On Friday, Oct. 20, Jerry and Kristen Braklow graciously opened their home for a reception with HBA members and Overland Park City Councilmen Terry Goodman, Dave Janson, Jim Kite and Curt Skoog. Chris Newlin, who’s likely to win his district, also attended. HBA members, many of whom build and do business in Overland Park, had the opportunity to speak with the councilmen and candidates one-on-one about important issues that affect the industry locally.

Republican Tax Reform Plan Slams Middle Class NAHB Chairman Granger MacDonald has issued this statement on the tax plan unveiled by House Republicans: The House Republican tax reform plan abandons middle-class taxpayers in favor of high-income Americans and wealthy corporations. The bill eviscerates existing housing tax benefits by drastically reducing the number of home owners who can take advantage of mortgage interest and property tax incentives. Capping mortgage interest at $500,000 for new home purchases means that home buyers in expensive markets will effectively lose this housing tax benefit moving forward. The House leadership killed a cost-effective plan proposed by NAHB that Ways and Means Committee leaders

agreed to include in the legislation. It would provide a robust homeownership tax credit that would have helped up to 37 million additional home owners who do not currently itemize. Most are lowand moderate-income home owners.
HBA builder and developer members met with high level KCMO staff on Friday, Oct. 20 to discuss ongoing development issues in the city. Included in the meeting were Planning and Development Director Jeffrey Williams, Deputy Director Diane Binkley, Assistant Engineering Director Greg Franzen, Director of Public Works Sherri McIntyre, Water Services Chief Engineering Officer Matt Bond, and several others. The gathering was one in a series of municipal meetings coordinated by the HBA to establish and maintain an open dialogue with the city.
Meanwhile, as corporations receive a major tax cut, small businesses, which generate the lion’s share of job growth, get limited relief. The bottom line: Congress is ignoring the needs of America’s working-class families and small businesses. By undermining the nation’s longstanding support for homeownership and threatening to lower the value of the largest asset held by most American families, this tax reform plan will put millions of home owners at risk.
Discussion centered around the soft cost of development in Kansas City versus other jurisdictions, plat recording, inspections, and bonds. Delays in the development process are largely due to staff vacancies in the relevant departments, but the city is committed to improving the experience of builders and developers who work in the area. The city’s new Energov software, designed to help streamline the permitting and inspection process, is projected to go live in February. Members also received an update about the ongoing renovations of the 5th floor at City Hall, which are expected to be completed by the end of this year.

HBA of Missouri Prepares for 2018 Legislative Session The HBA of Missouri met on Thursday, Oct. 26 to discuss the upcoming state legislative session and create a working plan to address issues of interest to the home building industry. This year, advocacy efforts will include an increased focus on legislative monitoring coordinated on the local level. Special attention will be paid to issues such as workers’ comp reform, licensing legislation, industry fees, and
potential incentives for home ownership. However, it is expected that the legislature may have a limited scope this session as it faces budget shortfalls and rising healthcare and education costs. Members will also be reaching out to other HBAs currently inactive at the state level and work to restore a unified voice of the housing industry across Missouri.

Rather than holding a general membership meeting each month, meetings are held in each area on a rotating basis from February through October. The Missouri South Area Council luncheon on April 25 included a panel of experts who have worked with Millennials and are familiar with their buying habits to help attendees better understand this enigmatic generation. May’s Missouri North meeting focused on the Clay County Economic Development Council and the widespread growth throughout the county. A Kansas legislative report was the topic at June’s Kansas Area Council, with speaker Sean Miller, executive officer of the Kansas Building Industry Association. The July meeting of the Missouri South Area Council focused on how builders and associates can mitigate risk in their businesses. The topic was presented by a panel consisting of attorney Stan Woodworth, Karen Lott with 2-10 Home Builders Warranty, Clay Miller of Bovard Insurance Group and engineer Ken Sidorowicz. In August, members were updated on opportunities in Platte County with Alicia Stephens, Executive Director of the Platte County EDC speaking on residential development and the possibility of a new terminal for KCI. The Kansas Area Council on September 26 featured leading local economist Chris Kuehl, Ph.D. who offered his forecast for the upcoming months. And, finally, the Missouri South meeting in October featured two attorneys from Polsinelli with the latest information on OSHA compliance and immigration.

Permit Activity Remains Strong Through Third Quarter The third quarter of 2017 ended with 511 permits issued during September, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. Year-to-date total permits are the highest in 10 years with 4,639 single family permits compared to 2016 with 4,282. Permit activity through September has increased 8 percent as compared to 2016 at this time. Multi-family construction has slowed compared to recent years, with 1,621 units permitted to date. Each county in the metro area has reported an increase in permit activity in 2017, with the exception of a slight decrease in Platte. Growth north of the river allows Kansas City, Mo., to continue to top the list of area cities in number of permits issued with 738; that, however is a decrease of 149 from the first three quarters of 2016. Other cities in the top permitting list are: Olathe with 482, Lee’s Summit at 390, Overland Park with 348 and Kansas City, KS/Wyandotte County rounding out the top five at 270.
