President’s Message Mike May HBAL President Although the summer is far from over, for many the summer begins to wrap up with the start of each school year. Although instructed to use crosswalks and to watch for cars and strangers, many young students become distracted by the excitement of seeing friends and going back to school. Please be aware of students making their way to and from school whether in a cross-walk near schools or in the neighborhoods you are working. The HBAL Summer Bash will be a family friendly event held at the Kleinschmit’s on August 7th (see pages 6 & 7 for more information). The evening will feature a human foosball competition, BBQ dinner, the “Spare Change” band and other family friendly activities. Come on out, meet new friends, reconnect with old friends and we’ll end the evening with fireworks!

OSHA Issues Temporary Enforcement Policy for Confined Spaces in Construction The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) announced a 60-day temporary enforcement policy of its Confined Spaces in Construction standard, which becomes effective Aug. 3, 2015. The agency is postponing full enforcement of the new standard to Oct. 2, 2015, in response to requests for additional time to train and acquire the equipment necessary to comply with the new standard. During this 60-day temporary enforcement period, OSHA will not issue citations to employers who make good faith efforts to comply with the new standard. Employers must be in compliance with either the training requirements of the new standard or the previous standard. Employers who fail to train their employees consistent with either of these two standards will be cited. Factors that indicate employers are making good faith efforts to comply include: scheduling training for employees as required by the new standard; ordering the equipment necessary to comply with the new standard; and taking alternative measures to educate and protect employees from confined space hazards. OSHA issued the Confined Spaces in Construction final rule on May 4, 2015. The rule provides construction workers with protections similar to those manufacturing and general industry workers have, with some differences tailored to the construction industry. These include requirements to ensure that multiple employers share vital safety information and to continuously monitor hazards – a safety option made possible by technological advances after the manufacturing and general industry standards were created. OSHA estimates the confined spaces rule could protect nearly 800 construction workers a year from serious injuries and reduce life-threatening hazards. Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA’s role is to ensure these conditions for America’s working men and women by setting and enforcing standards, and providing training, education and assistance. Much Ado About Ceilings A ceiling with a pop of color, a stylish ceiling fan or detailed trim work can give a room personality and character. Ceiling décor also can add drama to an otherwise dull space, give the illusion of height in a compact room or increase the feel of intimacy in a large one. Making a ceiling the focal point of a room has its challenges though. The right look depends on the style of the home, the size of the room and the desires and taste of the owner or buyer. With so many factors to consider, deciding how to enhance a room by altering the ceiling can be overwhelming. But with so many options and design trends available, the result could make the venture worthwhile. Here are some ideas to consider as you build or remodel your home: • Fun with Paint – Contrasting ceiling and wall colors give a room modern appeal. Experts recommend using deeper shades, like eggplant or cocoa, to make a large space cozier, and softer ones, white included, to open it up. Or consider a wallpaper – over-scale or bold patterns will definitely keep it interesting. One thing to note: Designers caution against using the same color or pattern on both the walls and the ceiling. Doing so tends to make a room feel small and closeted. • Structured Design – When it comes to custom ceiling design, the only limit is the imagination. Popular options include coffered ceilings, which feature a symmetrical grid of painted beams; tray ceilings, which give off a recessed look; and ceilings featuring various woods or exposed wood trusses. Detailed trimwork and ceiling medallions also add flair to a room. • Specialty Lighting – Specialty fixtures make a room rock. Whether it involves a custom or a stock fixture, designers are finding ways to showcase it as a piece of art, rather than just a functional element. Recessed lighting, pendant lamps and chandeliers are being paired with other ceiling details to make a statement with a room’s design.
• Keeping Cool in Style – Among decorative home features, ceiling fans stand out as the most wanted item, with 88 percent of buyers rating them essential and desirable, according to the latest What Home Buyers Want survey by the National Association of Home Builders. In fact, ceiling fans have consistently remained the number one home décor feature over many years. Though in high demand for both their aesthetic appeal and practical application, when it comes to style, it’s all about personal preference and comfort. • Out of Sight Height – Ceiling height makes an instant impression. Though ceilings that are 9 feet or taller are falling out of favor due to concerns about energy efficiency, high ceilings on the first floor are still desirable, particularly among Millennials. Ceilings that are too high, however, can make a room feel cold and uninviting. That’s why experts recommend the use of light fixtures, ceiling beams and paint to better define a space or make it cozier. Generations in the Workplace. Let’s Stop All the Name Calling!
by Lisa Lackovic-The Line Leader There is a lot of name calling going on in the workplace these days. Gen Xers: Born 1965-1980 You can hear the seething words whispered under the breaths of seasoned employees …“Slackers!” And the harsh words of criticism coming from entry level young professionals…“Old Farts!” Yes, it’s true. What we have here is a failure to communicate.
For the first time in history, there are four generations in the workplace…and we don’t always see eye to eye. Every generation comes with its own set of rules, values and perspectives that have developed as they matured. According to the Society for Human Resource Management, 40% of Human Resource Managers reported conflicts due to “generational differences.” The first complaint is Work Ethic. You can hear it now from the 55-year-old Boomer: “He comes in late and leaves early every day! He needs to get his priorities straight!” The second most heard complaint HR Managers report is Work-Life Balance. Can you hear the 35-year-old Gen X? “I can get so much more work done from home on my own time! Why do I have to report every morning at 8 and stay until 5? I don’t need a babysitter!” And the argument goes on and on. These differences can negatively affect a company in many ways including miscommunication, low morale and poor productivity. Once we understand each generation’s values and perspectives, communication becomes much easier. When we begin to communicate, morale will improve in the workplace. Let’s review some of the characteristics of each generation.
Traditionalists: Born 1925-1945 • Conservative • Fiscally responsible • Respect authority • Dependable
• Loyal • Patriotic • Experienced the Great Depression and World War II
This generation is also referred to as the Silent Generation because they did not question authority. They did what they were told and did not ask questions. There are 68 million Traditionalists. Many have retired now but the company they worked for still defines them. Their motto is Work First!
Baby Boomers: Born 1946-1964 • Ambitious • Materialistic • Grew up in a time of affluence and privilege
• Believe in the American Dream • Don’t want to grow old • Vocal/Rebels • Experienced Social Change: Woodstock-Beatlemania-Vietnam
This generation is 78 million strong. Early Boomers, born 194654 are referred to as War Babies because they were born after the end of World War II and loudly protested the Vietnam War. Late Boomers were born 1955-64 are referred to as the Me Generation and Generation Jones due to their interest in an upscale lifestyle and living beyond their means to keep up with their fellow Boomers. Many are considered workaholics due to long office hours they keep. Their career defines them. Their motto is Live to Work!

• Independent -Don’t want to be micro-managed • Entrepreneurs: Xers created Google, Yahoo, Amazon, YouTube and Wikipedia
This generation is also referred to as Baby Busters since there are only 48 million of them. Many spent a lot of time alone as latchkey kids and prefer to work independently. Gen Xers watched their parents get divorced and/or downsize and refuse to let this happen to them. They put family first and will not compromise their personal beliefs for a company. They are free agents and will go direct to the upper management if they have a concern. Their technology defines them. Their motto is Work to Live!
Generation Y: Born 1981 – 2000 • Protected, pampered, privileged • Confident • Non-confrontational • Sense of entitlement • Environmentally concernedfrugal • Strong morals
• Diversity is accepted and expected • Social Networking –Facebook, Twitter, LinkedIn, Blogs, Skype • Techno Teenpreneurs – Instagram, Snapchat
Generation Y can also be referred to as Echo Boomers because their parents are most likely Boomers. They are the largest generation with 80 million just waiting to move up in the company. Their helicopter parents did everything possible to make their lives comfortable and many expect the same lifestyle. They are also called Boomerangs because of the trend for many to live at home due to financial burden they may have experienced with college loans and the high unemployment rate. They work well in groups due to their experiences in school and sports. Their cell phone defines them. Their motto is Live! Then Work. So now that we have insight to the four generations in the workplace, it is understandable that many struggle getting along with such unique backgrounds and interests. What can you do to open the lines of communication with your coworker and create a better working relationship? Find common ground. Keep the company goals in mind and have some fun. Take interest in the different generations and ask questions about their hobbies or family. If you want to connect with a Traditionalist, ask them about the company history. They are a wealth of information and great mentors. Boomers will love to share their career story and how the workplace has changed over the years. Gen Xers will have several suggestions on technology that will make the workplace more efficient. If you want to light a fire with a Gen Y…ask them about their cell phone or the latest application they have downloaded. Start the dialogue about generational diversity with a fun trivia game or workshop at your workplace. Each generation brings something to the table. We all have talents and ideas that should be heard and respected. It is time we embrace the fact that every company has different generations that are valuable to the bottom line. Once we accept that we are all on the same team, we can achieve success in the workplace…without all the name calling. After all, Generation Z is only a few years away from joining us at the conference table…

The Economic Forecast for the Second Half of 2015: A Single, Possibly a Double but No Homeruns Elliot Eisenberg, Ph.D. • GraphsandLaughs, LLC
Despite GDP growth stalling in Q1, this time due to bad weather, a port strike on the west coast, a rising dollar and falling oil prices, the economic recovery remains intact. The poor performance of the US economy from January through March was aberrant, and the incoming employment, housing, and service sector data all point to a modest economic pickup. GDP growth the rest of the year should average 2.6%, with growth in Q2 closer to 1.75% as the economy slowly rebounds from a tough Q1. An expected pick-up in wages and oil exploration activity and possibly increased corporate spending on plant and equipment suggest that 2015 will probably improve as it progresses. Despite falling energy prices, household spending has been very lackluster. As a result, savings rates are up and spending on durable and non-durable goods has been weak. Simultaneously, because the strong dollar has made US exports more costly abroad and imports cheaper here, manufacturing activity has slowed. And due to falling oil prices, oil exploration has plummeted, with just 646 rigs in operation, down from a high of almost 1,600 eight months ago. That said, rig counts have stopped falling and should start to rise as oil prices firm. Moreover, the labor market continues to strengthen. Voluntary quit rates are rising, the number involuntary terminations keeps falling, and job creation, while slightly down from last year, is strong. At this rate of improvement, there will be little slack in the labor market a year from now. A definite economic bright spot thus far in 2015 has been housing, and that is due to rising household formation. After averaging roughly 1.2 million annually from 1983 through 2006, household formation averaged just 600,000 through September 2014. Since then, it has been rising at an annualized rate of 1.5 million. Add to this increasing credit availability, and housing starts should reach an annualized average rate of 1.175 million during the second half
of 2015, with new single-family construction contributing at a pace of 775,000 units and multifamily adding 400,000. Despite being severely constrained by a lack of inventory, pending home sales are strengthening and existing home sales should continue rising by 6% annually as should home prices. As for inflation, it’s benign but will likely slowly begin creeping up from its current anemic level. The strong dollar will not strengthen further and oil will not weaken more, thus the trends that have exerted strong deflationary pressures on imports and energy respectively should dissipate. Moreover, as the unemployment rate falls, labor shortages will become an increasing reality and that will cause wages to rise. This should help household spending and encourage corporate investment. However, slowly rising prices and wages, albeit from very low levels, will push the Fed to raise short-term rates late this year, probably in September but possibly in December. The Fed will then raise rates very slowly thereafter due to weak global growth. Long-term rates have bottomed and 10-yr Treasuries will end the year at close to 2.6% as the economy strengthens. In short, the economy continues to grow modestly. Short-term rates will start rising in the fall, wages are showing nascent signs of rising, and residential construction activity looks to strengthen as we go into 2016. Most critically, continued solid job creation will keep the recent rise in household formation up and the likelihood of a recession during the next six months is zero. Working with Clients Who Know Too Much
Working with Clients Who Know Too Much Robert Criner remembers the time a new client wanted to show him some case molding he had just put up. “It was installed backwards. They mitered it in really nice, but it was backwards,” Criner, president of Criner Remodeling in Hampton Roads, Va., said. Then there was the client who had installed some new siding upside down, making it pretty much impossible for rainwater to drain correctly. And the client who had painstakingly, neatly reshingled his roof, and couldn’t understand why it was leaking. “He forgot the flashing around the chimney,” Criner said. Every remodeler has horror stories about home owners who know just enough about repairs and renovations to get themselves into trouble. And professional remodelers have always tried to impress on potential clients the greater value of leaving big jobs to the experts. But with the advent of house-flipping shows on cable and do-ityourself videos on YouTube, the problem of the Client Who Knows More Than You Do is getting out of hand, many remodelers say. Ask Vince Butler, who turned down a $300,000 renovation job when he realized that time spent coping with an endless stream of questions, suggestions, opinions and second-guesses would wipe out any hope of profits. “The owner was over-thinking and literally questioning every product, every technique. I had a supplier and two subs saying, ‘I don’t want to do the job,’ because they had priced it based on a normal amount of time, and answering all his questions was such a time hog,” said Butler, who owns Butler Brothers Construction in Northern Virginia.
Then his company, CQC Home, explains how each decision on insulation, flooring or appliances affects the next. “We look at the whole home holistically. This is what we know, and usually people are pretty understanding.” And no matter what it says in the how-to video, “we explain that YouTube isn’t warranting this. We are. By no means do we know everything, but we take responsibility for everything we do.” Criner agrees. “When you call upon a true professional, they will explain the unintended consequences of doing what you’re asking. Will that new kitchen exhaust fan pull in contaminated air from under the house because the house is now under negative pressure? Will you make sure that there’s enough gap under your new interior doors so air still circulates? The home owner doesn’t always understand that, and it’s our job to make sure they understand. When value is understood, the price is less important, and it’s up to me to make sure the client understands the true value I bring to the table.” And what of Vince Butler’s $300,000 deal gone south? “I told him that if he wanted us to do what he hired us to do, he’d have to back off,” Butler said. His client was very surprised – and then surprised Butler with a counter offer. “The project was in three phases, and he put in a cancellation clause for phase 2 and phase 3.” If the client couldn’t keep his promise to not meddle, Butler could get out of the contract. He decided to take the job.
For the home owner, “it was kind of a shock that it wasn’t okay to do this,” he said. “He thought that since he has access to all this information, that this is the way it should work.” And if Butler had factored in the additional hours of explaining and justifying decisions on products and materials, “nobody could afford to pay for it. And of course, the information that people have also makes them think they can get it done cheaper, and cheaper and better are mutually exclusive.” Butler tells his clients about his professional designations, awards, affiliations and long years of industry experience. He supplies all the testimonials they want. He weighs the pros and cons of various fixtures and finishes, and listens attentively to understand each home owner’s needs and preferences. And once that’s done, “if I get that feeling that they aren’t going to trust me, we aren’t going to work for them, because it’s going to be a nightmare.”

Durham, N.C., remodeler Kenneth Combs knows the feeling too. “There’s just a wealth of knowledge out there” for consumers to learn about products to put in their homes. “But it’s just like everything else on the Internet. You can’t believe everything you read.” And not every product belongs in every home, no matter how energy-efficient, sustainable or cutting-edge, he tells his clients. “We try to make them understand that remodeling is not just one project,” Combs said. “It’s kind of a fluid, organic process that needs to respect how the home as a system works together.”
