Former HBTS Social Committee Member, Lee Steinert, initiated the Sweetheart Breakfast at HBTS. After his passing, a bench was dedicated in his honor and placed in the Recreation Center lobby. This bench was recently rededicated at the Sweetheart Breakfast on Feb. 15, 2014 adding his wife’s name, Dorothy, who was also an active member of Holley by the Sea. Dorothy passed away in July of 2013. Firms compete for HBTS watershed drainage improvement plan By Romi White HBTSnews Qualifications for engineering services for the Holley by the Sea (HBTS) watershed drainage improvement project were due Jan. 21. Six firms pro- Melvin vided submissions and, based on county staff recommendations, commissioners are set to interview four companies Feb. 24. The resulting Blaylock study will begin soon thereafter but will take many months to complete. “Plan costs will be negotiated with the selected firm based on finalized scope of work and schedule of deliverables,” said County Engineer Roger Blaylock. Several subdivisions in the HBTS drainage basins will be included in the study area, which could encompass 8,500 acres or more. Areas with HBTS drainage outfalls south of US 98 will also be studied. Six firms submitted propos-

als: Baskerville-Donovan, Inc., DRMP, Fabre Engineering & Surveying, Hatch Mott McDonald, Preble-Rish, Inc. and Sigma Consulting Group, Inc. Preble-Rish, Inc., based in Santa Rosa Beach, Florida, and Sigma Consulting Group., Inc., based in Baton Rouge, Louisiana with a satellite office in Pensacola, were eliminated from consideration at the Feb. 13 Santa Rosa County Board of County Commission meeting. The four firms remaining in contention have offices in Pensacola:

February board meeting notes Heroes on the Water will be conducting training for“volunteer guides”in the HBTS heated and covered lap pool on Feb. 27 from 5:30 until 8:30 p.m. Kelly Smith of Olympia Street asked the board at the regular February board meeting to use his guest passes to allow 10-15 Heroes on the Water (HOW) members to conduct kayak safety training. The training will consist of rolling a kayak in the water and then righting the kayak and then reentering the kayak. All kayakers will wear life vests and will be supervised by Red Cross rated lifeguards and/or military rescue swimmers from the Coast Guard and USAF. Heroes on the Water will also train HBTS members if they sign up at the front desk prior to the training. If there are more members than can be accommodated on Feb. 27, a future date will be announced. Other items discussed at the board meeting: ■ As of the February board meeting, 75.5 percent of the 2014 assessments had been paid. Drainage Continued from page 1 their submission. ■ Hatch Mott McDonald, which provided services for the Tiger Point drainage modification project. According to Santa Rosa County Engineer Roger Blaylock, Santa Rosa County has more than twice the number of watersheds, including a dozen in urbanized areas, as compared to Escambia and Okaloosa Counties. Blaylock proposed a master plan with a three-phase approach. The first phase is a countywide planning phase which consists of gathering and assessing data with a review of regulatory constraints, providing for master plan alternatives and also identifying and investigating problem areas. Additionally, it includes a comprehensive plan and ordinance review and operation and maintenance review along with major watershed delineation and ranking. The second phase is watershed specific and involves review of aerials, contours and field investigation. The second phase would include data collection for primary drainage system establishment, mapping, cost estimates for problem areas with ranking and overall plan of action. The final phase is implementation of individual projects to include surveying, design and permitting and construction. Santa Rosa County will negotiate the scope of work, schedule of deliverables and a professional services contract with the selected firm then the approve scope, schedule, fees, and contract. “This is very important for solving flooding problems in that area,” stated Santa Rosa County Commission Chairman Jim Melvin, who said the commissioners will review the firms’ qualifications Feb. 24 and make a decision which company will move forward with the project. Local housing market posts gains By Bill Arnett HBTSnews A report released last week by Florida Realt o r s ® showed housing sales in the Pen- Gallup sacola-Ferry Pass-Brent MSA, which includes Santa Rosa and Escambia counties, outpaced sales in other northwest Florida locations stretching as far as Panama City. The report showed a 25.7 percent increase in single family home sales in Santa Rosa and Escambia counties between December 2012 and December 2013. “I believe we are falling in line with that trend,”said Paul Jenkins with Navarre Beach Realty.“We’ve experienced an increase in sales, especially in new construction.” The report showed the

A report from Florida Realtors® showed December sales of single family homes in Santa Rosa and Escambia counties climbed more than 25 percent over last year. Crestview-Fort Walton Beach-Destin MSA posted only a 0.5 percent increase in sales of single family homes, while the Panama City-Lynn Haven-Panama City Beach MSA posted a 10.1 percent increase.

The board will take it under consideration and possibly put it out for additional bidders. ■ The board briefly discussed an ice/snow plan for the future and the association manager, Alex Fambri, stated that they would close the facility if the roads, military bases and similar facilities in the surrounding area are closed. ■ The board voted to send residents that didn’t follow the parking permit policy a violation letter and continue the process until they come into compliance.

■ A common area usage “policy”was provisionally approved, with another version in the works. ■ Board voted to obtain a legal decision on whether or not to file a lawsuit against the previous roofer that didn’t utilize a membrane when roofing the Holley by the Sea Recreation Center. ■ Holley by the Sea went with a different insurance company this year for the first time in more than a decade and ended up saving more

local market again proved to be strongest in the area. The report showed a 20.8 percent increase in Santa Rosa and Escambia counties, while sales in Okaloosa County declined 29.2 percent. The number of townhouses and condos sold in Bay County increased by 13 percent. “Interest rates are still low, so now is a great time to buy,”said Laurie Gallup from Navarre Properties. The median sale price for townhouses and condos in the local market was $240,000, which was the highest amount shown on the report for any Florida MSA. Okaloosa County’s median sale price was third highest in the state at $204,500, while Bay County was fourth at $197,500. “We are seeing a lot of activity on the beach,” Gallup said.“Out of town buyers are purchasing now and renting out units with plans to retire here someday,” she said.

The board voted to pay the premium upfront for additional savings. ■ The board voted to continue hiring out the lawn maintenance for foreclosed home after a motion to use the existing staff failed. There was a lot of discussion regarding how to pick the company that would be cutting the grass because several companies were asked if they met certain criteria and they all said they did. Finally, the lawn

maintenance company was picked by a lottery system. However, this issue will be readdressed at the next board meeting. ■ The board is continuing to look at the feasibility and liability of providing equipment at the pool sides to help get the disabled in and out of the pools. ■ The nominating committee for the board of directors consists of Chair Tom Downing, Dave Lawson and Ali George.

■ Bob Gellar has stepped down as the chair of the Social Committee and Earl Dean is the new chair. The program provides basic kayak fishing instruction, angling clinics and paddling classes for participants with skill sets ranging from beginning to the most experienced paddlers. The program also assists in adapting these newly developed skills to their new abilities. Adaptive kayaks, kayaking accessories and angling equipment will be offered on as needed basis to accommodate participants’ particular needs. All Heroes on the Water (a 501c(3) corporation) activities are 100 percent dependent on tax-deductible financial donations. HOW is actively seeking donations of both cash and materials to fund the program and are always looking for licensed guides, property managers and camp supervisors who would like to donate the use of their facilities for their trips. Oaks bring life to Noennich’s home By Shelby Smithey HBTSnews When they first considered buying their Holley by the Sea home in 2006, Richard and Deborah Noennich were swayed to buy their home by the abundance of oak trees that complemented the residence. Located at 2639 Cove Road, the couple’s unique, French-inspired brick home is set on a spacious property filled with oaks, bottle brush, wisteria, crape myrtles and a variety of palms. “We’ve received a lot of positive comments from folks that have walked by,” Richard said. The Noennichs moved to the area from Maryland in 2002 after they both retired, Deborah as an educator and Richard as a DuPont employee. They bought their first house in Tiger Point, but relocated to Navarre after Hurricane Ivan. The couple, who have been married for 45 years, said that they had family that lived in the area in the ‘80s and when looking for a place to retire, they chose Navarre because of the military presence and low crime rate. Deborah said that when they were looking for a home, theirs really struck them and stood out because of the landscaping and the details of the home. “The basics were here when we

moved in,”Deborah said.“These great oak trees were already here, which in my opinion, are a double-edge sword. They are messy trees but the one advantage is that you can use the leaves as natural mulch.” Although much of the landscaping was complete, the Noennichs said that they spend a lot of time on upkeep, and Deborah has added her own personal touches including flowers, an herb garden and decorative pieces, like an antique “shabby chic”bench. “This is a really old bench that belonged to my mother,”Deborah said. “She passed away three years ago.” The Noennichs said that the freeze that hit the area a few weeks ago affected their pineapple palms, but that they

learned that it’s best to let them die naturally instead of cutting them, which made a big difference in allowing the palms to grow back. “The birds loved the fruit on our loquat tree,”Deborah said. “There is a wonderful-smelling flower on the bromeliads.” Richard said that he and his wife share landscaping responsibilities, but hire landscapers to help them take care of the many large oaks on the property. “When I was growing up, my grandmother in Fort Lauderdale would always work in her yard for hours a day,”Richard said.“I always said I never really wanted to do that but here we are.”

Sail Inn offers a lot more than just sandwiches The Sail Inn Sandwich Shop, located at 5248 Gulf Breeze Pkwy in Gulf Breeze, has been operational since 1998, but new owner and operator Chuck Webster wants to change the restaurant’s image from“just a sandwich shop.” Sail Inn has expanded its menu, but still includes their famous homemade soups as well. Webster took over ownership of Sail Inn Sandwich Shop Oct. 1, 2013. This will be the fifth restaurant that Webster has owned in his career. “I have a history of being in the restaurant business,” Webster said.“I have owned three restaurants in Arkansas and one in Gulf Shores. I decided to take over ownership of the Sail Inn because it’s close to home and a local favorite.” Webster’s first order of business was to redecorate the inside of the restaurant and revamp the menu. “I gave the inside a makeover,”Webster said.“I added booths, painted the walls, and added all new artwork. I also switched over to using Boar’s Head deli meats and cheeses. “I would say the type of food we serve here would be considered home-style cooking. We have a daily blue plate

special that comes with a meat and three sides. We serve breakfast like biscuits and gravy. This is so much more than a sandwich shop. It should be called the Sail Inn Sandwich Shop and Grill.” Webster has also expanded the restaurant’s hours of operation. The Sail Inn used to close its doors at 3 p.m. on weekdays. Now, the local eatery stays open 7 a.m-7 p.m. Monday through Friday, 7 a.m.-3 p.m. on Saturday, and closed on Sunday. The Sail Inn is located along the busy Gulf Breeze Parkway so Webster feels that people driving down the road pass the modest restaurant without even noticing it. “We have five cooks and six servers,”Webster said.“The

staff was kept from the previous management. I even hired some new employees to handle the demand.” The local community has accepted Webster’s updates to the Sail Inn with open arms as the restaurant has reported increased sales when compared to the same day last year. “I was running late to get back home and NO dinner made…thank you Sail Inn!,”wrote Gulf Breeze local Nelly Getz-Whitfield on Sail Inn’s Facebook page.“We had the spaghetti and meatballs.Yum! Smelled delish all the way home!” “This is a great place to have lunch and breakfast,” wrote Navarre local

Construction surges in Santa Rosa County By Romi White and Bill Arnett HBTSnews The Santa Rosa County Public Information Office has issued the county’s 2012-2013 annual report. Tsubooka The 50-page report highlights the yearly accomplishments of county commission departments and includes a wide variety of county-related statistics and information. The report shows spending on local construction is at its second highest level in five years. During the 2012 calendar year, the amount spent in the residential and commercial construction sectors totaled $131,363,266. That figure has not been higher since 2009 when the total was boosted by construction of Blackwater Correctional Facility in East Milton and H.T. Hackney distribution center in the Santa Rosa Industrial Park. “Our local economy is showing signs of growth after several years of steady decline. Housing statistics are up for the first time in three years,”stated Board of Commission Chairman Jim Melvin.

A similar, positive trend can be seen when reviewing the number of residential, single family and commercial building permits issued in 2012. Nearly 940 residential permits and 72 commercial permits were issued in 2012, which are the highest totals since 2008. Single family building permits totaled 801; a level not achieved since 2007. The report shows the pace and cost of construction varies from one portion of the county to another. The central portion, which the report calls Impact Area Two, showed the highest numbers for new home (415) and commercial construction (38). South Santa Rosa County, Impact Area Three, showed the highest numbers for remodel/additions to single family dwellings (877) and the highest average construction cost ($155,000). Impact Area One, the northern portion of San-

ta Rosa County, tallied the second highest level for commercial construction (18) and equaled the average construction cost of the central portion of the county ($119,000). Joy Tsubooka, county public information officer, started producing the

informative report seven years ago. County departments submit information and photos, which are compiled along with data from other sources, such as the U.S. Census. “For staff it can be a great reflection of what they accom-

plished in the fiscal year and can help when developing future goals. It also helps with analyzing data and creating a historical reference,” said Tsubooka.“I often refer back to previous issues for statistics.” To reduce expense, the report is created in-house and is available online.“We do not professionally print the report but make it available on our website in order to save cost,”noted Tsubooka, who also pointed out that citizens without Internet access can request a copy which will be mailed. “My hope is that it can also aid residents when they need help with a problem, and they are not sure where to start,” added Tsubooka.“We provide so many types of services. The report can be a resource for educating the public on what we offer and who they can contact for assistance with an issue.” The public can view the current report and past issues of county publications at www.santarosa.fl.gov/news. Citizens without Internet access are encouraged to use the public computer resources available at county library branches or call (850) 9831877 to receive a copy of the report by mail.

Elections office expects a busy season By Bill Arnett HBTSnews Florida residents have until July 28 to register to vote in order to participate in the Aug. 26 primary election. Santa Rosa County Supervisor of Elections Tappie Villane said residents also have until July 28 to change their party affiliation for the primary. “If in a particular race all

the candidates are from one party, then they would appear on all three ballots Villane – republican, democrat and non-partisan,” she said.“Candidates for all county races must file no later than June 20 to be on the ballot.” “We get busier the clos-

er we get to the election, and with so many local races, we’ll have a lot of interest from voters,”said Villane.“Residents have until Oct. 6 to register in order to vote in the general election Nov. 4.” Villane said if a resident is already registered to vote in Florida and simply needs to change his or her address, then they can process the change over

the phone.“However, if the person is not currently registered in Florida, then we will need a completed application with the supporting documentation to get them registered.” Voter registration applications are available at 10 locations in south Santa Rosa County but only two in Navarre – the Navarre Library and Wal-Mart.“All locations that sell hunting and fish-

ing licenses are required to have voter registration forms too,”Villane explained. The supervisor of elections’ website, www. votesantarosa.com, provides additional information for voters and candidates including a list of all locations where voter registration forms are available, requirements for registering to vote and important dates for candidates.

Spencer push tightens doorto-door safety By Romi White HBTSnews Daytime home burglaries in Navarre have residents on alert, Spencer locking doors and watching for suspicious activity. To further increase safety, Clerk of Court and Comptroller Donald Spencer suggested county commissioners tighten security controls over Santa Rosa County’s permitting process for door-to-door solicitors. The board approved those changes at a public hearing Jan. 23. “It’s for additional safety for the citizens,” stated Spencer, who advised not only implementing changes to identification badges but also tightening security measures when issuing permits. Spencer said the new badges issued through the county’s emergency operations center will be harder to manipulate. “They could be easily altered,” said Spencer of previous badges. In the past, applicants provided passport photos which were pasted onto laminated cards. Photos are now taken at the time of application and printed directly onto the badges. Additionally, Spencer called for more background screening of applicants.“Only one background check was done before,”noted Spencer. A criminal background check through the Florida Department of Law Enforcement will be required annually and charged to permit holders seeking renewal. Another change to the permitting process is the length of time permits are valid. Spencer said in the past 5-day permits were available. That option is no longer available. A 90-day maximum was also previously in place. Permits will be offered for 90 days, 180 days or a oneyear period at a cost of $1 per day – a move Spencer believes will benefit local businesses. At the public hearing, no objections were voiced over the proposed changes to ordinance 2002-27. In 2011 the same ordinance was amended to prohibit soliciting or canvassing homes or neighborhoods with posted “no soliciting”or“no canvassing” signage. Spencer pointed out residents can also ask solicitors to leave. Captain Bob Johnson, an administrator with the Santa Rosa Sheriff’s Office, says the department’s legal adviser, Ruby Kelly, receives copies of new or amended ordinances and relays the information to deputies for enforcement. The sheriff’s office continues to actively investigate residential burglaries in the Navarre area and reminds residents to ask solicitors to provide identification badges and report suspicious activity to Crime Stoppers at 850-433-STOP.

The Roof Repair is still in the works. RJH is the engineer providing the drawings and scope for the project to ensure the appropriate and most cost effective repairs are achieved. The Board should complete bid review and final vendor selection in March for the project to proceed. Additional projects for 2014 will be considered after the 2013 Audit by Carr, Riggs & Ingram, LLC has been completed and the available carryover funds are determined. We are currently seeking bids for the jogging trail replacement, parking lot resurfacing and pavilion projects…just to name a few. The Covenants Proposed Change is still in process. The official mailing to the membership of the phase one proposed change will go out later this month. Your Board Members will continue to be available for the Town Hall Style Meetings. The next tentatively scheduled meeting will be March 20th at 6:30pm until 8pm in the Café Area at the Recreation Center. There is no-set-agenda, so bring your ideas and join the exchange of information. HearYee HearYee it’s almost Election Time! The Nominating Committee is seeking candidates for the Board of Directors. Jimmy’s Tennis Racket The tennis program is off to a good start for the month of February. Hopefully the weather will be better this month. All three ladies teams are off to a good start. Once again , a special shout out to the ladies of flight 8 whom after winning their respected division last season has moved up to flight 7. Good job ladies. The first annual Meatball Open was held February 13 with my mom's 'almost famous" meatballs. The event was a huge success with awesome food, awesome tennis, and record breaking attendance .
