government Affairs Committee members expect a busy legislative session and believe the new webpage will make it easier to find information about legislation that could significantly impact the industry. Beatriz Ibarra, Vice President of Government Affairs, said “the website is a key tool for continuing to build the HBA’s grass roots advocacy effort and to make it easy for members to get involved in government affairs.”

The HBA will host the “2014 Opportunity Forecast: Permits, Lots and Lending” on Tuesday, December 17 from 10:00 to 11:30 a.m. at the HBA. The event will showcase a panel of speakers including; Dan Whitney, President, Landmarketing, Frank Lenk, Director of Research Services, Mid-America Regional Council, and Richard Holtcamp with Bank of Blue Valley. The purpose of the event is for attendees to come away with a deeper understanding of the local housing market and land development opportunities, demographic and structural challenges in the Kansas City metropolitan area, and what bankers are looking for and where lending challenges remain. Understand OSHA’s Revised Hazard Communication Standard at Upcoming Training The HBA will host a training on Wednesday, December 11 from 11:30 a.m. to 1:00 p.m. at the HBA for members to learn about OSHA’s newly revised Hazard Communication Standard (HCS) that will becomes effective on December 1, 2013. The training will also include an overview of OSHA compliance rules for residential construction. Mark Banden, a 30-year OSHA veteran with extensive knowledge on OSHA regulations and compliance, will lead this class. Last year OSHA revised its HCS to bring the U.S. into alignment with global classification and labeling standards on hazardous materials. The new OSHA standard is designed to improve worker

understanding of the hazards associated with chemicals in the workplace. While the broader rule will be phased in over the next few years, the first compliance deadline is December 1, 2013. By this date, all residential contractors with hazardous chemicals (e.g., paints, solvents, etc.) on their jobsites must educate and train their workers on the hazards and safe use of these products, ensure that hazardous materials are properly labeled, prepare workplace labels and standard data sheets (SDS) as necessary and provide access for workers to up-to-date SDSs. HBA Welcomes New Board President Chris Ragland Since becoming an HBA member in 2004, Chris has volunteered on a range of committees including nominating, governmental affairs, by-laws, and as Chair of the North Area Council. In addition, she has served on the board of directors and on the executive committee as secretary/ treasurer and vice president. At the National Association of Home Builders, Chris is a Builder 20 Trustee and Board member. “It has been an honor serving on your board, committees and the executive committee and I will continue to be dedicated to all of you this coming year,” said Chris. As she looks at this year she has identified five

priority areas including government affairs, educational programs, market information for members, networking among builders and associates, and finally the HBA will remain diligent about fighting unnecessary building codes and burdensome regulations. Fall Parade of Homes Featured Next Generation Builders The Fall Parade of Homes featured 269 homes by 78 builders and many of this year’s entries were built by a handful of next generation homebuilders. Among them was Greg Prieb II, president of Prieb Homes (PriebHomes. com), a third generation Kansas City metropolitan area builder dedicated to providing value, reliability, and honesty to their valued clients. “We try to create a value for our homeowners by creating a market of homes in specific price ranges that were in demand with short supply,” Prieb says. Regardless of the location there’s one thing he feels distinguishes their company from other homebuilders in the KC metro area.

“When we start to build in a subdivision,” explains Prieb, “one of the first things I think of is, ‘Is this a community in which I would want to raise a family?’ The same thinking goes into our floor plans and ways of construction.” Prieb feels his former career is an asset as a builder. “Over the last 10 years I have been able to utilize my experiences as a licensed real estate agent, which helps us build in a specific price range and community.” In the Parade, Prieb Homes had seven Parade entries located in Grey Oaks and Estates of Highland Ridge in Shawnee; Brampton West in Lenexa; Grayson Place, Persimmon Pointe, and Austin Meadows Roeser Homes won a First Place in the Fall Parade’s Distinctive Plan & Design contest for this entry in Wilshire by the Lake.

After Victory, Housing Industry Expecting Final Rule on QRM In a victory for NAHB and home buyers, six federal agencies on August 28 revised a proposed national qualified residential mortgage standard (QRM) by striking provisions that would require a minimum 20 percent downpayment and other underwriting criteria that NAHB opposed. The proposed federal regulations under the Dodd Frank Act would align the definitions of the QRM with the qualified mortgage (QM), the recently established standard that lenders can follow to demonstrate they have determined a borrower’s ability to repay a mortgage loan. The QRM definition pertains to the sale of mortgages in mortgage backed securities, and securitization of QRMs would be exempt from the 5 percent credit risk retention requirement under Dodd Frank. The QM and QRM definitions are expected to set the parameters for future mortgage lending. By equating QRM to QM, the regulators have provided consistent underwriting standards for the primary and secondary mortgage markets. Federal regulators,

however, are seeking comment on an alternative approach to the QRM, called "QM plus," that would require lenders to retain a stake in the credit risk when mortgages to be securitized have less than a 30 percent downpayment. NAHB will continue to work with the regulators and its coalition partners to ensure that the QRM definition does not include a downpayment requirement in the final rule. The newly proposed lending regulations also included good news for multifamily developers with regard to Qualified Commercial Real Estate (QCRE) loans. As originally proposed, the underwriting standards for these loans were so stringent that most commercial real estate loans could not meet them. Per NAHB recommendations, the newly proposed rule would implement the following changes: · Revise the debt service coverage ratio from 1.50 to 1.25 for multifamily properties, leaving other commercial properties at 1.50 to 1.70. · Increase the loan term from 20 to 30 years for multifamily. · Modify the loan to value for all CRE properties by establishing a maximum LTV ratio of 65 for QCRE loans (instead of 60) and allowing up to a 70% combined loan to value for QCRE loans (instead of 65). The federal agencies will issue a final vote on the rules soon, with the new regulations set to take effect one year from the date that they are finalized.

Builder Confidence Holds Steady in November Builder confidence in the market for newly built, single-family homes was unchanged in November from a downwardly revised level of 54 on the National Association of Home Builders/ Wells Fargo Housing Market Index (HMI). This means that for the sixth consecutive month, more builders have viewed market conditions as good rather than poor. “Given the current interest rate and pricing environment, consumers continue to show interest in purchasing new homes, but are holding back because Congress keeps pushing critical decisions on budget, tax and government spending issues down the road,” said NAHB Chairman Rick Judson. “Meanwhile, builders continue to face challenges related to rising

construction costs and low appraisals.” “Policy and economic uncertainty is undermining consumer confidence,” said NAHB Chief Economist David Crowe. “The fact that builder confidence remains above 50 is an encouraging sign, considering the unresolved debt and federal budget issues cause builders and consumers to remain on the sideline.” Derived from a monthly survey that NAHB has been conducting for 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,”

“average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions in November held steady at 58. The component measuring expectations for future sales fell one point to 60 and the component gauging traffic of prospective buyers dropped one point to 42. The HMI three-month moving average was mixed in the four regions. No movement was recorded in the South or

West, which held unchanged at 56 and 60, respectively. The Northeast recorded a one-point gain to 39 and the Midwest fell three points to 60.

Housing production continues to climb in cities across the Greater Kansas City Metropolitan Area. In fact, the year to date single family total of 3,463 is higher than the entire yearly totals for 2008-2012. Trends show the fourth quarter is off to a strong start as builders make plans for the winter months. Multi-family housing production continues to climb as October added another 395 units bringing the yearly total to 2,493, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. Combined permits take the total to 5,956. “Once again year to date single family permits numbers are showing a 27 percent increase over the same time period in 2012,” said Executive Vice President Sara Corless. “Builders keep talking about crossing the 4,000 single family permit threshold for the year which would be a psychological victory at a minimum.” For comparison, reports show October 2007 year to date single family numbers totaled 5,687. Metro wide counties have either increased or remained relatively unchanged year to date with two smaller counties reflecting the highest percentage increases. Leading the way is Leavenworth County which is up by 98 percent followed by Miami County which is up 96 percent. The larger counties show Jackson County up by 36 percent, Johnson County up by 34 percent, Cass County up by 31 percent, Wyandotte County up by 26 percent, and Platte County up by 20 percent.
