Heavy rains turn Holley by the Sea into Holley IN the Sea

The month of July has been a soggy one for Navarre, and Holley by the Sea homes and streets have paid the price. The area received more than six inches of rain — most of which fell within the span of a few hours — last Monday. Entrances into HBTS at Sunrise Drive and Coral Street became lakes, and yards throughout the neighborhood took on knee-high water in low areas as drains and culverts couldn’t shuttle away the water fast enough. Some homes even had several inches of water inside. Lauren Goolsby was at work in Destin last Monday when she received a call about the flooding at her home on Aurora Street. “I got a call from my neighbor that night saying my house was flooding pretty badly and that I needed to get home,”Goolsby said. Goolsby returned home to discover knee-deep high water in her front yard and over three inches inside of her home and garage. The Holley-Navarre Fire District was called out, and isolated the utilities and helped the occupants secure their things and get out.

want to have an open-door policy.” Other areas that Ramsey and Walter want to work on are better communications, accountability and transparency.“We also need an easier-to-use website,”Walter said. Other priorities include looking over current policies and rules and making sure they have been approved by the board.“And, we will look at rescinding some if they don’t make sense,”said Ramsey. Other issues they plan on tackling are the nonmembers that are using the facility, a 3-5-10-year plan, and the liberal use of guest passes. Ramsey and Walter were both amazed that no one has told them “what’s next”now that they are board members.“I thought there would be a continuity book, or a policy and Board continued on page 4

Rain Continued from page 1 a culvert near her home on the corner of Aurora Street and Palmetto Lane and the recent construction of homes built on higher ground are likely causing the flooding to her home. “I put a board on the culvert on July 5 with permission from Santa Rosa County officials when it flooded previously,”Pilgrim said.“If this board wasn’t there, there would be a good two feet of water flowing in the house this time.” Goolsby has reached out to county officials and will be staying elsewhere in the meantime. She said that she just got flood insurance, but that it is in a 30-day waiting period. Stories such as Goolsby’s were common throughout HBTS as the Navarre region was again hit by severe storms that produced flash flooding, and even spun a water spout that came ashore. According to National Weather Service meteorologist Brian Daley, South Santa Rosa received more than six inches of rain in the 24hour period ending at 7 a.m. last Tuesday morning. And, while the area did receive offand-on rain throughout the morning and early afternoon, most of that rain fell in a twoto-three hour period beginning at around 5 p.m. “Most of the Panhandle got hit pretty hard with rain, but the Navarre and surrounding areas seem to have been hit the hardest,” said Daley. The heaviest rain totals were concentrated in the coastal areas stretching along the sound between Woodlawn Beach, through Navarre and to just west of Mary Esther. “The heaviest rain seemed to be within a half-mile of the shoreline of the sound,” Daley said. The National Weather Service confirmed that there

was a severe thunderstorm that produced a water spout at about 5:20 p.m. last Monday in the area where Soundside Drive and Oak Drive intersect, just southwest of the Gulf Breeze Zoo. Emergency Management officials reported downed trees and other damage, but no structural damage. Holley-Navarre Fire District Chief Ron Norton said last Tuesday morning that firefighters were called out to two fire alarms and a shed onValley Way that caught fire after being hit by lightning Monday evening. The Santa Rosa Sheriff’s Office was inundated with calls about flooded streets and dangerous situations. So many calls of flooding came in that the department reportedly ran out of barricades to block off impassable streets and throughways. “That’s not uncommon when we have these types of flash floods that happen so quickly,”said SRSO Public Information Officer Rich Aloy. “We only have so many of those things, then we typically call in the (roads/public works) department. It was a busy evening.” Last Monday’s epic rain event was an encore to a major flooding event on July 5, when more than four inches of rain fell in a very short time and flooded streets and blocked entrances into HBTS. Prior to last Monday’s floods, that July 5 rain event was the highest 24hour rain total of the year. During the July 5 rain event, Navarre — and again HBTS in particular — was hit hard, recording more than seven inches of rain in a five-day period which turned the two ponds at the HBTS entrance at Sunrise Drive into one continuous body of water. The ducks might have enjoyed it, but motorists were forced to find alternate routes until the following day. Tom Kirkham

Retired Ohio native Tom Kirkham is using his extensive background in crime prevention to help make his new neighborhood in Holley by the Sea a safer place. “We moved here from Troy, Ohio, in March of this year,”Kirkham said.“We came down here for a couple of winters and then decided to go ahead and sell my house in Troy and move down here. We like the area. Navarre is what I would call a very nice ‘mom and pop’ town.” Kirkham, a Vietnam veteran who served in the Air Force for 34 years and in civil service for 33 years, moved here with his fiancée Louise Millhouse after building their home on a lot on Indigo Drive. “Before we built the house here and bought the property, we talked to the neighbors and thought we would really enjoy living here,” Millhouse said.“Tom and I have been together for 10 years.” While still in Ohio, Kirkham said that he joined the Troy Police Auxiliary about 20 years ago as a volunteer officer. “I’ve always loved police work and spent a total of 23 years in law enforcement as an auxiliary officer,”Kirkham said.“In that time frame I’ve been involved in quite a bit of crime prevention and neighborhood watch programs.” Kirkham worked as an air reserve technician for 18 years. He also has worked as a chief investigator and a crime prevention officer. In 2002, Kirkham helped organize Troy’s National Night Out, which is an event that helps to heighten crime and drug prevention awareness and strengthen neighborhood support. He served as co-chairman for the event, which is now in its eleventh year. “I spent the first few years putting it together,” Kirkham said.“Police, fire and mental health representatives all attend. I am still helping to coordinate it from Navarre.” Kirkham also has served as a Troy city councilman, and compared the Holley by the Sea area to his former Ohio town. “Holley by the Sea is large enough to be a small city,”Kirkham said. Hopes for a HBTS neighborhood watch With his experience in crime prevention, Kirkham is trying to organize a neighborhood watch in Holley by the Sea, and would be open to being a coordinator or consultant. “The thing about neighborhood watches is that they tend to fade out,”Kirkham said.

“In any city you have a 20 to 25 percent family turnover rate so you have to re-educate new members of the community.” Kirkham said that he has tried knocking on doors to get it started, but found that the commitment, rather than starting it, is usually the most difficult factor of any neighborhood watch. “I talked to Holley by the Sea and they had concerns,”Kirkham said.“The problem is several of them have made statements saying that they were against it because of the Zimmerman (case). I’ve been in this business and I’ve never seen that happen.” Jennifer Barrett, Holley by the Sea general manager, said that due to Trayvon Martin’s family suing the neighborhood association involved with the neighborhood watch of which George Zimmerman was a member, that Holley by the Sea does not want anything to do with a neighborhood watch of their own. “After that decision was made, now many neighborhood associations are staying away from neighborhood watches from fear of being sued,”Barrett said. Kirkham said that he was told that the Holley by the Sea community room can be used for free for future neighborhood watch meetings, but that it would be a gathering and not anything official. “You have to work with local law enforcement on these things,”Kirkham said.“The best way to protect your neighborhood is to go ahead and start knocking on doors and meet your neighbors.” Although he strives to educate others about crime prevention, Kirkham reiterates that no one is 100 percent safe. “A couple of my neighbors were victims of the recent car burglaries that happened,”he said.“I will admit that my own home was burglarized about 16 years ago.” Kirkham said that one of his daughter’s friends was responsible for it and that thousands of dollars worth of guns and jewelry were stolen from his home by someone that he knew personally. “Be aware of who your children are bringing home and who you are letting into your home,” he said. “You live and learn. Always be aware.” In addition, Kirkham said that alarms, good deadbolts and floodlights are all great for home security. “I used to do home security checks for people,”Kirkham said.“You can’t 100 percent prevent crime, but you can deter it.”
Burglary prevention: Tips to secure your home and car from a potential burglary By Shelby Smithey HBTSnews.com

Tom Kirkham says that residents should always lock doors when leaving — even when leaving for only a few minutes.
According to a 2012 report from the Florida Department of Law Enforcement, a burglary occurs every three minutes in Florida. In Santa Rosa County alone, 90 percent of vehicle burglaries occur to unlocked vehicles. That’s according to Santa Rosa County Sheriff’s Office Public Information Officer Rich Aloy, who also said that there is no sure way to prevent burglars from trying to break into your vehicle or home, but that it is possible to make it harder for them. A few simple steps can be taken to improve home security and to make vehicles more burglary-resistant. “Always lock your car,” Aloy said.“Criminals often watch parking lots and look for opportunities so be aware of your surroundings, and trust your instincts.” Aloy also said that“car hopping” is a growing crime in Santa Rosa County. Car hopping has become a recent trend in
which an individual will casually and discreetly check multiple cars to burglarize until finding one that is unlocked, which was the case in a series of home and car burglaries that occurred recently in the Holley by the Sea area. Retired Air Force veteran Tom Kirkham moved to the Holley by the Sea area in March from Ohio. He was a member of an auxiliary at a police department in Ohio and has been involved in crime prevention and neighborhood watch programs. He said that a couple of his neighbors were victims of the car burglaries for which Holley by the Sea residents Nathan Gifford and Michaela Read were arrested in June. “I went around and alerted the neighbors to keep everything locked after it happened,”Kirkham said.“The burglaries all happened to unlocked cars.” As for residential burglaries, Aloy said that criminals will target homes that have been empty for a few days, such as families being away on vacation.
“Criminals really do look for the pile of newspapers in the driveway, full mailbox or the flyer hanging on the front door for a week,”Aloy said.“They knock on your door first to see if someone is home. If someone does answer the door, they may try to sell that person something or ask for directions.”
Other useful tips from a recent release from the Florida Sheriffs Association include setting a timer to turn interior lights on at various intervals when not at home, giving the impression that someone is home. Another tip is to not hide the spare key underneath the door mat or flower pot, as it may be
easier for burglars to find. “Most residential vehicle burglaries occur very late at night,”Aloy said.“Is there really any reason as to why someone should be walking down your street at 3 a.m.?” Call the Sheriff’s Office District 2 office at 981-2250 if you see someone out that late at night, Aloy said.

l Lock your car! It is insulting in its simplicity but it works. l Do not keep your garage remote in your vehicle. It allows a thief access to your home. l Do not leave valuables in your vehicle. If it is valuable enough, it may entice a thief to break a window. l Motion sensor lights work. Criminals will often leave or run if a light comes on. l Roll up vehicle windows and take your car keys. Thieves know to look under mats, visors, gas caps and tires. l Criminals may canvass neighborhoods during the day looking for opportunities then return late at night. Be alert for suspicious individuals in your area. l Two things criminals DO NOT like…barking dogs and nosy neighbors. l Remove fishing and other sporting gear out of your vehicle or truck. This includes boats in driveways or dock.
l If you have to, keep valuables in your trunk. Do this before you park because you may be watched. l Criminals often watch parking lots and look for opportunities. l Take valuable with you. Remove GPS, cell phones and other electronics from the vehicle. This includes suction cup window mounts. Where there’s a suction cup mount, there’s a GPS or cell phone nearby. l Criminals know hiding spots in your car. They are not fooled by the purse under a towel trick. l Most broken vehicle windows occur away from the home. If it is in sight and valuable, it’s likely a good target for a criminal. l “Smash and Grabs” may occur at any time. Patterns with this type of crime are rare.

Walter has looked at how other boards of directors help their new board members. “They usually have a Board of Directors manual,”Walter said. The board voted to spend $7,500 for an initial rewrite of the covenants earlier this year and the first draft was accepted by the previous board.The covenant committee is led by board member Joseph Hart. “We really want members to get involved because we could use their help,”Ramsey said.“We need people to volunteer to help with the re-write of the covenants. When I was visiting people while running for the board, I met a few retired CPAs and financial people who said they would help with the budget, and we need their help as well.” Walter interjected that she didn’t think the board should have accepted the first draft from the attorneys.“They didn’t incorporate what we told them to include.They gave us a boilerplate and are asking us to do all of the work,” Walter said. Walter and Ramsey have
attended almost every board meeting for at least the past two years. Walter is the Architectural Control Committee Chair and Dan Ramsey has been on several committees and is a founding member of the HBTS Fishing Club. They are both retired and plan on spending a lot of time at Holley by the Sea.“While we don’t want to dwell on the past, we want to learn from it and move forward,”Ramsey said. “There seems to be a lot of disorganization and inefficiencies, and there are a lot of things that need to be updated,” Walter lamented. Walter wants to see a fire suppression system in the recreational facility and Ramsey wants to make sure that the building is protected from storms with storm shutters. “Both of these would lower our insurance premiums,”Ramsey said. Ramsey and Walter also want to meet with realtors and
builders to make sure they educate their buyers and renters before they move into Holley by the Sea. Ramsey and Walter said they are hearing from a lot of new residents that say they didn’t realize that they live in a homeowners association that has covenants and restrictions. Ramsey and Walter disagree on the dues. Walter feels that the dues might go up because the board has a commitment to make sure the facilities can accommodate the members. Ramsey feels that the money the association already has needs to be spent more efficiently and that there should be enough to do what needs to be done. “We have a budget meeting coming up and we will see what the committee comes up with,”Ramsey said. Walter and Ramsey are both going into this with their eyes wide open and mentioned that the work that needs to be done
New HBTS board members, officers announced By Chris Chatelain HBTSnews Despite an issue with proxies at the post office, two new members were elected onto the Holley by the Sea Board of Directors at the annual meeting on July 20 at the Recreation Center. New members voted onto the board were Beth Walter and Dan Ramsey. There were some proxies that were not received within the required 10 days of the annual meeting because of a scanning and sorting issue at the post office. However, outgoing Internal Vice President Brooke Goldberg confirmed that the invalidated votes were indeed certified by the CPA and were counted.The election results would not have been affected either way, as it was pointed out that 117 votes separated the second and third place vote-getters. Walter had the most votes of all candidates, with 525 votes, while Ramsey received 390 votes.The next closest vote total was Ed Dowgwillo with 273. Dale Williams received 163 votes, while there was one candidate who received two votes and 11 candidates who each drew one vote. Walter and Ramsey replace outgoing President Robert “Pete”Peterzen and outgoing InternalVice President Brooke Goldberg. New officers on the HBTS Board of Directors were voted as follows: President - Patrick Traynor, InternalVice President - Joseph Hart, External Vice President - Dan Ramsey, Secretary - Beth Walter and Treasurer - Jean Tashlik. Before yielding his seat, Peterzen reported that the operating fund is on budget, but that there won’t be much carryover to the 2014 budget. Thus, the budget might need to rise again. Treasurer Tashlik reported that the board had collected 95 percent of 2013 assessments The next HBTS Board of Directors meeting will be at 6 p.m. on August 13.

Walter also mentioned that could change if the board decided she couldn’t do both. When asked why they would do all of the work that was outlined in the conversation for free, Ramsey, known for his forthrightness and occasional expletives, immediately said,“It’s because we give a ____. It is the only way it is going to get done. “If you aren’t part of the solution, you are part of the problem is the motto I always go by,”said Walter.
Bear hit, killed near Holley by the Sea west entrance By Chris Chatelain HBTSnews A black bear was killed on Highway 98 in Navarre last Wednesday when a vehicle reportedly hit the bear near the Sunrise Drive entrance to Holley by the Sea. According to Stan Kirkland of the Florida Fish and Wildlife Conservation Commission, the bear appears to have been hit sometime during the early morning hours. Black bears are nocturnal animals, and their dark color makes them easily overlooked in the dark or in poorly lit environments, and so this is not all that unusual, according to the FWC, which indicated this happens several times a year. The location along Hwy 98 simply attracted more attention, said Kirkland.
According to FWC Officer Howard Jones, who was on the scene last Wednesday, the bear appeared to be about 2 years old. “We’ve seen an explosion of the black bear
population throughout the area in recent years,” said Jones.“And people are an easy source of food. Bears aren’t really afraid of us anymore, they have adapted.” Jones said that the bears
have become accustomed to civilization, and raid trash cans, bird feeders and other sources in our yards rather than look for food in the wilderness. Kirkland and Jones said
that the advice they give residents in areas where bears have been sighted is to leave the bears alone and bring in all bird feeders, pet feeders and any other source of food at night. Residents are also advised to, if possible, keep trash cans and garbage in a shed or closed garage. People can encourage their neighbors, community or local government to use bear-resistant trash containers or dumpsters. HBTS Fishing Club President Billy Neal introduces three representatives from the Special Operations Warrior Foundation to members and guests at the HBTS Fishing Club’s 3rd Annual Shrimp Boil on July 20. Proceeds from the fishing club’s fund raising events are donated each year to support three organizations/events — Special Operations Warrior Foundation, Emerald Coast Chapter of Heroes on the Water and the Navarre Pier (Take a Kid Fishing Event). Norrad, BOD Member of Special Operations Warrior Foundation; Madison Chapman, daughter of Tech Sgt. Chapman was posthumously awarded the Air Force Cross, which is the highest Air Force award for extraordinary heroism and just below the Medal of Honor.
Dorothy “Dottie” Elaine Steinert Dorothy Elaine (Angione) Steinert, 76, of Navarre, Florida, and formerly of Norwalk and Trumbull, Conn., died peacefully at her home after a long illness. She was the wife of the late Uri (Lee) Steinert of 30 years and the daughter of the late Howard and Ethel Mitchell. Dottie, as she was known to her friends, spent much of her career as an interior designer with Ethan Allen in Norwalk, Conn. When Dottie and her husband retired to Navarre 13 years ago, they immediately became active in their new community of Holley by the Sea. Dottie enjoyed writing, gardening, cooking, and the beach while spending time with their many friends. She was a member of The Emerald Coast Women’s Club and the HBTS International Cooking Club. Dottie leaves behind three sons (and their spouses), Val Angione (Mela), Chris Angione (Janet) and Brett Angione (Lisa); and five grandchildren, Nicolas, Andrew, Eric, Billy and Dillon. Dottie had two stepchildren, Lee’s sons, David and Barry Steinert. She was also predeceased by granddaughter Stephanie Angione. A memorial service is being planned for August 6 in Navarre. Home is where the yardwork is
By Shelby Smithey HBTSnews For retired Air Force veteran Mike Carroll and his wife Stacey, gardening and landscaping have been more than just a hobby – it’s been an integral part of making wherever the Air Force took their family a home. “Everywhere we have lived, gardening has always made our house more like a home,” Stacey said.“I’ve always liked the saying ‘Home is where the Air Force sends you.” Mike, 44, and Stacey, 41, have lived at their home on 7591 Rexford Street since 2009. They have been married for 23 years and have two children, Zach, 21, and Haley, 14. They lived in North Carolina for seven years and in England for three years before settling in Navarre. They began landscaping and installing flower beds when they moved into their home, and just had a new pool built in the backyard two months ago. The Carroll’s front and back yards feature a variety of different plants and palms giving their yard a fun and colorful vibe. Stacey also does homemade crafts that add detail to her yard. She made the front door wreath out of sandals, and a unique homemade sign post sits in the garden by the pool as well.

Stacey Carroll and her daughter, Haley, enjoy the view of the Yard of the Month from their front porch. “I get a lot of ideas from Pinterest,”Stacey said.“It’s fun. We’ve always had plants and flowers and we’ve always liked to take care of the lawn.” Five purple Hydrangeas fill flower beds in the front yard and Kimberly Ferns are kept on either side of the front entrance to the Carroll’s front door. A Foxtail Palm as well as Crepe Myrtles, Geraniums
and Gardenia all complement their well-manicured lawn. Stacey said that Mike usually takes care of the lawn maintenance and that the details in the flowers and decorating are done by her. Both Mike and Stacey said that their yard takes a lot of maintenance, but that they enjoy doing it.“I would say we take care of it 50-50,”Mike said.
In the back yard is the Carroll’s new pool, complete with lounge area and fountains. Sabal, Queen and Washingtonia palms complement the backyard behind the pool. “The palms were installed by a company, but we did everything else ourselves as far as landscaping,”Mike said. “We even told them where to place the palms.”
Stacey explained that her Potato Vine, a light green leafy plant, grows a lot in her hometown of Alexander City, Ala. Other plants in the backyard include Bird of Paradise, Oleander, Bromeliad and Butterfly Weed. “We like to barbecue in the backyard a lot and listen to baseball games,”
Mike, originally from Detroit, said. “We are pretty big Atlanta Braves fans.” Their daughter Haley agreed that her parents enjoy working in the yard.“They have a passion for gardening and doing the lawn,” Haley said.“Whenever they have spare time that is pretty much what you’ll catch them doing. They love it.”

HBTS Craft Club to paint with crayons Carolyn Williams will demonstrate“painting with crayons”at the Holley by the Sea Craft Club’s monthly meeting, which will be held from 6:30 – 8 p.m. on Thursday, August 8 in the HBTS Recreation Center Screen Room. Attendees are encouraged to bring a canvas, crayons, a glue gun and an extension cord to the meeting so you can try the art first hand. Or, bring whatever project you are working on and share your craft with everyone. At this August meeting, the HBTS Craft Club will also be finalizing plans for its booth at this year’s Navarre Fall Festival, set to be held September 28-29 at Navarre Park. The Craft Club would like to have 10 participants for the booth this year, and interested parties should make plans to attend the August 8 meeting. I hope everyone has come through the Barrett monsoon rains we experienced here in July. I have received several questions about the mosquito spray schedule for the county.You can look up your scheduled spray dates at http://www.santarosa.fl.gov/mosquito/index.cfm?tab=1. During the month of June, we worked on several projects. We installed new signs at the Tennis Courts regarding the rules and court etiquette. We installed two new signs at the boat ramp indicating where the ramp ends in the water and that it is very slippery. We mailed out over 4,700 ballots to the members and included a copy of the parking policy and the sign policy in them. New bulbs were installed on the lights in the parking lot, the tennis courts and on the pool deck. We had to replace the grinder pump in the campground bath house and during July, we had some ground damage due to storm water runoff near the pavilions and playground that we are having repaired and corrected. Finally, we are in the process of having the Reserve fund report and the 3 year insurance appraisal updated. During the month of June, the Architectural department handled 44 new violations and resolved 30 outstanding ones. We had seven new home starts and finals on six more. Also, 20 home improvement applications were submitted and 12 were completed. Our end of June account balances for HBTS are: Operating Account $2,218,115, Reserve Fund $540,840 and Improvement and Expansion fund $227,326. We have $75,876 in assessments still uncollected for 2013. That means 95% of assessments have been collected to date compared to 94% last year. And our Operating Expenses are 4.76 % under budget as of June 30, 2013. As always, I am in my office 8 a.m. – 4 p.m. Monday through Friday. The cost for a hotdog, chips and drink is $2. The cost for a hamburger, chips and drink is $2.50. Campers can make payments to the front desk. Next date : August 12th.
