HBTS contracts with lowest bidder for erosion control Bid comes in at almost 50 percent less than next highest bidder
Holley by the Sea spent more than $200,000 last year on erosion control with Hammond Engineering and Rhodes, Inc. after the many rain events during Summer 2013. The 26 inches of rain that Navarre received on May 1, 2014, undermined a lot of the erosion control. Late summer, an erosion task force was formed that included Wayne Miracle, a professional engineer, Endell Stevens, a former board meeting and retired union boss, and Tom Downing, a contractor. All members of the task force live in Holley by the Sea. The task force consulted with
Santa Rosa County, including Avis Whitefield and County Engineer Roger Blaylock. Downing was happy to report that as long as the scope was bringing the property back to the original drainage method, it would keep the costs down.The plan is to bring the original retention pond and berms to their original condition.“This is a unique situation to be in; we are grandfathered in,”said Downing. Stevens told the board that they contacted five contractors to bid on the erosion control and three bid.“Two came in at $98,000 and one came in at $48,500,” said Endell. The lowest bidder, Brown’s
Hauling also did work for Holley by the Sea in 2004 when Stevens was on the board.“This price is the going rate for this type of work in the area,”said Stevens. Task force member Wayne Miracle brought up a letter he wrote the board in 2013 regarding the work being done by the previous contractor, Rhodes, Inc. “I told them if they don’t take care of the detention ponds this is all for not. You have to slow down the velocity of the runoff on our sandy soils. It is important to bring the ponds back to specifications – to their original design,” said Miracle.
Board member Rebecca Ward was concerned that the lowest bidder came in at nearly half of the next bidder.“I need to see that the people I’m voting for are going to do the work and doing it appropriately,” said Ward. Ward mentioned that she was just seeing the information at the meeting and asked if due diligence had been done as far as checking out the recommended contractors insurance, bonding. Stevens said that HBTS management company had the paperwork. The vote passed 4-1 vote with Rebecca Ward dissenting.

October Board Meeting Highlights Architectural Variance: Boat in Driveway: A member on 2nd Court would like a variance to park his boat in the driveway. The ACC Committee denied the request. There are 75 boats that are allowed to be in driveways due to previous boards allowing on a case by case bases. The current parking policy
specifically states that there will not be boats in driveways in front of garage doors. The member currently has a permit to park the boat in the back yard. The member stated that it was inconvenient to be in his backyard because it was tearing his yard up and there was mold and mildew build up on his
boat. Neighbors noted that it was fine with them if it was parked in the driveway. A motion was made and didn’t pass 23. Rough Side of Fence: A fence was installed on Bushton Street and was approved with the smooth side facing out. However, there is a section of fence that had to have the rough
side facing a neighbor because the neighbor would not allow the fencing company to remove their fence temporarily – and at no cost to them – to install the neighbor’s fence. A variance had to be made for the public record. It was approved unanimously.

Estates) John Longdin reminded the board that the signage in Hidden Creek Estates is Hidden Creek Estates’ and the board could not modify without its permission. “That is a perfectly good entrance and we don’t need it to be a billboard,” said Longdin. ■ A new guest policy was discussed. A draft version will be available on Facebook and the website by the first week in November. ■ During open forum Grant Navity discussed the reasons he believes there needs to be a stop sign at Hidden Creek and Yorkwood. He said he was surprised that the county didn’t just do it – and he didn’t understand why the county wanted a vote of the board. He supplied more names for a petition for the stop sign. The board will discuss at the next board meeting. ■ The next board meeting is Thursday, Nov. 13.

Holley by the Sea Craft Club The HBTS Craft Club meets on the second Thursday of each month from October through June. It is open to all Holley by the Sea crafters who wish to join. Our projects are suggested by the members and usually change from month to month. No specific skills are required except the interest in learning about, and sharing your interests in various craft disciplines. Some meetings are held at the HBTS recreation Center and some at a member’s home if the crafting is better served there. Our next meeting is Nov. 13 from 6:30 to 8 p.m. at the recreation center. We will be making small angels/or Santa’s for the holidays. There are no membership dues, however, depending on the month’s project there may be a small charge for supplies. If incorporated, Navarre set to see $3.3M in tax revenue Staff Report HBTSnews Two factors stand between Navarre and an estimated $3.3 million: incorporation and approval of the one-cent sales tax needed to build a new courthouse. According to analysis by the state Department of Revenue, as a city, Navarre would be entitled to a portion of the $15 million expected revenue from the sales tax, as Gulf Breeze, Jay and Milton are. As it stands now, Navarre would receive nothing while the $13.7 million remainder would go directly toward the county courthouse. In addition to their share of county funds, area towns are entitled to additional money: Gulf Breeze would receive

$539,015; Jay would receive $51,627; and Milton would receive $845,989. However, if Navarre incorporates, the county would be required to give up $3,135,321 to Navarre. The rest of the $3.3 million would dip into shared revenue from surrounding towns: $79,620 from Gulf Breeze; $7,626 from Jay; and $124,964 from Milton. “It stood to reason that if the half-cent sales tax (equals) $1.5 million, then the full-cent tax would be $3 million, and I’m glad the Department of Revenue was able to show that,” said Laurie Gallup, member of the Citizens to Incorporate Navarre PAC.“I’m really excited to see that a one-cent sales tax would bring that much money

to the city of Navarre.” Gallup said if the tax is approved, Navarre will be contributing“quite a bit”to the sales tax thanks to the beach rentals. But she also pointed out that Navarre won’t be on the receiving end unless it becomes incorporated. “If we’re not incorporated, we will not get our chunk,”she said, adding that only incorporated cities like Gulf Breeze would receive revenue. The analysis, which was provided at Citizens to Incorporate Navarre’s request,“is conducted as if the local option sales tax was in place and the default formulas were used to distributed the proceeds of the local option sales tax,”according to the Department of Revenue. The Department of

Revenue also estimated that Navarre would have received $899,825 in shared municipal revenue during the current fiscal year if it was incorporated. Currently, Navarre is unable to participate in revenue sharing, so that money goes directly to the county in addition to the $3.3 million. Navarre’s estimated total of revenue sources for fiscal year 2014-15 is $5.8 million. Instead, that money will be returned to the county. A straw poll will appear on the Nov. 4 ballot asking voters whether or not they want to continue the study of incorporation. The poll is not a referendum to incorporate; it is a way to gauge the community’s interest in moving forward.

This is a note of appreciation for one of your employees, Shelby Filek, who works in the architectural department. We had our final inspection of our shed last Friday (24th) and I must say everything went smoothly. We had a few glitches along the way but in every manner Shelby was calm respectful and organized. Her suggestions, like taking pictures and getting waivers for permits, came in handy when the glitches arrived. My wife and I have been here for a little over a year and noticed sometimes it is a struggle to get things done. However, Shelby's attention to detail and professionalism kept my thinning hair from getting worse. We were lucky to have her and in my opinion she should go on to bigger and getting areas of the HOA!

Pier hosts free kids’ fishing clinic By Romi White HBTSnews More than 300 children cast their lines at a free fishing clinic hosted at the Navarre Beach Fishing Pier Oct. 11. “We were hoping for 200 kids,”Stephanie Maddox, who coordinated the event on behalf of the pier management team, said. Fortunately, organizers were prepared for the larger-thanexpected turnout. Maddox and youth fishing advocate Pete Della Ratta organized the event. Roughly a dozen sponsorships from local businesses were secured to help the pier management team cover some costs. Additional organizations, including the Navarre Beach Marine Science Station (NBMSS), supported the event. NBMSS volunteers provided educational booths where they taught children techniques, such as how to tie a knot. The Holley By The Sea (HBTS) Fishing Club provided a $750 contribution to help fund the fishing rods. HBTS members also volunteered at the event, helping rig fishing poles. “Coastal Concessions has always prided itself with creating a family environment,” said Scott Rayner, a partner in the
The debate over incorporation continues to heat up, and with less than a month until the straw poll, Citizens to Incorporate Navarre held an informational event highlighting proposed benefits of becoming a city. The wine and cheese social, held Oct. 16 at the beach house at Holley By the Sea, was open to HBTS residents and their guests. The straw poll, which will appear on the Nov. 4 ballot, asks voters whether or not they want to continue the study of incorporation. The poll is not a referendum to incorporate; it is a way to gauge the community’s interest in moving forward. One of the main reasons for incorporation, according to Citizens to Incorporate, is to keep taxpayer money in town. “Money we’re already paying goes to Milton, not Navarre,” said Laurie Gallup, member of the Citizens to Incorporate Political Action Committee.“It keeps the millage and budget low for the rest of the county and Navarre is footing that bill.” Proponents of incorporation stressed the need for“home

Incorporation discussion focuses on ‘home rule’ By Ashley Varese HBTSnews

Members believe that by incorporating, residents will have of voice regarding zoning and preserving the town’s aesthetics. “We want to prevent overdevelopment,” Nancy Gaskin, a PAC member, said during her presentation.“Whether you’re for or against incorporating, this is something everyone is concerned about. We have zero control. Zero … We are growing without a plan, and the only way for you to preserve Navarre is to have a master plan.” Gaskin told audience members that“simply by incorporating, we already get some money.” That money would come in the form of state-shared revenue and franchise fees, she said. “Right now, those fees go straight to the county, never to be seen again,”she said. According to a feasibility study completed by BJM Consulting Inc. and paid for by Citizens to Incorporate Navarre, if Navarre incorporates, in the first year it will see $1,239,937 in state-shared revenue, $479,635 in franchise fees/communication service tax, and $37,500 in interest earnings
business tax and licenses, for a total of $1,775,072. The study also stated that the incorporation can be completed without raising taxes. However, a second option looks at a 1 mill tax that would end after five years and is estimated to give the city $19.5 million. Some audience members said they were skeptical about not having to raise taxes, especially considering the town would need to hire employees, but proponents said using contracted services, rather than hiring municipal employees, will help keep costs down. Gaskin said with Navarre’s recent population growth, the town makes up 27 percent of the county. “We should have a voice,” she said. Scott Shellenbarger questioned whether incorporation was the only way to be heard at the county level, and asked why Navarre doesn’t have more representation. “Why don’t they redistrict the County Commission?”he asked. Gallup said the county can’t redistrict until after the next census, and by then even more people will be living in town. Shallenbarger was also concerned with whether or not
incorporation would impact the school system, but PAC members said incorporating will not affect the Santa Rosa County Schools. Tim Karsten, an opponent of incorporation, spoke out at the meeting, and said Citizens to Incorporate Navarre isn’t the grassroots effort members make it out to be. He said that according to documents filed by the PAC, $23,665 was contributed to organization from March through the October meeting, $17,750 coming from Navarre Properties. He asked Gallup, who was answering audience questions, who owned Navarre Properties, to which she answered she and her husband. Karsten also pointed out that Sandpaper Marketing, owned by Sandi Kemp, publisher of Navarre Press, made $2,725 in-kind contributions to the PAC during the same time period. As of Oct. 20, the total monetary contributions was $34,629.24 according to documents filed with the supervisor of elections. Karsten said he’s concerned that residents backing incorporation have something to gain if it’s approved. “Who will have a say in the charter process?”he asked.
“What’s the Easter egg in the charter?” After the meeting, Gallup laughed and said she has no plans to run for mayor or city council, if residents even decide to incorporate. “If I had a plan to take over Navarre, I would have done it 20 years ago,”she said. At the event, Gaskin said Navarre must have $10 million in the bank in case of a natural disaster. Karsten said he’s concerned that by incorporating, Navarre will lose the county’s financial support during the next tropical storm or hurricane. “I want the insurance policy that we don’t shoulder it alone,”he said. Karsten is also concerned that if Navarre incorporates it would mean less freedom for residents. “I don’t want to take people’s rights and freedoms and impose what I think they should do on their property and that’s what I saw in that sales pitch,”he said of the presentation. “There was more powder on that thing than on Tammy Faye Baker’s face,”he said. Inc. Navarre Now holds informational meetings every Monday at 6 p.m. at its headquarters at 197 Highway 87.

What we do is sell them on the secondary market to get out of the CD ahead of maturity. On Friday, October 10, 2014, we held the Halloween Family Pot Luck Dinner & Dance at the HBTS Beach House. We had all ages attend for a night filled with lively music, energetic entertainment, creative costumes, mystical lights, spooky decorations, great food, and tons of fun! Thanks to all the HBTS goblins that opened the holiday season with a blast! On Saturday, October 18, 2014, HBTS held a Blood Drive from 9am – 11am. Youth Dept. Hello Parents! The school year is back in full swing and so is Parent’s Night Out. Our first PNO was very successful in October. The children had a lot of fun. They ate pizza and drank witches brew punch for dinner, carved pumpkins, made Halloween popcorn hands, went swimming, and more! Don’t miss the fun in November! November Parent’s Night Out will be on the 14th. Payment of $15.00 is due at the time of sign-up and children must be signed up by November 7th! So what are you waiting for? Take a night for yourselves; your children will have fun and so will you! Friendly Reminder: All children signed up must be residents of Holley by the Sea and be in K-5th grade! We currently have TWO spots available in our After School program. For more information feel free to call us @ 850-939-1693 EXT. 6 Fun Factory is back on Monday’s! Fun Factory is a program designed to let children have fun and interact with other children while parents use the facility.
President’s Corner. By November 1st the 2015 Assessment will have been sent to every lot and home owner. It is a $30 decrease from last year yet we are still able to fund the Alex Crawford reserves for the projects next year. We on the Board are very conscious of our fiscal responsibility and plan to get the most‘bang for the buck’on our 2015 projects. Jogging trail, parking lot and the campsite are all on the agenda for 2015 which is a year of heavy expenditure according to the GAB Robbins report. I fully expect we will have enough money to complete everything including the projects that the roof replacement forced us to move out of 2014 into 2015. Town Halls will be starting again and hopefully will become regular events – in between Board Meetings. The Town Halls are forYOU – the residents – to voice your opinions and concerns. If the BOD members present do not know the answer we will get back to you so it might be helpful to come with questions written down. I hope people who do not usually come to the Board meetings will attend these more casual events. The Board needs you to let us know what is important to you - the residents. We work for you but unless you let us know what issues are important to you we cannot serve the Community as well as we might. I enjoyed meeting so many residents when I cam-

To all our veterans and their families I want to say‘Thank you for your Service’– not just on Veterans Day but every day. In England we honor the Services on Armistice Day which is more commonly known as‘Poppy Day’in memory of the poppies that grew on Flanders field during the 4 years of trench warfare that was WWI. Attention Dancers Holley by the Sea is currently offering Ballet classes with Elise Preston. Pre-Ballet is offered for the little ones/ beginners followed by Ballet for the older ones. Come learn this graceful, beautiful, and fun style of dance on Thursdays at 4:00pm. Cost is
$3.00 per class. Also, if you are interested in taking up Jazz or Hip Hop be sure to give your name and telephone number to a front desk staff at the Rec. Center. The more interest we receive, the more dancing we will do!
The Holidays are upon us and here in the Architectural Department, we would like to thank all our wonderful Members. Driving in our Community you can see some wonderful landscaping projects, exterior home improvements and examples of pride of ownership. On the flip side of the coin, it cannot always be easy to receive a courtesy call from our office notifying you that something is not in compliance with the Covenants. We want to take a moment to also thank all new homeowners and renters that also take this as an opportunity to learn more about our HOA and Policies that keep this Community a wonderful place to live and its property values high. All hearts come home for the Holidays. If you will have family and friends travelling to visit this holiday season, please be sure to see if a Parking Permit will be necessary if they are travelling by Motorhome or with another recreational vehicle.The same may apply to Members who are travelling to visit family and friends out of town. The current Parking Policy allows recreational vehicles and trailers parking on a paved driveway for up to 72 hours for the purpose of loading/unloading or cleaning. This occasional occurrence does not require a special permit. A special Short Term parking permit may be issued for up to 14 days. A permit may be issued to accommodate visitors or owner/tenant while preparing for long term parking/storage. The permitted vehicle shall be parked in the driveway. In no event does the“special permit”allow for occupancy of the unit for any period of time. (This is a Santa Rosa County Land Use restriction.) A special Long Term parking permit is required for the longterm parking/storage of motor homes, trailers, boats and other recreational vehicles. All vehicles issued permits must have and maintain a current license plate/registration.Vehicles issued Long Term permits must be parked adjacent to the side or back of the primary structure and comply with all setback requirements (10ft from front corner of home if vehicle is parked on the side.) No vehicle requiring a special permit shall be parked/stored on vacant lots, streets, the rightof-ways, easements, county/school/utility owned property, or greenbelts. The Architectural Control Committee (ACC) will review and approve/deny all special permits for long and short-term parking/storage. Parking Applications can be picked up in the Architectural Office from 8-4 Monday to Friday. A permit can also be downloaded from the website http://fsrsouth.fsrconnect.com/holleybythesea.
