President’s Message Dan Klein, Sr., HBAL President Thanks for all the great cooking at the Chili Cook-off on March 12th. Good Food, Good Friends and Good Fun for the Families – Just plain GOOD! Have you ever re-read a book originally noted as worth reading again? Did it seem like the second time through you saw or noted things you missed with the first reading? I have two little books which are both worth reading and re-reading (each are $10 or less). You will pick up some tried and true, as well as new, insights with applications for business, personal life and values to pass on to others.

The Legend of the Monk and the Merchant: Principles for Successful Living is an easy read and very insightful. It is a story set several centuries ago with timeless principles of success. You follow an older mentor over time as he reveals secrets to a younger man to apply in business, life and relationships.

Fish! by Stephen C. Lundin is a contemporary parable set in the Seattle Fish Monger Market. It will draw you in, entertain, encourage and energize you at the same time.

At times if you have to deal with folks with negative energy or just need a ‘pick me up’ to share great personal outlook and customer service, this book is a great read and re-read.

Our sympathy to the Duane (Ready Mixed Concrete Co.) and Kim Kumpula (Millard Lumber, Inc.) on the death of Duane’s son, Richard, who passed away on March 15.

Michael Gray Elected a Life Director of NAHB The board of directors of the National Association of Home Builders (NAHB) elected Michael Gray of Lincoln, to be a life director at the Association’s IBS Board of Directors’ Meeting in Orlando, F.L., on February 10.

“The success and scope of NAHB is largely due to the dedication and hard work of members of its board of directors such as Michael,” said NAHB Third Vice Chairman Kevin Kelly. “By giving up time with their own businesses and families, NAHB’s life directors are instrumental in helping further NAHB’s work to advance housing opportunities for all Americans.”

Michael Gray is the Vice President of The Harry A. Koch Company in Lincoln. He has been a member of NAHB for 20 years, and has served as a voting director for 10 years.

In order to be eligible for election as a life director, NAHB builder and associate members must have served as a voting director for more than 10 years, have attended at least two board meetings each year, and be recommended by their local or state association.

ABOUT NAHB: The National Association of Home Builders is a Washington, D.C.-based trade association representing more than 140,000 members involved in home building, remodeling, multifamily construction, property management, subcontracting, design, housing finance, building product manufacturing and other aspects of residential and light commercial construction. NAHB is affiliated with 800 state and local home builders associations around the country. NAHB’s builder members will construct about 80 percent of the new housing units projected for this year.

Parade of Homes Requirements

Important Notice for the Builders in the Spring Parade of Homes The following are guidelines which the Building & Safety Department requires in order to have a house open in the Parade of Homes.

These items are required. Please observe. Your Parade contract requires that your home have final inspection.

City of Lincoln Building & Safety Department Parade of Homes Code Items to be completed Prior to being Open to the Public A show home in the Parade of Homes needs to meet basic safety criteria due to the large volume of public that passes through each home. Final inspections for all sections (plumbing, mechanical, electrical, building) must be scheduled AND completed before a house can be open to the public as a show home. As as reminder, each contractor or subcontractor must schedule their respective inspections separately for each permit. A building inspection can occur only after plumbing, mechanical and electrical finals have taken place. When all final inspections have taken place, the building inspector may issue a Certificate of Occupancy or a Temporary Certificate of Occupancy.

Temporary Occupancy permission may be granted by the building inspector based on the following guidelines: • • • • • •

Address posted on the exterior of the house Sidewalks, steps completed leading to main entrance Handrails and guards on decks, porches, stairs Smoke detectors installed throughout the house Door hardware installed on all exterior doors Tripping hazards have been corrected due to uneven floor finishes

Main electrical panel is properly enclosed and doors installed All switch and outlet plates covered Lighting fixtures installed (substitute fixtures may be used) Outdoor lighting installed

Main plumbing fixtures installed Any missing plumbing fixtures need to have waste piping sealed Water heater needs to be installed All gas piping must be final inspected and approved for furnaces, water heaters, fireplaces, etc.

Heating/AC must be operational Bathroom exhaust fans need to be installed Floor registers installed

These guidelines are not considered to be all inclusive but meant to assist the permit applicant in obtaining permission to have a show home open to the public.

Key Estate Planning Documents You Need Provided by John Oestreich, Waddell & Reed

There are five estate planning documents you may need, regardless of your age, health, or wealth: 1. Durable power of attorney 4. Letter of instruction 2. Advanced medical directives 5. Living trust 3. Will The last document, a living trust, isn’t always necessary, but it’s included here because it’s a vital component of many estate plans.

Durable power of attorney

A durable power of attorney (DPOA) can help protect your property in the event you become physically unable or mentally incompetent to handle financial matters. If no one is ready to look after your financial affairs when you can’t, your property may be wasted, abused, or lost.

A DPOA allows you to authorize someone else to act on your behalf, so he or she can do things like pay everyday expenses, collect benefits, watch over your investments, and file taxes.

There are two types of DPOAs: (1) a standby DPOA, which is effective immediately (this is appropriate if you face a serious operation or illness), and (2) a springing DPOA, which is not effective unless you have become incapacitated.

Caution: A springing DPOA is not permitted in some states, so you’ll want to check with an attorney.

Advanced medical directives

Advanced medical directives let others know what medical treatment you would want, or allows someone to make medical decisions for you, in the event you can’t express your wishes yourself. If you don’t have an advanced medical directive, medical care providers must prolong your life using artificial means, if necessary. With today’s technology, physicians can sustain you for days and weeks (if not months or even years).

There are three types of advanced medical directives. Each state allows only a certain type (or types). You may find that one, two, or all three types are necessary to carry out all of your wishes for medical treatment. (Just make sure all documents are consistent.)

First, a living will allows you to approve or decline certain types of medical care, even if you will die as a result of that choice. In most states, living wills take effect only under certain circumstances, such as terminal injury or illness.

Generally, one can be used only to decline medical treatment that “serves only to postpone the moment of death.” In those states that do not allow living wills, you may still want to have one to serve as evidence of your wishes.

Second, a durable power of attorney for health care (known as a health-care proxy in some states) allows you to appoint a representative to make medical decisions for you. You decide how much power your representative will or won’t have.

Finally, a Do Not Resuscitate order (DNR) is a doctor’s order that tells medical personnel not to perform CPR if you go into cardiac arrest. There are two types of DNRs. One is effective only while you are hospitalized. The other is used while you are outside the hospital.

Will

A will is often said to be the cornerstone of any estate plan. The main purpose of a will is to disburse property to heirs after your death. If you don’t leave a will, disbursements will be made according to state law, which might not be what you would want.

There are two other equally important aspects of a will: 1. You can name the person (executor) who will manage and settle your estate. If you do not name someone, the court will appoint an administrator, who might not be someone you would choose.

2. You can name a legal guardian for minor children or dependents with special needs. If you don’t appoint a guardian, the state will appoint one for you.

Keep in mind that a will is a legal document, and the courts are very reluctant to overturn any provisions within it. Therefore, it’s crucial that your will be well written and articulated, and properly executed under your state’s laws. It’s also important to keep your will up-to-date.

Letter of instruction

A letter of instruction (also called a testamentary letter or side letter) is an informal, nonlegal document that generally accompanies your will and is used to express your personal thoughts and directions regarding what is in the will (or about other things, such as your burial wishes or where to locate other documents). This can be the most helpful document you leave for your family members and your executor.

Unlike your will, a letter of instruction remains private. Therefore, it is an opportunity to say the things you would rather not make public.

A letter of instruction is not a substitute for a will. Any directions you include in the letter are only suggestions and are not binding. The people to whom you address the letter may follow or disregard any instructions.

Living trust

A living trust (also known as a revocable or inter vivos trust) is a separate legal entity you create to own property, such as your home or investments. The trust is called a living trust because it’s meant to function while you’re alive. You control the property in the trust, and, whenever you wish, you can change the trust terms, transfer property in and out of the trust, or end the trust altogether.

Not everyone needs a living trust, but it can be used to accomplish various purposes. The primary function is typically to avoid probate. This is possible because property in a living trust is not included in the probate estate.

Depending on your situation and your state’s laws, the probate process can be simple, easy, and inexpensive, or it can be relatively complex, resulting in delay and expense. This may be the case, for instance, if you own property in more than one state or in a foreign country, or have heirs that live overseas.

Further, probate takes time, and your property generally won’t be distributed until the process is completed. A small family allowance is sometimes paid, but it may be insufficient to provide for a family’s ongoing needs.

Transferring property through a living trust provides for a quicker, almost immediate transfer of property to those who need it.

Probate can also interfere with the management of property like a closely held business or stock portfolio. Although your executor is responsible for managing the property until probate is completed, he or she may not have the expertise or authority to make significant management decisions, and the property may lose value. Transferring the property with a living trust can result in a smoother transition in management.

Finally, avoiding probate may be desirable if you’re concerned about privacy.

Probated documents (e.g., will, inventory) become a matter of public record.

Generally, a trust document does not.

Caution: Although a living trust transfers property like a will, you should still also have a will because the trust will be unable to accomplish certain things that only a will can, such as naming an executor or a guardian for minor children.

Tip: There are other ways to avoid the probate process besides creating a living trust, such as titling property jointly.

Caution: Living trusts do not generally minimize estate taxes or protect property from future creditors or ex-spouses.

HBAL Business Update This section in the Lincoln Business Builder will share a few of the headlines for the Home Builders Association of Lincoln. It will recap completed events, look at future events and discuss current events that are taking place around us each month.

Notice from the HBAL Board of Directors

The Home Builders Association of Lincoln Board of Directors has requested the following information to be sent electronically and published in the Lincoln Business Builder informing all members of the following position. On March 8th, 2012 your Board of Directors voted unanimously to petition the NAHB for decertification of the Nebraska State Home Builders Association. Additionally the HBAL will inform the NAHB in this petition of its willingness to return its Charter to the NAHB if this decertification is not passed at the June 9th, 2012 NAHB Board of Directors meeting in Washington D.C. The Metro Omaha Builders Association has taken a similar stance and will be a part of this petition. Representation from 700 of the roughly 1000 members of the NSHBA have worked tirelessly meeting every week to work a compromise with the leadership from the NSHBA and other local Associations across the State of Nebraska. This effort will continue until the NAHB Board of Directors meeting in June 2012 in hopes of reaching a compromise allowing all groups to remain united together.

The big question for many will be, “What does all of this mean for our company?” With either a compromise or decertification, the goal is greater efficiency and value at the best possible cost to you the member. There are no plans to decrease benefits to the member

when it comes to state legislative issues, monitoring legislative bills or working to protect and promote our industry. Once the decertification is approved, the HBAL will continue to maintain your membership with the NAHB as part of your membership with the HBAL. There are many of you who are members of the NSHBA Councils such as the Green Build Council. Members of these groups are involved in the process and are working to protect your interest.

Elimination of these valuable groups is not being sought and support for them has been strong.

The HBAL Board of Directors feels all of these services can be delivered paying less in dues than currently paid. This potential change will be good for all of our members and their employees.

OSHA Update from Mike Rezac

The NAHB and its OSHA Task Force continues to work with OSHA in the updating of the NAHB OSHA Standards. Mike Rezac has been a part of this group with conference calls every two weeks that will continue until at least June. Mike says it is all about training. He appreciates the good working relationship with Bonita Winingham, OSHA Area Director out of Omaha, NE. Although they may have different ideas on how to reach the same common goal, progress is being made. There has been much attention on the framing aspect of jobsite safety. A Site Specific Best Practices program is coming forward and has been developed by a framing contractor out of Omaha.

HOMEPAC

The HOMEPAC is a voluntary, non-partisan organization to protect, preserve and further the private enterprise system, and in particular, the protection and advancement of the construction industry. A minimum suggested contribution of $100 allows you to be a voting member of this organization and be at the table to discuss current issues. HOMEPAC works to identify and recruit individuals, promote leadership, good citizenship and sound government. Please consider a contribution of any size today.

Although it was unusually warm outside, the 2012 Chili Cook-off was another successful event. The competition is getting stronger as each team continues to refine their chili recipe from one year to the next. This year’s event had about 170 attendees who enjoyed chili from each of 10 booths. There were prizes for the competitors and attendees. Kids enjoyed a balloon artist and an opportunity to win tickets to the Lincoln Children’s Museum.

April is New Homes Month

As the spring home buying season gets into full swing, the home building industry celebrates New Homes Month in April. NAHB has information to help its members promote all the advantages of newly-constructed homes during New Homes Month and year-round. The online toolkit is available at http://www.nahb.org/newhomesmonth. This is a great lead into the HBAL’s Spring Parade of Homes, May 13-20, 2012.

Improving Markets Index: Lincoln, NE MSA

NAHB recently unveiled an index that tracks housing markets on the mend, the NAHB/First American Improving Markets Index (IMI). The IMI is intended to draw attention to the fact that housing markets are local and that there are metropolitan areas where

HBAL Business Update economic recovery is underway. The index measures three readily available monthly data series that are independently collected and are indicative of improving economic health. The three are employment, house prices and single family housing permit growth.

For the sixth release, 98 markets are currently classified as improving under a conservative examination of local economic and housing market conditions. Among these areas is the Lincoln, Nebraska metropolitan statistical area (MSA).

The health of the Lincoln housing market is due to its position as a large regional healthcare center, the presence of the University of Nebraska, the booming agricultural sector, and the large Federal Government and state government presence because of its role as the state capital. According to home builder Jim Christo, President of Christo Design Build, “in addition, the insurance sector is very large with Lincoln Benefit Life, Farmers Mutual and many other firms either headquartered here or with a large presence here.

Also, the steady stream of grandparents moving here to be close to family and to enjoy the many cultural amenities along with many twenty-somethings returning after being away for a several years, have also helped keep home builders active and the economy growing.” He went on to say that “the Kawasaki plant is very busy and Duncan Aviation, which refurbishes and upgrades business aircraft is hiring and as a result workers are upgrading their skills and that too has caused an up-tick in employment.”

Comparing educational data from the 2000 Census to the 2009 American Community Survey shows that Lincoln has experienced increasing education levels. The number of people with a high school diploma or less actually fell from 57,518 to 56,025, a decline

of 2.6%. By contrast, the number of with some college rose by 3% from 38,873 to 40,129 and those individuals with an associate degree skyrocketed by 39% from 14,364 to 19,986. Similarly, the number of persons with a B.A rose by 23% from 34,615 to 42,657.

Finally, the number with a professional degree jumped 12%, from 17,386 to 19,473. While the educational gains were across the board, the large rises in the number of persons with an associate degree and a B.A. respectively speaks to a workforce that is rapidly increasing its skills.

According to Jo Lewis, a mortgage loan originator with Liberty First Credit Union and President of the Nebraska Mortgage Association, “Lincoln missed the real estate bubble and thus is not suffering from a bust. This is because construction here proceeded at a steady pace as lenders refused to loosen lending standards and held true to Midwest values.” As a result, house prices have held up well over the past few years. Prices are up 4.2% since the trough in January 2011 and are just 5.0% off their high set in July 2007.

Improving economic conditions have resulted in payroll employment being down less than 1.0% from its peak in October 2011 and up by 3.2% since the trough in July 2010. Single family permitting activity is up 1.6% on a seasonally adjusted monthly average basis from the trough set in January 2009. While new homes are being built in many parts of the Lincoln MSA, activity has been primarily centered in the city of Waverly northeast of Lincoln, in and around the city of Hickman south of Lincoln and the city of Wahoo northwest of Lincoln. http://eyeonhousing.wordpress.com/2012/02/24/improving-marketsindex-lincoln-ne-msa/

Beat 2011

The Beat 2011 Program NAHB is stepping up and again providing support to local HBAs with the announcement of a new membership initiative – the Beat 2011 program. Now HBAs and Spikes can “cash in” on outstanding membership performance.

This locally-based, entrepreneurial campaign is based on rewards returned to individual local associations and Spikes according to overall membership performance, and literally, their ability to Beat 2011. To that end, iPad prizes, plaques and recognition distributed via monthly drawings will replace prizes and incentives formerly associated with National Membership Day. The Beat 2011 campaign provides local HBAs the opportunity to receive a special one-time incentive if they grow their Builder and Associate membership by the end of 2012. Any HBA that has, as of the end of the day on Dec. 31, 2012, a higher Builder and Associate membership total than they had on Dec. 31, 2011, will receive 50% of their national dues ($75) for every additional Builder and Associate member on their roster above the prior year end total.

For example, if your association ended 2011 with 200 Builder and Associate members and finishes 2012 with 210, you will be eligible to receive the incentive and would receive $750 (10 additional Builder and Associate members X $75 each).

Every affiliated local association is in the running and eligible for this incentive; no opt-in is necessary.

Every month, NAHB will recognize the leading local association and Spike from each of the seven size categories. To help sweeten the deal and encourage friendly competition, these HBAs and Spikes will be put into a monthly drawing for a new iPad (one each for HBAs and Spikes) and will also become eligible for a special year-end grand prize drawing.

“Membership happens at the local level, and this program ‘gets it’ perhaps better than any I’ve seen. I love that NAHB leadership has shown a willingness to aggressively incentivize growth, and at the same time entrust local HBAs with how best to get there,” says Matt Morrow, CEO of the HBA of Greater Springfield. “Over the course of 2012, enterprising local HBAs will become incubators for next-generation best practices for membership growth – and we’ll get paid for our successes! It’s the perfect way to put each local’s strengths to work for the good of everyone.”

Since it was first proposed, the response from association leadership to this program has been tremendous across all levels.

“When presented at the state of Kentucky’s Home Builders Association board of directors meeting, the members were so fired up about the program that the HBA of Kentucky sweetened the offer by also sharing one half of the state membership dues ($25 of $50 dues) to any local association that ‘Beats 2011’, ” says John Miranda of the NAHB Membership Committee.

NAHB has a strong history of supporting local membership efforts. Past initiatives, such as establishing a $500,000 Struggling HBA Support Fund, the Oliver Group partnership and Retention Rebate Program have shown this commitment.

Lincoln Home Builders Highlight New Home Advantages During New Homes Month in April The home building industry is celebrating New Homes Month in April, just as many families begin to think about buying a home that better suits their needs during the spring home-buying season. The advantages of newly-constructed homes and condominiums extend beyond the features enjoyed by the homebuyer to also support the community itself.

“Not only do new homes feature modern floor plans and superior energy efficiency for the family to enjoy, but they also increase the property tax base which generates revenue that supports local schools and communities,” said Dan Klein, Sr., president of HBAL. The National Association of Home Builders estimates that three jobs are created for each new single-family home that is built, with about half being in the construction industry and the rest in other industries that are needed to outfit and sell a home such as furniture, appliances, textiles, loan officers and lawyers. A total of

$90,000 in government revenue is generated — $67,000 in federal taxes and $23,000 in state and local taxes.

A newly-constructed home or condominium offers outstanding benefits to the home owner as well as to the community. The energy-efficient features that are often included in new homes such as tankless water heaters, ENERGY STAR appliances and HVAC systems make the home more comfortable and can save the home owners significant money over the long term.

New home floor plans are designed with modern lifestyles in mind, and include open layouts, high ceilings, walk-in closets and conveniently-located laundry and home office accommodations.

New homes are also wired to safely accommodate the usage of modern appliances and technology components such as highdefinition televisions, and sophisticated lighting, audio and security systems.

Using Social Media to Promote New Homes Month and National Homeownership Month Social media is where many people — including prospective home buyers and current home owners — are spending time these days. Communications channels such as Facebook, Twitter, YouTube, Pinterest and more provide a wide-reaching, cost-effective opportunity to promote special events such as New Homes Month and National Homeownership Month.

Here are some ideas to get you started: • Post a new fact every day. Some examples include local or national statistics about living standards, tax benefits, consumer attitudes or research. NAHB has many resources for prospective home buyers to help them through the process as well. home technologies or green building practices.

• Develop a virtual tour of niche communities in your area, using a slideshow or video and post on Facebook or YouTube.

• Create a location-based game (like Foursquare or Facebook Places) where different home buyers can “check in” once they’ve arrived at a designated location on their mobile phones to different open houses all month. Offer giveaways to those who check in and a prize, such as free tickets to the next home show event.

• Work with a Realtor to organize a “tweet-up” at a few open houses. This is a special event that is spread through the social media vine, so always prepare for more people than you might expect. These should be more than just a regular open house, but also a social event where people can mingle and talk about why they want to buy a house. Post the time and place on your Twitter and Facebook accounts and blog, and encourage people to spread the word through social media. Make sure the event is worthy – have food, nametags, a raffle or speaker and of course, a WiFi connection.

• Connect with members, Realtors, media sponsors and other advocates on social media and ask them to help spread the word about New Homes Month and National Homeownership Month.

NAHB will be using social media to promote the benefits of new homes and homeownership throughout April and June, and you can repost our facts and messages to your own social media network. Feel free to use NAHB’s social media resources to enhance your own online presence:

• Ask your Facebook fans to post on your wall why they think homeownership is great, why they bought a house or to post pictures of their homes.

• Re-post messages seen on NAHB’s Twitter, Facebook and Linked In accounts.

• Interview open house attendees and post them on YouTube.

• Blog about the benefits of homeownership or buying a new home, or invite a few home owners to be guest bloggers and write about why they love their homes. Some good sites where you can launch your own blog include Wordpress, Blogspot and Blog.com.

• Blog or create photo albums with descriptions about new

• Add the NAHB Twitter feed to your website. This feed is updated regularly with new information and messages. Enter “NAHBHome” into the username box, customize the settings to your liking and paste the code into your website.

Important Changes 2009 IRC

Important Changes 2009 IRC R106.2 Site Plan or Plot Plan

The site plan for a new dwelling shall include existing elevations of: (1) Street curb (2) Each corner of the lot (3) Elevation of the side lot line on each side of the foundation (4) The top of the foundation.

The elevation at the property line cannot be altered.

R403.1.7.3 Foundation Elevation

The site plan shall also include: (1) The top of all exterior foundation walls shall be a minimum of 12 inches higher than the finish grade elevation 10 feet from the perimeter of the foundation (2) The floor of a walkout basement shall be a minimum of 12 inches higher than the grade 10 feet from the foundation. (3) The top of the foundation wall below a daylight window shall be a minimum of 12 inches higher than the finish grade elevation, 10 feet from the perimeter of the foundation.

Mold and rot damage from water entering the exterior walls has become a significant problem. Because of the problem, the scheduling of a framing inspection has been changed.

R109.1.4 Frame Inspection

Inspection of framing construction shall be made after all framing, firestopping, draftstopping, and bracing are in place, installation of all doors and windows, and after all the water-resistive barrier and flashing is installed but before the exterior wall covering is installed. Incomplete rough-ins or interior framing will be inspected at the time that the insulation inspection is made.

The inspector will pay special attention to the proper installation of the house wrap, self-adhered door and window flashing, and all other flashing.

R601.3 Vapor Retarders (Vapor Barriers)

Water that enters an exterior wall during air conditioning season can only be expelled to the inside in the form of water vapor. The follow change was made:

The alarm may be battery operated or 110V. The CMA is required for all new construction and interior remodeling projects. A combination smoke alarm and CMA is permitted.

R905.2.7.1 Ice Barrier; conditioned floor area

A self-adhering polymer modified bitumen sheet or other method approved by the Building Official shall be used in lieu of normal underlayment and extend from the lowest edges of all roof surfaces to at least 36 inches. The ice barrier may be omitted when a raised heel truss or other framing method provides space for a minimum of R-38 attic insulation along the exterior wall.

R302.12 Draftstopping

In an open webb truss floor/ceiling assembly, draftstops shall be installed so that the area of the concealed space does not exceed 1,000 square feet. Draftstopping shall divide the concealed space into approximately equal areas. Attics draftstopping shall be installed so that no part of the attic is greater than 3,000 square feet in area. The draftstop shall be constructed above the separation wall between the garage and residence.

R802.3 Framing Details

A roof that is over framed on a lower roof shall bear on a ledger board. The ledger board shall be a minimum of 2x6 inches and shall be located on the inside of the heel cut. On existing roofs the roof covering shall be removed to allow the ledger board to bear on the roof sheathing.

The 2009 International Residential Code is effective as of March 1, 2012. All of the amendments can be found on the City of Lincoln’s website (www.lincoln.ne.gov) under DepartmentsBuilding & Safety-Building Ser vices.

The use of polyethylene (Class I vapor retarder) or Kraft face batts (Class II) is not permitted on the interior side of the exterior walls.

R703.2 Water-resistive barrier

One layer of water-resistive barrier (WRB) complying with ASTM E2556 for type II WRB shall be applied over sheathing of all exterior walls. The WRB shall be continuous to the top of walls and terminated at penetrations and building appendages in a manner to meet the requirements of the exterior wall envelope.

Manufactured and natural adhered masonr y veneer and stucco shall be installed over an approved rain screen (drainage system) that has a minimum depth of 1/8 inch. The 1/8 inch space shall be formed by the use of any non-corrodible furring strip, drainage mat or drainage board. A water-resistant barrier shall be installed between the rain screen and the wall sheathing. Flashing shall be installed in accordance with Section R703.8. No. 15 asphalt shall not be permitted as a water-resistant barrier for adhered veneer and stucco.

Exception: A space is not required where the exterior veneer is installed with a second WRB complying with Section R703.2 which is manufactured in a manner to enhance drainage and meets the 75% efficiency drainage requirement of ASTM E2273, ICC-ES, AC24, ICC-ES, AC235 or other recognized national standards and is installed over a complying WRB.
