President’s Message Matt Kinning, HBAL President The City of Lincoln Planning Department is working on changes to the zoning code to help housing affordability. They are seeking feedback during the month of July. They will have the changes to the Planning Commission on August 4 and to the City Council on August 23. The summary of the changes are: • Administrative Amendments: The Planning Director could convert floor area to dwelling units in an approved Planned Unit Development or Use Permit and could increase the dwelling count by 15% in an approved special permit. • Parking: Minimum parking requirements would be reduced to 1.5 stalls per dwelling unit for Multiple Family Dwellings in the R-1 through R-6 Residential Districts, to 1 stall per dwelling unit in the O-3 Office Park District and B-5 Planned Regional Business District, and eliminated in the O-1 Office District. • Height: The maximum height for all uses would be increased to 55 feet in the O-3 Office Park District, B-2 Planned Neighborhood Business District, B-5 Planned Regional Business District, and for multiplefamily dwellings only in the R-1 through R-7 Residential Districts. • Corner Lots: A new definition of corner front yard would be created allowing a single or two-family dwelling on the corner of two or more streets to potentially reduce up to two street fronting yards to 10 feet. • B-2 Residential Uses: All residential uses in the B-2 Planned Neighborhood Business District would become permitted instead of conditional uses. • Rebuilding After Damage: All residential uses in R-1 through R-8 would be allowed to rebuild to the original condition, regardless of nonconformity, even if damage exceeds 60% of the fair market value. If you’d like additional information on these changes click here. The HBAL Board of Directors has voted in favor of supporting these changes. The HBAL staff is busy working to get contracts for the 2022 Home & Garden Show into our members’ hands. Flights will be determined based on a 9-hole score randomly selected. • First, second and third place prizes for three flights. • Fee of $65 per golfer includes golf, cart, food, drink tickets and prizes. • Mulligans will be available to purchase at registration: 4 for $10. • Door prizes and flag prizes will be awarded following the tournament. The proceeds from this event will provide scholarships for high school and college students. NHR Builder's Affordable Housing Assistance Program
Builder’s Affordable Housing Assistance Program
The Nebraska Housing Resource (“NHR”) Board of Directors have approved a builder’s Affordable Housing Assistance Program (“AHAP”) for eligible and income-qualified homebuyers purchasing their first home from a participating builder. In the past, NHR has offered down payment assistance to first time homebuyers that were purchasing a home built on a lot that NHR developed. NHR is now providing a one-time opportunity with limited AHAP funds for builder’s eligible new homes built on the builder’s own lot or the home buyer’s lot and therefore not developed or sold by NHR. The AHAP provides up to a $25,000 second mortgage for down payment assistance depending on family income by household size. The NHR financing is a subordinated loan secured by a Promissory Note and Deed of Trust that has no interest and requires no amortizing payments, but that is due-on-resale of the home by the first-time buyer. The financial assistance is not a grant nor is it forgiven but provides additional cash at closing for first-time homebuyers. Up to $150,000 has been authorized for this program and NHR is looking for interested builders to participate. The builder must submit a Letter of Interest and a Statement of Qualification using NHR’s format. Initially, no more than $75,000 will be reserved for any one builder. The program will end when all funds have been committed to builders. It is the goal that the homes will be built and sold within the next 2 years. NHR will adhere to the Nebraska Investment Finance Authority (“NIFA”) first time homebuyer lending policies and maximum income guidelines, $99,000 for 1-2 persons; $115,500 for 3 or more; and the maximum purchase price limit of $311,000 as determined by an appraisal. The projected gross income of all persons 18 years or older expected to live in the home and who will have an ownership interest must be less than established program income limits. The maximum subordinated buyer financing by household size and income is: Percentage of Area Median Income (AMI)

The first-time homebuyer must complete a recognized homebuyer education class. NHR has partnered with eHome America for an online class and certification. NHR requires an application from the buyer for the AHAP funds and then works with the first mortgage lender that has pre-qualified the buyer to review credit and income qualifications for determining the financial need for assistance and eligibility. We are feeling the summer heat and cooling off at happy hours this summer. The June Hard Hat Happy Hour was a success with over 30 members in attendance, a huge Sam Swartz thank you to Tru-Built YBP President Construction for hosting us at the Aristos Apartments. The YBP Officers are planning a Flamingle & Jingle Happy Hour at Millard Lumber on Thursday, July 29. Join us for happy hour from 4-6 as we make up for the holiday celebration we were unable to have in January. The event is FREE thanks to Millard Lumber and YBP will be collecting monetary donations to support the Foster Care Closet. The HBAL Family Fun Night is Friday, August 13. We are prepping for another great night of food, family and fun! Where has the time gone? I can’t believe it’s July already. I hope everyone has enjoyed their summer so far. With things opening back up this year I’m sure a lot of you have gone on or planned a vacation. My family and I will be traveling to Colorado in Sue Eaton July for my son’s wedding. Remodelers Council Chairperson This was supposed to happen last year but Covid took care of delaying it. We will not have a meeting in July but join us in August for the Remodelers Golf Tournament. We still have a few openings so if you haven’t signed up yet get a hold of Jennie soon. If you don’t play golf but want to get out of the office, we have options to volunteer or sponsor a hole.
