President’s Message Mike Rezac HBAL President As Nebraskans we get to enjoy the changing of the seasons and the opportunities that come along with each of them. I’ve transitioned from fishing (shown above) to hunting. You may be following your children or grandchildren with their school activities or supporting your favorite fall sports teams. Opportunities such as these are important to our quality of life! The Fall Parade of Homes and Lincoln Home Builders Care Foundation – Sporting Clay Shoot made for a busy October. Although smaller in size, reports from builders participating in the Fall Parade say this may have been one of the best events in more than a decade. Thank you to the advertisers and sponsors who assist in making these events a success! On the technical side, members of HBAL continue to monitor, discuss and offer solutions to industry issues involving lot valuations, impact fees, clean water program (stormwater quality), reForm (design standards) and more. The codes, regulations and requirements placed upon our industry greatly affect our bottom line, but also the goal of being able to offer safe, affordable housing to the members of our community. Whether fully developed or a diamond in the rough, we each have interests, expertise, experiences and knowledge we can share for the greater good of our association and industry. There is wisdom in knowing where to sow extravagantly to reap the bountiful harvest! I’ll see you at the Nebraska Champions Club on November 11th!

What are the benefits of becoming a Spike?
The real benefits are intangible: You are recognized for your contributions to the association and regarded as an accomplished and connected member. Additionally, Spikes receive: • A coveted invitation to the biggest party of the year, the Spike Party at the International Builders’ Show®* • Increased visibility, recognition and networking opportunities at industry events • Unique and valuable lapel pins for each level of achievement • Additional VIP treatment throughout the year * Eligibility postcards are sent only to eligible Spikes who have at least six credits and one new member recruitment credit between Nov. 1 of the previous year and Oct. 31 of the current year. For example, if a Spike who otherwise meets the attendance criteria recruits a new member in December 2012, this will satisfy the new member recruitment criteria and s/he will be eligible to attend the 2014 Spike Party. As always, the recruitment credit may be composed of one full credit received when a new Builder or Associate member is recruited or two ½ credits received when Affiliate or Council members are recruited.
How do I become a Spike?
Before becoming a Spike, you are a Spike candidate. That means you have earned between one and five and a half credits. Once you earn your sixth credit, you become an official NAHB Spike! Spike credits are earned by recruiting and retaining NAHB and Council members.
How do I earn Spike credits?
Members earn one credit for each new member they sponsor. When that member renews after his or her first year of membership, the sponsoring member automatically gets one renewal credit. Every year the member renews thereafter, the sponsoring member will receive a ½ renewal credit. Spikes receive a ½ credit for recruitment and a ½ credit for the renewal of Affiliate members.
Will I earn Spike credits for recruiting and retaining members into a Council?
Yes, when a new Council membership is activated the recruiter earns a ½ credit, and when that member renews his or her council membership, the sponsor earns ½ retention credit for each renewal.

Retirement Plans for Small Businesses
If you’re self-employed or own a small business and you haven’t established a retirement savings plan, what are you waiting for? A retirement plan can help you and your employees save for the future.
Tax advantages
A retirement plan can have significant tax advantages: • Your contributions are deductible when made • Your contributions aren’t taxed to an employee until distributed from the plan • Money in the retirement program grows tax deferred (or, in the case of Roth accounts, potentially tax free)
Types of plans
Retirement plans are usually either IRA-based (like SEPs and SIMPLE IRAs) or “qualified” (like 401(k)s, profit-sharing plans, and defined benefit plans). Qualified plans are generally more complicated and expensive to maintain than IRA-based plans because they have to comply with specific Internal Revenue Code and ERISA (the Employee Retirement Income Security Act of 1974) requirements in order to qualify for their tax benefits. Also, qualified plan assets must be held either in trust or by an insurance company. With IRA-based plans, your employees own (i.e., “vest” in) your contributions immediately. With qualified plans, you can generally require that your employees work a certain numbers of years before they vest.
Which plan is right for you?
With a dizzying array of retirement plans to choose from, each with unique advantages and disadvantages, you’ll need to clearly define your goals before attempting to choose a plan. For example, do you want: • To maximize the amount you can save for your own retirement? • A plan funded by employer contributions? By employee contributions? Both? • A plan that allows you and your employees to make pretax and/or Roth contributions? • The flexibility to skip employer contributions in some years? • A plan with lowest costs? Easiest administration? The answers to these questions can help guide you and your retirement professional to the plan (or combination of plans) most appropriate for you.
SEPs
A SEP allows you to set up an IRA (a “SEP-IRA”) for yourself and each of your eligible employees. You contribute a uniform percentage of pay for each employee, although you don’t have to make contributions every year, offering you some flexibility when business conditions vary. For 2013, your contributions for each employee are limited to the lesser of 25% of pay or $51,000. Most employers, including those who are self-employed, can establish a SEP. SEPs have low start-up and operating costs and can be established using an easy two-page form. The plan must cover any employee aged 21 or older who has worked for you for three of the last five years and who earns $550 or more.

In general, each employee with a year of service is eligible to receive employer contributions, but you can require two years of service if your contributions are immediately vested. 401(k) plans are required to perform somewhat complicated testing each year to make sure benefits aren’t disproportionately weighted toward higher paid employees. However, you don’t have to perform discrimination testing if you adopt a “safe harbor” 401(k) plan. With a safe harbor 401(k) plan, you generally have to either match your employees’ contributions (100% of employee deferrals up to 3% of compensation, and 50% of deferrals between 3 and 5% of compensation), or make a fixed contribution of 3% of compensation for all eligible employees, regardless of whether they contribute to the plan. Your contributions must be fully vested. Another way to avoid discrimination testing is by adopting a SIMPLE 401(k) plan. These plans are similar to SIMPLE IRAs, but can also allow loans and Roth contributions. Because they’re still qualified plans (and therefore more complicated than SIMPLE IRAs), and allow less deferrals than traditional 401(k)s, SIMPLE 401(k)s haven’t become popular.
Defined benefit plan
A defined benefit plan is a qualified retirement plan that guarantees your employees a specified level of benefits at retirement (for example, an annual benefit equal to 30% of final average pay). As the name suggests, it’s the retirement benefit that’s defined, not the level of contributions to the plan. In 2013, a defined benefit plan can provide an annual benefit of up to $205,000 (or 100% of pay if less). The services of an actuary are generally needed to determine the annual contributions that you must make to the plan to fund the promised benefit. Your contributions may vary from year to year, depending on the performance of plan investments and other factors. In general, defined benefit plans are too costly and too complex for most small businesses. However, because they can provide the largest benefit of any retirement plan, and therefore allow the largest deductible employer contribution, defined benefit plans can be attractive to businesses that have a small group of highly compensated owners who are seeking to contribute as much money as possible on a tax-deferred basis. As an employer, you have an important role to play in helping America’s workers save. Now is the time to look into retirement plan programs for you and your employees. The SIMPLE IRA plan is available if you have 100 or fewer employees. Employees can elect to make pretax contributions in 2013 of up to $12,000 ($14,500 if age 50 or older). You must either match your employees’ contributions dollar for dollar--up to 3% of each employee’s compensation--or make a fixed contribution of 2% of compensation for each eligible employee. (The 3% match can be reduced to 1% in any two of five years.) Each employee who earned $5,000 or more in any two prior years, and who is expected to earn at least $5,000 in the current year, must be allowed to participate in the plan. SIMPLE IRA plans are easy to set up. You fill out a short form to establish a plan and ensure that SIMPLE IRAs are set up for each employee. A financial institution can do much of the paperwork. Additionally, administrative costs are low.

Profit-sharing plan
Typically, only you, not your employees, contribute to a qualified profit-sharing plan. Your contributions are discretionary--there’s usually no set amount you need to contribute each year, and you have the flexibility to contribute nothing at all in a given year if you so choose (although your contributions must be nondiscriminatory, and “substantial and recurring,” for your plan to remain qualified). The plan must contain a formula for determining how your contributions are allocated among plan participants. A separate account is established for each participant that holds your contributions and any investment gains or losses. Generally, each employee with a year of service is eligible to participate (although you can require two years of service if your contributions are immediately vested). Contributions for any employee in 2013 can’t exceed the lesser of $51,000 or 100% of the employee’s compensation.
401(k) plan
The 401(k) plan (technically, a qualified profit-sharing plan with a cash or deferred feature) has become a hugely popular retirement savings vehicle for small businesses. According to the Department of Labor, an estimated 72 million American workers are enrolled in 401(k)-type plans with total assets of about 3 trillion dollars. (Source: Department of Labor, Employee Benefits Security Administration Fact Sheet, February 2012.) With a 401(k) plan, employees can make pretax and/or Roth contributions in 2013 of up to $17,500 of pay ($23,000 if age 50 or older). These deferrals go into a separate account for each employee and aren’t taxed until distributed. Generally, each employee with a year of service must be allowed to contribute to the plan. You can also make employer contributions to your 401(k) plan--either matching contributions or discretionary profit-sharing contributions. Combined employer and employee contributions for any employee in 2013 can’t exceed the lesser of $51,000 (plus catch-up contributions of up to $5,500 if your employee is age 50 or older) or 100% of the employee’s

New Index Shows Housing Markets Back to Normal in 52 Metros
New Index Shows Housing Markets Back to Normal in 52 Metros Starting on October 7, the National Association of Home Builders (NAHB) launched a new economic index called the NAHB/ First American Leading Markets Index (LMI). This new index replaced the Improving Markets Index (IMI) and will shift the focus from identifying markets that have recently begun to recover to those that are now approaching and exceeding their former normal levels of economic progress.
“This index helps illustrate how far the U.S. housing recovery has come, and also how much further it has to go as we continue to face some significant headwinds in terms of credit availability, rising costs for lots and labor, and uncertainties regarding Washington policymaking.”
Using the same three critical measures of economic health— single-family building permits, home prices and employment— the LMI will compare the current levels of these three components to their last normal, sustainable levels. A comparison of individual markets will be calculated, as well as an overall national number. All markets (350+ metropolitan areas) will be scored. The score will be the average of the three components’ proximity to the last period of normality. An index value above one indicates the market has advanced beyond the previous sustainable level of economic activity. An index value above the national index level indicates the market is doing better than the country as a whole, moving beyond the most recent period of normal economic growth.
“Smaller metros are leading the way to a housing recovery, accounting for 43 of the top 50 markets on the current LMI. This is very much in keeping with the results of our previous index for improving markets, and is an indication of the extent to which local economic conditions dictate the strength of individual housing markets.”
Index components are calculated by taking the average permit, price or employment number for the past year and dividing it by its annual average over the last period of normal growth. For single-family permits and house prices, 2000-2003 is used as the last normal period, and for employment, the year before the beginning of the Great Recession in 2007. Permits and employment are divided by population in the current and normal period to account for growth that did take place. The three components are averaged to provide a score for each market. Housing markets in 52 out of the approximately 350 metro areas nationwide have now returned to or exceeded their pre-recessionary levels of activity, according to the LMI. The index’s nationwide score of .85 indicates that, based on current permits, prices and employment data, the nationwide housing market is running at 85 percent of normal activity. Baton Rouge, La., tops the list of major metros on the LMI, with a score of 1.41 – or 41 percent better than its last normal market level. Other major metros at the top of the list include Honolulu, Oklahoma City, Austin and Houston, Texas, as well as Harrisburg, Pa. – all of whose LMI scores indicate that their housing markets now exceed previous norms. Looking at smaller metros, both Odessa and Midland, Texas, boast LMI scores of 2.0 or better, meaning that their housing markets are now at double their strength prior to the recession. Also at the top of the list of smaller metros are Casper, Wyo.; Bismarck, N.D.; and Florence, Ala., respectively. Lincoln currently ranks 118th out of over 350 metros running at 90 percent of normal activity.

Get Your Roof Ready for Winter For many American families, homeownership brings a sense of stability, accomplishment and peace of mind. Owning a home also means being responsible for its upkeep, in order to make sure it is a safe, comfortable sanctuary for your family to enjoy. As the winter months approach, the first measure of protection for a home against rain and snow in many parts of the country is the roof.

These tips from GAF (www.gaf.com), a New Jersey-based roofing manufacturer, offers advice to home owners for how to get your roof ready for the cold winter.
Check the valleys of the roof to ensure that they are also free and clear of debris that can add weight to the roof and also act as a barrier to rain and snow. Leaks frequently occur in the valleys so make sure they are well protected by a proper roofing system.

One of the most common causes for roofing leaks is due to problems with flashing. Flashing is the aluminum or metal material that is used in roof to wall transitions over joints to prevent water from seeping in and causing damage. Metal flashing should also be used around roof vents, pipes, skylights, and chimneys. Remember that flashings can be loosened or torn by high winds and heavy rains, so inspect the areas annually.

Lastly, you should walk around to carefully inspect the shingles on the roof – look for curling edges, missing granules, and certainly for missing shingles or damage from birds, rodents, or squirrels.

Start off by checking the roof framing structure to make sure it is not compromised. Visually scan the roof for any sagging or uneven areas. If you do see an area that looks uneven, this may mean damage to the roof deck below the shingles.

Inspect the gutter systems to make sure they are not clogged with branches, leaves, or other debris. This is important to ensure that rain water and snow have a way off of the roof. If the water or snow is left standing on the roof, there is an increased likelihood of leaking or ice damming.

Make sure that gutters are fastened properly and are tight and secure so that they don’t cause overflow and build-up or fall off the fascia board. Leaking water can
end up causing damage not just to your roof, but to your interior walls, as well.
By inspecting your roof at least twice a year—before the winter months begin and after they are over—you’ll be able to spot and correct any potential problems before they could get severe and cause you to have to replace the entire roof before its expected lifespan.

Their main focus is single family home construction, but they are also involved in multifamily and commercial construction projects. During the last 12 years, Justin has participated in HBAL community projects such as: Santa Cops (building toys for underprivileged children) and Habitat for Humanity. He has served on the HBAL Board since 2009. He is proud to be a member of HBAL and looks forward to doing his part to keep it the great association that it is. Justin and his wife, Amy, have six children: Gregory (10), Lillian (8), Damien (7), Gemma (5), Paul (3) and Luke (1). He enjoys spending time with his family, playing sports and working on those never ending home improvement projects.

She worked in Ft. Collins, Colorado obtaining background in cabinetry construction and lighting design before moving to Lincoln where she has worked at Lincoln Cabinet for 17 years. She is a CKD-Certified Kitchen Designer whose primary focus is in residential kitchen and bath remodeling. She works directly with her clients creating new spaces and general contracting projects through completion. Lori obtained her CGR-Certified Graduate Remodelor and CAPS-Certified Aging in Place Specialist designations in 2006. As a CGR she has broadened her scope of work to more than just kitchen and baths and often will work on first floor remodels, additions and basement finishes. Through her experience in the industry and her design creativity she has “created a name” for herself in kitchen remodeling. She truly enjoys going through the process of redesigning spaces with homeowners to make them better. From start to finish, she is someone they can count on for guidance and who will look out for their best interests. She served as the Chair of the Remodelers Council in 2009 and 2010, on the HBAL Board since 2012 and on the Building
2014 HBAL Election of Officers Construction Advisory Board since 2010. As Remodelers Chair, she was active in educating members on the new EPA lead regulations. As Chair of the Remodelers Council Golf Committee for five years, she helped run a successful event, raising money for scholarships given to local high school seniors and SCC-Milford students. Lori has been an active member of HBAL, participating in community projects such as Santa Cop, Habitat for Humanity, Dolls vs. Wheels Toy Drive, Remodelers Council TP Run and Mitten Collection for local elementary schools. In her spare time she enjoys golfing, reading, traveling and spending time with friends and family. She also loves attending sporting events and goes whenever possible!

He attended the University of Nebraska, Lincoln studying construction management and architecture. Associate Directors Mark Aksamit Earl Carter Lumber Co. Mark is the general manager and partner at Earl Carter Lumber Company. Born and raised in Lincoln, Nebraska, Mark has been in the building industry since 1983 and a member of HBAL since 1996. He is currently on the Board of Directors for HBAL and the chairman of the Santa Cop Project. He is a Life Spike member and is the 2013 the recipient of the HBAL Associate of the Year Award. Mark has been married to his wife, Tracy, for 34 years and has two children, Natalie and Tim. Mark is very active with his church and enjoys golfing, fishing and all things Huskers.
Ken Svoboda Ray’s Lawn & Home Care Ken and his family have operated Ray’s Lawn & Home Care in Lincoln for 48 years. Ken attended UNL in the Architecture program and upon returning to the family business began the landscape division where he’s concentrated his creative design in both the commercial and residential markets. “I take great pride in designing a landscape that allows my customers a comfortable area to relax while helping maintain their home as an investment” Ken said. Ken has been a member of HBAL for over 20 years and served on the Lincoln City Council for 8 years. He’s also serves on a variety of non-profit boards and commissions including Junior Achievement of Lincoln, LIBA, Willard Community Center and the Better Business Bureau of Lincoln. “Giving back to the community that has given me so many opportunities is very humbling and rewarding.” Ken and his wife Pam have two adult children and four granddaughters ranging in age from 4 to 13 years. He loves golf but finds little time to play, maybe in retirement like most others in the homebuilding industry.

In his recent State of the Union address, President Obama suggested raising the federal minimum wage from $7.25/hour to $9.00/hour, an almost 25% increase. His argument: the minimum wage peaked in 1979 at about 48% of the median wage and has steadily declined to about 38% today, and working should be encouraged. Yet working full time for minimum wage one earns barely $14,500/year, just below the poverty threshold used by the Census Bureau for households of more than one. Unfortunately, stylized facts do not make good policy. Raising the minimum wage hurts those in most need of a job, and policy should be based on facts not feelings. Proponents of raising the minimum wage suggest that a higher minimum wage makes work more attractive, which increases the supply of labor and reduces costs for absenteeism, shirking and monitoring. Were this truly the case, and if net labor costs actually fell as wages rise, we would see lots of employers voluntarily offering higher wages. But, that is not the case, putting the lie to this line of reasoning. The primary problem with raising the minimum wage is, outside of one questionable study there is no evidence to support the claim that higher wages raise household incomes. It turns out that the reduced employment and thus the loss of income suffered by some households more than offsets the higher incomes enjoyed by households that hold onto their now suddenly higher-paying jobs. Worse, as both these effects are primarily to be found in low-income households, increases in the minimum wage simply end up redistributing income between poor households. The other big problem with this entire approach assumes that poverty is a result of low wages. It’s not. Low wages are the result of limited skills, which results in low productivity and thus low wages. The solution is to increase the skills of low wage workers, not raise their wages and keep them dependent on legislation for more money. For many workers, minimum wage jobs are the first jobs they hold and are therefore critical in helping them gain valuable work experience (and in the process increase their skillset) which will get them a higher future wage. Moreover, in many of the poorest households, no one works.

To raise low household incomes, a far better approach is the Earned Income Tax Credit (EITC). This is because the EITC does not raise the wage rate paid to workers by employers. Rather, it is a federal income tax credit for low to moderate income working individuals and families. In 2012, the income thresholds were $14,340 for a single person and $19,680 for a childless couple. Above that level no tax credit is available. Unlike raising the minimum wage, with the EITC employers are not encouraged to replacing low wage workers with technology, offshore jobs, or reduce non-monetary employee compensation such as free uniforms, holidays, time off, or break time. The easiest way to help more low-income families would be to raise EITC income thresholds. Lastly, at present, teen unemployment is 22.7%. Worse, for blacks 16 to 19 it is 38.2% while for men 16 to 19 it is 25%. These are numbers that are roughly 30% to 40% higher than their historical averages. To now suggest that the solution is to make these workers even less appealing to employers boggles the mind.
