Two arrested for Holley by the Sea car burglaries By Shelby Smithey Navarre Press Two arrests were made involving a series of car burglaries that occurred in the Gifford Holley by the Sea area. According to a Santa Rosa County

Sheriff’s Office report, officers spotted Nathan Gifford, 20, and his accomplice Michaela Read, 22, at 4 a.m. Monday in a white vehiRead cle at the Tom Thumb located at Highway 98 and Coral Street, after receiving

reports of a suspicious individual breaking into cars. An officer stopped the vehicle for speeding, and Gifford and Read, who both live in HBTS, admitted to the burglaries after being questioned. A Gerber folding knife and an iPod Shuffle were found in the vehicle and were identified by the victim whose

vehicle was burglarized that morning. Many other items were recovered from the vehicle as well. The victim also identified Gifford as the male he had seen breaking into the vehicle. “After the arrests were made, detectives were able to go inside of the suspect’s house and were Burglaries continued on page 4

The Continental Group forges forward By Sandi Kemp HBTS News The Continental Group (TCG) has come under fire from a few board members and members of Holley by the Sea at recent board meetings because of a difference between what TCG said would be done within 120 days of their contract and what they have actual-

ly been able to deliver. A little over a year ago, TCG made a presentation to the board of directors and members of HBTS selling its management services. Specifically, that if they were chosen to manage the HBTS Improvement Association they could offer best practices in association management, improvements to communication, streamlined

processes, employee and resident training and increased property values to HBTS. The contract was signed by HBTS on Oct. 18, 2012, with an effective date of November 1, 2012, at a cost of $3,917 a month, or approximately $9.91 per lot. According to TCG at the meeting in June 2012, HBTS residents would be getting a lot for their money.

Communication A new website would be developed that would be the hub of communications for the association and would have a “My Account”tab where residents could look up their information. The Association would have 24 hour/7 days a week call center that could handle most of the calls immediately. Emergency calls would be transferred to the

general manager. There also would be a community-wide calendar of events and a“meet board”to define needs, develop suggested programs and budgets, implement activities and analyze results. When you come to the recreation facility, you need to bring your barcode so that the check in line goes faster. If you don’t have it with you, you could be asked to buy another one for $3. However you would need proper identification with you to get another bar code. You run the risk of being turned away if you do not have your barcode identification with you bottom line.

Holley by the Sea residents are reminded that voting proxies must be mailed back on or before July 10. If you miss the cut-off date, you can bring it to the Annual Members Meeting, which is at 1:30 p.m. on July 20. If you have not received a proxy, please contact the office of James Hayden, CPA at 850-478-1882.

State certifications would be included and more than 2,000 classes would be available to choose from through webbased training. Financial/Accounting TCG offers detailed monthly financial reports, training on proprietary system and computer and software updated if needed.TCG will prepare annual budgets and reserves and electronic scanning of invoices. TCG has a proven collection process to keep accounts receivable low. If selected, the following would be done in the first 120 days. ■ Establish asset manuals ■ Create preventative maintenance manuals ■ Create emergency manuals ■ Establish accounting system and analyze financials ■ Identify areas for cost savings create inventory control systems ■ Create a work order system ■ Setup a contract book and vendor review system. One of the biggest hurdles that TCG has had to contend with is that they were not aware that HBTS did not have physical addresses of members in the database. HBTS has been going by a lot and block system and had never had a field, nor kept up with what address the lot and block is associated with. TCG didn’t realize that vital information would not be in the HBTS database.And, the automated services they planned on offering to HBTS members are dependent on association record completeness and accuracy. Board President Pete

Peterzen, whose signature is on the contract with TCG, feels that the lack of good records is a valid reason for some of the delayed services.“To correct this lack of records - TCG assigned one of their staff at their district office full-time for over twomonths (at no additional expense to HBTS) to build a database that aligns lot/block parcel number with physical address by researching county record,”said Peterzen in an email answering questions about TCG. At the June HBTS Board meeting,TCG Regional Director Don Alley said that most of the promised services will be implemented incrementally after the database is complete. The database was complete on June 19. To answer the complaints from a few residents at the board meetings and also inquiries from board members,The Continental Group issued the following letter to the board of directors on June 10. June 10, 2013 To: Holley by the Sea Board of Directors Re: Current Status of The Continental Group and Holley by the Sea Integration During the interview with Continental and the eventual signing of the contract, presentations were made stipulating things we can do to make you better. Certainly you as the customer would expect these items to be done and rightfully so. Here is our synopsis of the items that we were to accomplish: Establish Asset Manuals, Create Preventative Maintenance Manuals, and Create Emergency Manuals These are yet to be complet-

ed, we need more time and more input from current staff. Set Up Continental Connect, Establish Accounting System & Analyze Financials, Create a Work Order System, Identify Architectural Violations These are contingent upon ALL data being loaded to our proprietary software system – Connect. We were not aware that none of the 4,717 street addresses were in your database. That has required a manual input process that should be completed by June 20th. Once that is done, we can bring Connect up and with it you will immediately get the Work Order system, the Architectural (and other)Violations system, online invoicing/payment, and many other features. Identify Areas for Cost Savings We have brought in vendors to review your areas of concern and they have provided bids ( for example, wi-fi and gazebo). By using Continental’s IT department, we were able to scrub your computers and avoid the need to purchase new machines. We also provided a laptop to the GM at our expense. Create Inventory Control Systems We will have to get virtually all supplies under the umbrella of our vendor – AmSan – in order to get this done. So far, that has not appeared to be a practical approach or solution. Set up a Contract Book & Vendor Review System The Contract Book is a standard practice for us and we expect the GM to complete that by the end of June. TheVendor Review System is another feature of Connect and our network of managers. There is a Vendor Certification program in Connect called CERBUS and it provides vendor capabilities, insurance data, and ratings. In addition, the HBTS GM (Jennie) already has the capability

Prepare a Bid Analysis System There is no formal system or software for this, we use Excel and/or Word to provide the Board of Directors with an “apples to apples”comparison of the various bids for as given product, service, or project. That allows them to make a decision that is fair, just and sound. This capability and these templates are currently available. Complete an Annual Calendar We missed this one but it is quick and easy and we will get it done. This is simply a calendar of Board meeting dates, Annual Meeting Date and key milestones to prepare for that meeting, insurance renewals, other key contract expiration and renewal dates. Recruit, Hire, Train and Manage All Personnel We are currently doing this. We have provided training, we do provide oversight, we have disciplined, we have coached, we have evaluated, and we have terminated . We will go further in the evaluation of each position. Our goal is to be able to confidently tell the Board what value each and every employee brings to HBTS and for the Board and Continental to then make staffing decisions based upon the value and contributions of each position. What else have we done? • Collected over $100,000+ in past dues without legal action, by providing the Association a plan of action. • Provided continuous lateral support for staff on any questions and best practices. • Manager has received training in HR • We will provide Customer Service Training on June 20 for all staff. • Introduced new legal teams providing the Board access to pertinent information regarding HOA law and best practices. • Don Alley has attended all Board meetings to assist the Manager and the Board. Our biggest hurdle has been tackling a project that has never been attempted at Holley loading information on 4,717 homes/lots that had incorrect or in most cases, no data. Once that is completed, we can integrate the accounting software which will give the Board and Staff real time access to accounting information (receivable, payable and banking). Once in place the Manager and Superintendent can utilize our work order system complete with a myriad of reports for work orders issued, completed, and/or in progress, by category, by author, or by assignee. Once in place the ARC Coordinator can go onsite to shoot a picture and define a home in the system either for violation or status and then log it for follow-up. To fully utilize our software, staff will have to buy in and be trained and we will do that. Goals: • Reduce your overhead and reduce operating costs • Provide better service to your owners • Obtain better pricing and service from your vendors • Establish better banking services and relationships (easier access, more secure investments, and a better return on

your investment). • Create a more sustainable culture, through better communication, better leadership and better customer service. All of this is realistic and can be accomplished by proper training, having the right people in the right place, and utilization of our technology. Peterzen also relied on his military background to use the analogy that“HBTS is a very big ship - it takes more time and effort (engine power) to alter the course and speed than with smaller ships. Peterzen also feels that it was good“customer service” for TCG to issue the 120-day letter with an update on the status of their work at HBTS and hopes that future boards will listen to professional advice and recommendations and get the free board training that is offered so that they can lead the association to the betterment of all. Between $3,500 and $4,000 worth of stolen items were discovered from Gifford’s home and vehicle including watches, knives, jewelry, cuff links, VFW items, rare coins, a Kindle tablet and an inscribed class ring. A total of $1,000 in cash was also recovered. This is not Read’s first arrest for theft. Last September she was arrested for attempting to steal sunglasses and a pair of earrings from Bealls Outlet in Gulf Breeze. In December 2011, she was also issued a notice to appear in court for possession of marijuana. An officer found marijuana in her vehicle after she consented to a search. Gifford has not previously been arrested. Deputy Aloy said that he estimates that about 10 to

15 vehicle burglaries took place, and that 10 of them took place just this past week. Aloy also estimated that two or more home burglaries occurred as well. All vehicles burglarized were unlocked. A pill bottle filled with marijuana and a pipe were also recovered.“Of course the marijuana is not going back to the owners,”Aloy said. “Most of the time, it is juveniles doing this,”he said. “They don’t realize that each time they break into a car and take something, it is a felony.” To prevent theft, Aloy urged Navarre citizens to lock their car doors at all times, and to register their cell phones and home addresses with Santa Rosa County to receive Reverse 911 updates. “People need to register their cell phones so they can receive updates from us,”he said.This can also be helpful during hurricane season, too.” Many items recovered

It’s officially summertime, and that means members might want to bring guests with them to the recreational facility. Below are the rules that will help make your outing fun and without incident: ■ Property owners are allotted 30 guest visits per calendar year. A guest will be logged into the computer by first and last name and member account number. ■ Deeded homeowners or renters (who have a current transfer of usage on file) must first come to the recreation center to sign for initial guest card. ■ A Guest Card must be presented for all guests unaccompanied by a member. ■ The property owner is responsible for the actions and behavior of their guest. ■ An adult must accompany and remain with guests under 16 years of age. ■ All guests over the age of five will count as a guest. Each person counts as one guest per daily visit. ■ The General Manager, Assistant General Manager or the receptionists have the authority to ask a property owner, guests - or both - to leave if they abuse the privilege of guest usage. ■ Fee to replace a lost Guest Pass Card is $10.

Residents left in the dark by streetlight outages no longer need to pick up a phone to have the faulty light repaired. Gulf Power’s website has an option for residents to report problems with streetlights with the click of a mouse. Gulf Power’s“Lights Out” page on their website, www.gulfpower.com, features an area map that allows residents to either type in their street address or search by zooming in and out to find locations of streetlights serviced by the electric company. Streetlight locations appear as green dots on the map, and residents can click on any green dot and report a problem. If there is a known issue with a streetlight, it will show up as a red dot. “With our streetlight outage reporting page, we have something that is truly interactive,” said Steve Esser of Gulf Power’s Corporate Communications Department.“It’s as simple as typing in your address and then

clicking on the dot that represents the streetlight with an issue. You can report a light that is out, a light that is on all day or anything that needs to be corrected with that light.” Esser said that the online claim goes straight to the lighting crews, taking less time and paperwork in getting directly to the department that will address the situation. The Lights Out program was first rolled out about two years ago, and is a part of Gulf Power’s efforts to keep

in line with the ways of modern life. “It seems that everyone is doing business online these days, and we saw this as a great way to make our services more available to the online community,”said Esser.“Last year, we had about 2,000 streetlight outages reported through the website program — which accounts for about ten percent of all streetlight outages.” While the ten percent doesn’t sound like much, Esser said the number of

outages reported online is trending upward since the program debuted. The Lights Out program is just one of many online efforts for Gulf Power. Esser stated that the company is also ramping up its social media presence on Facebook and Twitter for more direct updates to customers. In addition, customers can currently track their energy usage and set limits by accessing the account area of Gulf Power’s website. Gulf Power also recently rolled out a mobile version of its website, and it is currently working on an online outage page that will feature a map showing real-time power outages by address and/or area. Esser said that these plans and programs are just part of a good business sense and keeping up with trends. According to Esser, Gulf Power’s parent company, Southern Company, recently performed an in-house study that revealed 80 percent of the population has a computer with online access.

Brooke stated that under rental rules, they could have 4 users. “This seems like a logical stretch,”said Brooke. It’s my personal opinion that the rental rule was for full time residents, not guests,” said Peterzen. Motion did not pass. Jean Tashlick then made the motion that the son can use the facilities for one year and use guest passes for the children. Motion passed unanimously.

Holley by the Sea summer camper, Charles, turned into a hero when he helped save a young boy in the pool who was having trouble swimming. Charles was near the boy when he got into water that was a little deeper than he realized, and before the lifeguards even got into the water, Charles reached out and pulled the child to safety. The Perreault’s perfect haven

The Perreault family’s Frankfort St. home features a front yard spotlighted trees, while the backyard swimming pool is accented with a stone courtyard and lantern-style lighting. By Sandi Kemp HBTS News The Perreault family moved into Holley by the Sea in 2009, but Randy knew he wanted his family to live here long before then. Randy fell in love with the area when he flew over our beaches in 1994 on a trip to Eglin Air Force Base.“I knew I wanted to live here, and I found a way to get stationed at Hurlburt from 1996-2005,” he explained. The Perreaults moved away following a change in duty station, but vowed to come back. They made good on their word when they returned to stay in 2009, buying a home in Holley by the Sea. Now, twenty years after Randy first took notice of the area, the Perreault’s corner

lot on Frankfort Street in Holley by the Sea has been selected as theYard of the Month. Randy takes a lot of pride in the yard and works on it every chance he gets. Their front yard includes spiral junipers, Lilly of the Nile, Hawthorn and Gardenia bushes as well as Lantana. Just last month they put in a new swimming pool and landscaping in their back yard that included mandevillas, a lime and lemon tree, Queen Palms and a pigmy date palm. Blue Haven Pools installed the pool and deck. Randy andVicky share their Frankfort Street home with their three sons — as well as the family dog and cat. Randy is retired from the Air Force, and both he and Vicky are originally from Westfield, Mass. Their sons have been

involved in NYSA over the years, and now their youngest son keeps them busy with baseball, soccer, and basketball. Vicky loves the beaches and enjoys relaxing on the beach every Friday morning and enjoying the fresh salty air

and the sound of the waves hitting the shoreline.The family also enjoys attending Thursdays in the Park concert series, and when the boys were younger they participated in the Easter Egg Hunt at the Holley by the Sea Recreational Facility.

Residents have joined in with the county on a cost-sharing program to install pipes for roadway ditches with drainage problems. The county pays for the equipment, labor and the fill dirt, and the residents pay for the materials. The ditches have to qualify by staying wet 48 hours after a rain event. Hello HBTS members, The Annual Members meeting will be held at1:30 p.m. on July 20 in the Recreation Center Café. By now you should have received Barrett your proxy ballot for the BOD elections. Please note it must be mailed back on or before July 10. If you miss the cut-off date, you may bring it to the Annual Members Meeting. If you have not received a proxy, please contact the office of James Hayden, CPA at (850) 478-1882. We had some questions about how the proxies are verified when there is only one person listed on the label. When a proxy is received by the CPA’s office and the signature name is different from the name on the label, the CPA checks county records to verify the person who has signed the proxy is listed on the Warranty deed filed with the county. So if the label has the husband’s name, but the wife signs the proxy, it is valid as long as she is also listed on the deed. All properties not owned by individuals must include the voting certificate. That includes not only businesses, but trusts as well and living wills as well. For eligibility of voters the CPA uses the Consolidation of Declaration of protective property rights and restrictions of Holley by the Sea. If you have any further questions about the proxy ballots and elections, feel free to call or email me at any time. To date we have just $80,824 in 2013 assessments outstanding. That means 95% of assessments for the year have been collected compared to 92% this time last year. Our current account balances are $2,367,851 in operating funds, $543,791 in repair and replacement and $227,325 in improvement and expansion. During the month of May, the architectural department handled 61 new violations and resolved 170 outstanding ones. We had 10 new home starts and finals on seven more. Also, 36 home improvement applications were submitted and 28 were completed and finalized. During the month of May, we completed the resurfacing of the tennis courts and are currently ordering signs with the tennis rules on them. The rusted soffits on the breezeway building have been replaced. The pavilion at the 399 boat ramp has been rebuilt and we are installing a sign to indicate where the boat ramp ends in the water. We have purchased a storage shed for the beach house and will be ordering some additional tables and chairs for the beach house. The audit has been completed and is available on the website, at the recreation center or by mail by calling the front desk and requesting a copy. HBTS held its first annual club championships on June 1 and 2. In the women’s“A� division, Carrie Clancy outlasted Justine Sharrett in a three-hour epic battle 6-4, 5-7, 6-4. Valerie Bonar defeated Marsha Shealy in the“B�division then teamed up with her mother Jessica to win the ladies doubles, defeating Amy Hackman and Marsha Shealy in a three-set battle 6-4,3-6,6-3. In the mens’ “A�division, Henry Bonar and Rich Litterest defeated Buddy Gonzalez and Glenn Lattanze 6-2, 6-1. With his consistent play, Litterest allowed Bonar to relax and dominate with his aggressive net play. Congratulations to all the players. Flight five ladies team, led by Jan Frink are the 2013 division champions and are moving up to flight four next season . Flight eight and flight two finished in second place after a hard fought season. Congratulations to all of the ladies. All of the summer programs are in full swing. HBTS Fishing Club 3rd Annual Shrimp Boil 20 July 2013 • 3:30 PM – 9 PM Pavilion #1 on the Santa Rosa Sound located south of the HBTS Recreation Center This event is for members of the HBTS Community and their guest.
