Our industry faces a crossroads related to securing a qualified and loyal workforce. Pope John Paul II said, “The future starts today, not tomorrow.” Those words of wisdom provide us with guidance as we approach the crisis of dwindling skilled labor. We have no time to waste and must do everything possible to find the future of our industry, new skilled workers. We must look to the youth within our industry for their leadership in attracting and recruiting high school students into the construction workforce. The HBAL Young Building Professionals (YBP) are key to working with these students. The middle and high school students relate to the YBPs. The senior members of HBAL need to strive to integrate with the YBP members. We need to support their efforts and learn from their fresh new approach. Please look for opportunities to participate with and support YBP. Watch for information on the upcoming Light The Way 5K and please participate or volunteer. Thank you to Jereme Montgomery and Ben Carey for their continuing leadership on the Construction Career Fair and working with Lincoln Public School students. These are the efforts that will build the workforce for the future of our industry. A second crossroads for our industry is the rising government regulation and resulting added cost to housing. Your HOMEPAC has been busy with the City Council and Mayoral elections. Thank you to Bo Jones for leading these efforts. If you haven’t made a contribution to HOMEPAC, please do so now. Once again, the future of our industry will be greatly impacted by the results of these elections. Without funds to support the candidates that are pro-home building industry and pro-growth, we will encounter new obstacles to workforce affordable housing. This legislative session has been busy for the home building industry. A big thank you to Herb Reese, Delrae Hirschman and Steve Fulton for their testimony against legislative bills that propose an additional sales tax on our industry. HBAL will be partnering with Habitat for Humanity to build a new home for a deserving Lincoln family this spring and summer. Thanks to Jim Christo, Sam Swartz and Ben Carey for their leadership on this effort. Please watch for information on how you can be involved. Finally, The Tour of Remodeled Homes is the end of this month. Thanks to our hard working Remodelers Council for their efforts. Happy and Safe Home Building!

25 Years of Student-Built Homes

Northeast Program Celebrates 25 Years of Building Houses and Community 402.483.7575

This school year marks the 25th anniversary of the partnership between the Lincoln Housing Authority and Lincoln Northeast High School’s Student-Build House Program, in which students and industrial technology teacher Bob Freese dedicate about 400 hours to the construction of a house that a family eventually calls home.

Freese was reminded of the program’s lasting impact on Tuesday as he made the two-mile drive from Northeast to Lincoln Public Schools District Office, where he and his current students presented as part of the latest LPS Learning Lunch, “Twenty-five Years of Student-Built Houses.” “Just on the short drive I passed three houses we’ve built over the years. They’re part of the community; families are living in those houses; they have children going to Lincoln Public Schools” he said, later adding, “There are a lot of people who have been impacted by this program.”

Students - typically about 15 a year - take the house-building program as a course for school credit. Freese and his students work with a general contractor who coordinates the more specialized aspects of the project, such as electrical work and plumbing. The Lincoln Housing Authority owns the property and works to find a resident who otherwise could not afford a new house. At the Learning Lunch, Freese projected photos of studentbuilt houses during various stages of construction and called on individual students to join him at the podium and explain that phase of the project - for example, laying anchor bolts as part of the foundation or installing insulation. “This program gives the opportunity for young people to learn some skills in construction, where there are many good job opportunities available,” said Freese, who has taught at LPS for 35 years. Home Builders Association of Lincoln President Denny Van Horn, a former industrial technology teacher at Northeast, spoke at the end of Tuesday’s program about the impact Freese and this program has had on the local construction industry. As an example, he talked about a former student who now owns his own plumbing business.

“He said the only reason he went in to the construction business was because of Bob Freese,” Van Horn said. “In Lincoln we have a shortage of skilled, qualified laborers. We need the kind of people that Bob is teaching.”

And now, after 25 years, Freese is teaching students who have benefited twice from the program. “I had a student who had moved in to the second house we built when he was two years old. Then a few years ago, he helped build a house about two blocks away,” he said. “It made me realize we’ve come full circle. Upcoming Electronic Inspection Reports Effective May 1, 2019, City of Lincoln Permitted Large Site Applicants will be Required to Submit Stormwater Pollution Prevention Plan (SWPPP) Inspection Reports Electronically The City of Lincoln will no longer accept hand written, paper, or emailed SWPPP inspection reports after this date. Please note, SWPPP inspection report submission every 14 days, or within twenty-four hours after a rainfall event greater than 0.5 inches during a 24-hour period is not a new requirement, the only change is how the report is submitted.

The SWPPP inspection portal is located at: https://ecmp.nebraska.gov/DEQ-CSW. This will take you to the Construction Stormwater (CSW) Permitting Login screen, where, if you don’t already have one, you will need to register for an account. Once logged in, you will need to know your CSW permit number. Entering the CSW number will auto populate the fields relative to the name, location and owner information of the project. You will then only be required to enter the information relative to the SWPPP inspection for the date you perform the site inspection. Upon completion, a copy of your finalized SWPPP Inspection report should be emailed to yourself and whomever you selected as a cc (if you chose to do so). You can then forward the email inspection report or save a copy to your files. The system will automatically store the report in relation to the CSW number.

The Home Builders Association of Lincoln is excited to build its 17th Habitat House this summer! We need to get your commitment to help with this project. We need new volunteers and the continued support and assistance of those who have helped in the past. The benefits of helping with this project cannot always be measured. However, we do know that we will be providing a safe and decent home for a family whose life will change once they have a place to call their own. Everyone deserves a place to call home.

Habitat is a hand-up, not a hand-out. Habitat homeowners must:

• Complete 300-400 sweat equity hours before moving into their home, • Assume responsibility for a 30-year or longer mortgage and must be able to continue to live and work in the U.S., • Make timely payments, • Be able to afford additional costs associated with owning a home which include property taxes, insurance, repairs and regular upkeep, • Be a good neighbor by maintaining the home inside and outside, this includes: maintaining the yard, and scooping snow off the sidewalks, • Be a positive representative for and stay connected with Habitat for Humanity.

Habitat for Humanity: HBAL Blitz Build

A New Home for Martha and Her Family Martha is a single mom raising eight children: daughters, Mary (17), Alek (9), Athiens (5), Nyrool (4) and Monica (1) and sons, William (12), Kur (10) and Deng (7). She has worked for UNL Dining Services for the last seven years. With such a large family, Martha works hard to provide for her children and is excited to become a homeowner, to have a place they can all call home. Martha and her family have lived in their four-bedroom duplex for four years. At her past residence, Martha was evicted due to her family size. Their move was an emergency decision in order to have a place to stay, and one of the only places she could find to rent that fit her budget and allowed her to move in right away. Due to the large family size, brothers and sisters are currently sharing a room. Their monthly rent is $1,050 plus utilities, which is a very high portion of her monthly income. Martha said, “this duplex just isn’t fitting us, and the condition is not safe for my children to be living in.” The duplex was in poor condition before they moved in, including severe carpet stains; having the carpets cleaned would result in a higher rent. Additionally, it is difficult to open and close the closet doors, the garage has several holes in the walls, and the kitchen floor contains many cigarette burns from previous tenants. The condition has not improved since 2014. Martha is looking forward to the Habitat program because she can buy her own home, that is safe for her family, at an affordable monthly mortgage rate. Martha is adamant about paying her own way and doing what is best for her children. Martha felt it was a sign when she was offered her lot on International Women’s Day; a sign of empowerment and a future of opportunity. Martha is the homeowner for the Home Builders Association of Lincoln’s 2019 Blitz Build.
