President’s Message Mike Rezac HBAL President HO, HO, HO!!! This the season to jolly, merry and scurrying to make sure heat is available and projects can be protected from the cold weather bound to arrive. The Santa Cop Project was a huge success! Thank you to those who contributed through donations, advance preparations or at Lincoln Northeast High School. Your efforts make a difference and are greatly appreciated! In the next few weeks topics such as Impact Fees, Clean Water Ordinance, Lot Valuations and others will become more frequently discussed. The current discussions for these topics have been ongoing for months. I’m proud of the efforts of our members and the association as a whole in continuing to address the issues, work with other groups and protect affordable housing. It may not seem as though much progress is made, but the situation could be much worse. Together, we can make a difference and continue to build a beautiful community to live, work and share with our families. Well after hearing (reading) about such joyful information, I’m ready to focus on something sure to be a little more fun! I plan to see each of you at the Nebraska Champions Club on Friday, November 6th for the HBAL Christmas Party. If you attended last year, you know how much fun we are about to have. If you missed last year, well let’s not make the same mistake twice. Misty’s will be spending the afternoon preparing an awesome meal and the Dueling Duo will be taking requests all night! You’ll even have a chance to support the Lincoln Home Builders Care Foundation and walk away at the end of the night with $1,000 cash. You are welcome to bring your family, friends, employees and co-workers to make the night even more special. RSVP now so you won’t forget! Merry Christmas!

Siemsen to Retire from Building & Safety Bob Siemsen, Chief Plumbing Inspector, is retiring effective November 29, 2013. Bob has been with the department since July 21, 1986. Along with his outstanding service to the City of Lincoln through the Department, Bob served in a number of national positions with the International Association of Plumbing and Mechanical Officials (IAPMO).

December 1st Training Requirements for the Revised Hazard Communication Standard OSHA revised its Hazard Communication Standard (HCS) to align with the United Nations’ Globally Harmonized System of Classification and Labeling of Chemicals (GHS) and published it in the Federal Register in March 2012 (77 FR 17574). Two significant changes contained in the revised standard require the use of new labeling elements and a standardized format for Safety Data Sheets (SDSs), formerly known as, Material Safety Data Sheets (MSDSs). The new label elements and SDS requirements will improve worker understanding of the hazards associated with the chemicals in their workplace. To help companies comply with the revised standard, OSHA is phasing in the specific requirements over several years (December 1, 2013 to June 1, 2016). The first compliance date of the revised HCS is December 1, 2013. By that time employers must have trained their workers on the new label elements and the SDS format. This training is needed early in the transition process since workers are already beginning to see the new labels and SDSs on the chemicals in their workplace. To ensure employees have the information they need to better protect themselves from chemical hazards in the workplace during the transition period, it is critical that employees understand the new label and SDS formats. In 1987, Bob became a member of the National Standard Plumbing Code Committee. Since then, Bob served on the Code Certification Committee, the Standards Review Committee, the Industrial Advisory Council, the Standards Council, the National Mobile Home Certification Committee, the Evaluation Services Board, and currently on the Board of Directors with the State Plumbing, Heating, and Cooling Contractors Association. Bob served as a member of the IAPMO Board of Directors from 2000 to 2012. He served as a member of the World Plumbing Council from 2008 to 2010. His active role in the national association prepared him to become the President of IAPMO in 2008 and served through 2010. Bob’s vast knowledge of the industry, willingness to train his inspectors to offer efficient and effective customer service, and the ability to express his points of view that garner support from his peers is greatly appreciated. Congratulations to Bob Siemsen on his long and effective service to the City of Lincoln. Rex Crawford, City Plumbing Inspector for 23+ years, will assume the role of Chief Plumbing Inspector beginning November 12, 2013.

GIS Information Now Viewable on Mobile Devices With the development of two new websites, the public can now view Web-based Geographic Information System (GIS) data from mobile devices. Developers, real estate agents, commercial brokers and others have been able to access GIS data on desktop computers since the late 1990s. The recent system enhancements will allow those using smart phones and tablets to access property ownership, valuation, flood plain status and development data from a remote location. “Today’s mobile workforce needs to access this data from the field on their smart devices,” said Jeff McReynolds, GIS Program Manager for the City and Lancaster County. “Our technical staff feel obligated to make it available and accessible without limitation.”

Access to mobile-friendly data is now available through these two websites: Mobile-Friendly GIS Parcel Viewer: http://lincoln.ne.gov/gis/mobile/assessor/parcelviewer.html This website allows users to access information on property ownership and valuation, a photo of the house and links to the County Assessor’s website. Mobile-Friendly GIS Development Viewer: http://lincoln.ne.gov/gis/mobile/planning/developmentviewer.html This website allows the user to access development-related information such as preliminary and final plats, special permits and administrative amendments. Both websites allow users to search by name, address or parcel ID or use the GPS location on their tablets or smart phones. Users also can e-mail a link to a map or link to other social media outlets. Both web applications are viewable on desktops as well. McReynolds said similar applications using the same template will be added in the future, and aerial images taken in April have been added to the GIS viewer.

Comment Period on Proposed Silica Rule Extended In response to requests, OSHA has extended the public comment period for an additional 47 days on the Notice of Proposed Rulemaking on Occupational Exposure to Crystalline Silica. To allow stakeholders additional time to comment on the proposed rule and supporting analyses, the deadline to submit written comments and testimony is being extended to Jan. 27, 2014. OSHA is also extending the deadline to submit notices of intention to appear at its informal public hearings to Dec. 12, 2013. “We strongly encourage the public to assist in the process of developing a final rule by submitting written comments and participating in public hearings,” said Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. “We especially hope to hear from employers, workers and public health professionals who have experience in successfully protecting workers from silica-related diseases. Protect Yourself against Identity Theft Whether they’re snatching your purse, diving into your dumpster, stealing your mail, or hacking into your computer, they’re out to get you. Who are they? Identity thieves. Identity thieves can empty your bank account, max out your credit cards, open new accounts in your name, and purchase furniture, cars, and even homes on the basis of your credit history. If they give your personal information to the police during an arrest and then don’t show up for a court date, you may be subsequently arrested and jailed. And what will you get for their efforts? You’ll get the headache and expense of cleaning up the mess they leave behind. You may never be able to completely prevent your identity from being stolen, but here are some steps you can take to help protect yourself from becoming a victim.

Check yourself out

It’s important to review your credit report periodically. Check to make sure that all the information contained in it is correct, and be on the lookout for any fraudulent activity. You may get your credit report for free once a year. To do so, contact the Annual Credit Report Request Service online at www.annualcreditreport.com or call (877) 322-8228. If you need to correct any information or dispute any entries, contact the three national credit reporting agencies: 1. Equifax: www.equifax.com or (800) 685-1111 2. Experian: www.experian.com or (888) 397-3742 3. TransUnion: www.transunion.com or (800) 916-8800

Secure your number

Your most important personal identifier is your Social Security number (SSN). Guard it carefully. Never carry your Social Security card with you unless you’ll need it. The same goes for other forms of identification (for example, health insurance cards) that display your SSN. If your state uses your SSN as your driver’s license number, request an alternate number. Don’t have your SSN preprinted on your checks, and don’t let merchants write it on your checks. Don’t give it out over the phone unless you initiate the call to an organization you trust. Ask the three major credit reporting agencies to truncate it on your credit reports. Try to avoid listing it on employment applications; offer instead to provide it during a job interview.

Don’t leave home with it

Most of us carry our checkbooks and all of our credit cards, debit cards, and telephone cards with us all the time. That’s a bad idea; if your wallet or purse is stolen, the thief will have a treasure chest of new toys to play with. Carry only the cards and/or checks you’ll need for any one trip. And keep a written record of all your account numbers, credit card expiration dates, and the telephone numbers of the customer service and fraud departments in a secure place--at home.

Install a firewall to prevent hackers from obtaining information from your hard drive or hijacking your computer to use it for committing other crimes. This is especially important if you use a high-speed connection that leaves you continuously connected to the Internet. Moreover, install virus protection software and update it on a regular basis. Try to avoid storing personal and financial information on a laptop; if it’s stolen, the thief may obtain more than your computer. If you must store such information on your laptop, make things as difficult as possible for a thief by protecting these files with a strong password--one that’s six to eight characters long, and that contains letters (upper and lower case), numbers, and symbols. “If a stranger calls, don’t answer.” Opening e-mails from people you don’t know, especially if you download attached files or click on hyperlinks within the message, can expose you to viruses, infect your computer with “spyware” that captures information by recording your keystrokes, or lead you to “spoofs” (websites that replicate legitimate business sites) designed to trick you into revealing personal information that can be used to steal your identity. If you wish to visit a business’s legitimate website, use your stored bookmark or type the URL address directly into the browser. If you provide personal or financial information about yourself over the Internet, do so only at secure websites; to determine if a site is secure, look for a URL that begins with “https” (instead of “http”) or a lock icon on the browser’s status bar. And when it comes time to upgrade to a new computer, remove all your personal information from the old one before you dispose of it. Using the “delete” function isn’t sufficient to do the job; overwrite the hard drive by using a “wipe” utility program. The minimal cost of investing in this software may save you from being wiped out later by an identity thief.

Keep your receipts

When you make a purchase with a credit or debit card, you’re given a receipt. Don’t throw it away or leave it behind; it may contain your credit or debit card number. And don’t leave it in the shopping bag inside your car while you continue shopping; if your car is broken into and the item you bought is stolen, your identity may be as well. Save your receipts until you can check them against your monthly credit card and bank statements, and watch your statements for purchases you didn’t make.

When you toss it, shred it

Planning for the holidays is a busy and joyful time. But all of the decorations, extra electrical cords and the parade of people going in and out of your home calls for more safety precautions to help you make this holiday season safe and happy for you and your family. Here’s a checklist for home holiday safety: • Ask a friend or neighbor to watch your house and take in your newspaper and mail if you plan to spend the holidays away from home. Put lights throughout the house on timers to turn them on and off in your normal living pattern. • If you display a live Christmas tree or live greenery, select the freshest possible. A moist tree is less likely to catch fire. Look for a trunk sticky with sap and for green needles that bend and are secure on the branches. • When using a live Christmas tree, cut the base at a 45-degree angle. Place it in a container with water and always keep the water level above the cut. • Place trees a safe distance from stoves, radiators, vents, fireplaces and any other heat source that may dry the tree. Inspect the tree for dryness daily.

• Inspect all holiday light wiring. Defective, worn or frayed electrical wiring should be thrown away. Check for the UL label on lights. Also, be sure to use fixtures specifically designed for outdoor use if you decorate your house, trees or yard. • Use no more than three light sets on any one extension cord. Also, don’t run electrical cords under rugs. Be sure all lights are turned off before you go to bed or leave the house. • Place candles and other open flames away from decorations. Never leave burning candles unattended and always supervise children when burning candles. • Keep a fire extinguisher near your Christmas tree. Make sure your family has a fire emergency escape plan. In case of fire, leave your home and call for help from a neighbor’s home.

5 Flags and Costly Mistakes Companies Make When Choosing an Online Marketing Company As part of our ongoing column for HBAL, Tomorrow’s Online Marketing is back to answer a question we hear a lot, “What should I be looking to avoid when dealing with any kind of online marketing company?” We work with many clients large and small and as part of that we sometimes work with other providers who the client is already working with on some aspect of online marketing. We’ve had the pleasure to work with some really great people out there, and we’ve also had the pain of explaining to clients the truth about what someone else is doing that is either unethical or simply a waste of money. So we would like to address this in an effort to help all the great members of HBAL to weed out companies that will cause them problems. Here are the top 5 Flags and costly mistakes when choosing an online marketing company: 1. Me Too: these are companies who specialize or used to specialize in another kind of marketing or media, and due to the overwhelming growth and effectiveness of online marketing, they now claim they do that too. Not only does the company usually not understand the differences in marketing (ie. being exclusive), but they are not capable of getting real results. This would be like asking the guys who wash your car to then do an engine rebuild for your diesel truck….it just doesn’t work. 2. PPC Gamble: one of the big things Google incentivizes people to do is pay per click marketing because it’s so targeted. Then people realize how hard it is to get results and not waste money so they hire a company that sent them an email promising the world…..and then surprise, they take the

money and the company gets a bunch of fake clicks from some other country and pays a management fee on top of it. This is why better companies do some version of lead generation where you pay for performance…it’s much safer. 3. SOS!: this is “shiny object syndrome” where we are impressed by new fads or gimmicks that will supposedly give overnight results. There’s too many to name them and they come and go. Just remember, good online marketing is a marathon, not a spring. Commit to the long term vision for your company and save your money on what people offer for quick fixes because they don’t work. 4. What Research?: ask any company that works for you what kind of research they do for online marketing to ensure you are positioned properly, otherwise you may have a great ranking in a search term that gets no traffic and where none of your prospective clients are looking! 5. Guarantee: simply, what does the company guarantee if anything? Most online companies won’t provide any guarantees regarding their service or work….and definitely not in writing. That is called a clue…run! You likely guarantee some part of your work delivery, product or service, so why shouldn’t your marketing providers? If they won’t put this in writing, it’s a sure sign there will be problems. We hope these 5 Flags and costly mistakes are helpful to you in identifying and weeding out potential marketing providers. While there are many reasons why, the most potent is that the mere suggestion last June that tapering might commence as early as midSeptember rattled markets enough to raise interest rates on 30-year home mortgages by close to one-and-a-half percent in a matter of weeks, and in the process stop forward progress in the housing market dead in its tracks. The housing market is crucial to the recovery because with auto sales and manufacturing activity having all but returned to pre-recession levels, construction activity in general and its biggest component, new single family residential activity, is the last large cyclical sector not fully participating in the economic recovery. To have a selfsustaining recovery it is essential for all cyclical sectors to be at or near full capacity or rapidly moving in that direction. In addition to a flat housing market, the labor market is showing signs of slowing down. During the first quarter of 2013 job creation averaged 207,000/month, while it was 182,000/month in the second quarter but just 143,000/month in the third quarter. Worse, while the unemployment rate has been steadily falling since the end of the Great Recession, it has been primarily thanks to the steady decline in the labor force participation rate (LFPR) from 65.5% at the end of the recession to just 63.2% today, the first time ever that the LFPR has declined after the end of a recession. The above notwithstanding, the economy is really recovering. Household deleveraging is almost over, manufacturing and transportation activity have recovered to pre-recession levels, banks are once again healthy, corporate and household balance sheets have recovered and employment is almost back to where it was before the recession began. Given how far the economy has come, I think the Fed would prefer to essentially “buy” some downside economic insurance by continuing their current level of Treasury and MBS purchases.

Something that would change my prediction will be the success or failure of the congressional budget negotiations that were part of the deal to end the two week government closure. Lawmakers have a deadline of December 13th to produce a budget blueprint that will drive government spending for FY2014. The deadline is just days before the Fed’s last meeting of the year. A congressional deal would give the Fed some clarity on the fiscal front, and undoubtedly hasten the date of the first taper. On the other hand, negotiations that end in stalemate would increase fiscal uncertainty and reduce government spending by leaving sequestration in place, thereby reducing GDP growth. In short, the economy is currently growing, but slowly. As a result, the labor force participation rate continues to decline, employment growth is weak, and due to poor Fed communication about interest rates, the all-important housing market has stopped growing. For all these reasons, the Fed may give lip service to the idea of commencing tapering following its mid-December meeting, but any tapering is more likely to start after its end of January meeting, and most likely following the Fed’s mid-March meeting, the first in 2014 to be followed by a press conference. And remember, short term rates will remain at their current rock bottom levels for another 18 months.
