President’s Message Mike Rezac, HBAL President Jobsite safety is very important! Apply some common sense, make sure everyone knows your safety manual inside and out, and you’ve got the recipe for a productive, safe and efficient jobsite. The extension of temporary enforcement measures for residential fall protection is scheduled to expire March 15, 2013. What does this mean for you and me? Well it means we need to continue to do our best to maintain and follow our safety manuals to keep our jobsites safe. We may be a little more exposed to additional fines if an inspection were to occur after March 15th. If new updates are issued, HBAL will email a notice to those on the OSHA distribution list. Contact the HBAL staff at info@hbal.org to be added to this list. On January 24, 2013, with the recommendation of the NAHB Executive Committee, the NAHB Board of Directors voted to approve a three-year provisional charter for the HBAL to affiliate with the NAHB. All dues have been paid to NAHB and I encourage you to visit the NAHB website (www.nahb.org) and access the volumes of information available. Thank you to the exhibitors, volunteers and attendees of the 2013 Nebraska Builders Home & Garden Show! The event continues to grow, providing resources and benefits to the exhibitors, attendees and our association. If you haven’t been an exhibitor before or in recent years, consider the benefit of projecting your company’s professional image in front of the 16,000 to 18,000 potential customers in attendance. Inflation - What Inflation?
Inflation - What Inflation? Elliot Eisenberg, Ph.D. GraphsandLaughs, LLC
Over the last five years the prices of gold, silver and platinum have all risen dramatically out of fear that rampant inflation will appear. After all, the size of the Federal Reserve’s balance sheet has exploded from $800 billion in 2008 to $3 trillion today and will rise to $4 trillion by the end of 2013. Simple logic says that adding over $3 trillion dollars to the money supply in such a short time must create inflation. And, if inflation is not here now, it surely will be sometime in the near future, right? Maybe not. Think about inflation like a racing car. For the car to go fast you need gas in the tank and a driver willing to put the pedal-to-the-metal. Absent either one, the car goes nowhere; same with inflation. For inflation to take hold, you need both an increase in the money supply and lots of bank lending. However, lending, for a number of reasons, has been chronically weak. Banks are fearful loans won’t be repaid; they are scared they will run afoul of new regulations, and more generally they feel that regulators don’t want them to lend. In addition, in 2009, 2010 and 2011 banks were hard at work fixing their own balance sheets and were really not in a position to extend credit. Returning to our racing car analogy, the driver is pressing the gas pedal very gingerly. To give you a feeling for how lightly the gas pedal is being pushed, the velocity of money, or the number of times a dollar circulates before it comes to rest, has (along with other similar monetary measures) tanked. Before the Great Recession, the velocity of M1 (cash) was 10.5, it’s now 6.5, while for M2 (cash and checking accounts) it declined from 2.1 to 1.5. These are dramatic declines. Inflation hawks contend that it’s just a matter of time before inflation inevitably appears. I don’t think so, and here’s why - when bank lending returns to historic levels, Bernanke and the rest of the interest-rate setting Federal Open Market Committee (FOMC) will start to shrink the money supply to counteract the increased lending. The first thing the FOMC will do is announce that the current bond buying program will end. Then it will announce that interest earnings on its huge holdings will not be reinvested, but rather will be stored in the vault as will principal repayments from maturing bonds. The Fed will then start to raise shortterm interest rates and finally it will begin to liquidate its vast holdings of mortgage-backed securities and long-dated Treasuries in an effort to chronically shrink the money supply. Of course the Fed will not perfectly time each phase in this contractionary fiscal policy program. If they tighten too quickly, it will result in weak quarter or two of economic growth. And if they tighten too slowly, a bit of inflation may result. In either case, no systematic increase in inflation should be expected because the Fed is preoccupied with this issue and because investors expect the Fed to be vigilant about keeping inflation tame. Setting and Targeting Investment Goals Provided by Brian Willet, Waddell & Reed Go out into your yard and dig a big hole. Every month, throw $50 into it, but don’t take any money out until you’re ready to buy a house, send your child to college, or retire. It sounds a little crazy, doesn’t it? But that’s what investing without setting clear-cut goals is like. If you’re lucky, you may end up with enough money to meet your needs, but you have no way to know for sure.
How do you set investment goals?
Setting investment goals means defining your dreams for the future. When you’re setting goals, it’s best to be as specific as possible. For instance, you know you want to retire, but when? You know you want to send your child to college, but to an Ivy League school or to the community college down the street? Writing down and prioritizing your investment goals is an important first step toward developing an investment plan.
What is your time horizon?
Your investment time horizon is the number of years you have to invest toward a specific goal. Each investment goal you set will have a different time horizon. For example, some of your investment goals will be long term (e.g., you have more than 15 years to plan), some will be short term (e.g., you have 5 years or less to plan), and some will be intermediate (e.g., you have between 5 and 15 years to plan). Establishing time horizons will help you determine how aggressively you will need to invest to accumulate the amount needed to meet your goals.
How much will you need to invest?
Although you can invest a lump sum of cash, many people find that regular, systematic investing is also a great way to build wealth over time. Start by determining how much you’ll need to set aside monthly or annually to meet each goal. Although you’ll want to invest as much as possible, choose a realistic amount that takes into account your other financial obligations, so that you can easily stick with your plan. But always be on the lookout for opportunities to increase the amount you’re investing, such as participating in an automatic investment program that boosts your contribution by a certain percentage each year, or by dedicating a portion of every raise, bonus, cash gift, or tax refund you receive to your investment objectives.
Which investments should you choose?
No matter what your financial goals, you’ll need to decide how to best allocate your investment dollars. One important consideration is your tolerance for risk. All investments carry some risk, but some carry more than others. How well can you handle market ups and downs? Are you willing to accept a higher degree of risk in exchange for the opportunity to earn a higher rate of return? Whether you’re investing for retirement, college, or another financial goal, your overall objective is to maximize returns without taking on more risk than you can bear. But no matter what level of risk you’re comfortable with, make sure to choose investments that are consistent with your goals and time horizon. A financial professional can help you construct a diversified investment portfolio that takes these factors into account.
Investing for a major purchase
At some point, you’ll probably want to buy a home, a car, or the yacht that you’ve always wanted. Although they’re hardly impulse items, large purchases are usually not something for which you plan far in advance--one to five years is a common time frame. Because you don’t have much time to invest, you’ll have to budget your investment dollars wisely. Rather than choosing growth investments, you may want to put your money into less volatile, highly liquid investments that have some potential for growth, but that offer you quick and easy access to your money should you need it.
Review and revise
Over time, you may need to update your investment plan. No matter what your investment goal, get in the habit of checking up on your portfolio at least once a year, more frequently if the market is particularly volatile or when there have been significant changes in your life. You may need to rebalance your portfolio to bring it back in line with your investment goals and risk tolerance. If you need help, a financial professional can help.

Investing for retirement
After a hard day at the office, do you ask, “Is it time to retire yet?” Retirement may seem a long way off, but it’s never too early to start planning--especially if you want retirement to be the good life you imagine. For example, let’s say that your goal is to retire at age 65. At age 20 you begin contributing $3,000 per year to your tax-deferred 401(k) account. If your investment earns 6 percent per year, compounded annually, you’ll have approximately $679,000 in your investment account when you retire. But what would happen if you left things to chance instead? Let’s say that you’re not really worried about retirement, so you wait until you’re 35 to begin investing. Assuming you contributed the same amount to your 401(k) and the rate of return on your investment dollars was the same, you would end up with approximately $254,400. And, as this chart illustrates, if you were to wait until age 45 to begin investing for retirement, you would end up with only about $120,000 by the time you retire. (This is a hypothetical example and is not intended to reflect the actual performance of any investment.)
Investing for college
Perhaps you faced the truth the day your child was born. Or maybe it hit you when your child started first grade: You only have so much time to save for college. In fact, for many people, saving for college is an intermediateterm goal--if you start saving when your child is in elementary school, you’ll have 10 to 15 years to build your college fund. Of course, the earlier you start the better. The more time you have before you need the money, the greater chance you have to build a substantial college fund due to compounding. With a longer investment time frame and a tolerance for some risk, you might also be willing to put some of your money into investments that offer the potential for growth.

Contractor Licensing Contractor licensing has been a topic of discussion multiple times in past decades. Task forces have been developed and public hearings conducted at the state and local level. The City of Lincoln is currently hosting a roundtable discussion on contractor licensing. The group is designed to represent the construction industry as a whole and therefore includes a broad group of commercial and residential associations and trades.

The first meeting was held in November and subsequent meetings have been held in December and January. The Home Builders Association of Lincoln requested the February meeting be postponed in order to collect more information from its membership. Nationwide a majority of states are now requiring some form of contractor licensing. Statewide there are more jurisdictions requiring local/county contractor licensing. One of the most recent contractor licensing ordinances to be approved is Omaha, Nebraska. The Omaha ordinance is being used for review and consideration at the roundtable discussions in Lincoln. Builders’ Worries Rise with Improving Markets
Home building is expanding, and that is good news for housing and the economy as a whole. But the growth of the industry off the lows set in the wake of the Great Recession has raised new challenges alongside existing issues like access to credit and faulty appraisals. Recently, overall economic news has been mixed. Growth of the economy in the final quarter of 2012, as measured by the change in Gross Domestic Product, actually came in negative (-0.1%) per the first estimate from the Bureau of Economic Analysis. More recent trade and economic data suggest this estimate will be revised up to slight growth. Regardless, the data reveal economic expansion stalled in the final three months of 2012. Accordingly, measures of consumer confidence were mixed in the first month of 2013. The University of Michigan consumer confidence index rose slightly, while the Conference Board estimate fell somewhat. In fact, the Conference Board reading has now fallen for three consecutive months for a drop of nearly 20%. It appears that the recent decline may be related to consumer fears of lower income in the coming year. Amidst this lackluster economic news, housing data continue to be positive. The National Association of Home Builders/ First American Improving Markets Index (IMI) rose to a count of 259 in February, up from 242 in the previous month. The recovery in housing is officially nationwide, as at least one market from every state now appears on the IMI list. Builder confidence in the 55+ housing market improved in the fourth quarter of 2012 compared to the same period a year ago, according to NAHB’s latest 55+ Housing Market Indices (55+ HMIs). Although both 55+ HMIs remain below 50, both have improved significantly from a year ago. The single-family index increased 10 points to a level of 28, the fifth consecutive quarter of year over year improvements. Although multifamily condos remain the weakest segment of the 55+ housing market, the 55+HMI for condos also showed a substantial year-over-year increase of six points to 19. Recent Federal Reserve survey data of bank senior loan officers suggest an improving lending environment is seen for 2013. In general, the respondents expect the quality of household debt to strengthen with residential mortgages continuing to report the greatest improvements in loan quality. Private residential construction spending increased 2.2% during December 2012. Spending has now registered nine uninterrupted months of growth, as well as 16 of the last 17 months. The nominal dollar level of spending has now reached its highest point since late 2008 and the average from the last three months is 32% above the cyclical low. Spending in December on new single-family homes rose 0.8%, while multifamily increased 6.2% and remodeling grew 2.9%. The increases in construction activity have been driving job growth, but at levels smaller than many observers expected. Some of the mismatch between the growth in housing and the anemic rise in construction employment may be due to measurement issues. In fact, that proved to be the case with the

new benchmark adjustment from the Bureau of Labor Statistics (BLS). Using more accurate tax return data, the BLS reported an additional 20,120 jobs created in home building through the end of 2012 than was initially estimated and more than 400,000 jobs for the overall economy. Under the new tally, home building employment is up 4.7% from the cycle low as of December. But the growth in building has raised new concerns, including rising building material costs and worker availability. According to an NAHB survey, more than three-quarters of builders expect building materials prices to be one of their significant problems in 2013, up substantially from 46% in 2012 and 33% in 2011. A second issue is cost/availability of labor, with 51% of builders expecting to face this challenge in 2013, up from 30% who said they faced the problem in 2012 and only 13% in 2011. This result is consistent with BLS JOLTS data, which suggest relatively elevated levels of unfilled positions in the construction sector but weaker than expected hiring rates. Nearly half of builders expect cost/availability of developed lots to be a significant problem. This is up from 24% who said they faced the problem in 2012 and 21% in 2011. Against the backdrop of impending health reforms scheduled to go into effect in 2014, 42% of builders expect costs of health insurance be a significant challenge in 2013. New research from NAHB examined the characteristics of new and existing home buyers using the 2011 American Housing Survey (AHS). Among its findings, the research indicates home buyers overall had a median income of $64,998. The subset of home buyers that bought new homes had a median income of $81,715, about 26% more than the median income of all home buyers. This spread is the largest it has been since before the 2001 AHS. Finally, new estimates of the budget size of various tax rules have been published by congressional staff economists. These numbers will help shape the tax reform debate that is expected in Congress this year. Due to policy and economic changes over the past year, the estimated size of the mortgage interest deduction (MID) is down considerably to $69.7 billion for 2013, much less than the $100 billion routinely cited in the press.

Updated Study Details Characteristics of New-Home Buyers Using newly published government data, NAHB’s economists have updated an earlier study on home buyer characteristics to show how different buyer subsets have evolved in recent years. Among other findings, the study notes that 8% of the 6.8 million households who purchased a home between 2009 and 2011 bought new construction. This is down from the 17% of those who chose to purchase a new home in the 2009 study, despite the fact that a recent NAHB consumer survey showed that 55% of home buyers would actually prefer to purchase a new home. The latest 2011 data also reveal that 46% of purchasers over the previous two years were first-time home buyers. This compares to 35% of home buyers who were first-timers in 2007, and 41% who were first-timers in 2009. Meanwhile, new-home buyers in the latest study had a median income of $81,715, compared to a median of just under $60,000 for first-timers and approximately $65,000 for all buyers. • While the average household size for all home buyers has been declining in recent years, it increased marginally (to 2.79 persons) for new-home buyers in 2011. • The median market value of a new home purchased between 2009 and 2011 was $230,000, versus $162,000 for an existing home. There was a 35% difference between the market value of a new home and that of all homes purchased, which is the largest the spread has been since 2001. • The median size of new homes purchased from 2009-2011 was 2,100 square feet. This compares to the median size of existing homes purchased during that time, which was 1,750 square feet. HBAL Affiliation with NAHB With the recommendation of the National Association of Home Builders Executive Board, the NAHB Board of Directors voted on January 24, 2013 to approve a three-year provisional charter for the Home Builders Association of Lincoln to affiliate with the NAHB. The NAHB Board further voted that the HBAL and the NSHBA must enter into arbitration to address their current disputes prior to the expiration of the three-year term or the provisional charter will terminate. Payment for HBAL members having renewed since September 15, 2012 has been made and will continue at the end of each month through the NAHB system. Each month as HBAL reports members who are renewing or as existing members complete letters requesting their membership be transferred from being an at-large member of the NSHBA to the HBAL, HBAL will be recognized for its full membership with NAHB. The complete transition will occur before October 2013 either way. As originally presented in the April 2012 Lincoln Business Builder, the goal is greater efficiency and value at the best possible cost to HBAL members. Radcliffe & Associates is representing our interests during the 2013 session of the Nebraska Legislature. The HBAL is willing to participate in discussions with the NSHBA regarding re-affiliation or request arbitration once NAHB has developed the criteria and basis for such. • Never leave a fire unattended, and make sure the fire is completely out before going to bed or leaving the house. Douse and saturate ashes with water, and never empty ash directly into a trash can. Place completely cooled ashes in a tightly covered metal container and keep the container at least 10 feet away from any building. • Cover the top of your chimney with a mesh screen spark arrester, and keep the roof clear of leaves, pine needles and other debris. Use only seasoned hardwood, non-seasoned (or green) wood tends to smoke more and burn less efficiently, and can leave significantly more resin and soot in your chimney. The sap can explode, and the needles can ignite quickly which could send sparks into the room or into the chimney where creosote deposits could catch fire.

• Use either a metal mesh screen or glass doors—or both—as a barrier between the fireplace and hearth. If you have glass doors, leave them open while burning a fire so that the fire receives enough air to ensure complete combustion and keeps creosote from building up in the chimney. Always keep the mesh screen closed when a fire is burning to keep embers or sparks from getting into the room.

Lancaster County Housing Inventory and Closings The blue bars in the chart below illustrate the change in annual closing rate of all homes in the county. The shorter orange bars illustrate the Net Home Inventory or unsold homes at a snapshot in time.
