President’s Message
Beau Daffer, HBAL President
It seems a little weird to say spring is finally here as February felt more like spring than March. Nevertheless, it is spring, and it is time to get those exterior items and chores completed.
Congratulations to Lincoln Federal Savings Bank on winning the 2024 Soup ‘r Chili Contest. There were lots of amazing soups and chilis to sample and it was good to see so many members participate.
On April 9, we have our Tribute to Youth dinner. This is a great way to support the youth in our community who are entering our industry. Please plan to attend this event. Our guest speaker will be Governor Jim Pillen. Careers in Construction Day at Haymarket Park is coming up on April 24th from 10:00-2:00. This is another great way to support youth in the construction industry. The Spring Parade is right around the corner. We are excited to share 46 individual homes built by 36 members. Across all the homes you will find many unique features that have been worked on by our talented builders, designers, subcontractors and suppliers. Let’s get out there and support our builder members who have entered the Parade.
I will leave you with some words of encouragement:
“This is my command - Be strong and courageous! Do not be afraid or discouraged. For the Lord your God is with you wherever you go.”

We also award scholarships to high school seniors who are continuing their education in a construction-related field. HBAL takes very seriously its dedication to youth and to housing and we feel we have some outstanding programs which foster an interest in and love for homebuilding.

Tell us about your family. My wife, Noelle, and I have three kids. Emmery, Oaklan and Cleo.
What are you currently reading or listening to? Your Next Five Moves by Patrick BetDavid and $100M Offers by Alex Hormozi. Best restaurant you've ever been to?
I'm not sure about the best restaurant, but the best burger I've had was the brisket smashy burger from Norm's on 48th.
What is the most unique or interesting thing about you that most people probably don’t know? I have summited six 14,000 ft mountains in Colorado. What's the strangest thing you've ever done? I ate crickets while on my honeymoon in Mexico. They weren't terrible, but I'd be fine with never eating them again.
What is your greatest talent that you don’t utilize in your daily work life?
According to my 6-year old it is making fires (in our fireplace) and reading.
When you’re not working, how do you enjoy spending your time? I love spending time with my family and being outdoors hunting/fishing.
Who is someone who's made a big impact on your life? Why? My kids. They've given me a different perspective and lens to look at life through.
If you could trade places with anyone for a day, who would it be and why? I'd like to trade places with my 85-year-old self. I think that would give such a great perspective on everything you go through day-to-day juggling growing a business and raising a family.
If you could have dinner with one famous person from the past or present, who would it be? Having the opportunity to go back in time and break bread with Jesus would be my top choice by far.
What do you/did you love the most about your job? I love the challenge that running a business presents. Being a business owner has pushed me outside of my comfort zone.
How has your career benefited from being a member of HBAL? We have done work for and partnered with a couple other HBAL businesses. Along with the networking, being in HBAL helps create a level of trust among other contractors and customers.
What is your favorite HBAL event and why? The Chili Cook-off. I enjoy cooking and eating chili.
Any tips or advice for new HBAL members? Connect with other members and absorb as much knowledge as you can.

April is here, and the anticipation for warmer weather is building. For our company, this is always a very busy time of year with signing projects and passing information to the production team, while also consulting with new potential customers. Round and round it goes, and sometimes we can get lost in the whirlwind of being a remodeler. This is the time to make sure we plan out our calendars and tasks so we can provide the best service to our customers.
On March 8, we hosted "Builders & Burritos" which was a fantastic meeting with the students at The Career Academy. I was very impressed with how the students conversed with the group. It is exciting to see how TCA gives the opportunity for students to learn more about construction.
Our next meeting will be a Remodelers Roundtable April 3 at the HBAL office. This is a great way to get to know others in the group and discuss current happenings in our industry. The Tour of Remodeled Homes is April 20-21. Be sure to invite your family, friends and coworkers to enjoy this weekend event where they can see the latest remodeling trends and show off our members' craftsmenship.

Legislative Bills:
The 2023 Electrical Code was adopted with the amendments HBAL and MOBA supported. They include no requirement for outdoor disconnect, no GFCI on finished parts of the basement. No GFCI
on outdoor HVAC equipment, no GFCI on stoves within 6’ of sink, no whole house surge protector.
Matt Kinning testified on our behalf against the bill to update to the 2021 Energy Code. Scott Schnieder put together an impressive sheet that showed the increased cost to an affordable house. LB 1217, which corrects low-income properties being assessed at full market value is still in committee, and is Lancaster County’s top priority this session. LB 948 is on General File, it sets the standard that 15% of a redevelopment (TIF) work must be completed by qualified apprentices. Members were encouraged to contact their senators to vote no on LB 948.
EPIC Consumption Tax:
The group opposed to the EPIC tax has an official name: No New Taxes Nebraska. Logo and website for the group are in the works. The economic impact study supported by HBAL should be completed any day.
Careers in Construction: Construction Career day is about 6-7 weeks away. LPS has sent waivers to parents of students. Pius X had to canceled their construction career day, so their students might be able to attend HBAL’s event. Will hope to have HBAL booth at the event.
Natural Gas:
Black Hills Energy is looking into improving efficiency with gas service.
18 Lincoln Business Builder March Board Report
A Construction CEO’s Perspective on LB 948: Why Mandates Won’t Solve the Worker Shortage
By Scott Lockard, President of Hampton Construction
I was informed about LB 948 a couple weeks ago and wanted to share my perspective as the President of a construction company. It is my understanding that this initiative is looking to add a requirement of having 15% of the work on redevelopment projects be completed by qualified apprentices. I assume this is being proposed in order to encourage more workers to go into the trades and industry. I am in complete support of anything that helps get more workers into the construction industry as we have had a shortage of workers for several years. However, mandates with apprenticeship programs are not what they appear. Oftentimes, the requirements of the apprentice programs are one sided and do not cover the broad range of programs that currently exist to help develop skilled workers, from institutions like community colleges to training programs utilized by groups like the Associated Builders and Contractors of Nebraska (ABC), Association of General Contractors (AGC), and more. Additionally, nothing teaches better than experience, and the on-the-job training that companies themselves provide to unskilled workers helps them grow in their careers as much as anything. The argument that qualified apprenticeship programs need to be in place for the workforce to develop is very convenient when the qualifications for apprenticeship programs appear to only line up with
companies and organizations that are unionized. This bill appears to be nothing more than an avenue to provide more work for a select group of the workforce, union members, and not an adequate solution to a real and existing problem. There are more efficient ways out there to try to get workers into our industry such as supplementing programs that already exist, incentivizing companies to offer more training, and providing ways to educate students on the pathway to the trades and the construction industry as well as the benefits of that career path. There are many existing groups that offer training and many companies that are doing a great job providing on-the-job skill development. Additionally, what is often overlooked is that most projects require a certain number of skilled workers to keep the project on schedule, operate safely, and be completed with a high standard of quality while staying within the given budget. Setting a minimum threshold on the number of apprentices that must be utilized without knowing the complexity of any certain redevelopment project is a mistake. Mandates such as this one don’t do anything to provide more labor into the workforce. They don’t solve the problem or even help it. They only provide another hurdle for our industry. Please tell your senators to vote against this proposal and look for better pathways to provide workforce development.
