The calendar says that spring begins on March 20 and the Home Builders Association of Greater Kansas City will make that official when the sixty-seventh annual Greater Kansas City Home Show opens to the public at 10 a.m. that morning. Bartle Hall will begin to fill with activity on Monday, March 16 when local landscapers arrive to bring the outdoors inside as they assemble their displays of flowers, plants and hardscape elements. Bartle will be filled with the sounds of hammers as Chris Ragland (Homes by Chris) directs the assembly of this year’s demonstration home. As the week progresses, over 200 exhibitors will line up at the dock to bring in their products. And, finally, on Friday March 20, the doors will open to consumers eager to see the latest in home products and services; decorating, design and building demonstrations; premier landscaping, and special attractions. The HBA held Kansas City’s first home show in 1948 and the annual event has become the go-to showcase for home improvement, technology, and decorating ideas as well as a fun-filled day with activities for all ages. Headlining the 2015 show are Chip and Joanna Gaines, stars of HGTV’s Fixer Upper. Additional stage presenters will include Jennifer
Allwood of The Magic Brush, HGTV Design Star winner Jennifer Bertrand, Jeff and Chrysy Huff of Kansas City’s popular Restoration Emporium and award winning interior designer Kristin Rieke. The Greater Kansas City Home Show at Bartle Hall will offer products, services, expert advice and fun all in one place – don’t miss it!

Between Feb. 1 and April 30 each year, all employers must post OSHA Form 300A, which summarizes the job-related injuries and illnesses that occurred in the previous year, per Occupational Safety and Health Administration (OSHA) recordkeeping mandates. The summary must include total number of job-related injuries and illnesses (which also have new recordkeeping requirements) that occurred in 2014 and were logged on OSHA Form 300.

To assist in calculating incidence rates, information about the annual average number of employees and total hours worked during the calendar year is also required. If a company recorded no injuries or illnesses in 2014, the employer must enter “zero” on the total line. The form must be signed and certified by a company executive. Form 300A should be displayed in a common area where notices to employees are usually posted.

KCHBA to Hold a Residential Construction Tax Seminar March 12 It appears that 2015 could be a year in which tax policymakers give serious consideration to business tax reform at all levels of government. U.S. Department of Labor Actively Targeting Employers on Worker Misclassification The U.S. Department of Labor (DOL) recently granted $10.2 million to 19 states to help the states identify instances where employers improperly classify employees as independent contractors or fail to report the wages paid to workers at all. The grants also help states conduct audits and other enforcement actions. This is the first time that the U.S. DOL has issued these types of grants and Congress approved an additional $10 million for 2015. In addition to the grants, the U.S. DOL has entered into Memorandums of Understanding (MOUs) with certain states to share data and enable or facil-

According to NAHB, there does not seem to be any rhyme or reason as to why certain states receive grants. Some states have both an MOU and received a grant from the U.S. DOL (e.g., Texas). What is clear, however, is that certain HBAs are reporting an uptick in audits and other enforcement measures against their members. KCHBA staff are working with NAHB to better understand the program and how it may impact KCHBA members.

Bringing Housing Home, March 9-13, 2015 Due to the overwhelming success of the National Association of Home Builders’ (NAHB) 2014 Bringing Housing Home Legislative Conference, the NAHB federation will once again be “Bringing Housing Home” and conducting in-district legislative meetings from March 9-13, 2015. KCHBA staff are in the process of scheduling meetings with your legislators to enable you to make your voice heard on important housing issues. Meetings will be announced in This Week at the HBA and through e-mail messages. Last year, KCHBA members met and had lunch with Congressman Emanuel Cleaver, II (Missouri, 5th District) and Congressman Kevin Yoder (Kansas, 3rd District) at the KCHBA. The meeting served as an excellent opportunity for
KCHBA members to raise concerns about Congress’ inability to move forward on key legislative priorities, such as housing finance reform that ensures the federal government continues to provide a backstop for a reliable and adequate flow of affordable housing credit in all economic and financial conditions. Members also discussed the need for Congress to pass immigration reform to provide the certainty needed to grow the economy and increase competitiveness. This year we will be discussing very similar topics, as well as the educating our legislators on the state of the housing industry.

KCHBA Members Meet with Kansas State Legislators KCHBA members participated in Kansas Legislative Day on Wednesday, January 29 at the Kansas State Capitol in Topeka. Members met face-to-face with Kansas legislators from the KCHBA’s jurisdiction, including Senator Julia Lynn, Senator Jeff Melcher, Senator Molly Baumgardner, Senator Kay Wolf, the Speaker of the House, Ray Merrick, Representative Marvin Kleeb (Chair 6
of the House Standing Committee on Taxation), and Representative Erin Davis. The purpose of these meetings was to share the KCHBA’s legislative agenda for Kansas, deliver the most recent economic impact data for home building in the greater Kansas City metropolitan area and continue to build relationships with elected officials who are regularly making decisions that impact the industry.

KCHBA to Host Metro KC Chapter of the International Code Council Meeting The Metropolitan Kansas City Chapter of the International Code Council (Metro ICC) will hold a meeting at the KCHBA March 18, 2015 at 11:00 a.m. KCHBA members are encouraged to participate to continue to build relationships with Metro ICC members and hear their perspective on the latest code issues. Members who would like to join the Metro ICC for lunch are asked to call the HBA office at 816-942-8800 to make reservations. The Metro ICC is comprised of building officials, inspectors, contractors, architects, engineers and industry professionals from Kansas and Missouri. The group was founded in 1966 to pro-
mote safety relating to the construction and use of buildings. Some of its objectives are to investigate and promote uniform regulations in the construction, occupancy and location of buildings and structures; to research, recommend and promote uniform regulations, legislation and enforcement pertaining to all phases of building construction; and to promote the adoption of the International Building Code and other International Codes designed to advance the cause of uniformity in regulations for the construction, alteration, conservation, maintenance, preservation or repair of buildings and structures, equipment and fixtures.

NAHB Field Rep Gets Acquainted in KC Charles Liuzzo, the Regional Field Representative for Kansas City, spent several days attending KCHBA events during early February. Charles attended the Executive Committee meeting and HBA-PAC Trustees meeting on February 11th. He had the chance to get better acquainted with NAHB Chairman Tom Woods as Tom and Bob Frost introduced him to one of their favorite restau-
rants Wednesday evening. Thursday was a full day of activities with the Associates Council, Sales & Marketing Council and the Remodelers Leadership Tour event at Arrowhead Stadium. Field reps are a new element of the NAHB services to local associations. Charles is based in Dallas, but will be travelling extensively to work with staff and volunteers in the eight states of Region D.

Voters Head to the Polls in Early March and April Primary and General Elections Voters head to the polls on April 7, 2015 for primary and general elections across the Kansas City metropolitan area. The City of Kansas City, Missouri, will hold its primary election on April 7 with several City Council seats up for grabs along with the race for Mayor. The general election in KCMO will be on June 23, 2015. Cities across Johnson County will be holding their primary elections on March 3, 2015 with the general election on April 7, 2015. The primary elections will decide Ward seats in Roeland Park and narrow the mayoral candidates in the City of Shawnee. Several City Council seats are up for grabs across

When asked for a few tips for someone who wants to start freshening their home without a large budget, she suggests starting small with cosmetic changes or re-arranging a room to better fit the family’s needs. “Don’t be afraid to break the rules. For example, an unused formal living or dining room could become a playroom for the kiddos. I try to make the home work for the homeowners needs,” she said. “We try to encourage others to try something new and not be afraid to go with your gut. Just start.”

“For me, money spent on a home is an investment. I try to keep it simple with timeless and classic finishes, and accessories which are easily changed can be more trendy. I try to think how I can set a client up to enjoy their home ten years down the road so they are not constantly re-investing.”
Many of the homes shown on Fixer Upper that clients are considering purchasing are in need of extensive work and are labeled the worst house on the block, but Chip and Joanna can usually see the potential. “What you see on the show is really how the process works, we really do surprise the clients with the finished product,” she added. “It’s nerve-wracking trying to choose for others. When meeting with clients, I suggest they bring at least ten pictures from Houzz and Pinterest of rooms that speak to them. I try to find a recurring theme to give me a sense of their style. I’m terrified of not pleasing a client. As Chip says, this is a real renovation with a real client’s budget, and we face real budget issues.” The couple is busy but enjoying life. In addition to raising four kids, renovating their own home, owning a real estate sales company, and developing a gated community of villas in Waco, Texas, Joanna also has a retail online and storefront company, Magnolia Market. “Chip is a true entrepreneur. He has had many businesses, but this one has stuck,” Joanna said. “I think we both have found our passion.”

Design Trends on Display at Home Show Looking for a new kitchen sink or ideas for flooring? The Home Show is the place to find solutions for all your design dilemmas. At this year’s show, the latest finishes and products will be on display in a full size model home to allow patrons to touch and feel the surfaces in an actual room. Homebuilder and for-
mer HBA president Chris Ragland will build a 700 square foot one bedroom, one bathroom showhouse inside Bartle Hall open for Home Show visitors to walk through. “The purpose of the showhouse is to give consumers a chance to see some new finishes that are out there and also some new products available for building a home. It’s a very sophisticated, dreamy getaway,” said Chris of the structure. She hopes people will be inspired by the colors and finishes when they are building or remodeling their own home. Built with a covered porch, accents of reclaimed lumber, pebble-tiled flooring and solid-surface countertops, the showhouse will feature a variety of new design and construction elements. For example, the structure features a high-density engineered wood subfloor and a built-in zip system for the walls that provides a continuous air barrier for better energy efficiency. The frame of the showhouse was built
at McCray Lumber and Millwork, then taken apart and re-assembled and decorated inside Bartle Hall – in four days! The exterior features James Hardie shingle siding and trim. Ragland said this product has been popular in the other parts of the country and is gaining popularity here. It’s a concrete siding that can handle high humidity year round. It is durable product that is weather and pest resistant and very rarely requires painting. One side of the building shows the construction process in progress with the rafter trussing and roof underlayment exposed.
“I really enjoy working with homeowners to create their dream space,” said Chris.

After the Home Show, this year’s showhouse will be donated to the Boy Scouts of America, Heart of America Council, 2015 Home Show community partners, for use at the H. Roe Bartle Scout Reservation. Due to this future use, the showhouse has been fondly nick-named “The Scout Shack.”

All the materials for this project were generously donated by the following vendors: McCray Lumber | McCray Lumber donated the materials for the trusses, hardware, flooring, walls and siding. Heartland Truss provided the trusses. Simpson Strong-Tie is the maker of the hardware throughout the shack. Boise/ Huber contributed the I-joist, AdvanTech subfloor, Zip Wall and Zip Roof. James Hardie is the maker of the lap siding, trim, soffit and fascia for the Scout Shack.
Barn wood has been used in several places as accents, including the kitchen, fireplace and walls in the bedroom and bath. “Barn wood has made a huge comeback with people being more green and recycling,” noted Chris.

Other design trends displayed include a freestanding tub, old schoolhouse vanity and pebble floor in the bath. Hardwood floors create a warm, inviting feel. In the kitchen, visitors will see painted cabinetry, a farmhouse sink, and solid-surface countertops with an under-counter beverage refrigerator. Wilson Lighting provided creative and state of the art light fixtures and pendants.
Dennis E. Tuck Archituckture | Tuck, a local custom designer, provided the architectural floor plan for the Scout Shack. Weber Flooring | The carpeting was donated by Weber Flooring. The flooring in the bathroom is a pebble tiled floor that is a combination of multi-colored, sliced mosaic pebble and a Premier brand 4x4 slate tile. In the kitchen and living room, reclaimed whitewash oak planks by Quickstep finish off the flooring.

Strategies to Selling Green in 2015 According to Michelle Desiderio, most buyers interested in high-performance homes are motivated not so much by energy efficiency, but rather by personal interest in making the world a better place to live. Desiderio, who serves as vice president of innovation services for Home Innovation Labs in Upper Marlboro, Md., spoke at the 2015 International Builders’ Show in Las Vegas about strategies to sell highperformance homes, including which audiences to target. “You want to make sure you’re really speaking to things that motivate them,” she said. “If you’re only selling energy efficiency, you’re missing the big picture, and even alienating the young buyers.” For Millennials especially, a message
about saving money is a little offensive. “They’ll choose a high-performance builder simply because it’s the right thing to do, not just to save money,” she said. Desiderio said that today’s highperformance home buyer is looking for a sustainable lifestyle that is healthier, efficient and better for the world at large. And 61% of builders say customers will pay more for a home that meets these criteria. There are four groups of buyers that are particularly inclined to purchase highperformance homes: The Persuadable Middle, a.k.a. The Mainstream Consumer Desiderio pointed to research which showed that 16% of consumers are super green and “out to save the earth,”

Construction Immigrants Highly Concentrated in Some States and Trades New NAHB research shows that while foreign-born workers represent a substantial component of the US construction labor force, accounting for almost 23 percent, their share is even higher in construction trades, reaching 28 percent. Concentration of immigrants is particularly high in some of the trades needed to build a home, like carpenters, painters, drywall/ceiling tile installers, brick masons, and construction laborers – trades that require less formal education but consistently register some of the highest labor shortages in the NAHB/Wells Fargo Housing Market Index (HMI) surveys and NAHB Remodeling Market Index (RMI). The two most prevalent construction occupations, laborers and carpenters, account for about 30 percent of the construction labor force. More than a third of all construction laborers and 28 percent of carpenters are of foreign born origin. The construction occupations with the highest presence of immigrants are plasterers/stucco masons, drywall installers and roofers. The share of immigrants in these trades exceeds 59, 49 and 43 percent respectively. The trades with low presence of foreign born labor, such as construction and building inspectors, boilermakers, elevator installers, electricians, first-line supervisors – tend to recruit better educated workers. Only 5 percent of construction and building inspectors, less than 3 percent of elevator installers/repairers and 9 percent of electricians did not graduate from high school. Estimates place immigrant workers at

In Nevada, one in three construction workers come from abroad, and in Florida the share of immigrants exceeds 30 percent. In addition, New Jersey and District of Columbia register shares in excess of 30 percent.

President’s Budget Proposal and Housing President Obama on Feb. 2 unveiled a nearly $4 trillion fiscal 2016 budget proposal that includes $650 billion in tax increases to pay for infrastructure and tax breaks geared toward middle class households. The administration is also proposing to eliminate sequestration and increase non-defense and defense discretionary spending. To pay for this, the White House is proposing $1.8 trillion in savings from the tax hikes and other offsets, including $400 billion in healthcare savings.

Residential Permit Activity Slows for Early 2015 Single family housing permits decreased from recent months during January 2015 according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. With 235 single family units, the January total decreased by 48 (17%) from the same month a year ago (January 2014) and 88 from December 2014. Multi-family activity continues its growth pattern with 214 units permitted in January. “Builders are reporting that the confidence level of themselves and their realtors has never been higher,” said HBA Executive Vice President Sara Corless, “and after the snow and cold weather retreats, spring will bring the most active housing market in years to the Kansas City area.” Kansas City issued the most permits in the eight county area with 46, followed by Olathe with 40. Overland Park, Blue Springs and Lee’s Summit rounded out the top five municipalities in residential permit counts. Johnson County was the top permitting county with 92, followed by Clay County with 52 and Jackson with 51.
