September Board Meeting Highlights

By Sandi Kemp HBTSnews.com The two remaining board members were approved at the monthly board meeting on Sept. 11 after a long discussion on whether or not the item to review the candidates and vote to appoint or not to appoint should be added to the agenda.“I have just returned

from vacation, and I haven’t had enough time to review the candidates,”said Board President Alex Crawford.

Crawford expressed her desire to interview the two recommended nominees.

The nominees were not mentioned until much later in the debate, but they are Jan Frink and Bill Crouch.

nating committee took exception at Crawfords insistence to interview the candidates herself – and needed the time to do so.

“Each of you have been given a written report. We have two members that are as qualified - or more qualified than those currently on the board. This delay tactic is not acceptable. One of you could get sick, have

car accident and we would be under the threat of receivership again. Do your job and address the issue because your nominating committee did their job,” insisted nominating committee member, Billy Neal.

Association member Tim Karsten stood at the podium to express his displeasure with the waffling on the committee selection. Karsten brought up the low numbers of residents that voted in the election and the fact that the

president of the board became the president because she received the most votes of those that voted.“You received the majority of the minority, said Karsten. “Let’s stop with the personal agendas and do what is best for the community. Some people won’t run because they don’t want to be a part of this,”Karsten continued. Crawford replied that she was very“cognizant of what is best for this community.”

“The majority of the people in HBTS would want a considered decision - and

not one that is forced.

That was my personal opinion - not my opinion as the board president,”said Crawford.

Association member Kelly Smith stood up to express his displeasure over the possible delay,“You choose to appoint a committee when you could have just picked your next board members and now you want to interview them again?

The item was added to the agenda with Rebecca Ward and Ryan Miller voting in the affirmative and Crawford against. Motion carried.

Other topics discussed: ■ Collection of dues has improved 12 percent compared to last year ■ Board voted unanimously to retain a builder’s bond because the house was put in the wrong place and setbacks were not maintained on Jamaica Drive.

■ Christina Koenig was confirmed to the ACC committee, with Crawford abstaining from the vote.

■ VAC committee changed from five members to a maximum of six.

■ Joe Campbell and Rod

Danner added to VAC committee.

■ Long Range PlanningTask Force approved with Beth Walter as chair.

■ ADA Compliance Task Force name changed to ADA Task Force. Stated that letting the Navarre High School Swim Team use the pool made the recreational facility a public facility, not a private facility and opened us up for ADA compliance issues.

■ Motion to allow the Navarre High School swim team to use the HBTS pool.

■ Board voted that Navarre

High School Swim Team could use the pool with guest passes from 6 a.m. until 7:30 am From Oct. 13 – Nov. 6 to prepare for regionals and state meets.The NavarreYMCA pool is not heated. Twenty of the teams forty-three members are residents of HBTS. 115 Guest passes will be needed per week.

Two residents of HBTS are to be chaperone’s at each practice.

■ The motion was called to add Jan Frink and William“Bill” Crouch to the board. Ryan Miller and Rebecca Ward voted yes and Alex Crawford voted no.

Consultant, residents face off with questions about incorporation

Standing room only at ‘City of Navarre’ meeting

By Romi White romiwhite@navarrepress.com The Navarre Incorporation feasibility study cost $27,500, property taxes could go up $100 per year and the Santa Rosa County Sheriff’s Office will remain the presiding law enforcement agency if Navarre incorporates.

Those were some of the answers Navarre residents received at a town hall meeting Monday, Sept. 15.

More than 240 residents crowded the Navarre Conference Center Monday night the meeting.

“This kind of participation in a town hall meeting is not always the case.The fact that you’re here shows there's great interest,” Joe Mazurkiewicz said. Mazurkiewicz is the incorporation expert hired to conduct the feasibility study. He holds a Ph.D. and is former mayor of Cape Coral, Fla. He’s also one of only three people qualified to write feasibility studies for incorporation to the Florida legislature.

The future in Navarre the city Mazurkiewicz made a presentation to begin the meeting. According to his research, if incorporated, Navarre could start receiving about $2.4 million per year in state shared revenue from the state of Florida in March 2017. He also projected annual city revenues increasing, thanks in part to a projected 3 percent rise in the property tax base over the next few years.

By the end of fiscal year 2020, the City of Navarre would amass roughly $11 million in reserves – without a millage increase. However, Mazurkiewicz pointed out if city residents supported a 1 mil increase, the city could build up nearly $20 million in reserves over that same period. He said reserve funds could be used for disaster recovery, beach restoration or other needs.

City dwellers Community volunteer Nancy Gaskins facilitated the meeting which involved questions written on index cards by the audience which were then answered by Mazurkiewicz.

The most popular question had to do with the cost and funding of the feasibility study.

Mazurkiewicz repeatedly answered that the feasibility study costs will not exceed $27,500 and that the Citizens to Incorporate Navarre Political Action Committee (PAC) raised money to fund the study.

Gaskins also mentioned the PAC was still accepting donations.

Other questions ranged from general inquiries about local millage rates to the impact of incorporation on local schools. Mazurkiewicz explained that for a homeowner with property valued at $100,000, a 1 mil increase computes to $100 per year. He also noted there would be no effect on county schools, which will continue to operate through Santa Rosa County District Schools.

Mazurkiewicz said the City of Navarre would pull about $2 million of state shared revenue from the county.The Santa Rosa County Sheriff’s Office would continue to provide law enforcement services pursuant to the Florida Constitution. He added that additional law enforcement services could be pursued if funded by the city.

Mazurkiewicz also noted that the city could negotiate with the county to take over facilities, such as parks and the Navarre Beach

Fishing Pier.“(County staff) are open to negotiate and taking special assessments to city”said Maurkiewicz.

Representation Navarre resident Mike Sandler said one of the biggest reasons to incorporate is better representation.“Currently one commissioner represents close to 50,000 people,”said Sandler, who says that job is too big for one person. If Navarre was a city, it would have an entire council and city staff advocating for the area according to Sandler.

Mazurkiewicz also noted incorporating would give Navarre a seat on boards such as the Florida-Alabama Transportation Planning Organization, which steers state transportation project funding.

Strengths and weaknesses The results of questionnaires throughout the community distributed by Mazurkiewicz gave residents an insight to the strengths and weaknesses of their home.

Strengths included the proximity to the Gulf and local military bases.

Weaknesses included a lack of common vision, no unified voice and infrastructure issues. Residents identified an east-west corridor that moves traffic off 98 as a future opportunity and a lack of local government involvement as a threat.

Up next In closing, Gaskins stressed the importance of residents having their say in the matter. She asked attendees to ensure they vote on the nonbinding referendum in the Nov. 4 general election. State lawmakers could also give Navarre residents the opportunity to officially vote on incorporation during the 2016 presidential election.

Project Updates: Our roof project is nearly complete. Thank you to everyone for your patience during our construction period. Next will be the recreation building exterior. We have some stucco repair and resurfacing to complete on the screen room and 21 room exteriors. It’s also time to re-chalk all our windows and surface joints.

The front office remodel has been a long time coming, but we finally installed the new counters and cabinets. You’ll notice the work surface is counter height to better serve the members.

Erosion and parking lot repairs are high on the priority list. The Erosion Committee will soon provide their recommendation to the Board regarding the scope of work for the repairs. Once the erosion issue is solved we can move on to the parking lot and other projects that were put on hold due to the super storm in April.

The ADA Taskforce is working on recommendations to enhance the Recreation Center for more universal use. Please stay tuned for more information.

The budget for 2015 has been voted on by the Board of Directors.

Management worked with Treasurer and Finance Committee to reduce costs wherever possible.

The Budget Overview will be sent to the entire membership with the Annual Assessment Mailing at the end of the month. The budget detail is available for review on the website. Printed copies will also be available at the Recreation Center.

Please remember the Assessment is due on January 1st…it sounds far away, but time flies.

On the Fun Side: Remember to check the website calendar for events planned by the Social Committee. The Veterans Day Event is just around the corner. Also we have BINGO every Wednesday evening at the Recreation Center, so come make some new friends. Tai Chi is Thursday mornings at 8:30am. There are dance classes and kick boxing.

This is a great place to live so join in. The Fishing Club has a social the last Friday of the month and they do so much more than just fish. They always have a charitable event in the works like the Take A Kid Fishing event. President’s Corner.

September is budget month and the Board has been working very hard with the Finance Committee to come up with a fiscally responsible budget. I see a two-fold Alex Crawford responsibility – one to the majority of households who never use the facilities and the other to those who do. For the first group we are cutting the assessments and for the second money is being put aside for some projects in the NewYear to improve our aging facilities.

I should like to directly address the residents of H.B.T.S. I attended B.O.D. meetings because I was concerned at the way the Board ignored the wishes of the Community. Rather than continuing to complain I ran to be part of the solution. While I was campaigning I met so many people who had become despairing of things never changing, believed there was nothing they could do to affect the running of the Community and had generally given up. I told them things COULD change.Today despite all the problems we have had, I still believe this to be true. However things can never change until the silent majority of H.B.T.S speak up and participate in meetings. Right now a small vocal minority are hijacking these and working behind the scenes to destroy the credibility of the Board with gossip and innuendo. I appeal to those who want a better Community – you must participate and let it be once againYOUR Community not those who though unelected feel their and only their wishes must be adhered to.

A new Task Force for Long Range Planning has

been appointed Chaired by Beth Walter. Beth is assisted by Kate Mast and Kay Zilka.They will produce a 5,10,15 year plan that H.B.T.S can work towards. I think Members want to see a plan for future expansion – proactive rather than reactive. I am confident these Task Force Members will be glad of your input.

September’s Open Forum produced some lively debate on the issue of usage.This is an issue that generates strong feelings on both sides. Any opinions are welcome and I would encourage emailing these to the H.B.T.S. web site. A consideration too must be the capacity of our facilities and that is why the Long Range Planning Task Force has been put in place.

Now that we have a full Board again and the budget is behind us we will be bringing back the Town Hall Meetings. I felt these were a great opportunity to hear the wants and concerns of the members. If we do not know the answer to something, you have my word we will find out for you. Feedback is important – it is your Community after all.

In conclusion I want to thank all those who have provided support, advice and good wishes during my‘baptism by fire’which seems to be on-going. It is important that as a Community we strive to work together even though we may have differences of method for the good of everyone.There will always be rumor and gossip and that’s OK – just as long as it does not become a destructive force bent on creating dissent and division. If you hear a rumor – please take the time to find out the truth – I am always available either through the web site or you can leave a note at the Recreation Center and I will get back to you.

This is the perfect time to finish up on our 2014 home improvement and maintenance projects under sunny days, and cooler temperatures. For instance, taking the opportunity to approach your house and see it with fresh eyes as say, a Home Buyer Prospect or visiting Family or Friends might; • Has the mailbox seen better days and should be replaced or just cleaned and painted?

• Are the house numbers on the house or mailbox clearly visible from the street?

• Are there cracks or repairs on the driveway that could use some attention?

• Maybe some fresh paint or pressure washing to the home exterior is in order.

• Is the fence looking a little lackluster and faded requiring some pressure washing and stain or protection coating?

• Does the roof need cleaning?

• Is the garage door in an attractive, clean condition enticing family and friends to drive right up and visit a while?
