President’s Message Mike Rezac HBAL President Are you engaged in the Mike Dynasty Membership Drive? It’s easy to be a part of the team! Think about who you already work with, do business with or hangout with. Plant the seed by letting them know you think they should join HBAL. Provide nourishment by providing them a membership packet provided by the HBAL office. Cultivate by letting the HBAL office and other members know about the prospective member so others can share what HBAL has done for them. Sometimes the process only takes a couple minutes, but sometimes the harvest may be a few months in the future. Once the harvest has arrived, together we’ll strengthen our association, individual businesses and community! As you drive around Lincoln during your normal course of business, watch for potential members. Unfortunately there are both new and well established businesses who haven’t experienced a membership with HBAL. We’ve all had that person in our lives who has taken a moment to plant the seed to change or improve our lives. I challenge you to make a difference, plant the seed, grow as a leader and strengthen your association! HBAL members are at the table by attending presentations, participating in discussions, suggesting improvements to upcoming ordinances and codes. Draft ordinances to make changes in Stormwater Management under the “Clean Water Program” and design standards with “Zoning reforms for a New Chapter of City Building” are currently available. Is the Accela software upgrade still creating challenges for you? An Assistance Hotline has been established at the request of HBAL. Deciding When to Retire: When Timing Becomes Critical

Deciding when to retire may not be one decision but a series of decisions and calculations. For example, you’ll need to estimate not only your anticipated expenses, but also what sources of retirement income you’ll have and how long you’ll need your retirement savings to last. You’ll need to take into account your life expectancy and health as well as when you want to start receiving Social Security or pension benefits, and when you’ll start to tap your retirement savings. Each of these factors may affect the others as part of an overall retirement income plan.

Thinking about early retirement?

Retiring early means fewer earning years and less accumulated savings. Also, the earlier you retire, the more years you’ll need your retirement savings to produce income. And your retirement could last quite a while. According to a National Vital Statistics Report, people today can expect to live more than 30 years longer than they did a century ago. Not only will you need your retirement savings to last longer, but inflation will have more time to eat away at your purchasing power. If inflation is 3% a year--its historical average since 1914--it will cut the purchasing power of a fixed annual income in half in roughly 23 years. Factoring inflation into the retirement equation, you’ll probably need your retirement income to increase each year just to cover the same expenses. Be sure to take this into account when considering how long you expect (or can afford) to be in retirement. Current Life Expectancy Estimates Men

There are other considerations as well. For example, if you expect to receive pension payments, early retirement may adversely affect them. Why? Because the greatest accrual of benefits generally occurs during your final years of employment, when your earning power is presumably highest. Early retirement could reduce your monthly benefits. It will affect your Social Security benefits too. Also, don’t forget that if you hope to retire before you turn 59½ and plan to start using your 401(k) or IRA savings right away, you’ll generally pay a 10% early withdrawal penalty plus any regular income tax due (with some exceptions, including disability payments and distributions from employer plans such as 401(k)s after you reach age 55 and terminate employment). Finally, you’re not eligible for Medicare until you turn 65. Unless you’ll be eligible for retiree health benefits through your employer or take a job that offers health insurance, you’ll need to calculate the cost of paying for insurance or health care out-of-pocket, at least until you can receive Medicare coverage.

And as you move into retirement, you’ll want to monitor your retirement income plan to ensure that your initial assumptions are still valid, that new laws and regulations haven’t affected your situation, and that your savings and investments are performing as you need them to. Delaying retirement

Postponing retirement lets you continue to add to your retirement savings. That’s especially advantageous if you’re saving in tax-deferred accounts, and if you’re receiving employer contributions. For example, if you retire at age 65 instead of age 55, and manage to save an additional $20,000 per year at an 8% rate of return during that time, you can add an extra $312,909 to your retirement fund. (This is a hypothetical example and is not intended to reflect the actual performance of any specific investment.) Even if you’re no longer adding to your retirement savings, delaying retirement postpones the date that you’ll need to start withdrawing from them. That could enhance your nest egg’s ability to last throughout your lifetime. Postponing full retirement also gives you more transition time. If you hope to trade a full-time job for running your own small business or launching a new career after you “retire,” you might be able to lay the groundwork for a new life by taking classes at night or trying out your new role part-time. Testing your plans while you’re still employed can help you anticipate the challenges of your post-retirement role. Doing a reality check before relying on a new endeavor for retirement income can help you see how much income you can realistically expect from it. Also, you’ll learn whether it’s something you really want to do before you spend what might be a significant portion of your retirement savings on it.

Phased retirement: the best of both worlds

Some employers have begun to offer phased retirement programs, which allow you to receive all or part of your pension benefit once you’ve reached retirement age, while you continue to work part-time for the same employer. Phased retirement programs are getting more attention as the baby boomer generation ages. In the past, pension law for private sector employers encouraged workers to retire early. Traditional pension plans generally weren’t allowed to pay benefits until an employee either stopped working completely or reached the plan’s normal retirement age (typically age 65). This frequently encouraged employees who wanted a reduced workload but hadn’t yet reached normal retirement age to take early retirement and go to work elsewhere (often for a competitor), allowing them to collect both a pension from the prior employer and a salary from the new employer. However, pension plans now are allowed to pay benefits when an employee reaches age 62, even if the employee is still working and hasn’t yet reached the plan’s normal retirement age. Phased retirement can benefit both prospective retirees, who can enjoy a more flexible work schedule and a smoother transition

Looking ahead at the second half of 2013, the economic news is pretty solid. The US economy is on the mend, the labor market is slowly healing and house prices are up about 10% from yearago levels. In addition, Europe (while in recession) appears to be holding together, DC budget brinksmanship is fading, car and light-truck sales along with consumer sentiment are rising, and new home construction continues its steady ascent. The only serious domestic fly in the ointment is the significant fiscal drag from Washington as the result of sequestration and year-end tax increases. The biggest foreign drag is Europe’s recession which is hurting US exports.

As for jobs, despite an improving labor market, the unemployment rate at the end of the year will remain above 7%. And combined with an annual inflation rate of well below 2%, it makes me think Bernanke and the rest of the voting members of the interest ratesetting Federal Open Market Committee will continue purchasing $85 billion/month in Treasuries and mortgage-backed securities at least through October 2013. Any tapering of QE3 will commence in late 2013 and more likely in early 2014.

With all this in mind, I expect Q3 GDP to be about 1.75% and Q4 GDP to come in slightly higher at 2.1%. As for housing starts, in Q3 they should, for the first time in years, exceed a million units (seasonally adjusted and annualized) with single family starts coming in at 675,000 and multifamily starts reaching a pace of about 340,000. In Q4 single family starts should hit to 700,000 with multifamily starts unchanged.

Another reason why QE3 will be maintained in that due to weak wage growth, consumer spending is rising quite slowly and is being fueled, at least in part, by a decline in the personal savings rate which now stands at a scant 2.5%. Of course rising stock prices, improving home values and easing credit market conditions are also aiding the rise in consumer spending. But a sudden rise in interest rates could derail these positive developments and weaken manufacturing, which is currently neither expanding nor contracting. As such, the risk is simply not worth the return, at least for now.

Inflation will remain benign. The combination of weak global growth, flat to declining energy and commodity prices, and flat to mildly rising food prices will keep CPI growth well below 2%. Moreover, the combination of tiny rises in import prices, producer prices, consumer prices and anemic wage growth means that personal consumption expenditure inflation, the Feds preferred inflation measure, will barely exceed 1%, giving the Federal Reserve ample room to continue its program of quantitative easing.

What would change my thinking about QE3 would be consistent monthly non-farm payroll job growth of greater than 187,000. If we manage to achieve that, the Fed would likely reduce the amount of its monthly bonds purchases and interest rates would rise. However, given a growing economy, the rate rises would not be growth-sapping and I put the chances of a new recession at no more than 10%. In the meantime, I look forward to continued, slow and steady improvement the rest of the year.

Proceeds from this event will go to the Lincoln Home Builders Care Foundation. Its mission is to support the educational and charitable activities of HBAL. Since 2010, the Foundation has distributed close to $22,000 through our Residential and Interior Design Contests, “If I Could Build a House” art contest, scholarship program and to the Lincoln Children’s Museum. Add Value, Pleasure To Your Home With a Well-Tended Yard Do you and your family have fun in your yard, or is it just unused space that means you have a long list of chores this weekend? A well-planned yard gives you extra room to enjoy without adding a tremendous amount of upkeep, and summer is a great time for you to start making a master plan for your yard for the years to come. Polls continually show millions of American households spent billions of dollars on professional landscaping and lawn care services, revealing that home owners recognize the value of caring for their yards. In addition, the National Association of Home Builders estimates that builders plant a minimum of two trees per lot, and six to eight trees are not uncommon on larger lots. Also, surveys show that builders are conserving more mature trees since established foliage adds value to homes. To make your master plan, walk around your property. Note how your house sits on the lot, where your garage, tool shed, deck, pool or other structure is and what plants you have now. Think about what you would like to have a year from now. Is it more trees for shade, more grass to play in, a flower or herb garden for cutting, or just reworking an area that takes too much time to maintain? Once you know what you want, start thinking about the plants you will need. A healthy, lush and vibrant lawn or garden starts with your choice of plants. Choose trees, flowers, shrubs and other plants that grow well in your area. This may sound limiting, but by choosing plants that are native or tested to be tolerant of the weather in your area, your yard will require less work and give you better results. Visit your local garden center, arboretum or botanical garden for advice and ideas. Look for sections that are

like your yard, and choose plants that grow well there whether you want brilliant flowers, ground cover, shrubbery or herbs. It is very important to monitor the cycles of light and moisture in your yard. Late summer is a good time to note where the sun is at different times of the day and to record how much water is available naturally. Watch for areas of day-long shade, and do not put sun-loving plants in those spots. Likewise, don’t put shade plants where they get full sun all day. In addition, take a sample of the dirt in your yard to a county extension agent or garden center, and ask them to determine the pH and chemical composition of your soil. Your soil’s characteristics will have a significant impact on what you will be able to grow successfully. While you are at the garden center or arboretum, watch for tips such as planting a low water-demand plant at higher elevation than a plant which needs more water. Excess moisture from rain or watering will trickle down from the low water-demand plant to the thirstier plant nearby. In general, selecting diseaseresistant, drought-tolerant plants makes sense no matter what you plan to do in your yard. Two key elements of a beautiful garden are shape and texture. Think of your landscape as a photograph or painting framed by plants. Larger trees and plants belong in the back of your yard, medium-sized shrubs and flowers go in the middle of the visual field and short, smaller plants go in the front. To give shape to your garden, select a variety of plants with varying shapes and sizes. Texture comes from plants with a variety of leaves — shiny hosta, fuzzy herbs, dull azalea, prickly yucca or aloe. Also, keep architectural details in mind when you choose plants. Rough, textured plants will highlight stucco walls, but a picket fence will look better with soft flowers and gentle vines. Don’t forget to look at your yard from all angles, including noticing what you’ll see when you look through the windows from inside your home. By taking the time to think through what you want your yard to look like, and noting what your limitations are, you’ll have greater success with your efforts. In addition, you’ll spend more time enjoying your yard instead of working in it, and you’ll see an added benefit when you sell your home since a well-planned landscape adds value to any piece of property.

The Value of an Active Associate Member Active Associate Members are the volunteers that have decided to help their HBA through volunteerism and/or financial support. Active associates plan and prepare for the association’s much needed net-profit generating events, they make the member outreach for sponsorships, member retention and recruitment, support HBA events through attendance and have taken a proactive stance in educating their co-workers and employers to the HBA’s value to the home builder. There are a lot of associates who are members, but only 10-20% take an active role in HBA support. Active associates are indispensable to our association/industry. Home builders who seek out and utilize the active associates are the ones who are in this industry for the long haul. Active associates care about the home builders’ concerns, and risks, and want to secure their own company’s business interests as well. The value of an active associate can not be measured in black and white, unless you are looking at your HBA’s budget. But if you believe in the value of the HBA, you can’t ignore the reasons why the HBA is financially healthy, vibrant and relevant. Active associate members are volunteers that balance that fine line between association initiatives and their employment initiatives. And the active associates’ industry knowledge, gained by being involved, makes them more than just a sales rep; it makes them a valuable trade partner to the home builder and an invaluable asset to their employer! What better way to thank those active associates by giving them the opportunities to help with their continued employment. “Do Business with a Member” is a slogan from NAHB that state and local HBAs have utilized in directories or other HBA publications. But it is so much more than a slogan; it should be gospel. Let’s turn the knob up further; “Do Business with An ACTIVE member,” starting with active associates. We need to support those active associate members and give them thanks. As financially difficult as times were over the past several years, these members did not abandon the HBA. Their value is their loyalty, loyalty to the HBA and home building industry as well as the continued protection for all of our careers, builder and associate. The “Do Business with An Active Associate Member” philosophy can only help engage dormant members to become engaged and increase the power of the HBA’s protection of the home building industry. That protection helps all associates with the current customers. The HBA gives you opportunities for business and to rise above your competitors by being active. I can only hope and encourage every member to keep appreciating those active associates or start to appreciate their efforts. While this may only be June, September will be here before you know it. September is “Associate Appreciation Month,” so declared by NAHB and many local and state HBAs. Maybe it should not have to be declared and is the mindset all year round. (LERN) to offer a variety of on-demand online courses and certificates through its learning platform, “UGotClass.” Students can register for all courses up to one week after the “begin” date.
