I had a lot of fun at the 10th annual Chili Cook-off last month. Congratulations to Lincoln Federal for winning nontraditional chili and The Window & Door Store with Hartland Homes for winning traditional chili. The Remodelers Council’s Tour of Remodeled Homes is coming up April 28 & 29, 12 p.m. – 5 p.m. and features 19 homes. This is a great opportunity to see some of our members' work on display. See page 6 for more details. I am excited to share HBAL members are going to be part of a pilot program with Lighthouse this spring. Starting the week of April 2 and continuing until the week of April 30, we will be taking kids from the Lighthouse program to jobsites to give them “After School Skills Exposure.” Our hope is that some of these students will become interested in careers in construction and possibly summer jobs with some of our member companies. Thank you to Matt Kinning and Denny Van Horn for helping with initial planning and to Mike Rezac and Matt Kleinschmit for opening up their jobsites for potential tours! With the Nebraska Legislative session coming to a close, HBAL members met with several of our State Senators on March 28 to share information about the building industry. It was a good opportunity to help the senators become more aware of our industry and the potential impact legislation has on it. I encourage you to reach out to Michaela at the HBAL office if you ever have questions about legislation that could affect your business. HBAL is active in monitoring the legislature and bills that affect your business. If you have interest in being involved in the future, be sure to give one of us a call. HBAL’s annual Tribute to Youth is coming up on April 9. This year we will honor winners from our "If I Could Build a House" art contest, High School Interior and Residential Design contests and HBAL Scholarship winners. Bill Michener, Executive Director of Lighthouse, will be our speaker. We have students from elementary schools, high schools, the Lighthouse after school program and SCCMilford all planning to attend. Please join us for a great opportunity to network with our youth.

Tribute to Youth | Corporate Partner Spotlight

Lighthouse Executive Director to Speak at Tribute to Youth Bill Michener, Executive Director at Lighthouse, will be the guest speaker at HBAL's Annual Tribute to Youth event to be held on Monday, April 9 at the Yankee Hill Country Club. Bill struggled to find his way and really didn’t hit his stride until he found Lighthouse as a teenager (an after-school program). He is a graduate of Lincoln High School with honors and is the only male in his family to have graduated from high school. He holds a BA and Masters of Arts in Counseling (MAC) degrees from Doane University. He was a provisionally licensed mental health practitioner, and uses his skills in his profession as well as teaching classes as an adjunct professor. Mr. Michener is also a licensed restorative practices trainer. Bill was named the 2011 Nonprofit Executive of the Year and was the United Way of Lincoln Outstanding Speaker of the Year in 2005 and 2013. Under his leadership, Lighthouse received the Better Business Bureau’s Integrity Award in 2015. He is a past member of Lincoln Center Kiwanis, where he was a board member and former chair of the Vocational Guidance Committee. He has been married for 20 years and has an 11 year old son. Mr. Michener is the Executive Director of Lighthouse, where he has worked for the last 22 years. Lighthouse is a community based after-school program for youth 6-12 grades. Bill will share some of his own story which is unique and engaging. The link from Bill’s past will illustrate the resilience and empowerment that it takes to work with youth in today’s world.

Cardboard Recycling Ban Starts April 1

Cardboard Recycling Ban Starts April 1 As of April 1, 2018, corrugated cardboard is no longer accepted for disposal at the landfill (LMC 8.32.040). Corrugated cardboard (pictured below) is defined as three or more layers of paper with the middle layer rippled or corrugated.

If your organization is already recycling corrugated cardboard, you are all set – thank you for your efforts to protect Nebraska’s natural environment! If your company is recycling cardboard as part of a single-stream recycling program, you do not need a separate cardboard container. Recycling resources for the construction and demolition sector are available at recycle.lincoln.ne.gov. The City is here to support Lincoln's and Lancaster County's construction and demolition sector in overcoming recycling barriers to recycle its corrugated cardboard. Many new resources are available to you and your subcontractors, including a commercial recycling guide, grants, a recognition program to recognize your current recycling efforts, a corrugated cardboard FAQ, multilingual materials, a local firm listing for construction material diversions and more.

FREQUENTLY ASKED QUESTIONS What type of cardboard is not allowed for disposal in the landfill? Clean, dry corrugated cardboard will not be accepted in the landfill. Corrugated cardboard that is soiled with food waste or is completely wet is accepted in the landfill. Why corrugated cardboard? Corrugated cardboard makes up about 9.5% of the garbage that collectors take to the landfill. It is the largest single recyclable material disposed of in the landfill. Cardboard has both a high commodity value and is in high demand by paper mills. Who will be affected by the corrugated cardboard disposal ban? All Lincoln and Lancaster County residents and businesses who have their garbage collected and delivered to the landfill will be affected by the ban. Can businesses take corrugated cardboard to one of the City’s public recycling drop-off sites? The City’s recycling drop-off sites are provided for Lincoln and Lancaster County residents. Businesses should contact recycling collectors to subscribe to services, or take corrugated cardboard and other recyclables directly to recycling processors. In some circumstances, businesses can be compensated for their recyclable material.

Recycling fact sheets with tips and additional resources are available for home construction & renovation as well as commercial construction & demolition. Additionally, the City is offering on-site advisory services to assist companies in overcoming their unique and specific recycling barriers.

How will the corrugated cardboard disposal ban be enforced? Garbage collectors will be prohibited from placing recyclable corrugated cardboard in the trucks they send to the landfill. Landfill staff will monitor the waste in vehicles and require any recyclable corrugated cardboard to be removed. Residents and businesses must ensure that clean, dry corrugated cardboard is not placed in trash containers.

A note on self-hauling cardboard Some home builders have indicated that they will self-haul their cardboard for recycling rather than contract with a collection service. The City would like to remind contractors that the City public recycling sites are provided for household use. Contractors that self-haul cardboard should deliver it directly to a recycling processor.

Will residents be penalized for placing clean, dry corrugated cardboard in the garbage? No. Lincoln and Lancaster County residents will not be ticketed by the City for failure to recycle corrugated cardboard. Residents should check with their garbage collectors to confirm whether they will be charged additional fees if recyclable corrugated cardboard is found in their trash. Will landlords and businesses be ticketed if corrugated cardboard is placed in trash containers at properties or worksites? No. Landlords and businesses will not be ticketed by the City for failure to recycle corrugated cardboard. They should contact their garbage collectors to confirm whether they will be charged additional fees if corrugated cardboard is found in their trash containers. Residents of apartments whose buildings do not offer recycling programs can take their recyclables to one of the many recycling drop-off sites for no fee. Can greasy pizza boxes be recycled? Yes. Pizza boxes that have pizza grease stains can be recycled, as long as there is no solid food residue. Can corrugated cardboard that has wood or Styrofoam attached to it be recycled? No. The wood or Styrofoam must be separated from the corrugated cardboard before recycling. How does the City of Lincoln benefit from recycling corrugated cardboard? Recycling promotes greater environmental stewardship in the community, delays the development for a new landfill, conserves resources, creates new jobs and improves the local economy. The sustainability and social responsibility culture within a community are increasingly important to its growth and economic expansion. Do other communities prohibit cardboard disposal in their landfills? Lincoln is the first community in Nebraska to prohibit disposal of corrugated cardboard in landfills. Other regions with similar cardboard disposal laws include Linn County (Cedar Rapids), Iowa; Iowa City, Iowa; Fort Collins, Colorado; Sioux Falls, South Dakota; California, Connecticut, Maine, Massachusetts, Wisconsin and Vermont.

RECYCLING CORRUGATED CARDBOARD IN HOME CONSTRUCTION & RENOVATION CORRUGATED CARDBOARD DISPOSAL BAN Corrugated cardboard is not garbage. Starting April 1, 2018, the landfill will not accept clean and dry corrugated cardboard. It must be reused or recycled. Corrugated cardboard is defined as three or more layers of paper with the middle layer rippled or corrugated. CHALLENGES TO RECYCLING IN HOME CONSTRUCTION AND RENOVATION This fact sheet provides useful information to help home construction and renovation companies keep corrugated cardboard out of the landfill and overcome typical recycling challenges, including: storing cardboard in an already tight work area, where to take it, how to keep it dry, managing the service of recycling containers, managing subscription and recycling container costs, and how to reduce dumping in recycling containers. VALUE OF HOME CONSTRUCTION AND RENOVATION RECYCLING • Cost Savings. For every ton of garbage diverted from the landfill, $34.75 in disposal costs is avoided. Collection fees must still be paid when recycling but the tipping fee is less than landfilling or non-existent. Sometimes recycling high-value, clean materials, such as cardboard and metal, earn businesses extra revenue. • Save Energy and Protect the Environment. The energy spent to recycle materials like aluminum, plastics and paper is far lower than the amount of energy it takes to produce these products from raw materials. • Reputation. Recycling is a visible way companies can show their commitment to environmental stewardship. In Lincoln, companies can earn public recognition for their recycling leadership through the Recycle Lincoln Leadership Recognition Program. OVERCOMING RECYCLING CHALLENGES IN HOME CONSTRUCTION AND RENOVATION • Develop a Plan for Cardboard. If your business does not currently recycle corrugated cardboard, begin planning as soon as possible (corrugated cardboard disposal ban effective as of April 1, 2018). Discuss convenient options to contract on-site recycling with your current garbage or recycling collector, or search for better services by contracting a new collector. Every garbage collector is required to offer recycling services to their commercial customers at least twice per year. You may also choose to self-haul cardboard to a recycling processor (see Links & Resources below). Public recycling sites are provided for residential use and should not be used by commercial establishments. • Designate Responsibility. Designate an employee for the implementation of on-site diversion of recyclables and subcontractor personnel training. The site supervisor is a good candidate for this role. Duties might include managing waste generated on site, ensuring placement of adequate containers, scheduling pick-up or delivery of corrugated cardboard containers, and ensuring correct signage and procedures are followed. • Make a Plan with a Recycling Collector or Processor. - If a home is being built in an established neighborhood, a curbside recycling collector already serving the area could stop by on a weekly basis. - Local garbage and recycling collectors provide a menu of services. They can discuss what system is best implemented at your home construction site, including weekly pick-ups and container availability ranging from a two cubic yard dumpster to a 40 cubic yard roll-off box. - Deliver corrugated cardboard directly to one of Lincoln’s three recycling processors at no charge. Call to find out how to obtain a gaylord box and proper procedures for dropping it off. Find out if you will be paid for the quantity of corrugated cardboard you generate. • Keep Corrugated Cardboard Clean and Dry. - Collect and store flattened corrugated cardboard in the house’s garage or basement for pick-up. - If you use a dumpster, make sure it has a lid so the cardboard stays dry. - If using a gaylord box, place it in a covered location (i.e. under a roof ). • Save Space. - Remove all packing materials and flatten cardboard to save space on site and in the collection container.

- Recycling collectors may provide a central corrugated cardboard collection container at the general or subcontractor’s shop. Transport corrugated cardboard from the job site to this central location. • Place Containers. Use a designated dumpster to collect corrugated cardboard, or a gaylord box that can be hauled to a recycling processor. Make sure garbage containers are near cardboard containers to reduce mingling of garbage and corrugated cardboard. Recycling processors will refuse a load of corrugated cardboard if it is contaminated (mixed with other material, soiled or wet). If unwanted dumping of garbage is an issue, consider putting a lock on the dumpster. Having restrictive lids on recycling containers will also reduce problems of dumping garbage in recycling containers. • Educate Your Staff. Discuss the recycling separation policy with staff and subcontractors. Reiterate procedures at every job site meeting. • Monitor. It is important that the designated recycling supervisor periodically check garbage and recycling containers to ensure corrugated cardboard is being properly recycled. If problems exist, find the responsible party and instruct them on proper disposal of corrugated cardboard. • Expand Your Recycling Program. Once you’ve mastered corrugated cardboard, expand your construction site recycling to include metal, brick, fixtures, wood, ceiling tile or other materials. Refer to Nebraska Recycling Council’s Construction and Demolition Waste Management and Recycling Guide to get started. • Celebrate Your Success. Create an atmosphere of pride by continually promoting the success of your recycling program. Report the amount of recyclables diverted from the landfill to staff, managers, subcontractors, clients and the public. Apply to the Recycle Lincoln Leadership Recognition Program and earn public recognition for your efforts. • Get Financial Assistance. Take advantage of the City’s Waste Reduction and Recycling Assistance Program (WRRAP), which provides rebates of up to $750 to start a recycling program. HBAL Job Board Are you looking to add to your team? The Home Builders Association of Lincoln now has a Job Board on their website at http://www.hbal.org/resources/jobs/. This is a free posting service offered exclusively to our members. 1. Go to www.hbal.org. Under the RESOURCES menu, go to HBAL JOB BOARD, then SUBMIT JOB POSTING. 2. Complete the fields. Once complete, tap the PREVIEW button.

3. You will see a preview of your listing. You can then either SUBMIT LISTING or EDIT LISTING.

4. Once you submit your listing, you will receive a confirmation message. Once it is approved by HBAL staff, it will be posted. 5. You can edit your listing prior to HBAL approval by going to http://www.hbal.org/resources/jobs/manage-job-posting/. You will need to log in using the email address you provided when you first submitted a job posting.

Approved listings can be found at http://www.hbal.org/resources/jobs/.
