President’s Message Lois Hartzell, HBAL President March 8th – 12:30 p.m. We were finishing up an Executive Committee meeting when Nadine added an additional item on the agenda. She stated she was ready to retire and wanted to give us her resignation. The look in her eyes was that of sorrow for leaving us but excitement for the future. She is ready to start the next chapter in her wonderful life.

I then announced Nadine’s retirement at our March 10 Board meeting. After the initial surprise and some dismay, there was happiness for her. We all care about her, and we knew she was making the right choice for her. The Executive Committee is in the process of finding her replacement. We placed an ad on the website, and plan to find the candidate that we feel will continue to make the Home Builders Association of Lincoln one of the “We are working for best in the nation. you so we all have

The 3rd Annual Chili Cook-off was another success. Cooks prepared the chili on Sunday afternoon and all day Monday. Booths were decorated and secret ingredients were constantly taken out of special containers and added to the chili. We had one injury (which is one too many) but Adam continued cooking with a badly burned hand. For those who didn’t attend, make sure to put it on your calendar for next year, and for those who worked on the committee, cooked, served, donated beer and water and stayed to clean up “THANK YOU.” Following the Chili Cook-off, Dan Walker took the remaining 3 ½ gallons of chili and four dozen cinnamon rolls to the Lincoln City Mission. Thanks, Dan. I’m sure the people staying at the Mission were happy to see those cinnamon rolls on Tuesday morning. I hope everyone takes time to go to the Remodelers Council’s 22nd annual Tour of Remodeled Homes which will be held April 9 & 10. Once again, there are some great entries. Thanks to the participants for making this a fabulous event for the public.

Fall Protection Training Seminar

Home Builders Association of Lincoln Builders and Trade Contractors: Are you at risk of falling on the jobsite? …Then You Shouldn’t Miss the new Fall Protection Training Seminar The National Association of Home Builders (NAHB), in conjunction with the NAHB Research Center, has developed a 4 –hour seminar for builders, trade contractors, supervisors and workers. This training program focuses on identifying fall hazards in residential construction, as well as, providing student attendees an understanding of the OSHA fall protection regulations and safe work practices to prevent fall-related injuries and deaths. Special emphasis will be placed on the recent change to OSHA’s Interim Fall Protection Compliance Guidelines for Residential Construction, including how to develop a written fall protection plan, how to protect stairways, leading edges, window/wall openings and floor holes, how to use a Personal Fall Arrest System (PFAS), how to safely construct rafters and install roof trusses and sheeting, and other safe work practices when working at heights. The content for the 4 –hour seminar is based on the English/Spanish NAHB-OSHA Fall Protection Handbook and Fall Protection Video, which are straightforward guides for builders, remodelers, and trade contractors that have been designed to show you how to eliminate the most common fall hazards found on home building jobsites and what you need to do to comply with OSHA fall protection regulations. The seminar will teach you how to:

Member News Lincoln Students Job Shadow with HBAL Members

Thanks to Our HUB Volunteers

On March 16, student from Lincoln Northeast and Lincoln North Star High Schools toured Millard Lumber’s wall and truss plant and visited the jobsites of Hoppe Homes, LP, Aspen Builders, Inc. and Habitat for Humanity. Special thanks to Lois Hartzell, Vistar Homes, Inc., for organizing the event and to Jerry Boyce, Boyce Construction, Inc., Bo Day, Millard Lumber, Inc., Mike Kinning, Kinning Design Build, Matt Franson, Millard Lumber, Inc. for hosting the students.

Thank you to Ken Inness, Dan Walker, Bob Schultz and Greg Shinaut for spending a Saturday morning framing walls for the new HUB facility. You are the best! What is the HUB? The HUB was created by the Transitional Service Network (TSN) in 2003. The TSN was a committee of representatives from 25 youth serving organization who identified a gap in service for young adults ages 16-24 who are experiencing barriers that have hindered their progress toward becoming productive adults. The TSN conducted focus groups and wrote grants to make the HUB a reality. The HUB began serving young people in October 2004. Lincoln Action Program provided leadership and management until the HUB received its 501(c)(3) non-profit designation in April 2007.

It’s tax return season! Now is a great time to get your name out and be ready to find those customers who are ready to remodel using this year’s tax return. Thanks to those who attended our March meeting with a presentation by Brian Hoefer of the Lincoln Police Department. He gave some very helpful hints on preventing theft on job sites. He mentioned always keeping a record of serial numbers on any equipment you purchase. In case of theft this will help them retrieve stolen property. He also mentioned a great web site www.crimemapping.com. You can check the crime rates in a neighborhood you will be working in. At the March meeting we also had a visit from Chuck Zimmerman from the Building and Safety Department. He gave us some updates to the changes in permit rates. Antelope Creek Basin Plan

Antelope Creek Basin Plan The City of Lincoln (City) and Lower Platte South Natural Resources District (LPSNRD) are working with a project team of scientists and engineers to establish the Antelope Creek Watershed Basin Management Plan (Basin Plan) for the watershed area shown. The cost of the study is $500,000 and being split between the project sponsors. The City has hired a team that includes EA Engineering, Science, and Technology (EA) located in Lincoln, JEO Consulting Group (JEO) in Lincoln, Wright Water Engineers (WWE) of Denver, and a nationally recognized water quality expert, Dr. Robert Pitt from the University of Wisconsin, to establish the Basin Plan. The Nebraska Department of Environmental Quality (NDEQ) and Environmental Protection Agency (EPA) has prepared a Total Maximum Daily Load (TMDL) for stream segments in Nebraska. TMDLs provide goals to improve water quality by removing impairments which may limit the everyday uses of the Creek. This segment of Antelope Creek contains elevated levels of E. coli bacteria, ammonia, and other contaminants through an area that is 100% urbanized. The two main goals of the Basin Plan is to determine the cause of the E. coli and ammonia problems and determine what can be done to reduce levels of each contaminant. Development of the Basin Plan is being overseen by an Advisory Council whose roles and responsibilities includes reviewing elements of the plan, ask questions, raise issues, and share information with one another, the public, and the project team. The Advisory Council is listed in the table below. A Basin Plan will identify problem areas and list recommendations for a number of structural and nonstructural Best Management Practices (BMPs) designed to

reduce pollutants in specific areas of the Basin. The plan will serve as a tool to both the City and LPSNRD to identify and manage stormwater quality issues as re-development takes place within the Basin. USPS Mailbox Requirements

Notice To All Developers/Home Builders

The United States Postal Service requires that all new addresses in Lincoln, NE developments will utilize Centralized Box Units (CBUs) for mail delivery service. These centralized boxes will be purchased and installed at the developer’s expense. Developers should contact the Lincoln Postmaster at (402) 473-1602 during initial development phases to determine the following: • Location, type and size of CBUs as well as the specific addresses assigned to each CBU. - Will be decided by the United States Postal Service with input from developers. - USPS will provide schematics showing address assignments in each CBU to the developer - USPS will provide a plat map showing the location of each CBU in the development • Responsibility for maintenance and replacement of CBUs in the event they are damaged - Will be determined on a case by case basis by the USPS depending on the type of development (Businesses, Apartments, Townhomes, Single Family homes). - Multiple CBUs in one location at Apartments and Townhomes will be numbered by complex managers to assist the USPS in locating the correct box when performing lock changes • Key maintenance procedures - Initial key distribution will be the responsibility of the developer/realtor or building owner - Extra parcel locker keys may be turned over to the USPS for filing and maintaining - Lock changes for individual addresses in CBUs can be completed by the United States Postal Service at the current lock change fee. • Snow removal around CBUs will be the responsibility of the Home Owners served in that CBU, Apartment Complex Management or Associations with maintenance responsibility of commons areas. • In the event Developers fail to provide CBU delivery to their new developments, homeowners and tenants will be required to pick up their mail at their designated Post Office. Delivery will not be made until CBUs are installed. Adoption of the 2010 ADA Standards for Accessible Design. Highlighting the new rules and prominent changes.

Element by Element Safe Harbor. Covering what elements need to comply with the 2010 ADA standards in facilities build or altered under the 1991 ADAAG. Ticket Sales. New guidelines for ticket sales for accessible seating at sports and entertainment venues.

Service Animals. Sweeping new rules on what animals are permitted for service, required training and use by persons with mental disabilities and for emotional support. Wheelchairs and other power driven mobility devices. Covering distinctions in the new rules between wheelchairs and other devices; mobility devices in pedestrian areas; and when entities may make allowances for safety, direct threat or the consideration of fundamental alterations of services related to mobility devices. Effective Communication. Covering new standards of performance for video remote interpreting (VRI). Residential Housing offered for sale to individuals. Covering new rules on Title II design and construction of housing intended for sale. Detention and Correction Facilities. Covering requirements that 3 percent of newly-built or altered correctional facility cells must be accessible. Reservations made by places of lodging.
