The Home Builders Association of Greater Kansas City is proud to present two new-home tours this fall. The KCHBA presents some of the largest new home tours in the country and the Artisan Tour is an exciting addition to new home marketing in the area. The inaugural edition of the Artisan Home Tour begins on September 12 and runs through the 20th. Tickets for this event, which benefits the Ronald McDonald House Charities Kansas City, are sell-

ing rapidly. Special activities to be held in conjunction with the Artisan Home Tour include a VIP Kick-Off at the Hotel Sorella, Associate Appreciation and Home Tour on September 16 and Realtor Hospitality Day on September 18. Tickets to tour these ten beautiful homes are available through the event’s website, artisanhometourkc.org. Then, on October 3rd, the 68th annual Fall Parade of Homes will feature 301 entries open to the public through Oc-

tober 18th. Homes have been entered into the Parade by 102 builders and are located in all eight counties of the Kansas City metro area. With prices ranging from $200,000 to just over $1.5 million nearly every local potential buyer should find an appealing home. See a preview of Parade entries beginning on page 10. The Pick of the Parade and Distinctive Plan and Design contest winners will be announced at the Fall Awards Celebration on October 7th.

The HBA recently had an opportunity to sit down with U.S. Representative Kevin Yoder to discuss Waters of the US, a rule produced by the EPA to drastically expand jurisdiction over bodies of water subject to agency regulation. Representative Yoder voted for legislation in the House that would withdraw the current rule and charge the EPA to create a new one with more oversight, transparency, and consultation with local governments. However, he indicated the chances of the bill passing the Senate are small; this has largely been interpreted as a partisan issue. There might be potential to mitigate certain aspects of the rule by means of legislation, but it is doubtful the rule will be withdrawn entirely under this administration. Unfortunately the broad language of the rule could mean long delays, expensive permits, and severe fines for builders.

Yoder’s strategy, instead of a stand-alone bill, would take a budgetary approach. It might be possible to stop or at least delay the funding necessary to implement the rule. As Representative Yoder serves on the House Appropriations Committee, he is cautiously optimistic about this option. He also suggested the HBA should contact the regional EPA and organize a meeting to discuss how they plan to implement WOTUS in this area. Representative Yoder expressed particular interest in how the new regulations would impact the home building industry. HBA members provided concrete examples of the costs and delays to builders as well as explaining how, due to the nature of the land in this area, it would be almost impossible to find a body of water that would not fall under the EPA’s jurisdiction. Overall, the meeting was a valuable opportunity to communicate the HBA’s concerns and priorities directly to a member of Congress, who will personally take them back to Washington DC. Lunch, Learn & Earn Credit Classes Continue August’s code credit class on exterior walls proved to be a popular topic, with over 20 participants shown above. September will offer a non-code credit class on the 22nd and the KCHBA will not hold classes during October due to the Johnson County Licensing seminars October 27th through the 30th. Code classes held at the HBA will resume on November 19th with “Air Sealing: What Matters Most is What You Don’t See!”. The “Art of Framing” will be offered on December 10th; this 8 hour credit class will provide a detailed overview of the framing sections in the 2012 International Residential Code with a special

emphasis on the provisions in the code that are most often misunderstood. Dave Utterback, City of Lenexa, will serve as instructor for the framing class. The educational offerings for 2015 will wrap up on December 11th with “Wall Bracing” for eight hours of code credit. Taught by Russell Thornberg, the class will focus on wall bracing sections of the 2012 International Residential Code. The KCBHA is greatly appreciative of Bovard Insurance Group’s sponsorship of education for 2015. With their support, 36 hours of code credit classes have been available during the year with over 130 participants through August.

If you have ever wondered what drives a home buyer to select a particular home look no further. The American Housing Survey provides insight into the home buying process. The top two reasons for choosing a home were its size (cited by 76 percent of buyers) and room layout/ design (74 percent). The house’s price and the neighborhood were each cited by 72 percent of home buyers. For buyers of new homes, room layout/design, neighborhood, exterior appearance and construction quality tended to be even more important than for other types of buyers. Among first-time buyers, on the other hand, price was more often a consideration (see Graph 1).

The neighborhood a home is located in, also plays a major factor in home selection. The top two reasons for choosing a neighborhood were “the house itself” (cited by 85 percent of buyers) and safety (71 percent). Safety, looks/design and to some extent good schools tended to be more important to new home buyers

than to other types of buyers. Proximity to work and friends/family tended to be more important to first-time buyers. Home buyers looked at 10 different homes before deciding which one to buy (median). About half of the buyers used their saving for a downpayment, 17 percent used the sale of a previous home, and 11 percent purchased their home without a downpayment. The Aging Housing Stock The American housing stock continues to age, especially as residential construction continues its modest rebound after the Great Recession. According to the latest 2013 American Housing Survey (AHS), published by the Department of Housing and Urban Development, the median age of owner-occupied homes is 37 years old, compared to only 27 years old in 1993. This aging trend signals a growing market for remodelers, as older structures normally require additional remodeling and renovations. It also implies additional demand for more new construction over the long run. Approximately 2/3 of owner-occupied homes in the U.S. were built before 1980, with 40% built before 1970. Homes constructed after 2000 account for just 17% of the owner-occupied homes. And newly built owner-occupied

homes constructed after 2010 only make up 2% of the housing stock according to the 2013 AHS. The impact of the aging housing stock can be seen in the age distribution of owner-occupied homes. The share of housing stock that is over 34 years old in 2013 has increased significantly. It was 57% in 2013, but only 41% in 1993 and 46% in 2003. In contrast, the share of new construction in 2013 (i.e. owner-occupied houses less than four years old is 2%) is notably smaller than in 1993 and in 2003, when 6% of homes were built within four years. Clearly, the smaller share of new construction, together with an aging housing stock, represents an opportunity for builders and developers, as housing demand is steadily increasing over time.

In 2013, the average household income for homes built after 2010 was $110,099, higher than $81,213 average for those living in homes built before 1969. Household size decreases with the age of housing. Homes built after 2010 have on average 2.87 people living in them,

compared to 2.47 people for homes built before 1969. This is consistent with the fact that new home buyers have more purchasing power and larger families. NAHB’s analysis of the most recent Census Bureau’s Survey of Construction (SOC) shows that in 2014 custom home building expanded across all regions of the Unites States, except the Mountain division where the custom home share of new single-family starts remained stable under 16 percent, the lowest share in the nation. The New England and East North Central divisions registered the highest custom home market shares, close to 43 percent, up from 37 and 39 percent respectively in 2013.

Public hearings begin Sept. 27 in Long Beach, California, as part of the 2015 ICC Annual Conference. NAHB members are invited to attend, but the most important thing a member can do between now and the code hearings is to encourage local code officials to register to vote, so even if they can’t attend the meeting, they can vote online after the meetings are over. We need to make sure these officials vote for code proposals that are cost effective and do the best job of balancing safety, energy efficiency and affordability. Not Quite There Yet Elliott Eisenberg’s daily blog, Graphs and Laughs, had the following message on August 11, 2015 “Between 1975 and 2005, residential fixed investment (RFI) was about 4.7% of GDP. RFI is composed of single-family construction activity which averaged about 2.25% of GDP, broker commissions of about 0.75%, renovations and improvements of 1%, and multifamily of 0.4%. Today, all subsectors of RFI have largely returned to their historic levels with the sole exception of single-family activity,

“Our builders are reporting more confidence in the market, and are stepping up production of singlefamily homes as a result,” said NAHB Chairman Tom Woods, a home builder from Blue Springs, Mo. “However, builders are still reporting problems accessing land and labor.” which is about 1.1% of GDP, about half its historic level.” Many economists cite this continued lack of full recovery in the single-family housing industry as a prime reason that the economic recovery has been slower and feels more fragile than recoveries from earlier recessions. While local home builders have certainly come out the depths suffered during 2008 through 2011, the permit statistics maintained by the KCHBA show that there is room to grow in order to reach historical

averages. Analyzing permit data stretching back to 1980, the average number of permits issued annually during the past 35 years is just over 6600. The number of permits issued during 2014—4271—is 65% of that average and 2015 appears to be just slightly ahead of 2014’s pace. The current level of permit activity is significantly below the peak years of 2002-2005 when more than 10,000 permits were issued in each of those years.

The NAHB’s Leading Markets Index, which measures progress toward a region’s normal level of economic and housing activity, indicates that the nationwide score edged up to .92, meaning that based on current permit, price and employment data, the nationwide average is running at 92 percent of normal economic and housing activity. Kansas City’s current score of .82 indicates that home prices and employment have achieved more recovery than permit activity has yet accomplished.

“Of the three elements in the LMI (house prices, permits and employment), house prices have had the broadest recovery, with 345 markets returning to or exceeding their last normal level,” said NAHB Chief Economist David Crowe. “Meanwhile, 64 markets have met or exceeded their normal employment levels. The housing permit level has made the least progress toward normality, with only 26 markets at or above their last normal level.” When will building activity return to “normal”? The multitude of factors involved in housing economics makes this a difficult question. Of interest to home builders, the average cost of a new house was $150,000 at an interest rate of just under 10%. Locally, 1990 was the year that Harold Phelps started his own engineer-

Residential Construction Activity Holding Steady In cities across the Greater Kansas City Metropolitan Area, housing production during 2015 continues to experience slow but steady growth, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. July activity totaled 398 single family permits—a slight decrease from June’s total but 23 more than in July 2014. Year to date total single family permits of 2546 are the highest since 2007 but just slightly higher than 2014’s year to date report of 2428. Though multi-family permit activity has slowed somewhat, 2015 remains one of busiest permitting years in recent times, with 1845 units to date. Johnson County has the highest number of single family permits this year with 882; this is a 7% decrease from its count of 952 at the same time in 2014. Clay County has the second highest number with 520 permits, followed by Jackson County with 515, and Platte County with 233. Kansas City remains the highest permitting city with 546 permits in Clay, Platte and Jackson combined counties. Olathe is the second highest permitting city with 280, followed by Overland Park at 239, Lee’s Summit at 191 and Lenexa at 131.
