I hope everyone was able to get out and enjoy some of the wonderful homes that were on display during the Tour of Remodeled Homes. Thank you to our Remodelers who showcased their talent and too all of our members who supported the event. We have lined up Tom Brick with the EPA to give us an update on changes to the EPA Lead: Renovation Repair and Painting Program. Tom will be the speaker for our May 6 meeting which will be held at the HBAL office. Please plan to attend. Last week, our education program had a mock OSHA inspection at a jobsite. We had a great turnout of at least 65 people. We have more education opportunities planned, so watch upcoming communication from HBAL for education opportunities to better your business! There are lots of events coming up for the Lincoln Home Builders Care Foundation in the next few months. Serving as chairperson of the community service committee, I hope you are able to join us for one of our events. EPA Extends Lead Paint Recertification for Remodelers Can good news actually appear in the Federal Register? Why yes, it can…
Under the final rule: • Individual renovators who received certification on or before March 31, 2010, now have until March 31, 2016, to get recertified.
Acknowledging the benefits of ensuring as many people as possible can take advantage of online-only recertification opportunities, EPA has issued a final rule extending the certifications of thousands of remodelers under the Lead: Renovation, Repair and Painting (LRRP) program that would otherwise have expired before planned improvements to the rule could be made.
• Individual renovators who received certification between April 1, 2010 and March 31, 2011, will have one year added to their five-year certification. • Subsequent certifications for renovators receiving the extension will be five years.
NAHB Remodelers leaders called for this extension during their November meeting with the Office of Management and Budget while the rule was under review. When EPA asked for comments on the extension, NAHB supported it, but urged EPA to expedite the process to provide the industry much-needed certainty.
Certified renovators should have received an email from EPA spelling out these new rules and confirming whether their certifications are being extended. NAHB reminds certified renovators to make sure this email did not get stuck in a spam filter: You may need it as verification that your certification has been extended, because EPA will not be issuing any formal certificates.
NAHB did not want to put remodelers in the position of taking time-consuming, in-person recertification classes if a quicker online version would soon be available. Remodelers, contractors, and multifamily property managers who became certified renovators prior to EPA’s RRP rule taking effect had a recertification deadline of July 1.
It is important to note that the final rule only extends certifications for individual renovators whose certifications expire before changes to the refresher training can be finalized. These changes do not apply to firm certifications which expire after five years.
EPA has indicated it is likely the rule allowing online recertification classes will not be finalized until near the end of 2015.
Furthermore, these changes do not apply to certified renovators operating in the 14 states (see map) that have taken delegation of the Lead RRP program. Recertification deadlines vary among delegated states and states would have to take legislative or regulatory action to alter recertification deadlines.
Under the RRP rule, only certified renovators can legally work in homes built before 1978 due to the potential risk of disturbing lead-based paint. Certified renovators must renew their EPA certification every five years by completing an EPAapproved certified renovator refresher training course that includes a minimum of two hours of hands-on training.
The final rule was signed by EPA Administrator Gina McCarthy on April 8 and will be effective upon publication of the rule in the Federal Register (expected to occur within 10 work days after the rule was signed).
NAHB has repeatedly highlighted to EPA and the White House that these ongoing delays in the federal regulatory process would mean that more than 200,000 certified renovators would be denied the opportunity to take advantage of the savings resulting from the proposal.

Tour of the Terminal Building
Remodelers Council members had the opportunity to tour the old HBAL offices in the Terminal Building. HBAL was located there from 1986 until 1991 when they moved into their current location in the Trade Center.
Remodelers Confident In Gradual Market Improvement The NAHB Remodeling Market Index (RMI) posted a reading of 57 in the first quarter of 2015, off slightly from the historically high level of 60 in the last quarter of 2014, but above the key break-even point of 50. An RMI above 50 indicates that more remodelers report market activity is higher (compared to the previous quarter) than report it is lower. The overall RMI averages ratings of current remodeling with indicators of future remodeling activity. The RMI was 59 in the Northeast, 54 in the Midwest, 56 in the South and 62 in the West. “Remodelers remain positive about the gradual pace of market improvement, but that confidence was tempered by a severe winter and continued labor shortages,” said NAHB Remodelers Chair Robert Criner, GMR, GMB, CAPS, a remodeler from Newport News, Va. “Clients continued to call for consultations for home remodeling jobs at the beginning of 2015.” Small renovation jobs continued to show strength. The home maintenance and repair component of the RMI increased
four points to 64 in the first quarter, the highest reading on record. Overall, the current market conditions of the RMI declined two points to 58 this quarter. The RMI’s future market conditions index fell to 55 from 60 in the previous quarter. All four of its subcomponents— calls for bids, amount of work committed for the next three months, backlog of jobs and appointments for proposals— decreased slightly from the previous quarter’s reading. “Like the rest of the home building industry, remodelers are facing the pressure of increasing costs for labor and materials, but an RMI above 50 indicates that they still feel positive about the market on balance,” said NAHB Chief Economist David Crowe. “The strength of the RMI’s maintenance and repair component was likely due in part to the harsh weather conditions that struck many parts of the country during the first quarter and necessitated repairs.” For more information about remodeling, visit nahb.org/remodel.
