What’s Going On in Clay County? “Clay County is the third fastest growing county in Missouri for the last 10 years,” said Jim Hampton, director of the Clay County Economic Development Council, to HBA members at last month’s Missouri North Area Council at Staley Farms. “We are home to Cerner, the largest Ford assembly plant and Forbes named us one of the best counties for development.” To promote continued development, the EDC last year created the Northland Angel Investor Network and thus far it has funded four start-ups. The network is focusing on medical products and has formed a committee to evaluate ideas for potential investment in the future. The EDC is also working to bring more class A office space to the area and the Northland Education and Business Alliance has created a “Northland CAPs” program, which is an accelerated high school where students work on real-world projects. A Northland Innovation Center is in the works for Gladstone, according to Hampton, which will offer education from grade school through college programs all in one building. Across the street a 2,600-acre research park is planned along with luxury apartments. Additionally, Metro North is being torn down and plans include a new hotel, senior apartments, office space, a grocery store and retail space.

In Liberty, the town square infrastructure needs to be replaced and that is currently Jim Hampton, Clay in process, County EDC Hampton told the group. Additionally, a roadway between I-35 and Hwy291 is being built. Four residential developments are also underway in Liberty: Homestead, NorthPoint apartments, Norterre, which is adjacent to Liberty Hospital, and Cottages at Bluebird Creek, a 48-unit senior housing project. There is considerable development in other cities as well, including: In Excelsior Springs, residents are getting a new community center.

Spring Parade Donations to Harvesters

Parade builders, HBA members and staff and the public were encouraged to support Harvesters during the Spring Parade. Although the goal of donating 55,000 meals was not met, enough food and money was collected for 24,492 meals. A huge THANK YOU to Tommy Bick-

imer for raising more than half of the meals through his “$500 to Harvesters for $5,000 worth of upgrades” campaign. The Parade will continue its partnership with Harvesters during the Fall Parade as the HBA continues to support this crucial community resource.

Aging-in-Place Remodeling, Minor Modifications Gaining Popularity, According to NAHB Survey The past five years have seen increases in the number of remodelers engaged in aging-inplace home modifications and home owner awareness of these types of remodeling projects, according to a survey by NAHB Remodelers, the remodeling arm of the National Association of Home Builders (NAHB). Released as a kick off to National Home Remodeling Month, the survey of remodelers also revealed that simple and less costly modifications are increasing in popularity. “Low-cost, simple modifications to help people be safer and more comfortable in their homes, such as installing grab bars and higher toilets, continue to be the most popular aging-in-place remodeling projects,” said 2017 NAHB Remodelers Chair Dan Bawden, CAPS, CGP, CGR, GMB, a remodeler from Houston. “A profes-

sional remodeler can make recommendations to homeowners that meet both their lifestyle and budget needs.” According to the survey, 80 percent of remodeling companies are doing aging-in-place projects, up from 68 percent in 2013. Remodelers reporting that “most” of their customers were familiar with the aging-in-place concept increased from 11 percent in 2013 to 17 percent in 2016. The five aging-in-place remodeling projects that saw the largest increases since 2013 were: • Added lighting/task lighting increased 12 percent • Curb-less showers increased 9 percent • Grab bars increased 7 percent

MO Legislative Report Continued from page 4 authorizing $48 million in public bonds for a new UMKC Conservatory, unlawful discrimination reform, establishing a highway system task force and providing more funding for the Missouri Works training program. Special Legislative Session After the regular session came to a close, Governor Greitens called for a special session – compelling lawmakers to return to Jefferson City in late May. The legislature then considered and passed a bill to reopen an aluminum smelting plant once operated by Noranda, as well as to build a new steel plant nearby. The bill will take effect the moment the Republican governor signs it and is expected to bring new job growth to the state.

Related to the Home Building Industry • SB 240 – Electrical Contractors – creates a statewide license for electrical contractors. This bill was pushed by non-union electrical contractors from the St. Louis area, who deal with disorganized and burdensome local licensing in their different municipalities. The legislation does not replace local licensing and should not have a significant impact in Kansas City. It was passed by the legislature and sent to the Governor’s desk. • SB 216/HB425 – Roofer Registration – would allow roofing contractors to pay an application fee, provide proof of insurance, and register with the state. licensing and is opposed by HBAM. It died at the committee stage. • SB 398/HB 1096 – HOA Legislation – would establish detailed regulations for the creation and management of Homeowners Associations. It would severely impact a developer’s ability to make decisions while a planned development is still actively being sold. It died at the committee stage. • HB 869 – Licensing Legislation – would prohibit municipalities from requiring any certificates, licenses, or degrees from construction industry employees beyond workers’ comp and general liability insurance. It died at the committee stage. • HB 93 – Workforce Development – provides financial assistance to small business for job training through the Missouri Works Training Program. While not directly affecting the home

building industry, it demonstrates the legislature’s willingness to support increased workforce development efforts. The bill was passed by the legislature and sent to the Governor’s desk. • HB 563 – First-Time Homebuyer Saving Account – establishes an individual income tax deduction for 50% of the contributions to a savings account dedicated to buying a first home. It would function similar to a 529 college savings plan but was not expected to pass this year. It did not advance in the process.

Protecting Cul-de-Sacs in Overland Park

The City of Overland Park is considering a proposal to require that all new cul-desacs be constructed with concrete instead of asphalt. The Home Builders Association views this change as an unnecessary burden on developers that will result in fewer cul-de-sacs being built in new developments. The measure substantially increases costs – approximately $35,000 - $40,000 more per cul-de-sac.

HBA Hosts Municipal Meetings with Lee’s Summit, KCMO The HBA is working to strengthen its relationship with local government and create an open dialogue between high permitting cities and builders. To accomplish this, the HBA is establishing regular municipal meetings with city staff to discuss ongoing builder and development issues. The first of these municipal meetings took place Tuesday, May 23 with the City of Lee’s Summit. The HBA welcomed Assistant City Manager Mark Dunning, Director of Development Services Ryan Elam, and a several builder members. Topics of discussion included better post-inspection follow up at job

They provided builders an update on City staffing levels and their plan to temporarily move from the 5th floor of City Hall to the 14th while renovations take place.

The conversation was productive for both sides and led to several suggestions on ways to improve current practices. City staff is also still working to roll out the new software system EnerGov, which will greatly help streamline the plan review, permitting, and inspection process. It is currently expected to go live in October of this year. A variety of builder issues were reviewed as well. Residential Permit Activity Reaches Level Not Seen Since 2007 The eight county Kansas City metropolitan area topped 2,000 permits in the first four months of 2017 – a level of activity not seen since 2007. Local cities and counties recorded 562 single family building permits during April, bringing the year-to-date total to 2,059 according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. Multi-family construction has slowed compared to the past several years, with 465 units permitted during 2017. “Our builders reported a very busy Spring Parade,” said Executive Vice President Josh Clark, “with numerous buyers signing contracts for new homes and many considering custom home building.” The Missouri counties of Cass, Clay, Jackson and Platte have recorded permit increases ranging from 6% in Clay County to 96% in Cass County. Johnson County reports a slight decrease (6%) from 2016 activity while Leavenworth, Miami, and Wyandotte have issued more permits than in the prior year. Cities which have experienced a notable increase are Peculiar (up from zero to 48), Lee’s Summit (up from 101 to 201), unincorporated Platte County (up from 42 to 79) and Kansas City, Kansas/Wyandotte County (increasing to 187 from 79).

A Look Back: Fun at the HBA Networking with home building industry professionals has been an important element of HBA membership since the beginning of the association. Over the years, HBA members have enjoyed countless dinners, meetings with special speakers, trips for fun and for business, and sporting endeavors of all sorts. The opportunity to get to know colleagues on a personal level often leads to life-long friendships. In the early days of the HBA, many social events were sponsored by the Spike Club. Membership drives were held on a regular basis and included some unique incentives. For instance, the drive held in March 1983 was a “Rabbit Roulette” -- meaning that Richard Mather (1983 Membership Chairman) would deliver a live bunny to a Spike member. That member had to keep the bunny until he had recruited a new member. Only then would the rabbit move on to the next

This evening event included trade show exhibits from associate members, a buffet dinner and cocktails, gaming and prizes. The 1979 event was expected to draw between 800 to 1,000 members, spouses, employees and guests. Other activities during the past 80 years have included tennis tournaments, trips to Tiffany’s Attic dinner theater, and of course the annual Clay Shoot.
