When we think of the Kansas City Parade of Homes, one word always comes to mind: pride. Home builders take great pride in constructing quality new homes to showcase during the Parade. Home buyers are proud to have beautiful new homes in which to live. And we all should be proud of the fact that we have such a strong new-home construction industry in Kansas City, which supports the second-largest Parade of Homes in the country. This fall, the Home Builders Association of Greater Kansas City is showcasing more than 300 residences constructed by 96 of its member builders. Consumers will have the opportunity to view new homes and neighborhoods across a spectrum of price, style and location including 30 homes in maintenance-provided communities as well as several townhomes and villas. The homes are located all across the Kansas City metropolitan area and range in price from approximately $180,000 to more than $1.5 million. In comparing homes entered in this year’s Fall Parade with those entered in the 2010 event, the preferred style has shifted from a mix of 44% two story homes/34% story and a half six years ago, to 33% two story/55% story and a half in this year’s Parade. Home size appears be slightly larger with an increase in the average number of bedrooms to 4 from 3.8 and 3.5 bathrooms versus 3.2 in 2010. A statistic which has changed significantly is the average selling price: from $380,000 in 2010 to $480,000
this year. The Fall Parade, sponsored by Stewart Title, begins on September 24 and runs through October 9; homes are open daily from 11 am to 6 pm. The

Missouri South Area Council Meeting Focuses on Marketing Best Practices

Strong attendance at the July Missouri South Area Regional Council luncheon underscored a rising interest in enhancing marketing and business development efforts as the home-building industry grows and competition increases.

Doug Clopton, a professor at the University of Kansas, said some members of the next generation of new home buyers, who are currently in college, have a low opinion of the home-building industry. They perceive it as bad for the environment because it knocks down trees and endangers species. They also don’t necessarily see the value in purchasing a home, which is partly why so many of them still live at home with their parents.

In fact, Merrifield noted that Google penalizes non-responsive design websites by putting them lower in the search results queue. If a company has limited time and resources for social media, Skogerboe said Facebook is the best platform in which to focus your efforts because it offers the most advanced demographics and generally generates the most leads. When posting on Facebook, Skogerboe said builders should try to humanize their brands by sharing a bit of the company culture in posts so that people will be able to more easily relate to your company, such as announcing that there is a new member of the team or posting photos of a recent philanthropic event Continued on page 5

tent no more than once or twice a day so you don’t flood their newsfeeds.” Additionally, Merrifield and Skogerboe said it is important to acknowledge comments and messages, especially negative ones. “Do not delete the comment,” Merrifield said. Instead, she suggested replying and acknowledging their troubles and suggesting they contact you via phone or email to resolve the issue. The sooner you respond the better — preferably within 30 minutes to two hours after a comment is posted, according to Merrifield. To monitor comments, add push notifications to your phone or set daily reminders to check the account.

Missouri North Area Council Draws Big Crowd Platte County is the fastest-growing county in the Kansas City metropolitan area, according to Alicia Stephens, Executive Director of the Platte County Economic Development Corporation. Stephens was one of the featured speakers at the HBA’s Missouri North Area Council luncheon on Aug. 24. Stephens noted that Zona Rosa and Tiffany Market have seen significant growth. There is a new Aldi’s grocery store at Ambassador Drive and Skyview and on the east side, where there is currently vacant land, there are plans to construct Tiffany Market East. Additionally, Menards is opening this fall at Highway 152 and Green Hills Road and will offer 10 smaller retail sites around it. Straddling Platte and Clay counties between Interstate 29 and Highway 169, the Twin Creeks subdivision will be a housing development similar to Shoal Creek, according to Stephens. This new development, which sits on 15,000 acres, will house approximately 75,000 people over the next 30 years. Currently, the sewer system has been completed on this project and the transportation infrastructure will be built next. Other economic development changes in the Northland that Stephens mentioned during her presentation include: • Edgewood Farms has broken ground at the southeast corner of Interstate 35 and Barry Road. The complex will include 225,000 feet of retail space as well as some apartments.
by Tutera Senior Living & Health Care, which is off Highway 152 and Ambassador Drive. • In Platte City, the city is looking to develop retail space at Interstate 29 and Highway 92. • In Parkville, the city just issued a request for proposal to develop the Interstate 435 and Highway 45 corridor with industrial and multi-family housing. • The Riverside Horizons Industrial Park, a 260-acre office and industrial area located at Interstate 635 and Highway 9, is going to provide for approximately 1,000 new employees with room for additional growth in that area once completed.

The KCI Intermodal Business Center near the airport has been approved and construction should be underway soon. This project includes a 690-acre master planned development with 5.4 million square feet of buildings. Also speaking at the luncheon was David Byrd, President of the Greater Kansas City YMCA, who called Kansas City one of the most giving communities he’s ever seen. The Greater Kansas City YMCA is the seventh oldest in the country and serves 10 counties, which equates to about 220,000 people. Currently, the YMCA is looking to build on its success in the Northland, where it has two Platte County facilities already, and expand into Liberty. To build a facility, the YMCA is currently looking for approximately 10 acres.

Fire Sprinklers: Claims and Facts The National Association of Home Builders is a firm believer in safe, affordable homes. Our members have a vested interest in the safety of their products, both during the building process and after the house becomes someone’s home. For that reason, home builders are active participants in the codes and standards development process, helping to make sure that each advance in building science and technology is weighed for the appropriate balance of safety, efficiency and cost to help ensure that each code cycle results in advances that improve homes without pricing them out of reach. The home builder acts as a consumer advocate, offering counterpoint to code change proposals that benefit particular brands or products. And when it comes to advances in fire safety technology, our members are proud to produce homes built to building codes designed to keep their occupants safer than homes built in previous generations. The National Fire Protection Association recently released an infographic on why it thinks home fire sprinklers are important. They make some compelling points; however, NAHB continues to counter emotional arguments with reason, facts and common sense.

Home fires are a major problem in North America with an average of 2,500 people each year dying in a US home fire.
Home fires are tragic. But changing residential building codes to require sprinklers won’t change that, because they apply only to new homes. To reduce fatalities, we need to make older homes safer. That’s where working smoke alarms make a life-saving difference. If that 80% figure were accurate, we wouldn’t be having this discussion. But unfortunately, the numbers supplied by fire sprinkler manufacturers are based largely on multifamily properties – whereas the code addresses single- and two-family dwellings. It also doesn’t include instances where the sprinklers did not operate or when it’s not known whether they did. Here’s a fact that’s more relevant: Ensuring that every home had at least one working smoke alarm would save about 890 lives every year in our country. This would benefit everyone – not just those who can afford a new home. It’s simply inaccurate to say that residential sprinklers average about 1% of a home’s cost – unless you are talking about a home with a price far above the national median. The Fire Protection Research Foundation puts the cost at an average of $6,000. That additional cost prices out many would-be home buyers – and doesn’t even include the additional cost of regular maintenance to keep the sprinklers operating effectively. This gratuitous attack on new construction techniques is made without a shred of supporting evidence. The reason? There is none. According to the National Fire Protection Association’s U.S. Home Fires Fact Sheet, the leading cause of unintentional home fires are cooking equipment, heating equipment and electrical distribution and lighting equipment. Newer homes are built to a system of building codes explicitly designed to make homes safer. Even as today’s homes get older, they continue to offer fire protection because of code provisions for fire separation, fire blocking and draft stopping, emergency escape and rescue openings, electrical circuit breakers, capacity and outlet spacing, reduced need for space heaters in energy efficient homes, and many other improvements.
Smoke alarms aren’t enough -Make no mistake: smoke alarms are crucial and significantly cut the risk of dying in a home fire. But these devices do nothing to suppress a fire. Home fire sprinklers in coordination with smoke alarms have been proven to protect lives and property against fire. In fact, sprinklers cut the risk of dying in a home fire by 80%. Home fire sprinklers are cost effective – A report commissioned by the Fire Protection Research Foundation places the average national cost of installing sprinklers in new homes at $1.35 per sprinklered square foot or about one percent of the total construction cost. Beware of false claims -Sprinkler opponents like to say that “newer homes are safer homes.” In actuality, new homes tend to have larger open spaces, lightweight construction materials and furniture stuffed with combustible materials – all factors that exacerbate fire spread and lead to homes burning more quickly than ever before.

Joe Hudson Carpenters’ Regional Council Political Director
Not Your Father’s Union The St. Louis-Kansas City Carpenters’ Regional Council does not consider itself to be the typical union. chase things like tax credits, bonds and even buy down points on construction loans,” said Hudson. “The Carpenters’ Regional Council will also help owners and developers walk through the HUD process and can generally get lower interest rates.” Known as a straight shooter by his family, Hudson said he believes the home-building industry has long been a bellwether of the overall economy and the latest economic indicators for the future are very encouraging. As a member of the HBA, Hudson’s favorite events to attend are the golf tournament and the clay shoot. When not working on behalf of the Carpenters’ Regional Council, he enjoys being active with his kids and family, martial arts (MMA and jujitsu), boating, golfing, shooting guns, being outdoors and traveling. Upcoming Elections Hot Topic at Missouri and Kansas Builders Meetings Members of the HBA of Missouri gathered on Aug. 3 for their quarterly meeting in Jefferson City.
For example, Representatives Nick King (R-Liberty) and Sheila Solon (R-Blue Springs) were unseated by newcomers.
In attendance were the HBAs of Greater Springfield, Central Missouri, Kansas City, and Joplin, with special guests from the HBA of St. Louis. They were joined by NAHB Field Representative Justin Reyes.
The second half of the meeting consisted of NAHB updates from State Rep. George Schluter – including the debate about the dues increase, IBS, and what to expect at the National Board of Directors Meeting in Miami.
Along with KCHBA staff, local representatives at the meeting included George Schluter, NAHB State Representative; Misty Hanson, Treasurer/Secretary and Associate Director for NAHB; and Gary Kerns, 1st Vice-President and in line to be President of HBAM in two years.
The next HBAM meeting will take place in November to determine the state’s legislative priorities for next session.
The meeting included a legislative update from HBAM Lobbyist Jewell Patek, who represents the interests of homebuilding in the Missouri State Capitol. The main focus of his update was the primary election, which had been held the day before. The statewide races had been extremely competitive, as no incumbent was running to retain his seat in any statewide office. The four-way Republican primary for Governor ended in a victory for political newcomer and ex-Navy Seal Eric Greitens. He will now face off against Missouri Attorney General and Democratic candidate Chris Koster in November. Many of the results on the local level were fairly predictable, especially for races that included incumbents. However, there were also a few surprises.

Kansas With all 165 senators and representatives up for re-election in Kansas this year, Sean Miller of the Kansas Building Industry Association, Inc. (KBIA) called this year’s election a “mega-election” at the KBIA’s third-quarter board meeting in Topeka on July 26. In the primary, there were 34 legislators not seeking re-election and 39 candidates ran unopposed, most of whom were moderate Democrats. With the current budget crisis in Kansas, it is more important than ever for each HBA member to be informed of candidates’ stances and to get out and vote on Nov. 8. In attendance at the meeting were members of the Flint Hills, Hutchinson, Lawrence, Manhattan, Salina, Topeka and Wichita Home Builders Associations. The next quarterly meeting is scheduled for Oct. 26.

Year-To-Date Home Building Maintains 30% Increase over 2015 New residential permit activity in the Kansas City region slowed slightly during July but area builders are still on track for a 30% increase over 2015. Local cities and counties issued 494 permits for new single family units, bringing the year-to-date total to 3,322 according to the Home Builders Association of Greater Kansas City’s monthly Residential Building Permit Statistics report. Multi-family construction also continues to grow: construction activity from January to July rose 42 percent with 2,409 units permitted, compared with 1,706 units for the first seven months of 2015. “Home builders are seeing a steady increase in consumer demand as interest rates remain low and both existing and new homes sell faster,” said HBA Vice President of Administration Marcia Jurgens. “Members of the Kansas City Home Builders Association are eagerly looking forward to the Fall Parade of Homes, which will feature over 300 hundred new homes open to the public beginning September 24th.” Increased building activity is seen in all areas of the metro, with Kansas City reporting a 30% increase, a 29% increase in Olathe, 22% increase in Basehor, and a 64% increase in Kansas City Kansas/ Wyandotte County. Of the ten busiest cities, five are in Missouri and five in Kansas. A year-to-date total of 2,236 units have been permitted in those cities with 55% in the Missouri locales and 45% in Kansas.

NAHB Senior Officers Discuss Arbitration with CFPB Director NAHB Senior Officers met with Consumer Financial Protection Bureau (CFPB) Director Richard Cordray on Aug. 23 to air concerns over a proposed rule by the agency regarding arbitration agreements and also discussed other housing finance-related issues. CFPB would prohibit providers of consumer finance products and services from enforcing an arbitration agreement that bars the consumer from filing or participating in a class action with respect to the covered consumer financial product or service. NAHB submitted written comments to the agency on this rule last week. The Dodd-Frank Wall Street Reform and Consumer Protection Act requires the CFPB to study the use of pre-dispute arbitration agreements in consumer financial services contracts and to report its findings to Congress. Dodd-Frank authorizes the CFPB to regulate the use of
such agreements, conditioned on finding that prohibiting or restricting their use is “in the public interest and for the protection of consumers.” The CFPB conducted the requisite study and reported its findings to Congress in March 2015. The CFPB study compared the outcomes of arbitrations to the outcomes of both individual lawsuits and class action lawsuits and concluded that class actions are more effective at providing consumers with relief, and in changing corporate behavior, than either individual arbitrations or individual lawsuits.
NAHB supports initiatives that promote binding arbitration in residential construction contracts and supports the trend in which the Supreme Court has made it easier for companies to significantly reduce their risk of class action exposure via class action waivers.
the builder may use a separate contract to govern construction services on the one hand and to govern the financing on the other. NAHB seeks to obtain clarity for our members and their consumers regarding whether the separate, but potentially related contract for the non-covered services must contain the class-action disclaimer.
In its comments, NAHB noted the proposed rule is unclear as to whether a provider of consumer financial products and services must include the class-action disclaimer in a separate pre-dispute arbitration agreement that does not apply to covered products and services but that may be part of a transaction that involves some covered products or services.
Specifically, NAHB asked CFPB to clarify that the proposed rule will not regulate the use of pre-dispute arbitration agreements in contracts that do not contain covered products or services, regardless of whether the provider enters into other contracts with consumers that do pertain to covered products and services that are regulated by the proposed rule.
