As truckload after truckload of holiday lights and yard decorations arrived at Navarre Park on Saturday, Keith Elwood of Bayou drive in Holley by the Sea watched and smiled. It was as if he was playing the role of Santa Claus, while the Navarre Beach Area Chamber of Commerce was the kid opening presents. The soon-to-be-78-year-old Elwood donated much of his collection of Christmas lights and decorations to the Chamber to use for its Christmas in the Park display. But this isn’t a run-ofthe-mill collection. It’s nearly 90,000 lights, which Elwood estimates at 99 percent of the collection he and late wife, Peggy, amassed over the 14 years the couple put on one of the greatest shows of holiday lights in the Panhandle of Florida at their home in Holley by the Sea. “This is so generous of Keith, and we are extremely grateful for this incredible donation,”said Navarre Chamber CEO and President Tony Alexander.“This will help us take a wonderful program to a whole different level

Lucky for the Navarre Chamber and holiday lights enthusiasts throughout the region, the Elwoods accepted a challenge to enter their Bayou Street home’s display in the Holley by the Sea Christmas lights contest in 1999. They won, and began a long-standing tradition that had grown to near-legendary status. Lights continued on page 2

Hate them or love them, the ducks that live in the ponds at the HBTS Sunrise Drive entrance could possibly face euthanasia if they continue to be a nuisance to residents. At a regular meeting Nov. 14, board members discussed possible ways to eliminate the ducks from the property. “Why can’t we catch them and kill them ourselves?” President Pat Traynor asked.“Do we have to have a license? If

they are our ducks, we can do what we want with them.” According to the U.S. Fish and Wildlife Service, the muscovy duck occurs naturally only in southern Texas. It has been introduced in other locations, where it is considered an invasive species that sometimes creates problems through competition with native species, damage to property and transmission of

Once they get on your property, you own them.” According to the FWS, if muscovy ducks have no identifiable owner, federal regulations allow control by landowners, wildlife management agencies, and tenants, agents or employees without federal or state permits. We are going to keep these ducks safe one way or another.” Resident Lisa Knickerbocker, who lives on Sunrise Drive, also expressed concern with the possibility of euthanizing the ducks. “We deal with the bears and don’t kill them, so why don’t we deal with the ducks?”she said.“There are residents that like having them here.” Fambri said that the findings on how to address the situation will be discussed at the Dec. 10 board meeting.

Lights Continued from page 1 “That first year, it seemed like every house on the street had a great lights display, and then our son came over and asked us if we were going to enter into the contest,”said Keith Elwood.“So, we entered and we won with our 10,000 lights,”said Elwood. The Elwoods collection of Christmas lights had grown to more than 91,000 in 2012. Each holiday season, the Elwoods would adorn their yard and landscaping with everything from a nativity scene, reindeer, Santa on a lawn chair, a gingerbread house and strings of lights wrapped around and through just about every tree and bush. They would start in October to make sure all the lights were up by Christmas. “We felt like we had to add to the show each year,”said Elwood.“We would have a hundred people or more come and see our lights each night, so we had to keep improving so it would be something different each year,”he said.“She was very particular about where things went and how

Big Red uses the healing power of Navarre’s waters to treat patients By Sandi Kemp skemp@navarrepress.com The saying “one thing leads to another”is a perfect fit for how things have gone for Shelton Navarre resident Craig “Red”Shelton and his wife Patty. The Sheltons moved to Navarre nine years ago and incorporated their Wyoming outdoor lifestyle into a new one in Navarre and started a business, Big Red Kayak Fishing Adventures. Red and Patty both took jobs at Twelve Oaks Treatment Center in Navarre, with Patty working in medical records and Red helping out in several different positions.Through kayak fishing, Red was introduced to the non-profit group the Emerald Coast Chapter of Heroes on the Water (HOW), and he was hooked. In fact, his side business as a fishing guide has taken a backseat to HOW, and he has incorporated the HOW mission into his job at Twelve Oaks and developed a first-of-itskind program. The equipment that Red uses at Twelve Oaks is owned by HOW, which also provides the insurance. Since incorporating the program in July of 2013, Red has taken 143 trips with 300 patients.“A lot of military go through Twelve Oaks for PTSD and Traumatic Brain Injury (TBI) treatment, but the treatment of being on the water works with all patients,”said Red. “They are all experiencing anxiety of one sort or another, whether it is military- or

Red said it is rewarding to see and hear the results of the

program. He recounts one of his favorite quotes from a participant, “I found my God again and I paddled off a lot of regrets. Now I know the direction I need to take myself and my family.” The wife of a participant recently told Red, “Thank you! My husband came home today.” Another success story Vchulek shared is of a patient that said he was going to leave treatment and had already packed his bags. “We got him out on the water with Craig, and he came

back and un packed his bags – it happened that quick,”said Vchulek. “We are thrilled to be able to present this to all of our patients. It makes a huge difference. Our data is showing that the difference is phenomenal.” The Sheltons have seen some dramatic turnarounds, especially in TBI patients. “They tend to fall out very quickly but once they get back in and start paddling, it is like a reset for their brain.” The program is especially great for the Chronic Pain Group, said Vchulek. “They are pleased to be out on the water, and their pain levels go down,”saidVchulek. “In so many ways and on so many levels, it adds to their quality of life.”

Red Shelton is featured in the Summer/Fall issue of Kayak Angler Magazine in an article titled, “Big Red Adventure”by Jay Kania. The local chapter of HOW is very active and is always looking for volunteers and equipment.The program provides basic kayak fishing instruction, angling clinics and paddling classes for participants with skill sets ranging from beginning to the most experienced paddlers. The program also assists in adapting these newly developed skills to their new abilities. Adaptive kayaks, kayaking accessories and angling equipment will be offered on an as-needed basis to accommodate participants’ particular needs.

Heroes on the Water Heroes on the Water serves our Nation’s wounded veterans by providing healing and rehabilitating kayak fishing outings that are physically and mentally therapeutic through our nationwide community of volunteers and donors. As a 501(c)(3) nonprofit organization with national headquarters based in Allen, Texas, Heroes on the Water is supported by tax deductible donations of funds, gear, kayaks, food, housing, transportation, guide services, and other necessities by generous individuals and corporations. Started at Brooke Army Medical Center in 2007, Heroes on the Water serves wounded military personnel at U.S. Army Warrior Transition Battalions, the Marine Wounded Warrior Regiment, Air Force Wounded Warrior, and Navy Safe Harbor, as well as at VA medical and rehab facilities, and medically retired veterans in communities across the country. Today, our unique kayak fishing program is provided to wounded veterans in 43 locations across 24 states at no cost to the veterans or their families. Our vast network of 1,100+ volunteers has provided over 6,100 vet days on the water since 2007.

Gulf Power rates increasing in January By Chris Chatelain chris@navarrepress.com Gulf Power customers might notice a slight increase on their utility bills in 2014, as beginning in January the Rogers company will be charging higher“recovery charges.” According to Jeff Rogers, Corporate Communications Manager for Gulf Power, the state’s Public Service Commission approved a 7.6 percent increase in the recovery charges. “The cost of coal and natural gas fluctuates from yearto-year, and that is something that the PSC looks at each year and allows for adjustments accordingly,” said Rogers. Rogers said that the average bill for a home using 1,000 kilowatt hours per month is

currently $118.88. That average is expected to rise to about $127 after the approved increase, Rogers said. “So that’s about nine dollars on the average customer’s bill,”said Rogers. This increase comes on the heels of the company’s largest recovery charges decrease ever last year, at 7.8 percent. “It changes every year. The main reason for the increase this year is that fuel prices, and mostly natural gas prices, have gone up,” said Rogers. Residents can easily offset the increase by making their homes more energy efficient with updated appliances, new windows and monitoring the thermostat, Rogers suggests. Gulf Power recommends keeping a home at 68 degrees in the winter months. Each degree over that, Rogers said, can add about 10 percent to a bill. Navarre Press 11/14/2013

Covenant Conundrum, total rewrite or change two sections? HBTS Transactions The Holley by the Sea Board of Directors approved spending $7,500 from legal funds in March of 2013 to engage the law firm of Becker and Poliakoff to provide a full legal draft of governing documents during a March 19 HBTS board special meeting. “(There) are so many issues that need to be resolved,”said Brooke Goldberg, the then HBTS internal vice-president. “Trying to fix those (issues) piece meal is not workable … creating a new document would solve the problems.” However, to the board’s surprise, that has not proved to be the case. The draft governing documents that were sent to Holley by the Sea were just “boiler plate”and the board has been struggling with rewriting the covenants ever since. InternalVice-President, Joseph“Mike” Hart has taken the lead.“I would like to get this done by Thanksgiving. We paid $7,500 for something that is worth $7.00.”said Hart. Hart also tried to get the law firm to start over using the existing covenants and the law firm wanted $250 an hour. Resident Billy Neal agrees, “We spent $7,500 for a piece of crap. Why are we continuing with that? We should just write it off because the wording is going to be very important.” Neal went on to say that there have been a lot of people working on the covenants in the past and that their work seems to be wasted.

Secretary, Beth Walter, brought up the two items that the board explored changing in the covenants that were included with the statements that were mailed to very owner at the end of October.The two items presented for consideration were. 1. Annual Maximum Assessment Increase Percentage: The current covenants, under ArticleV, Section 3 states:The annual assessment shall be established by the Board of Directors of the Association in accordance with the Bylaws. It does not provide a limit on the increase permitted from year to year. The proposed language will recommend a maximum 5-7% annual increase in the assessment set forth by the Board of Directors. 2.)Voting Requirements for Amendments: The current covenants state: Under Article IX, Amendments section: a resolution for the adoption of a proposed amendment of these Bylaws requires the following for approval: a) Not less than 66-2/3% of the entire membership of the Board of Directors and by not less than 51% of the votes of the entire membership of the Association; or b) Not less than 66-2/3% of the entire membership of the Association. The procedure set forth above for amending these Bylaws shall also apply and pertain to any amendments sought to be made to the Declaration of Protective Property Rights and Restric-

tions as provided in ArticleVII, Section 18 thereof, and shall be cumulative of any procedure provided therein. The proposed language will allow for a more reasonable achieved requirement with regard to the votes. For example, a super majority, or 2/3% of the number of eligible votes received, including the voting members in attendance at the duly noticed meeting of the membership. Walker and many others ascertain that with a reasonable number needed to make changes to the covenants, that it won’t be as difficult to get covenants changed when needed. Later in the meeting when there were questions about usage, Board President, PatTraynor stated,“The covenants are our worst enemy. If you don’t like them, then do something about it.” In other board business: ■ A lot at Brevard and Citrus was clear cut without a permit. Board recommended loss of priveledges for 90days and a new policy. ■ 6675 Perch Street: Parking permit issued for RV but

Tashlik thought that fellow board member, Dan Ramsey, had missed three consecutive board meetings. However, he had only missed two consecutive meetings due to serious health issues. Discussion was tabled.

Retired paramedic enjoys gardening in her backyard By Shelby Smithey shelby@navarrepress.com Growing season may be over, but Lori Buring is looking forward to many more springs to come thanks to the variety of fruit trees and vegetable patches that she has planted right in her backyard. Her garden includes grape vines, tomatoes, asparagus, blackberries, avocado and blueberries, and trees varying from apple, orange, lemon and pear to plum, pecan and chestnut. “I hadn’t really had the time for gardening until moving here, so it’s nice,”said Buring, a retired paramedic.“The previous owner had started to clear the lot some but my husband and I did most of the landscaping and planting ourselves.” Buring lives in her Holley by the Sea home at 2388 Citrus Drive with her husband Alan, daughter Brittany and son Connor. “I’ve lived in the Navarre area since 1989, but we moved to this house September 2011,”Buring said.“We just recently added the light posts at the end of the driveway and have a few other proj-

teaching myself and reading books,”Buring said.“And of course I learned a lot from my mom. She passed away in 2008.”

Clary clears land east of Sunrise without permits By Shelby Smithey shelby@navarrepress.com Former state s e n a t o r Charles Clary will face possible fines in connection to the recent removal of Clary protected trees on a piece of property that he owns on Navarre Parkway backing the Cotton Bay Estates subdivision. According to a Santa Rosa County Compliance Department case file, Navarre resident Karen Durfee called to make a complaint on Oct. 24 in reference to the approximately three-and-a-half acre parcel of land being cleared without a permit. “I felt like it wasn’t right

because they were plowing everything down,”said Durfee, who lives just behind the property at 6947 Cotton Boll Lane. Durfee said that she was concerned because she did not receive any notification of the land clearing and is worried because the wooded area that was once there acted as a barrier and protected her home from hurricanes. “Nine houses line that property and now it’s bad for us because there’s not much left of anything,”Durfee said. “I bought my house in 1998 and I was told that they had to give you an easement if that happened.” Clary said that he plans on planting more trees and landscaping on the property. “I started by cleaning out the underbrush and we went

a little further than we thought it would go,”Clary said.“We plan on putting an RV and boat storage facility there so we will be doing a lot of landscaping and planting more trees. I knew we would have to replace a lot of trees there anyway.” Article 7 of the Santa Rosa County land development code states that all protected, preserved, heritage and champion trees shall be identified on the site plan or other development plan submitted as part of the application for development approval. “It’s definitely not the normal process,” said Randy Jones, county compliance supervisor.“He should have submitted the approvals up front before he did anything.” According to the case file involving the property, Clary

did not submit a site plan before he cleared the property, which included protected trees. Clary owns the property through his business, El Villas of Fort Walton Beach, Inc. “At the pre-app meeting we discussed pulling together all of the storm water and landscaping plans to make sure it’s all done properly,” Clary said.“We will also be doing some mitigation to plant more than just the landscaping requirements. I had a good conversation with planning and zoning and they told us what we would be looking at as far as mitigation and we will do whatever they require.” Navarre realtor Laurie Gallup noticed the trees being bulldozed on the property last week and emailed the code compliance department

about the matter. “The live oaks and magnolias were uprooted and lying on their sides. I knew what they were doing was wrong. I believe a citation is in order and it needs to hurt enough to send a statement to property owners that you cannot destroy trees in this manner.” Additionally, the property is two years in arrears in tax payments with a total of $9,183.32 being owed on the property, according to tax records from the Santa Rosa County Tax Collector’s website. “One of the reasons we wanted to develop the property was so that we can pay that off and take care of that,” Clary said. “If there is a fine, the cost will be $450 per acre of land cleared, so it’s pretty sub-

stantial,”Jones said.“We just won’t know the amount until we get the site plan.” On Monday, Clary met with county compliance officials and proposed a layout, but Jones said on Tuesday that it was not adequate and that a site plan would still need to be submitted. Until then, the total amount of the fine cannot be determined. “Some mitigation will be required, and I’m 99 percent sure that there will be a fine,” Jones said.“We won’t know the total of the fine yet until we see the site plan and what could have been allowed. We expect him to get back to us within the next week.” Clary indicated that he plans on submitting plans for the RV and boat storage facility most likely by the first of the year. We are in the final phase of The Incentive program offered by Gulf Power for our changeover from incandescent and compact fluorescent bulbs to LED’s. This will yield a rebate and energy cost savings. We will be installing a new pump for irrigation down at our pavilions and playground areas where we have beautiful new sod. Our erosion project is complete and looks wonderful and worked well during our heavy rainfall recently. The tennis courts stayed dry and remained playable !! We have new LED sign lighting at our Sunrise Entrance and landscape lighting on the East and West Islands. Our lap pool resurfacing project is staying right on schedule. Watch the website for the pool reopening schedule. We have added 30 new chairs to be available to our members now who rent our Beach House for a total of 130 and 4 tables.
