President’s Message Mike Rezac HBAL President Thank you for the opportunity to have served as your President in 2010 and again in 2013. As I think about our mission, accomplishments, contribution to our community and individual relationships I’ve made, I’m proud to be a member of the Home Builders Association “... follow your interests of Lincoln. I know we all feel and engage when extremely busy, but I encourage possible...you reap from you to follow your interests and what you sow!” engage when possible. It really is true; you reap from what you sow! Additionally, I hope you will attend the January 13th Installation & Awards Banquet at the Nebraska Champions Club. I have special awards to present and people to recognize. The leadership baton will be passed to Mike Kinning. If you don’t already know Mike, I encourage you to get to know him, continue your support of HBAL and be willing to accept the challenge when called upon by the Association to meet a need. Together we create a solid foundation for excellence! May 2014 be a Safe, Productive and Profitable year!

Chili preparation and booth set-up: It’s time to form a team, get out the cookbook 10:30 a.m. - 5:00 p.m. and start planning your red hot chili booth at our Sixth Annual Chili Cookoff. Let’s have some fun, *All preparation MUST be done at the Shrine Center!* eat some chili and win some super prizes. The Foundation strives to support the community by contributing to community service projects focused on housing, as well as providing scholarships for students pursuing a career related to the building industry, and providing funding for other industry related educational and research programs. Gifts are tax deductible to this 501(c)(3) non-profit organization.

Mayor Names Blahak Interim DSC Manager and Building and Safety Director Mayor Chris Beutler has named Chad Blahak as Interim Director of the City Building and Safety Department and Manager of the Development Services Center (DSC), effective January 2, 2014. Blahak is a licensed professional engineer and has worked for the City Public Works and Utilities Department since 2002. He will replace Fred Hoke who was named Building and Safety Director in December 2008 and helped to create the DSC. “Chad has proven his abilities as a project manager for major City projects, including the infrastructure portion of the West Haymarket ,” Mayor Beutler said. “In addition to his engineering skills, Chad understands projects budgeting, City codes and design standards. He’s also been successful in working with consultants, contractors, developers and government officials at all levels. I’m confident that he will be an excellent leader for Building and Safety and the DSC.”

Last month we had lunch with Titan Machinery. We had a great discussion on how HBAL helps give businesses a voice in local issues.

Important Reminder Please clearly display addresses on your jobsites during all phases of construction. This allows those who make deliveries and complete inspections to easily find the appropriate building site. Not posting the address can result in a delay in a Building & Safety inspection, thus halting construction until a sign is established. A re-inspection fee would also be applied. Sites are required to have an address affixed to the lot or building so inspectors can locate the correct address to inspect. Stamped drawings are also required on each site so inspectors can see what has been approved and inspect accordingly.

Blahak also served as the City’s coordinator for the federal stimulus projects and as project manager for the East Beltway preliminary design and corridor protection. He earned a bachelor’s degree in civil engineering and a masters in business administration from the University of Nebraska-Lincoln. Before joining the City, he was an Assistant Engineer for Olsson Associates. “I am very excited to serve Lincoln as the Interim Building and Safety Director and DSC Manager and thank Mayor Beutler for this opportunity,” said Blahak. “I look forward to working with staff, the Mayor’s Office, other City departments and private businesses to keep Lincoln a great place to live and do business.”

Scott Retires from Building & Safety Merl Scott began his employment with the City of Lincoln Building and Safety Department’s Mechanical Section as a mechanical inspector until 1993 and then was promoted to Chief Mechanical Inspector responsible for day-to-day oversight of the department’s mechanical-related activities. During the past 20 years, Merl has shared his knowledge of the trade through his teaching of Mechanical Code classes and preparing new graduates, apprentices and journeymen of the trade for career advancement. Merl’s vision and understanding of the mechanical industry was instrumental in the initiation of codes requiring registration for deco fireplace contractors and journeyman HVAC technicians, and continuing education requirements for mechanical contractors. Merl’s exemplary public service should be recognized during his resignation in December 2013. Steve Hartsock, City Mechanical Inspector for 22+ years, will assume the role of the Chief Mechanical Inspector on December 17, 2013.

At the 2013 Spring Board of Directors meeting, NAHB’s Building Product Issues Committee (now the Construction Liability, Risk Management, and Building Materials Committee) unveiled the Construction Liability and Risk Management Update, which covers the risks associated with the construction of new homes and remodeling by tracking litigation, legislation and issues of interest to the building industry. The Update will be published every two months. In the latest edition, readers will find information on recent class action settlements involving CertainTeed Fiber Cement Siding and Trex Decking, recent class action filings involving windows, shingles, and air conditioners, information on OSHA’s proposed rule to improve tracking of workplace injuries and illnesses, a list of OSHA’s 2013 top ten most frequently cited violations, a Canadian Broadcasting Corp. television story on spray foam titled “Renovation Horror Story,” a Colorado court’s decision that a pollution exclusion in a CGL policy did not bar coverage in a Chinese drywall case, an article on states clamping down on workers mislabeled as contractors, and much more. • The 2014 bond issue addresses growth in the community and school district: The Lincoln Public Schools enrollment of more than 37,800 grew by 943 new students this school year. The bond issue will increase the capacity of LPS schools by adding 2,200 new seats through the construction of one new elementary, one new middle school, a high school career academy and a variety of additions and renovations across the community.

The 2014 bond issue will be funded based on the current levy rate with no planned levy increase.

• The 2014 bond issue will provide enhanced security, a new high school career academy and infrastructure capable of supporting digital learning environments in schools throughout Lincoln.

Background Recommendations for projects in the 2014 bond issue came directly from the community. The initiative began as a grassroots effort with a group of 80 Lincoln stakeholders from the community – called together by the Lincoln Public Schools Superintendent – that identified more than $350 million facility and infrastructure needs. The Lincoln Board of Education evaluated and analyzed the recommendations to create an updated 10-year facility and infrastructure plan to hone down the list. The school district has continually monitored and updated long-range plans to meet Lincoln’s school facility needs through a 10-year facilities and infrastructure plan that focuses planning for LPS projects into the future.

Use Your Fireplace Safely and Effectively This Winter During the winter months, many families gather around their home’s fireplace. A fire in the fireplace creates a warm and cozy atmosphere, but don’t expect it to add heat to your home. As little as 10 percent of the heat from a fire in an open masonry fireplace radiates into the house. The National Association of Home Builders’ MyHome Press has published a handbook for home owners, “Home Maintenance Made Easy,” and the excerpt below contains helpful advice on how to safely build fires and maintain your fireplace.

Wood Burning Fireplaces

Your fireplace will add elegance and warmth if you use it safely and have it cleaned by a chimney cleaning professional at least once every five years (two years if you use it frequently). A woodburning fireplace should be equipped with andirons (or a grate) and a well-fitting screen. It may have glass doors as well. If you are in a newer home with a fresh air vent to supply the fireplace with combustion air, open it and the damper before you start a fire. Then remember to close both when you are not using the fireplace so warm air will not escape in the winter and cool air will not escape in the summer. Build fires on the andirons or grate—not directly on the fireplace floor. Seasoned hardwood is the best fuel. Do not burn pine logs in your fireplace; they contain a tar that can start a fire in the chimney if it accumulates. Do not burn trash in the fireplace. Never use kerosene, gasoline, charcoal lighter fluid, or other highly flammable liquids to start a fire. Begin with a small fire to allow the components of the fireplace to heat up slowly. Burn kindling and newspaper under the grate; stack two to three layers of logs with air space between them, placing the

largest logs to the rear. You can burn one sheet of paper atop the stack to help the chimney start to draw. If the fire is still burning but you are finished enjoying it, close the glass doors if you have them to prevent heated air from being drawn up the chimney (until you can close the damper). But don’t close glass doors over a roaring fire, especially if you are burning hardwoods like oak or hickory; the heat could break the glass. When you close the doors over a burning fire, open the mesh screens first. This prevents excessive heat buildup on the mesh, which might warp or discolor it. Be sure the fire is out each night before you go to bed.

Gas Fireplaces

A gas fireplace provides the comfort and style of a wood-burning unit, but requires far less maintenance. Many gas fireplaces are also far more efficient than wood-burning and as a result, produce less pollution. Gas fireplaces may have a chimney or may vent exhaust gases (mainly water vapor and carbon dioxide) directly outside without a chimney. Others are ventless; there is no flue. If your gas fireplace is vented, the flue or vent should be closed when the fireplace is not in use. Use the same safety precautions with a gas fireplace that you would with any other gas appliance. There will be a slight delay after turning the switch on before a flame ignites. Flames should ignite gently and silently. If you notice any deviation from this or any gas smell, immediately shut off the switch and report the problem to the gas company. Workers who are exposed to extreme cold or work in cold environments may be at risk of cold stress. Extremely cold or wet weather is a dangerous situation that can cause occupational illness and injuries such as hypothermia, frostbite, trench foot, and chilblains.

Hypothermia A condition in which the body uses up its stored energy and can no longer produce heat. Often occurs after prolonged exposure to cold temperature. Early symptoms ■ Shivering ■ Fatigue ■ Loss of coordination ■ Confusion and disorientation

Late symptoms ■ No shivering ■ Blue skin ■ Dilated pupils ■ Slowed pulse and breathing ■ Loss of consciousness

First Aid ■ Request immediate medical assistance. ■ Move the victim into a warm room or shelter. ■ Remove wet clothing. ■ Warm the center of their body first—chest, neck, head, and groin—using an electric blanket; or use skin-to-skin contact under loose, dry layers of blankets, clothing, or towels. ■ If conscious, warm beverages may help increase the body temperature. Do not give alcohol. ■ Once temperature has increased keep them dry and wrapped in a warm blanket, including the head and neck. ■ If no pulse, begin CPR.

Frostbite An injury to the body that is caused by freezing, which most often affects the nose, ears, cheeks, chin, fingers, or toes. Symptoms ■ Reduced blood flow to hands and feet ■ Numbness

■ Aching ■ Tingling or stinging ■ Bluish or pale, waxy skin

First Aid ■ Get into a warm room as soon as possible. ■ Unless necessary, do not walk on frostbitten feet or toes. ■ Immerse the affected area in warm (not hot) water, or warm the affected area using body heat. Do not use a heating pad, fireplace, or radiator for warming. ■ Do not massage the frostbitten area; doing so may cause more damage.

An injury of the feet resulting from prolonged exposure to wet and cold conditions that can occur at temperatures as high as 60 °F if the feet are constantly wet. Symptoms First Aid ■ Reddening of the skin ■ Remove shoes/boots and wet socks. ■ Numbness ■ Dry feet. ■ Leg cramps ■ Avoid walking on feet, ■ Swelling as this may cause tissue ■ Tingling pain damage. ■ Blisters or ulcers ■ Bleeding under the skin ■ Gangrene (foot may turn dark purple, blue, or gray)

Chilblains Ulcers formed by damaged small blood vessels in the skin, caused by the repeated exposure of skin to temperatures just above freezing to as high as 60 °F. Symptoms ■ Redness ■ Itching ■ Possible blistering

■ Inflammation ■ Possible ulceration in severe cases

First Aid ■ Avoid scratching. ■ Slowly warm the skin. ■ Use corticosteroid creams to relieve itching and swelling ■ Keep blisters and ulcers clean and covered.

Protect Yourself ■ Monitor your physical condition and that of your coworkers. ■ Wear appropriate clothing. ӽ Wear several layers of loose clothing for insulation. ӽ Tight clothing reduces blood circulation to the extremities. ■ Be aware that some clothing may restrict movement resulting in a hazardous situation. ■ Protect the ears, face, hands and feet in extremely cold or wet weather. ӽ Boots should be waterproof and insulated. ӽ Wear a hat to reduce the loss of body heat from your head. ■ Move into warm locations during breaks; limit the amount of time outside. ■ Carry extra socks, gloves, hats, jacket, blankets, a change of clothes and a thermos of hot liquid. ■ Include chemical hot packs in your first aid kit. ■ Avoid touching cold metal surfaces with bare skin.
