President’s Message Dan Klein, Sr., HBAL President Memorial Day and Fourth of July Reflections or Celebrations – which comes first? For me it was the celebrations with parades, homemade ice cream, ball games and being with family when I was young and maybe even going to the lake. Gradually as I knew more about returning vets or those who did not return after World War II, then Korea, Vietnam, Desert Storm, Afghanistan and Iraq, the reflection has become a larger and more significant consideration with the holidays that has stretched the meaning and thanks for others beyond just the day we celebrate. One family friend reminded me that he who truly served and risked his life, regardless of the branch of the service, did so with pride, humility and a willingness to do it again if he were called once more. He wasn’t called again - he came home in a casket. For him there was no parade, no honors, no hugs, no celebration but I still had Memorial Day and the Fourth of July. Pay it forward to a service man or woman if you see one in a restaurant or some other public place. Either anonymously or speak to them and thank them personally for the privilege of being able to live in freedom; maybe even buy them lunch or an ice cream cone. Tell them ‘thank you’ for “Pay it forward what freedom means to you. The compliment will greatly to a service man encourage them and the reflection will bring each of us or woman...Tell inner appreciation and help us to be more in tune with the them ‘thank you’ contribution others have made for us!

How do I become a Spike?

Before becoming a Spike, you are a Spike candidate. That means you have earned between one and five credits. Once you earn your sixth credit, you become an official NAHB Spike! Spike credits are earned by recruiting and retaining NAHB and Council members. To retain your status as a Spike you must earn a minimum of one new Spike credit (new or retention) each year until you reach a total of 25 credits, at which point you are elevated to Life Spike status.

How do I earn Spike credits?

Members earn one credit for each new member they sponsor. When that member renews after his or her first year of membership, the sponsoring member automatically gets one renewal credit. Every year the member renews thereafter, the sponsoring member will receive a ½ renewal credit.

HBAL Mailbox Dear HBAL: My name is Andrew Buresh and I am a student enrolled in Building Construction Technology at SCC Milford. I am writing to thank you and the Home Builders Association of Lincoln Care Foundation for the Nadine Condello/HBAL Care Foundation Scholarship. As I said, I would like to say thank you, and I am gratefully appreciative that I have been chosen as one of the recipients for this scholarship. I am the son of Scott Buresh, and we live near David City. Coming from a family of seven children and being a college student, any funds that I can receive towards my schooling is very much appreciated. I am halfway through the 3rd quarter of this 6 quarter program. I am not quite sure yet of where or what kind of job I want when I graduate. I still have some time to think about it, but the clock seems to be ticking faster every day. Thank you again for selecting me as one of the scholarship winners. Active Vs. Passive Portfolio Management Provided by Brian Willet, Waddell & Reed

One of the longest-standing debates in investing is over the relative merits of active portfolio management versus passive management. With an actively managed portfolio, a manager tries to beat the performance of a given benchmark index by using his or her judgment in selecting individual securities and deciding when to buy and sell them. A passively managed portfolio attempts to match that benchmark performance, and in the process, minimize expenses that can reduce an investor’s net return. Each camp has strong advocates who argue that the advantages of its approach outweigh those for the opposite side.

Active investing: attempting to add value

Proponents of active management believe that by picking the right investments, taking advantage of market trends, and attempting to manage risk, a skilled investment manager can generate returns that outperform a benchmark index. For example, an active manager whose benchmark is the Standard & Poor’s 500 Index (S&P 500) might attempt to earn better-thanmarket returns by overweighting certain industries or individual securities, allocating more to those sectors than the index does. Or a manager might try to control a portfolio’s overall risk by temporarily increasing the percentage devoted to more conservative investments, such as cash alternatives. An actively managed individual portfolio also permits its manager to take tax considerations into account. For example, a separately managed account can harvest capital losses to offset any capital gains realized by its owner, or time a sale to minimize any capital gains. An actively managed mutual fund can do the same on behalf of its collective shareholders. However, an actively managed mutual fund’s investment objective will put some limits on its manager’s flexibility; for example, a fund may be required to maintain a certain percentage of its assets in a particular type of security. A fund’s prospectus will outline any such provisions, and you should read it before investing.

Passive investing: focusing on costs

Advocates of unmanaged, passive investing--sometimes referred to as indexing--have long argued that the best way to capture overall market returns is to use low-cost market-tracking index investments. This approach is based on the concept of the efficient market, which states that because all investors have access to all the necessary information about a company and its securities, it’s difficult if not impossible to gain an advantage over any other investor. As new information becomes available, market prices adjust in response to reflect a security’s true value. That market efficiency, proponents say, means that reducing investment costs is the key to improving net returns. Indexing does create certain cost efficiencies. Because the investment simply reflects an index, no research is required for securities selection. Also, because trading is relatively infrequent--passively managed portfolios

Blending approaches with asset allocation

The core/satellite approach represents one way to have the best of both worlds. It is essentially an asset allocation model that seeks to resolve the debate about indexing versus active portfolio management. Instead of following one investment approach or the other, the core/satellite approach blends the two. The bulk, or “core,” of your investment dollars are kept in cost-efficient passive investments designed to capture market returns by tracking a specific benchmark. The balance of the portfolio is then invested in a series of “satellite” investments, in many cases actively managed, which typically have the potential to boost returns and lower overall portfolio risk. Bear in mind, however, that no investment strategy can assure a profit or protect against losses.

Controlling investment costs

Devoting a portion rather than the majority of your portfolio to actively managed investments can allow you to minimize investment costs that may reduce returns. For example, consider a hypothetical $400,000 portfolio that is 100% invested in actively managed mutual funds with an average expense level of 1.5%, which results in annual expenses of $6,000. If 70% of the portfolio were invested instead in a low-cost index fund or ETF with an average expense level of.25%, annual expenses on that portion of the portfolio would run $700 per year. If a series of satellite investments with expense ratios of 2% were used for the remaining 30% of the portfolio, annual expenses on the satellites would be $2,400. Total annual fees for both core and satellites would total $3,100, producing savings of $2,900 per year. Reinvested in the portfolio, that amount could increase its potential long-term growth. (This hypothetical portfolio is intended only as an illustration of the math involved rather than the results of any specific investment, of course.) Popular core investments often track broad benchmarks such as the S&P 500, the Russell 2000® Index, the NASDAQ 100, and various international and bond indices. Other popular core investments may track specific style or market-capitalization benchmarks in order to provide a value versus growth bias or a market capitalization tilt. While core holdings generally are chosen for their low-cost ability to closely track a specific benchmark, satellites are generally selected for their potential to add value, either by enhancing returns or by reducing portfolio risk. Here, too, you have many options. For example, satellite investments might include hedge funds, private equity, real estate, stocks of emerging companies, or sector funds, to name only a few. Good candidates for satellite investments include less efficient asset classes where the potential for active management to add value is increased. That is especially true for asset classes whose returns are not closely correlated with the core or with other satellite investments. Since it’s not uncommon for satellite investments to be more volatile than the core, it’s important to always view them within the context of the overall portfolio.

The idea behind the core-and-satellite approach to investing is somewhat similar to practicing both tactical and strategic asset allocation. Strategic asset allocation is essentially a long-term approach. It takes into account your financial goals, your time horizon, your risk tolerance, and the historic returns for various asset classes in determining how your portfolio should be diversified among multiple asset classes. That allocation may shift gradually as your goals, financial situation, and time frame change, and you may refine it from time to time. However, periodic rebalancing tends to keep it relatively stable in the short term. Tactical asset allocation, by contrast, tends to be more opportunistic. It attempts to take advantage of shifting market conditions by increasing the level of investment in asset classes that are expected to outperform in the shorter term or in those the manager believes will reduce risk. Tactical asset allocation tends to be more responsive to immediate market movements and anticipated trends. HBAL Business Update From the Board of Directors

The HBAL Board of Directors met May 10, 2012 for their regular monthly meeting. Updates from many of our Councils and Committees were given with a few of them shared below.

NAHB OSHA Committee

Mike Rezac reported on the NAHB OSHA Committee and shared his next conference call will be 2 p.m. May 10. The Committee is on task to complete its review and rewrite of the Residential Safety Standards for NAHB. This information will be shared with the NAHB Safety Committee during the NAHB Spring Board of Directors and Legislative Conference in June. This information will be used by NAHB at the Federal Level in negotiating with OSHA when it comes to policy, regulation and approved curriculums for training our members.

HBAL Community Service Committee

The Community Service Committee reported on three items. Quinn’s House – Built with Love: The Prairie Gold Homes project, Quinn’s House – Built with Love is complete! Many members of the HBAL have worked on the house, and the HBAL has supported the project through communication, promotion and working with our members. If you didn’t get a chance to view the home during the Spring Parade of Homes, please take a look at the pictures and list of those who have worked together to make a difference in the life of someone else. They can be found on pages 14-15. Lincoln Children’s Museum – Summer Project: The Lincoln Children’s Museum is very excited about their “Under Construction” exhibit for the summer of 2012. HBAL’s portion of this project was completed during the week of May 14. Please take advantage of the opportunity for HBAL members and their families to attend the Lincoln Children’s Museum for “FREE” on June 9, 2012. Additional pictures from this day and of the completed project will be shared in a future edition of the Lincoln Business Builder.

Lincoln Public School’s Job Shadow Project

Members of the HBAL hosted thirteen Lincoln Public Schools high school students for a discussion and tour of residential construction sites encompassing the concept of a new home through completion and warranty. This semi-annual project includes members from HBAL who take the students on a facility tour of Millard Lumber in Waverly and then visit multiple construction sites at various stages of completion. You might ask what kind of difference this makes for the students. The following is a high school instructor’s comment on the experience for students: “The students were very impressed with the houses. These job shadow experiences have provided great opportunities for students to learn about construction careers outside of the classroom setting. We really appreciate the time and effort HBAL members contribute to show high school students the opportunities available to them in future construction careers. Lincoln/Lancaster County Habitat for Humanity: The HBAL Board of Directors voted to support the construction of HBAL’s 16th Habitat Home this fall after the Parade of Homes. Contractor Licensing Ordinance

With the passing of a local ordinance in Omaha this past year pertaining to Contractor Licensing, there have been discussions about a similar ordinance in Lincoln and what it might look like. We are so thankful for having a handicap-accessible home. This structure will provide big hallways, special bathrooms, and tracks to help Quinn with standing and moving. Our house has an elevator to take Quinn to her therapy room downstairs, has space for a wheelchair to get around, and is a place where Quinn can be successful. However, it is so much more than that! We have memories of people working so hard to make Quinn’s life more successful. She will be able to wash her hands all by herself, help cook dinner, or go to her room on her own. These little things that we usually take for granted will be possible for Quinn because of everyone involved. Our home is filled with so much love thanks to so many caring souls. Building & Safety: Who’s that guy installing my new furnace?

Who is that guy installing my new furnace? Did you ever wonder if the person installing your new furnace is qualified to do this kind of work? They have to connect a flue pipe to discharge the products of combustion to the outside. They have to connect a gas pipe without leaks. They have to install air ducts to deliver the conditioned air to the rooms where I live. How do they know how to do all of those things? In Lincoln we have a code required process that a tradesman must accomplish to be qualified to do this work. Some tradesmen start this process by getting a job with a Heating and Cooling Contractor. Some go to a trade school first. To begin the process they must become registered with the City of Lincoln as an Apprentice. They pay a $15 fee and are recorded in the computer for their years of experience to be tracked. They must gain three years of installation experience working with a registered Journeyman or a registered Contractor. After acquiring the experience they are eligible to take a Journeyman exam. The exam has two sections. There is a 100-question exam written by the International Code Council and a 30-question Lincoln Gas Code exam. The Gas Code exam also has a gas piping drawing to size correctly. When the Apprentice passes both parts of the exam they may become registered as a Journeyman. Tradesmen who choose to attend a School (Associates Degree) may receive one year credit towards the three-year Apprenticeship requirement. A Journeyman is allowed to supervise three Apprentices on a job site. They have to pay a yearly registration fee of $25. After holding the Journeyman registration for one year they may take an exam to become registered as a Contractor. The exam has four sections. There is a 100-question exam written by the International Code Council for Contractor. There is a Lincoln Gas Code exam section. There is a section on sizing ducts for air distribution and another section for calculating the heat gain and heat loss of a residence. After passing all four sections of that exam they may become registered as a Contractor. A Contractor is the responsible person for all the permitted work for their company. They must become insured with a minimum of $500,000 Contractor Liability Insurance. Most Contractors have insurance far exceeding this minimum amount. They pay a yearly registration fee of $250. All of the permits issued to them must be signed by the Contractor. It is their responsibility to apply for the permits and request inspections for their work. They also must make corrections to any installation that does not meet the Code. Continuing Education totaling 8 hours is required each year. New Energy Efficiency Standards

New Energy Efficiency Standards for Residential Clothes Washers and Dishwashers to Save Consumers Billions on Energy Bills As part of the Obama Administration’s focus on taking sensible steps to save families money while also reducing energy consumption, the Department of Energy announced commonsense energy efficiency standards for residential clothes washers and dishwashers that will save consumers $20 billion in energy and water costs. The new standards for both clothes washers and dishwashers were informed by important feedback from manufacturers, consumer groups, and environmental advocates, producing significant savings while retaining consumer choice. The clothes washers standard will save households approximately $350 over the lifetime of the appliance, while offering consumers a variety of more efficient machine choices, and as a result of the standards for dishwashers, home dishwashers will use approximately 15% less energy and more than 20% less water, directly providing consumers with savings on monthly bills. The announcement is only the most recent in a series of commonsense efficiency standards made by the Obama Administration that have covered nearly 40 different products, and will together save consumers nearly $350 billion on their energy bills through 2030. “Working with consumer, industry and environmental groups to develop common-sense energy-saving appliance standards is an important part of the Obama Administration’s all-of-the-above approach to American energy and the Energy Department’s efforts to reduce energy costs for consumers,” said Secretary Chu. “Collectively, these energy efficiency standards for everyday appliances have saved American families hundreds of billions of dollars and offered consumers more efficient, less costly appliances without sacrificing performance.” “DOE’s implementation of these new standards reflects the consensus agreement reached by stakeholders. It will result in tremendous energy savings for the consumer while preserving product choice and minimizing manufacturer impact. The home appliance industry is proud of its long history of energy efficiency advancements benefiting consumers and applauds DOE for working with stakeholders to increase energy efficiency,” said Joseph McGuire, President of the Association of Home Appliance Manufacturers. “Clothes washer and dishwasher energy efficiency has improved dramatically over the past two decades while also improving clothes washing performance and maintaining dish washing performance,” said Steve Nadel, Executive Director of the American Council for an Energy-Efficient Economy. “These improvements have been driven by a combination of manufacturer and utility efforts, Energy Star, federal tax incentives, and minimum efficiency standards. We support the new DOE minimum efficiency standards which will raise the floor, helping to spur further efficiency improvements.” The new standards—developed in partnership with companies like Whirlpool, General Electric and LG Electronics, industry advocates, national environmental organizations, consumer groups, and other stakeholders—build on previous minimum energy efficiency requirements for clothes washers and dishwashers and go into effect starting in 2015 and 2013, respectively. Today, clothes washers and dishwashers account for approximately 3% of residential energy use and more than 20% of indoor water use in homes across the country. The new standards for clothes washers will reduce the energy consumption of front-loading clothes washers by 15% and reduce water consumption by 35%,

while top-loading washers will save 33% on energy and 19% on water use. As companies look for ways to further boost the efficiency of their products, companies will continue to undertake additional research and development, partner with entrepreneurs working on new efficiency technologies, and invest in manufacturing innovations that will help drive better, more efficient appliances and broader job creation across the economy. For example, according to a 2011 trade report, standards laws signed by President Reagan and both Presidents Bush and DOE rulemakings generated approximately 340,000 jobs in 2010 alone. The standards announced today are part of the Obama Administration’s broader all-of-the-above approach to American energy and the Department of Energy’s efforts to help families save money by saving energy. Other energy and cost-saving standards adopted under the Obama Administration include: • March 2009: 14 consumer and commercial products with standards prescribed in the Energy Independence and Security Act of 2007 (EISA 2007), including dishwashers, general service incandescent lamps and residential clothes washers • April 2009: Microwaves, kitchen ranges and ovens • July 2009: General service fluorescent lamps and incandescent reflector lamps • July 2009: Commercial heating, air-conditioning and water-heating equipment • August 2009: Beverage vending machines • December 2009: Commercial clothes washers • February 2010: Small electric motors • March 2010: Residential water heaters, direct heating equipment and pool heaters • April 2011: Residential clothes dryers and room air conditioners • June 2011: Residential furnaces and residential central air conditioners and heat pumps • September 2011: Residential refrigerators, freezers, and refrigerator-freezers • October 2011: Fluorescent lamp ballasts • November 2011: Direct heating equipment • May 2012: Residential clothes washers • May 2012: Residential dishwashers A full list of appliance efficiency standards is available on the Department of Energy website at www1.eere.energy.gov/buildings/appliance_standards DOE’s Office of Energy Efficiency and Renewable Energy invests in clean energy technologies that strengthen the economy, protect the environment, and reduce dependence on foreign oil.
