Local Schools Using HBI to Promote Careers in Homebuilding A
ccording to the spring 2023 HBI Construction Labor Market Report, a lack of skilled construction labor is a key limiting factor to expanding home construction and improving housing inventory and affordability. Housing was a bright spot for the economy during the post-covid era, as construction activity helped lead an economic expansion. According to NAHB analysis of BLS data and projections, the estimated number of construction worker growth required for the sector is approximately 723,000 per year. Amping up a qualified workforce is necessary for the future of the homebuilding industry. Awareness of career options and access to education are key. HBI states the current median age of workers in construction is 42. However, due to aging trends, the share of construction workers aged 25 to 54 decreased from 72 percent in 2015 to 67.7 percent in 2021. The Home Builders Institute (HBI) serves more than 15,000 individuals annually through five program areas: Academies, Job Corps, Military, Community and Licensing. HBI provides its students with no cost pre-apprenticeship training,

certification programs and job placement services. HBI is the nation’s leading nonprofit provider of trade skills training and education for the building industry. Areas of certification include: weatherization, building construction technology, masonry, plumbing, landscaping, carpentry, solar, HVAC, electrical and painting. All participants graduate from the program with the necessary skills, experience and credentials to be successful in the workforce.
Schools in the Kansas City area currently using HBI curriculum include Olathe Advanced Technical Center, Paola High School and Gardner Edgerton Advanced Technical Center. HBI’s award-winning Pre-Apprenticeship Certificate Training (PACT) curriculum integrates performance-based learning in the building trades with vocational and academic skills training and includes life skills,
career development and on-the-job training. PACT curriculum aligns closely with STEM, is based on NAHB’s Green Building Standard and National Skills Standards and is one of only three pre-apprenticeship curricula recognized by the U.S. Department of Labor. The KCHBA Home Builders Charitable Foundation has made a direct impact on continuing access to construction education, donating over $34,000 between January 2021 and December 2022 to local learning institutions.

Steady Building Activity Through Summer
The pace of new-home construction in the region has remained largely stable this summer despite rising mortgage rates and construction financing costs, according to statistics compiled by the KCHBA. In July 378 permits were issued, which is almost identical to June when 373 permits were issued. Kansas City, Mo., leads the list of top-permitting cities with 69 single-family homes, although that number has decreased significantly the last few months. Olathe ranks second with 47 units, followed by Overland Park with 35. Lee’s Summit and Gardner both had 22 single-family permits issued in July.
