Awards Recognize Outstanding New Home Building The top local home builders were awarded with the presentation of the 2012 Pick of the Parade and Distinctive Plan & Design awards. Nearly 200 people attended the HBA’s Fall Awards Ceremony at The Gallery in the Power & Light District, October 3, as the awards winners were announced. Each fall local home builders compete for top honors in the awards competitions held in conjunction with the HBA’s Parade of Homes. The annual Parade provided consumers the opportunity to visit 242 new homes throughout metropolitan Kansas City during the 16-day, three-weekend event that opened September 29 and continued through October 14. The Pick of the Parade Awards showcase winners based on criteria such as outstanding construction techniques, selection of
materials and craftsmanship with judges examining everything from exterior siding to interior framing. The Distinctive Plan & Design Awards focus on interior design and architecture. Winners are determined based on furnishings, accessories, functionality and curb appeal of the homes. Teams comprising more than 20 industry professionals consisting of home builders, architects, interior designers and other construction trades from outside the Kansas City metro area canvassed the region September 29-30 to evaluate the entries. Homes competed in categories based on price range. Sixteen Grand Award winners and sixteen Runner Up honors were awarded for the Pick of the Parade. The Distinctive Plan & Design Awards competition had twelve first place winners and fifteen second place winners.

Nationwide production and permitting of new homes rose sharply in September to their highest levels in more than four years, according to newly released figures from HUD and the U.S. Census Bureau. A 15 percent gain brought the pace of new housing construction to a seasonally adjusted annual rate of 872,000 units, while an 11.6 percent gain brought the pace of permit issuance to 894,000 units. These were the strongest numbers seen in both categories since July of 2008. Local numbers reflect similar gains (see page 14). “Builders are responding to the rising
demand for new homes as consumers begin to feel more confident about their local markets and put back into motion purchasing plans that were on hold during the recession,” said Barry Rutenberg, chairman of the National Association of Home Builders (NAHB) and a home builder from Gainesville, Fla. “Yet, while September’s surge in activity is certainly encouraging, we need to remember that we still have a long way to go back to a fully functioning market -- and in order to get there, significant challenges must still be addressed in terms of credit availability and appraisal issues, as well as the increasing

Olathe City Council Approves New Building Codes
On October 16, 2012, the Olathe City Council approved the 2012 International Building Code with amendments. The amendments addressed many of the concerns that were raised by members of the HBA Codes Task Force and are similar to the amendments passed in the City of Overland Park and Kansas City earlier this year. The new Olathe code will take effect on April 1, 2013. In addition, the Olathe City Auditor must conduct a review of the effects of implementation of the new code and produce a report for the Council no later than October 1, 2013. For the past several months, building officials representing several Johnson County local governments have been meeting to find consensus on changes to the code. The HBA has been closely examining these efforts and efforts across the Kansas City metro, especially since passage of a new code can happen rather swiftly, as was the case in Olathe. The HBA will continue to urge building officials to maintain an open dialogue with representatives of the industry who are best suited to share the real impact of possible amendments to the code. NAHB Warns New Regulations Will Harm Community Banks, Mortgage Lending
NAHB is waving a red flag about proposed new banking regulations that would significantly increase the amount of capital that banking organizations of all sizes will be required to hold against assets. Of particular concern for home builders is the effect that the proposed Basel III regulatory capital requirements will have on community banks, which are a key source of funding for home mortgages and construction financing. In official comments submitted to regulators NAHB warns that the excessive regulatory burden of implementing these tough new capital requirements at the same time that new regulations are going into effect under the Dodd-Frank Act will likely cause many community banks to restrict lending or even close their doors altogether. Simply put, NAHB believes implementation of the Basel III rules, as proposed, will take too much capital out of the system and cause community banks to be unwilling or unable to provide financing for home mortgages, new-home construction, multifamily projects or commercial real estate development.

Why I value my HBA membership… By Eric Blaney, Shamrock Cabinet I wanted to write and tell you a short story about the value of our membership with the HBA. We were recently faced with an issue that could have potentially had a negative impact on not only our company but the entire industry. Without going into detail, we needed help as a company gaining access, and an audience, with the right people in Topeka. We needed a political ally with connections that we just didn’t have alone. My first thought was to contact the HBA. We have been members for many years and I fully understand the value of the association. I feel like we need to explain to potential members the value and depth of membership other than what might lie at the surface. I contacted Sara Corless and the executive committee and explained our dilemma. I asked for an audience with the governmental affairs committee. The current chair is Mike Brown with Brown Midwest. I was granted a meeting with the committee and asked for any help or guidance they felt would be appropriate. I went to the HBA and asked for support. That is huge. It’s so much more than a lunch meeting here or there. It’s about
the industry banding together and helping each other survive. Mike Brown personally set up an appointment, (going nearly to the top of the ladder in Topeka,) with the right people to hear our concern. Mike knew from his experience that timing was everything and helped facilitate our meeting. Less than two months later we received confirmation that our issue was no longer an issue. I am 99% sure this would not have happened if I was not a member, who has been involved for years and years, and knew who to ask for help. If you are riding the fence about joining this association, please know that the benefits go far beyond what can be explained in one letter. You do however have to get involved. Those of you reading this know that Phil Yancey is probably the most approachable, accommodating person you will ever meet. Ask him what you need to do to get involved. Our company will be here for another 50 years because of my membership, Sara’s willingness to help, and the governmental affairs committee and Mike Brown. Hope you will take advantage of the benefits too.

Truman Library and Museum in Independence, Missouri. The event featured Mistress of Ceremonies Elizabeth Alex, KSHB-TV, Congressman Emanuel Cleaver II, Nick Jordan, Secretary of Revenue for Kansas, and Chris Koster, Attorney General for Missouri. “Being able to buy a home is the realization of the American dream,” said Congressman Cleaver in his rousing remarks. “Many people in attendance at this rally asked me to continue fighting in Washington to make sure the system is fair for everyone.” Cleaver continued, “I believe owning a home is the true essence of what this country is all about. September Housing Permits Highest Since 2008
In cities across the Greater Kansas City Metropolitan Area, housing production continues to climb in 2012 with the total permit number coming in as the highest since 2008, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. September single family permits increased sharply to 379 over 202 single family permits the same month in 2011. Year to date total permits are the highest in three years with 3,419 permits compared to 2011 with 2,304. In 2008 total number of permits issued year to date was 4,136. “We saw that the national numbers had improved and are pleased that the local housing numbers are following

suit,” said Executive Vice President Sara Corless. “It is possible the spike occurred in September because some building code changes took affect October 1, but other indicators are showing a rebound may be underway. For example, national numbers reflect an 11 percent overall gain in new-home construction in September across both the single- and multifamily sectors plus a builder confidence survey is reflecting the best numbers in six years.” Six counties have increased year to date in September with the highest increases in Platte County up by 123 percent, Clay County up by 83 percent, and Johnson County up by 42 percent. Top cities ranked by number of single family units year to date are Kansas City with 519, Olathe with 318, Overland Park with 276, Lee’s Summit with 195, Platte County with 118 and Shawnee with 105. www.kchba.org
