Why I Don’t Want to Buy Life Insurance
If you’re like most people, it’s not that you don’t appreciate the value of life insurance. In fact, many people believe they need more coverage. You probably wouldn’t mind owning additional life insurance. It’s just that you don’t want to buy it. Thinking about buying life insurance, talking about buying life insurance, discussing the reasons for buying life insurance--all of this makes many people feel uncomfortable. Here are just some of the reasons why you may be putting off buying the life insurance you know you need.
I don’t have enough time You’ll get around to buying life insurance, but not today. With all the things you’ve got to do, buying life insurance can come off as a low priority--just one more thing you ought to do. Plus, the whole idea of discussing life insurance isn’t a whole lot of fun. Who wouldn’t rather take the dogs for a walk on the beach, attend a child’s softball game, or spend those precious few hours of free time in the evening visiting with friends? Nonetheless, buying life insurance is really an important task that should be addressed. Life insurance can help ensure that your family will have enough money to meet their financial obligations in the event of your death. The subject is boring and morbid If you really don’t like to think about death, you’re not alone. Death is an unpleasant subject, and life insurance raises issues of our own mortality. Some people say that the very thought of starting the life insurance buying process makes them feel stressed out. There’s no great appeal to contemplating our own mortality. It’s a subject we’d rather ignore than address. The result can be inertia or denial. It doesn’t have to be that way. People who do act on their life insurance needs tend to focus on the positive aspects: the idea of meeting their responsibilities to provide for, and care for, their loved ones. They think of it as contingency planning, protecting their families against the uncertainties of life. They also recognize that life insurance is really about life and love, about helping to ensure a positive quality of life for their spouse and children if they die prematurely. I don’t know where to start If you don’t have a clue about which type of policy is right for you, or how much life insurance you need, join the club. Few of us truly understand life insurance: why we need it, what type of policy is best, how much we need, when and how benefits are paid, how benefits may be taxed, and more. That’s okay. It’s not your job to know everything about life insurance. That’s the job of an insurance professional. Thinking you need to have all of the answers about which type of life insurance is best for you is sort of like needing surgery and thinking you need to know which type of scalpel to use. That’s the surgeon’s job. In the same respect, the right insurance professional can guide you through the process of selecting the policy that best suits your needs, budget, and objectives, and can answer your questions. Life insurance isn’t a high priority compared with the other expenses I have For many underinsured people, it’s not so much that they don’t want the life insurance they need; it’s just difficult to find the extra dollars to pay for it. Buying life insurance you can’t afford benefits no one. If it causes your family hardship or requires you to make choices that seem incongruous (“Gee kids, I’d love to take you on vacation, but our life insurance premium is due”), you’ll eventually discontinue the policy. Then you lose, and your family loses. That’s why it’s important to purchase a policy that meets your needs and your budget. Fortunately, there are many types of life insurance available. These include term life insurance policies and various types of permanent (cash value) life insurance policies. Term policies provide life insurance protection for a specific period of time. If you die during the coverage period, your beneficiary receives the policy’s death benefit. If you live to the end of the term, the policy simply terminates, unless it automatically renews for a new period. Permanent insurance policies offer protection for your entire life, regardless of future health changes, provided you pay the premium to keep the policy in force. As you pay your premiums, a portion of each payment goes toward building up the policy’s cash value, which may be accessed through loans or withdrawals. (Keep in mind, though, that
loans and withdrawals will reduce the cash value and the death benefit, and could cause the policy to lapse). The cash value continues to grow-tax deferred--as long as the policy is in force. Several different types of permanent life insurance are available, including: • Whole life insurance • Universal life insurance • Variable life • Variable universal life Note: Variable life and variable universal life insurance policies are offered by prospectus, which you can obtain from your financial professional or the insurance company. The prospectus contains detailed information about investment objectives, risks, charges, and expenses. You should read the prospectus and consider this information carefully before purchasing a variable life or variable universal life insurance policy. The bottom line It’s easy to understand why people tend to put off purchasing the life insurance they know they need. But look at it this way: buying life insurance is one way you can help secure your family’s financial future. And what could be better than knowing your loved ones will be protected, even if you’re no longer around to take care of them? NSP Carrier Enforcement to Hold Town Meetings
NSP Carrier Enforcement to Hold Town Meetings From medical certification to a cell phone ban, the Nebraska State Patrol (NSP) Carrier Enforcement Division will again host informational meetings in towns across Nebraska to provide updated information on the Federal Motor Carrier Safety and Hazardous Material Regulations. The meetings will include information on the Federal Motor Carrier Safety Administration’s (FMCSA), Compliance, Safety, Accountability (CSA) program. Implemented in December 2010, the CSA program monitors a motor carrier’s on-the-road performance, and implemented new penalties for unsafe driving behavior. ”There have been several updates that should be of interest to all drivers and operators of a commercial motor vehicle, including a ban on cell phones and texting,” said Captain Gerry Krolikowski, Carrier Enforcement Division Commander. “With all the changes, we would encourage those individuals who have attended in the past, to attend one of the six meetings scheduled for 2013.” Information will also be provided regarding the law which requires holders of a Commercial Driver’s License (CDL) to provide the Nebraska Department of Motor Vehicles with a current copy of their medical examiners certificate, as well as the revised “Hours of Service” rules. Two of the six meetings will be held in Grand Island during Husker Harvest Days, allowing individuals not only in that general area to attend, but also those who travel to participate in this annual event.

42,000 Reasons to Help Prevent an ‘October Surprise’
42,000 Reasons to Help Prevent an ‘October Surprise’ Why should builders be interested in participating in the codes development process? There are at least 42,000 reasons and each of them is preceded by a dollar sign. Consider this: Just a handful of the 2,065 International Code Council (ICC) code change proposals now under consideration could add tens of thousands of dollars to the cost of new-home construction without any significant health or safety benefits. So it is no exaggeration to say that the outcome from the upcoming ICC Final Action Hearings on the 2015 code change proposals scheduled for Oct. 2-10 in Atlantic City, N.J. could impact the bottom of line of home builders for years to come. During the preliminary ICC Committee Action Hearings on proposals for changes to the 2015 code editions, NAHB members and staff painstakingly examined every code proposal to determine its impact on building safety and cost effectiveness. Out of 750 code change proposals on which NAHB took a stand at the preliminary hearings, the association scored a successful outcome on 596 – for about an 80% success rate.
A Call to Action
However, the fight is far from over. This excellent work favorably positions the association for October’s Final Action Hearings, but the preliminary victories achieved by NAHB in the codes process could be overturned at the final hearings this fall. Here’s what’s at stake: If NAHB is successful on all the code change proposals that it supports or opposes, the total construction

savings would be more than $42,000 per house. NAHB is urging all members to get involved locally in the ICC code development process. Several advocacy groups are attempting to add provisions to the international codes that will increase the cost of construction. They are also attempting to prevent the approval of cost effective measures that achieve the same results as more expensive provisions. NAHB is calling on all members to take the following actions to ensure that only code changes that are necessary, practical and cost-effective are approved during the ICC Final Action Hearings in Atlantic City: 1. Meet regularly with your state and local building code officials and your elected officials to discuss and secure support for NAHB’s positions on critical code change proposals. 2. Encourage your building and fire officials to attend the Final Action Hearings in Atlantic City to vote and testify in support of NAHB’s positions. 3. If your code official is unable to attend, obtain their written endorsement of NAHB’s positions for the association’s most critical code change proposals. 4. NAHB members are also encouraged to attend and testify in support of our positions during the final action hearings in Atlantic City.
NAHB Builds Support for Our Positions
Leading the charge for sensible, flexible, cost-effective regulation, NAHB was successful in gaining support from the International Association of Building Officials, the Leading Builders of America, the National Multi-Housing Council, the Building Owners and Managers Association and other groups on many of NAHB’s positions regarding the proposed code changes to the International Energy Conservation Code (IECC) and the International Residential Code (IRC). July 15 was the deadline for submitting public comments on any of the more than 2,000 ICC code change proposals. On Aug. 28, the ICC will post all of the public comments that it has received, including NAHB’s extensive comments and analysis of the impact of the proposed changes. NAHB and other organizations have also raised concerns that the 2012 IECC is no longer an affordable, minimum code. It has now evolved into a “very expensive, high performance code” with limited flexibility for home builders and average simple cost paybacks of over 13 years for home buyers. “Code enforcement officials have indicated that due to the restrictiveness of the most current published code, jurisdictions are either not adopting it or are making substantial amendments to justify adoption,” said Tim Ryan, CEO of the International Association of Building Officials. Learn more about the cost impact of the 2012 IECC here.

Independent Contractors Responsible for Net Growth in U.S. Employment submitted by Bob Bryant
The prospect of starting and owning your own business lies at the heart of the American Dream. Our country was built on the hard work of entrepreneurs, innovators and small business owners. If we hope to emerge from these tough economic times stronger than ever before, then we will once again have to rely on those driven, independent-minded individuals. But instead of giving entrepreneurs and small businesses the resources and support they need, some are trying to do the exact opposite. Accusations that small businesses are misclassifying their workers have caused state and federal agencies to pursue solutions that would burden our small businesses with overregulation.

Forcing companies to reclassify individuals is not only detrimental to business, but is also detrimental to the 10.3 million men and women across the country who choose to work for themselves as independent contractors. These individuals make up the largest segment of the American entrepreneurial workforce and enjoy the flexibility and responsibility that comes with running their own businesses. These independent contractors have the right to work for themselves and make their own professional decisions. Opponents of independent contractors often claim that employees are being paid as contractors simply to evade taxes. In fact, contractors have virtually the same compliance rate as employees. Independent contractors not only pay their fair share of state and federal taxes but they also pay higher levels of taxes than both employers and employees. Economic studies show that for the past 30 years, new small businesses, including independent contractors, have been responsible for nearly all of the net growth in U.S. employment. Another study, this one by the Pew Research Center, shows that self-employed workers have a higher job satisfaction than salaried employees. When an individual loves what they do, work outcomes are almost always better. If we are serious about defending the vitality and success of the Lincoln business community, we as business leaders must ensure that innovators, entrepreneurs and independent contracts continue to be the engine of our economy. We need to stand with advocacy coalitions like It’s My Business to make our voices heard and protect the right of independent contractors to choose their own way of life. Too many people are depending on it. To learn more, visit www.itsmybusiness.com.today.

Regulation and Its Unintended Consequences
Regulation and Its Unintended Consequences Elliot Eisenberg, Ph.D. • GraphsandLaughs, LLC
Looking around the United States there are cities like Boston, Los Angeles and Washington, DC that have very high house prices. Yet there are equally successful cities like Austin, Dallas, Louisville and Oklahoma City that have much more affordable home prices. Why the difference? Of course the surf is better in L.A. than in Dallas, but it has always been better, and 40 years ago L.A. was not an expensive city. The reason for this disparity is regulation. Simply put, each piece of legislation that becomes law, and each regulation promulgated by the bureaucracy, regardless of how wellmeaning, increases home prices. Sure, having a 30-foot setback looks nicer than a 20-foot setback, but it makes lots more expensive. And while requiring a brick façade may add gravitas to a house, it too raises its price, and the list goes on. Worse, as housing prices are artificially pushed up, distortions are introduced that have negative unintended economic consequences. Imagine yourself new to town and looking to buy a house. Happily, you quickly find your dream house, but it costs $205,000 and all you can afford is $200,000. Turns out the house you love was built in 2009, the first year houses were required to have cement driveways and picket fences, which raised the price of those houses and all subsequent ones by, you guessed it, $5,000. The solution, look for a house built before 2009. But just like you, everyone else in your situation is doing the same thing. As that happens, the price of homes built prior to 2009 rises. After all, demand for them is suddenly up, way up. And presto, the house that used to sell for $200,000 now costs $203,000. An alternative is to look for a house in a neighboring town where
asphalt is still allowed and picket fences are optional. And as luck would have it, you find a beautiful $200,000 house and move in. The only problem; your commute to work is now twice as long as it would have been if you had been able to buy that original house. And that increases CO2 emissions, causes needless wear and tear to roads and infrastructure, requires you to buy a new car more often, and hire a sitter for your kids, as you are all too often caught in traffic driving home. But wait, it gets worse; suppose your uncle owns a huge parcel of land and planned to build entry-level houses on it for $200,000. He can’t now because of the cement driveway and picket fence rules which force the price up to $205,000. The problem is folks like you can’t afford those houses, so he goes upscale and builds $225,000 houses, and in that way does well, but contributes to the affordability problem. To review, forcing anyone to do something they otherwise would not have done makes whatever it is more expensive. In this case, it raises the price of new entry-level houses. In addition, it raises the price of houses built prior to the law, which in turn pushes home construction into neighboring areas which adds to sprawl and boosts CO2 emissions. The moral of this sad tale, think twice before reflexively solving problems through regulation and legislation. The consequences can be quite far-reaching and unintended. Elliot Eisenberg, Ph.D. is President of GraphsandLaughs, LLC and can be reached at Elliot@graphsandlaughs.net. His daily 70 word economics and policy blog can be seen at www.econ70.com.

It pays to build more energy-efficient homes. Just let us know where to send the check.
The LES Sustainable Energy Program provides homebuilders significant incentives for installing high-efficiency heating and cooling equipment — up to $1,000 per ton on heat pumps and $750 per ton on air conditioners. Whether you keep the incentives or pass them on to clients, you’ll help save energy, reduce environmental impact and delay the need to build expensive power plants. Help keep Lincoln’s electric rates among the lowest in the nation. Visit our website or call 402.473.3275 for complete details.
