The year began on a somber note for Keith Elwood of Navarre when he lost his wife and friend of 14 years on Jan. 5 in Pennsylvania. Peggy Elwood, who was an avid volunteer in the community, lost her battle with cancer during one last trip over the holidays to her home state to visit her son and daughter. “We left on Christmas Day to Pennsylvania to visit her son. She was fine until the day we were to come back (Jan. 3),”said Keith. “We took her to the ER and they thought she had pneumonia but when they X-rayed her, they discovered her upper body was full of cancer.” Her organs began to shut down one by one, and she passed away two days later. “She definitely wanted to go… she might’ve known she didn’t have much time,”said Keith. Peggy and Keith met during a Navy reunion in Wisconsin where they discovered Keith and Peggy’s first husband had been stationed together on the U.S.S. Putnam decades earlier. “We didn’t know each other until we went to the reunion but they knew each other,”said Peggy in an earlier interview.“We both had long and happy marriages and then we found each other in Wisconsin.” They married Dec. 12, 1998 and spent their honeymoon in Pen-

By Yvonne C. Harper HBTSnews.com Santa Rosa County Sheriff Wendell Hall responded to Holley by the Sea residents’complaints about traffic issues in a speedy manner, but residents who want to have sidewalks or multi-purpose lanes installed will have to wait until 2014 for action. Increasing the presence of deputies in HBTS was as simple as scheduling deputies to patrol the area more. Hall also received approval from the county com-
missioners during an Oct. 8 meeting to reinstate the traffic unit allowing for HBTS to have a visible traffic unit presence. Sidewalks on the other hand, are not so simple. “The process, even once we make a determination, hasn’t ever been done for a MSBU sidewalk (in a subdivision) and that’s the reason we don’t have anything set up to determine who is going to pay for what,”said Avis Whitfield, county public works director. A Municipal Services Benefit
Unit (MSBU) is used to serve a specific area of the county. Typically, MSBUs are used to pay for street lighting, speed bumps, road paving or fire protection, among other things, for a specific area at the request of the residents that live in their area. During traffic town hall meetings held at HBTS, members, such as Pat Traynor, have discussed having sidewalks or bike paths installed along major streets like Edgewood Drive. Residents who live on the street would be required to fund any
such path and therein lies the problem because the county does not have a process for using MSBUs to install sidewalks in residential areas. “We have to determine who will get assessed, will we build the sidewalk in house or will we contract the sidewalks,”said Whitfield.“For example, if you put the sidewalk on just one side of the street, do just the people on that side pay for it, or do you assess the people living on the opposite side because they benefit from it. County commissioners approve multi-stops in HBTS By Yvonne C. Harper HBTSnews.com County commissioners approved installing additional multi-way stops in Holley by the Sea during a Jan. 24 commissioners’ meeting. During an Oct. 8 commissioners’ meeting, several Holley by the Sea residents addressed the commissioners regarding traffic safety issues in the subdivision. Residents were expressly concerned with drivers speeding on Edgewood Drive, a road that cuts through the subdivision between County Road 399 and U.S. Highway 98. As a result, Sheriff Wendell Hall was given authority to reinstate the traffic unit thus increasing law enforcement presence in HBTS. The commissioners also directed the Public Works department to study the area and make recommendations for multi-way stops. “We presented those to Walker (county administrator Hunter Walker) who forwarded them to HBTS. Once we sent back what we suggested as possible locations, the HBTS folks looked at those and agreed with a lot of what we had. They had slight changes to a couple of intersections… and we were fine with those as well,” said Stephen Furman, assistant public works director. The areas that will receive multi-way stops are: ■ Castlewood Street, Leisure Street and Marlin Street that intersect with Edgewood ■ Sunrise Drive, Basswood Street, and Citrus Street that intersect with Leisure Street ■ Woodmont Street and Reef
Walking paths Continued from page 1 Then do you assess them the same amount… we get into a lot of issues that there aren’t easy answers to.” The exception to the county not installing sidewalks in residential areas is when the road is in proximity to a school. Such is the case with the multi-purpose path on Sunrise Drive that feeds into West Navarre Intermediate School. The county will also

build them on collector streets such has County Road 399. Whitfield explained that a collector road is one that collects traffic that serves other areas. Whitfield added that Edgewood Drive could probably be considered a collector street,“but that’s a decision for the (county) commissioners to make. They direct me which streets we will do them (sidewalks) on.” Because there is an interest in the possibility of sidewalks being installed in HBTS, Whitfield is working

with County Administrator Hunter Walker to develop a plan to address the various issues. That plan, developed by staff, will be presented to the county commissioners with recommendations. The commissioners will then review the plan and make recommendations and either approve or disapprove the plan. “The big thing right now is we got to decide how we’re going to do it on our end,” said Whitfield. He hopes to have a plan in place next year

engineer to give a cost estimate. He looks at topography, the elevation, can the sidewalk tie into the driveway, is the lawn a higher elevation than the right-of-way or vice versa, is there adequate space, will drainage be an issue – we can’t fill up a drainage ditch just to have a sidewalk – all these things have to be factored in,”said Whitfield.“Then there are streets with mailboxes.” These are the issues that Whitfield, his staff and Walker are going to look at in order
to develop a plan that will allow residents to know the costs of any sidewalk related MSBUs.This can’t be done in time for the April 1 deadline to program the assessments for tax notices. “We felt the best course of action for the county and resident is to prepare to have the MSBU option available in the 2014 MSBU cycle rather than trying to rush a plan now,”said Whitfield. More information about MSBUs can be found at http://www.santarosa.fl.gov/msbu/.

Royalty in our midst By Yvonne C. Harper HBTS.news.com Holley by the Sea may be small, but there is royalty in the subdivision. Pete and Mary Peterzen were crowned Navarre Krewe of Jesters’ king and queen during the Twelfth Night Coronation held Jan. 5 at the Navarre Elks Lodge. Pete and Mary moved to Navarre in 2002 and joined the Krewe two years later in 2004. “It’s long overdue for them to be selected as king and queen,”said Wayne Hall, Krewe president.“If there’s something that needs to be done and they’re in town, they have no problem stepping up and doing it.” The Peterzens joined the Krewe because they liked the fact that the Krewe is involved in bettering the community.“(The) great enjoyment is meeting Navarre people, promoting Navarre outside Navarre,”said Pete.“It’s like a family and I like the fact that they provide scholarships to the high school students.” A self-described litter nut, Pete likes that the Krewe has adopted the Navarre Beach Road. “The Krewe goes out and picks up litter on the parade route four times a year,”he said. Pete and Mary also like to keep the beach clean because they love the water. A love of water was part of the reason they moved

We did not want to be washed away by hurricanes, but we can be on the beach for a sunset in 15 minutes.” They also wanted a community that had covenants, and they liked that HBTS is located between Pensacola and Fort Walton. “We like the amenities in HBTS and liked the house by the golf course

A Nodak by birth, someone born in North Dakota, Pete said in jest that he was 23 years old before he realized there were places he could like where he didn’t have to shovel snow. Although said in jest, it wasn’t until they moved to Guam until they lived someplace where they didn’t have to worry about snow. It was a blind date and I had no idea who I was going with,”Mary said. In those days, Pete went by his given name Robert but he changed it to Pete, a family tradition, when there were six Bobs graduating in a class of 1965. Although that first date wasn’t a big success, Pete
invited Mary on a second date. Having learned she liked the theater, they went to a theater dinner and discovered they both liked musical theater and camping. “And she owned a tent,” said Pete with a laugh. They married six months later on Dec. 27, 1974 and began a life of travel and adventure when Pete joined the Air Force as a dental officer. It was after Pete’s retirement that they made the move to Navarre. It didn’t take long for the Pete and Mary to get involved in HBTS and their adopted community. Pete, who now serves as the HBTS board of directors’ president, also served on the covenants review committee, the storm water committee and the longrange planning committee. “I would like to see HBTS continue to improve and have more people take pride (in their homes) and have a sense of ownership,”said Pete. Mary on the other hand, became involved with the Panhandle Butterfly House. A master gardener since 2003, she’s been on the Butterfly House board and served as its president, and she’s in charge of the tours when it is open. “We balance serious projects with fun ones,”said Mary. Pete and Mary will be the main feature at the Mardi Gras Parade on Feb. 2 on Navarre Beach.

Calling all game enthusiasts By Yvonne C. Harper HBTSnews.com Hold, flop, turn, the river, bet, bluff… if these terms are familiar to you, then Great Games held every third Saturday of the month in the Holley by the Sea café room is the place for you. Great Games is an opportunity for HBTS members to get together for a hand of canasta, bridge, poker or other games such as board games. What is played is determined only by the fancy of those present. “We welcome new players for different games,” said Pat Oberholtzer, Great Games organizer. Oberholtzer enjoys a good round of bridge and she ensures there are enough players available to play bridge. All other games are left up to the individuals playing their respective game. “I leave the poker players to themselves,” said Oberholtzer. She explained that during the last games night, a couple came that wanted to play canasta, but there weren’t enough people for that particular game. That’s where neighbors connecting with neighbors come in. “If they (members) have friends that want to play spades or any game, they can get together and come,”said Oberholtzer. Great Games night is more than just playing games though, it’s an opportunity for members to get to know each other and socialize. “We get together in the café room and everybody brings a dish… it can be cheese and crackers, deviled eggs, brownies, a hot dish… we get an assortment of (food),” said Oberholtzer. “It just depends on what people bring.” Members that are interested in attending great games night should contact Oberholtzer at 850939-7378 or patober20878@yahoo.com so she can plan accordingly. “It would be best to know in advance if new people are coming,”she said. Great Games meets at 5:30 p.m. on the third Saturday of each month in the HBTS recreation center café room.

HBTSNEWS 7 YARD OF THE MONTH
February 2013
Serene landscaping allows quiet reflection
Photos by Yvonne C. Harper
The Yard of the Month located on Rexford Street is ideally located for home owner Sherry Russo.
By Yvonne C. Harper HBTSnews.com
I came back three times and looked and decided I wanted to live in HBTS because we have a club house and golf course… that’s how I landed in HBTS,”said Russo. Being surrounded by water was the allure for Russo. She described Atlanta as dry and she wanted to be near the water.
Sherry Russo came, she saw, she bought, and has made herself a home in Holley by the Sea. Russo, then living in Atlanta, Ga., vacationed in Pensacola Beach about eight years ago and stayed after she found a home. “When I came down to Pensacola Beach, I decided I loved it,”said Russo.“I was tired of living in Atlanta. I went to Hilton Head (S.C.) and different places and (then) I came here. This little voice said ‘move here.’” Russo drove through the Gulf Islands National Seashore on the beach and stopped by Juana’s Pagodas. “I got a Realtor and had him Sherry Russo enjoys the solitude of her show me around. home on Rexford Street.
“Atlanta was so dry. In Michigan I lived on the lake and in NewYork I lived on the Hudson River. I thought I was going to go out of my mind (in Atlanta)… here there’s water everywhere,”said Russo. Her home at 7408 Rexford Street was built in January 2006 and all she had to work with was a few bushes and a yard. At her request, the builder put in a circular drive and at the time, the road was dirt. After the road was paved, she ended up with a“lake”in her front yard, so a few years ago she had drainage installed that allows the water to flow out of the yard through a small drainage hole. About three months ago, she installed a small parking pad around the mail box to alleviate the mail truck creating ruts. Without any formal landscaping experience, she set out on creating a yard that flowed and has color. “I used to grow my own garden in Michigan, but not landscaping,”explained Russo. But with an eye for color, she planted a Texas Sage that she’s been molding and shap-
David Pinney and Sherry Russo enjoy many quiet evenings on the patio they built. ing into a tree.“The purple flowers come out and they stay until October. They’re beautiful.” She put in plants that attract butterflies and humming birds. “I don’t know the exact name, but it attracts butterflies and humming birds.” She laid Alabama red rock instead of red lava and carried the border around the house to the side where she planted lemon grass. In the back yard, her patio extends to a border that is filled with perennials. She planted a Laura Pindlim,“little bushes with pink flowers but in the shape of a tree,”fire crackers, fire trees and hydrangeas among others.
The slate and tile work was done by Russo and her boyfriend, David Pinney. “David built the patio and the panels are UV so (there’s) no sun damage,”said Russo. The wood work was done by Pinney. Russo planted a few live oaks, a weeping willow and a wisteria bush in the back yard. “In the summer time it grows and blooms and the deer love them,” said Russo. A bird feeder attracts a variety of birds, with a cardinal enjoying the seed at that particular moment, and seed placed at the bottom of the feeder brings the deer. Being surrounded by wooded lots means she often
sees a mother deer with her two young fawns in addition to the many birds.“But no bears, and I don’t want any,” said Russo with a chuckle. She plans to add St. Augustine grass to the few bear spots that border the flower bed.“Everything dies because of the shade (of the patio) so I’ll put in St. Augustine. It’s a work in a progress.” While it may be a work in progress for Russo, Larry Kingrey (December Yard of the Month) selected her home as yard of the month because he liked it. “I just liked the curb appeal of it. It’s nice,”said Kingrey.

Another bench was repaired down by the playground. The grinder pump for the recreation center was rebuilt and we will be replacing the benches and the flooring in the sauna this month. We are adding a barbecue grill outside of the beach house and added stone to the memorial garden by the beach house as well. Finally, we replaced a broken table saw in the maintenance building. Our end of month financials for HBTS as follows: ■ Cash Account Balances, Dec. 31, 2012 ■ Operating Account $2,389,049.19 ■ Reserve Account $374,031.48 ■ Improvement and Expansion $137,316.24 ■ $ 69,983.00 uncollected for 2012 assessments; 96 percent of assessments collected compared to 94 percent last year. Projected operating expenses were 15 percent under budget as of Dec. 31, 2012. We will be having our annual audit this month, and will have the final figures by February for you. If you have not paid your 2013 assessment payment there is now a late fee and interest due. Please contact the accounting office at 850-939-1693 x4 to obtain your balance due. As always, I am in my office Monday to Friday from 8 a.m.-4 p.m. Please stop in any time if you have any questions or concerns.
