Comprehensive Immigration Reform Bill Could Impact Residential Construction On April 16, 2013, a bipartisan group of U.S. Senators, known as the Gang of 8, introduced a comprehensive immigration reform bill that could impact the residential construction industry. More specifically, the bill would require employers, including those in the residential construction industry, to use a new version of E-Verify, the internet-
based system run by the USCIS that allows businesses to determine the eligibility of their employees to work in the U.S. The requirement to use E-Verify would be phased in over a 5-year period. New Education and Training Opportunities for HBA Members HBA members will have a variety of education and training opportunities during the coming spring and summer months. The HBA’s 2013 Spring-Summer Education and Training Schedule includes sessions on recently enacted building codes, a course to earn an NAHB Advanced Green Building certification and an opportunity to get all of your legal questions answered by two top Occupational Health and Safety Administration (OSHA) and immigration attorneys. HBA staff recently surveyed members to get a better sense of the type of education and training opportunities they are seeking from the Association. Members are clearly interested in more opportunities to learn about changes in area building codes, green building, the economy, occupational safety and social media. “I think the HBA’s next wave of education delivers to our members what they want,” said Beatriz Ibarra. “I also know that members are looking for ways to earn their continuing education credits so we have already submitted applications for credit on the courses that we believe are eligible for it.” Continued on page 2

HBA-PAC Trustees Host Reception for BUILD-PAC Contributors HBA members and their guests gathered for an evening of celebration and appreciation for personal contributions to the National Association of Home Builder’s Political Action Committee, BUILD-PAC. The reception was at the beautiful home of Kelly and Jon Lambert with Pacific Mutual Door & Window. As of April 17, 2013, HBA members had pledged $24,344 to BUILD-PAC, which will be key to its success in electing candidates at the federal, state and local
level who make housing a top priority. Contributions to BUILD-PAC also help support four local PACs,: the HBA-PAC, KS-PAC, MO South-PAC and MO-North PAC. The HBA is always looking for members to get involved in identifying pro-housing candidates participating in elections at every level of government. Comprehensive Immigration Reform Bill Continued from page 1 to verify their subcontractors or subcontractors’ workers. In addition, every non-citizen will be required to show a newly developed “biometric work authorization card” to show that they are legally able to work. The bill would also create a new W-Visa program for lower-skilled workers. The W-Visa would grant 20,000 visas starting in 2015 and gradually increase that number thereafter to an annual cap of 200,000 after five years. The program, however, places a 15,000 per year cap on the number of foreigners available to perform work in construction, causing

many in the construction industry to criticize the bill. In a written statement, Rick Judson, NAHB Chairman, said “This bipartisan Senate bill represents a responsible solution to bringing the current undocumented population out of the shadows, and NAHB also welcomes the work that has been done to create a new visa program for the low-skill sector. We need to improve the size and scope of this program, and NAHB looks forward to working with the U.S. Senate to improve the bill as the legislative process advances.” Finally, the bill would also enable
undocumented individuals in the U.S. prior to December 31, 2011 to register for “Registered Provisional Immigrant” status, allowing them to live and work in the U.S. provided they pay a fine, back taxes and learn English. The debate in the public square and in Congress has just begun on this legislation. There will be hearings in both the U.S. House and Senate Judiciary Committees followed by a lengthy debate in both chambers and amendments to the bill. Weigh Your Options Before a Do-it-Yourself Remodel According to HUD and the U.S. Census Bureau, home owner doit-yourself (DIY) projects accounted for 37 percent of all home remodeling projects performed nationwide from 20102011. While most professional remodelers understand that home owners will do some of their own home repairs or small renovations, after repairing many a DIY gone awry they overwhelmingly believe many jobs should be left to the pros. The desire among home owners to tackle repair and remodeling projects has risen with the popularity of Pinterest and design blogs and the prevalence of home
improvement stores. Before attempting to recreate the gorgeous bathroom from your Pinterest board in your own home, consider the following before sinking your resources into the project.
Safety Without the proper training and preparation, a DIYer can and has landed in the emergency room. Unfamiliarity with new tools and techniques can lead to life-threatening accidents. It is also important to verify the terms of the product warranty. Many warranties become void by improper installation. There are some home projects that professional remodelers believe can be tackled by determined DIYers such as hanging pictures, interior painting, caulking, changing door knobs and cabinet pulls, and some aesthetic work (depending on skill level) such as installing crown

Top Five Home Remodeling Projects Home owners considering planning to stay in their home should know about remodeling projects that increase the home’s usefulness and make it better to live in. A 2012 National Association of Home Builders (NAHB) survey of remodelers found the following five most common remodeling jobs. Housing market data reveals that small, smart remodels reward home owners with better return on investment and can help update and customize a home.
Remodel the bathroom Payback on remodeling a bathroom can reach 65 percent with new fixtures,
tile, toilet, vanity and lighting. Low flow toilets consumer less water and can decrease the monthly water bill.
Remodel the kitchen A minor kitchen remodel can improve the look and utility of the space without costing a bundle, and yields a 75 percent return. Consider replacing backsplashes, cabinet fronts, countertops, and flooring. Installing low-flow faucets and energyefficient appliances can also reduce water and energy expenses in a heavily trafficked room.
Replace windows and doors Updating windows can also return
a solid portion of the investment (73 percent for wood frames and 71 percent for vinyl). New, energy-efficient doors and windows also help reduce energy leakage from the home and can bring down heating and cooling bills.
Repair property damage Property damage is a common but unfortunate occurrence. Seize misfortune as an opportunity to customize and upgrade the home. If you are already going to be inconvenienced with major home repairs, take that time to plan and incorporate home remodeling that may have been put off in the past.
Whole house remodeling Repairs and replacements of old components and the desire for upgraded amenities were cited as the top reasons for customers to hire a remodeler. Evaluate the use of the entire home to see if it fits your needs. Home owners are repurposing spaces to fit their families and making more efficient use of their home’s square footage and equity, rather than moving to a new home and mortgage. Smart remodeling projects for improving the home can make the home more comfortable for your lifestyle.

First Quarter New Home Construction Indicates Continued Recovery
March 2013 residential permit statistics indicate a thirty percent jump over 2012 for the same quarter last year, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. This year’s first quarter recorded 832 single family units compared to last year’s first quarter number of 640. The numbers were bolstered by 129 multifamily rental units in Johnson County. With the addition of 383 total starts in March, the Greater Kansas City area has not seen a first quarter this good since the first quarter of 2008. “Building is up, remodeling is up, competition is up with builders reentering the market, and the Parade of Homes entries are up,“ said Executive Vice President Sara Corless. “All of this rolled together signals to consumers the opportunity to buy a new home is now especially with interest rates continuing at historic lows.” Activity of note for the quarter is that the Missouri northern counties of Clay and Platte account for 25 percent of the total permits, Missouri southern counties of Jackson and Cass account for 16 percent of the total permits and Johnson County alone accounts for 47 percent of the total. Wyandotte County is up 44 single family units the first quarter for the largest percentage increase in a county at 338 percent. April has been designated New Homes Month by NAHB, the National Association of Homes Builders, which coincides with the HBA’s Spring Parade of Homes which will showcase 322 new homes throughout the metropolitan area starting April 20.
