President’s Message Mike May HBAL President HBAL had another successful Parade of Homes this fall and we were excited to add a Selfie Contest to the mix. The lucky winner was one of many who posted their photo in front of their favorite feature in a Parade entry. Looking back over the years of Parades, it’s fun to see how our promotion of the event has evolved from black and white newspaper ads to sharing it on social media. On October 16, HBAL held its 8th Annual Sporting Clay Shoot to benefit the Lincoln Home Builders Care Foundation. We had 162 shooters and raised over $7,000--both record highs for the event. Thanks to all of the sponsors, participants and volunteers who helped make it a success! We are looking forward to having Carol Smith from Home Address speak to our group at the November 9 General Membership Meeting. She will also be teaching two classes at HBAL the following day. The morning’s topic is Home Buyer Expectations, followed by Challenging Home Buyers in the afternoon. You can find the full description of these classes on page 5. I encourage you to take advantage of these learning opportunities. As we approach the holiday season, let’s remember to take time and give thanks for all of life’s blessings.

2016 HBAL Election of Officers

1st Vice President Bo Jones, Tru-Built Construction

Bo grew up in Lincoln attending East High School then graduating from UNL with a degree in Business Administration. Bo and his partner Steve Powell joined forces in 1999 forming Tru-Built Construction. Starting out doing small projects around class schedules, Tru-Built has grown into a design/build team that manages residential and commercial projects including remodel, new construction and rental properties. Bo oversees the residential division of Tru-Built while Steve oversees the commercial projects. Bo has been married to his wife Amber since 2002 and they have two children. A 9-year-old daughter Taylor and 7-year-old son Brody. In his free time Bo enjoys hanging out with friends and family, hunting and working on old cars.

2nd Vice President Perry Haralson, Cornhusker Bank

Perry is the Chief Financial Officer for Cornhusker Bank. The bank has been an HBAL member for 24 years and Perry has been an active member for 10 years.

Perry is involved with several non-profit, civic and political organizations such as Friendship Home and the Nebraska Bankers Association. His involvement in HBAL consists of Parade of Homes committee, member of the Board of Directors, volunteer for Santa Cop, HOMEPAC, Lincoln Home Builders Care Foundation Board and various other activities. Perry is married to Jennifer and has two sons, Coben (12 years) and Caiden (9 years). He earned his undergraduate degree in finance from the University of Nebraska, a masters in business administration from National University, and a graduate degree in banking from the University of Colorado. Perry believes strongly in the growth and benefits of a healthy housing and construction industry. Perry enjoys reading, golf, soccer and spending time with his family.

Lori grew up in Sidney, Nebraska and attended the University of Nebraska at Kearney graduating with a four year degree in Kitchen & Bath Design. She worked in Ft. Collins, Colorado obtaining background in cabinetry construction and lighting design before moving to Lincoln where she has worked at Lincoln Cabinet for 18 years. She is a CKD-Certified Kitchen Designer whose primary focus is in residential kitchen and bath remodeling. She works directly with her clients creating new spaces and general contracting projects through completion. Lori obtained her CGR-Certified Graduate Remodelor and CAPS-Certified Aging in Place Specialist designations in 2006. As a CGR she has broadened her scope of work to more than just kitchen and baths and often will work on first floor remodels, additions and basement finishes. Through her experience in the industry and her design creativity she has “created a name” for herself in kitchen remodeling. She truly enjoys going through the process of redesigning spaces with homeowners to make them better. From start to finish, she is someone they can count on for guidance and who will look out for their best interests. She served as the Chair of the Remodelers Council in 2009 and 2010, on the HBAL Board since 2012 and on the Building Construction Advisory Board since 2010. As Remodelers Chair, she was active in educating members on the new EPA lead regulations. As Chair of the Remodelers Council Golf Committee for five years, she helped run a successful event, raising money for scholarships given to local high school seniors and SCC-Milford students. Lori has been an active member of HBAL, participating in community projects such as Santa Cop, Habitat for Humanity, Dolls vs. Wheels Toy Drive, Remodelers Council TP Run and Mitten Collection for local elementary schools. In her spare time she enjoys spending time with her husband, Scot and their son, Orrin. She also loves golfing, traveling, spending time with friends and attending sporting events.

Bob has been involved in the accounting business for over 40 years. Bryant, Katt & Associates has been a member since 1986. Bob owned Bryant Bookkeeping for 18 years and then merged into Larsen, Bryant & Associates, P.C. in 1988. They have a current staff of 15 Accountants. They specialize in local business accounting service and income tax preparation.

Bob has been a member of HBAL for over 30 years and has served as Treasurer of HBAL for 11 years. Bob and his wife, Phillis, have been married for 47 years. They have four children, all active in Lincoln. Rob is an Allstate agent and investment broker; Jason is an owner and CPA at Bryant, Katt & Associates; Mike is employed with Sysco; and Shannon works at HBE Becker Meyer Love, C.P.A.’s. They have sixteen grandchildren, and Bob is an avid golfer when not working or spending time with his grandchildren.

business for 37 years and has been a member of the HBAL for 16 years. Jerry also is a member of the Remodelers Council. Jerry owns Maher Custom Homes and specializes in custom built homes and remodels. He has participated in several Parade of Homes and Tour of Remodeled Homes sponsored by HBAL.

Denny Van Horn, Van Horn Family Building Co.

A life-long Lincoln resident, Denny Van Horn founded Van Horn Family Building Co. four years ago with his wife Arlene and son and wife Andy and Michelle. The company is a recreation of the original company from the 1950’s and mid- 1960’s.

Denny retired from a career in public education after 35 years with Lincoln Public Schools as an industrial arts teacher, vocational curriculum administrator and associate superintendent for business and operations. After retirement, he worked for Trane helping school districts across the state implement energy conservation projects. His association with HBAL dates back over 25 years as the LPS representative to HBAL and now as a builder member. Denny and Arlene have been married 44 years and have a son Andy who lives in Lincoln and a daughter Amy who lives in Charlotte, NC. Stephanie went to Union College where she studied business marketing and management. She started building homes right out of college. Stephanie’s experience includes working for her father, Rick Krueger of Krueger Development prior to starting her own business. Stephanie is currently expanding into commercial building along with residential. Stephanie’s husband, Andy works for E & A Consulting. They have a 15-monthold daughter Emilia who is the real boss.

Ken Svoboda, Ray’s Lawn & Home Care

Ken and his family have operated Ray’s Lawn & Home Care in Lincoln for 50 years. Ken attended UNL in the Architecture program and upon returning to the family business, began the landscape division where he’s concentrated his creative design in both the commercial and residential markets. “I take great pride in designing a landscape that allows my customers a comfortable area to relax while helping maintain their home as an investment” Ken said. Ken has been a member of HBAL for over 20 years and served on the Lincoln City Council for 8 years. OSHA Agrees to Postpone Enforcement of the Confined Spaces Rule until Jan. 8 On October 2, the Occupation Health and Safety Administration (OSHA) announced its decision to delay enforcement of the new Confined Spaces in Construction Standard until January 8, 2016. Though the ruling became effective August 3, OSHA has agreed to refrain from issuing citations to any employer that is making goodfaith efforts to comply with the standard. This temporary enforcement policy applies to construction on single-family homes, duplexes and townhouses in federal jurisdictions, but does not include multi-unit apartment buildings. OSHA-approved state plan enforcement dates may vary; for more information visit osha.gov/dcsp/osp.

REScheck Requirements The State of Nebraska requires Building & Safety to enforce the State’s Energy Code when a new dwelling is constructed or when an addition of conditioned space is added to a dwelling. Contractors are required to provide a REScheck certification that the project complies with the energy code. REScheck software makes it fast and easy for builders, designers and contractors to determine whether their project meets the requirements of the IECC or a number of state energy codes. REScheck also simplifies compliance determinations for building officials, plan checkers, and inspectors by allowing them to quickly determine if a low-rise residence meets the code.

While there are always the obvious ones such as reducing government regulation, improving K-12 education and offering investment tax credits to firms, the first two are at best long-term reclamation projects while the latter costs money, which is in short supply. Below are five suggestions, each of which costs little to no money, and collectively they can boost annual GDP growth by 20% to 25% per year or $80 billion annually. Begin by lowering the US corporate tax rate of 35% closer to the average developed world rate of 20%. Our high rate pushes firms to exploit loopholes, encourages firms to keep foreign earnings abroad and promotes corporate inversions and foreign takeovers of US firms. Worse, it brings in little revenue. A lower rate would attract investment from abroad, boosting productivity. At the same time simplify the personal income tax system. It is complicated, unfair and inefficient. At a minimum reduce marginal rates, widen the tax base and rid the code of some deductions. Plenty of studies show how this can be done while remaining revenue neutral.

Next, pass trade reform. At present, US exporters face an average tariff rate of close to 7% and more importantly, a host of non-tariff barriers. As the world’s leader in services exports such as banking, insurance, music, movies and agricultural exports, increased trade is critical to growth. Moreover, the US generally has lower trade barriers than most other nations, so elimination of trade barriers is additionally beneficial. And due to the size and wealth of our market, other nations will be willing to make trade deals to get better access to it.

Ideally raising the fuel tax, last increased to 18.4 cents/gallon in 1993, to eliminate this problem would be best, but nearly any source of dedicated revenue will do. As it is, we systematically underinvest in roads, bridges, tunnels and airports, yet these are precisely what establish conditions for long-run growth. Skimping on infrastructure is penny wise and pound foolish.

Reduce the number of professions where licensing is required. Over the past 40 years the number of professions that require licensing has risen from 10% to almost 30%. Licensing hits the poor hardest and erects barriers to entry for the less educated. For health and safety reasons sure, but 163 days of training for a manicurist in Alabama - that’s clearly overkill. Last but not least, get on with immigration reform! At a minimum, pass limited legislation where both parties are in agreement. Increase the number of H-1B visas that admit skilled foreigners. This will not depress wages of union workers and will increase the flow of human capital here. The more talent we attract, the faster we grow. We are engaged in competition with other nations such as Canada, Britain, Germany and Australia for the most talented. There is no reason for us to be turning away highly educated individuals who wish to live here.
