President’s Message
Herb Reese, HBAL President As August rolls in, it is a time of change. Summer comes to an end and school begins. The weather, well that usually stays the same, hot and humid. The COVID-19 pandemic has been an unexpected change in our lives and business. In my own family, we have had to cancel my oldest daughter’s wedding in May and switched gears as my other daughter decided she wanted to move her wedding up from December to August. Whew, these girls are keeping me busy! Many changes have occurred within our industry. The City of Lincoln recently updated to the 2018 IRC and IECC. For more information please see page 8. The HBAL Board has recently been made aware of the changes to how conduit will be installed to deliver power to new construction. We have a team working through these modifications and will be meeting with LES at the August board meeting to further discuss these changes. The HBAL Executive Committee and staff are continuing to monitor the COVID-19 pandemic and how it will affect the events we have scheduled for the fall. These events are important to our community and industry and we are working diligently to ensure these events can continue safely. We are working hard to make certain we are keeping all of you updated on the recent changes and to ensure everyone is informed. I want to thank all the members of HBAL for being flexible and remaining positive during these times of constant change!

Message from Building & Safety The COVID-19 pandemic has altered the way we all live and do business and Building & Safety has tried to do its best to maintain the highest level of service to the building community. We are currently running behind our goal of a five (working) day turnaround time for new residential plans. Our office takes that goal very seriously and we are proud that we typically maintain that goal. However, due to the pandemic situation and this being one of the busiest building seasons we have had in the last 15 years...there are many factors we are trying hard to overcome. 1. Due to the pandemic and current interest rates, we have had more activity requested from homeowners. Without our ability to work with them at our front counter, we have found it to be a challenge to get adequate plans and associated documents submitted. This requires long phone calls and long explanations about typical building practices. Both are very time consuming. 2. Our electronic submittal system has been working but it is far from what we foresee that system to eventually be. Like many organizations, our office rushed to put in place procedures to maintain services to our customers within the confines of our current system. I don’t believe anyone could have foreseen a situation where we could not interact with our customers at our front counter for this length of time. There are areas you could assist us in keeping things moving more efficiently. Some documents typically discussed and 6 Lincoln Business Builder
accounted for at the public counter are being inadvertently missed with the electronic submittal process. The electronic submittal process itself is being used inconsistently by applicants, which requires more staff time to organize the files and make sure all necessary forms and plans are submitted. Some actions/practices that could assist staff are as follows: 1. Please review your plans and documents before submittal. Items routinely missing from the submittal include site elevations, truss manufacturer, and who is sizing the beams. 2. Plans should be submitted in one electronic file. 3. Please call (402-441-7521) for assistance with uploading and downloading plans. 4. Please limit your phone calls and emails for status of plans. We understand everyone is ready to start building, but each phone call and email we must respond to interrupts a review and adds time to the review process. Our Plan Review staff is working very hard to get permits issued under these circumstances. We appreciate all of you who have worked with us to keep Lincoln’s economy moving by ensuring construction continues to progress, and we appreciate your patience and your understanding as we all strive to get through this difficult time. We will always do our best to seek new ideas that create more efficiency to better serve you, our customers.
Lincoln’s Energy Code & International Residential Code
Lincoln’s International Energy Conservation Code & International Residential Code On June 29, 2020 the Lincoln City Council voted to amend Lincoln’s International Energy Conservation Code (IECC) and International Residential Code to the 2018 versions. Below is a summary of the amendments to the IECC: 1. Removes the requirement that every home has to have a blower door test. 2. Air ducts that leave the building envelope will now need to be pressure tested. There is an exemption for those that have been sealed in close-cell foam. 3. Allows a sealed interior building cavity to be used as a duct for the purpose of a return air. 4. Deleted the section for ventilation requirements for mechanical ventilation. 5. Changed the prescriptive method of basement insulation to allow 100% of the basement walls to be furred and insulated with R-13. If you have specific questions, contact the City of Lincoln’s Building & Safety Department at 402-441-7521. NOTE: Most homes are built using RES check. Prescriptive requirements do not affect whether or not you pass. The State of Nebraska has updated the RES check software with 2018 tables. Please make sure you are using the right program for your houses.

As usual, the summer is flying by. We were fortunate enough to get a small pool, so we spent a lot of time relaxing in there. We’ve also enjoyed camping and exploring the bike trails with the kids. We’ve been able to have some small gatherings, which has made the summer feel more normal.
A boxed lunch can be pre-ordered for $10 per person. In addition to following local health directives, attendees are required to wear masks and to social distance during the tour.
We’re looking forward to the Remodelers Council Golf Tournament on Friday, August 28. We’ll be making some modifications to the event, but we’ll have fun regardless! Space is very limited, so contact the HBAL office to reserve your spot. There are also opportunities to be a sponsor. On September 2, we resume our Remodelers Council meetings with a guided tour of Sunken Gardens. We are also working on the rest of our fall lineup. Share Ideas for Monthly Remodelers Council Meetings
The Remodelers Council Golf Tournament is a fun opportunity to meet others in the Remodelers Council and HBAL. The shot-gun start is scheduled for 10 a.m. on Friday, August 28 at Holmes Golf Course. Modifications have been made due to COVID-19, however there are still plenty of opportunities to safely help with the event. We need volunteers to greet golfers on tee boxes and explain the side game activity. If you’re looking for an excuse to get out of the office (or your house), come spend the day with us!
