Boat ramp construction under way soon By Yvonne C. Harper HBTSnews.com Improvements to an existing boat ramp in Holley by the Sea will soon be completed. In 1982 a boat ramp was constructed on County Road 399, just west of Edgewood Drive on HBTS property. The boat ramp belongs to HBTS for use by all residents. The association’s bylaws require the maintenance of all common areas, but over time, the

boat ramp was left behind. The years of neglect and the impact of Hurricanes Dennis and Ivan are evident, resulting in a lack of use. The only maintenance performed was after Dennis when the dock was rebuilt. Resident Dan Ramsey, a founding member of the HBTS Fishing Club, recognized the need to improve the boat ramp. And in June -acting as the liaison between the fishing club

and the HBTS board asked the board if it could assist with finding a contractor to repair the boat ramp property. Under

interviewing several contractors, it was decided to recommend John Loftis of Loftis Marine Division, Inc. based in Pensacola to the HBTS board members. The savings from not heating the pool this winter would save $40,000 in the heating costs and the $9,000 that it takes to put up and take down a vinyl dome.The other savings would come from not purchasing the vinyl dome which would save $120,000.There was $142,000 in an improvement fund and then the board could decide to set aside $85,000 in 2012. It was also mentioned that the annual reoccurring costs would be about $15,000 versus the $49,000 currently spent each year to heat and put up and take down the seasonal pool dome. The entire permanent enclosure would have a lifespan of 30 years versus the five to seven years of a vinyl dome, which has a current annual operating expense of $49,000. The pool enclosure committee was also tasked to look into the option of having solar heating augmented with natural gas. Currently the lap pool is heated exclusively with natural gas, which is the bulk of the annual cost. To heat the pool with solar panels would cost the association about $95,000 up front, and it would be recouped after four years. The board of directors is expected to vote on whether to purchase the solar panels during its December board meeting.

ramp and gazebo. The request was approved in October. Now Loftis is waiting on the permits to start the project. According to a letter from the Santa Rosa County Development Services,“the dock/pier, seawall, and a boat ramp will require Coastal Construction reviews and Building permits,” to include a building permit for the gazebo. Ramsey hopes the permits will be granted within the next couple of weeks so work can begin. Public input was also sought and the neighbors on each side of the facility expressed no opposition to the improvements. Once the permits are approved, Ramsey believes

it will only take a couple of weeks to complete the ramp and dock improvements; however, the gazebo may take a bit longer. Some of the improvements to the existing structures will be pouring new land slab; creating a sloped handicap approach; pouring a new level pad that will be flush with the wooden deck approach platform; extending the existing approach platform width by two feet; and installing a catwalk off the dock.The ramp will accommodate 18-foot boats. To use the boat ramp, no reservations are required. The area is large enough to accommodate several boaters and families.

The notary service will be available for HBTS business and members only. ■ Association Certificates of Deposits are maturing and the board voted to renew them for three and six months so that there will be a“ladder”effect and funds will be available at different times and not all at the same time, or conversely, not available. ■ General manager search was discussed. Landrum Professional is helping with the search and there have not been very many qualified candidates to date.The board voted to extend the interim general manager occupied by Jennifer Barrett until the end of January. Architectural issues were not discussed.

TENNIS PRO HBTS FALL FISH FRY December 2011

HBTS tennis program welcomes interim tennis pro

Members of the HBTS tennis community are excited to announce that Jimmy Celli has assumed the role of Interim Tennis Pro, effective Nov. 7. Celli recently relocated to Fort Walton Beach after 20 years of teaching on the East Coast. He is certified by the USPTR and the USPTA as a P1 instructor. Celli is enthusiastic about Celli the growing interest in tennis at HBTS and has begun planning several new events for the near future. Upcoming events will include mens’ and ladies’ nights, junior USTA and ladder play, and a mixed doubles round robin mixer for all levels of play, with food, drink, prizes and lots of fun. Cost for adult lessons and clinics are on a sliding scale based on the number of participants. Community Happenings Bellingrath Garden Tour Dec. 3: The Holley by the Sea social committee has planned an outing to Bellingrath Gardens Dec. 3. The Gardens feature “Magic Christmas in Lights” a fabulous display of lights and flowers. The group will be leaving at 3 p.m. from the Rec Center. From 4:30 – 5:30 p.m. there will be a pit-stop in Foley, Ala., to eat at Lambert’s Café. They plan to arrive at the Gardens at 7 p.m. The return to Navarre will be from 9 – 11 p.m. Cost for dinner will be $9 and up, depending on your order. Cost for the Gardens is $12 for adults, $6.50 for children. Sign up at the HBTS front office. Breakfast with Santa Dec. 17: The annual Breakfast with Santa will be held Dec. 17 from 9 – 11 a.m. Sign up is mandatory by Dec. 14 at the HBTS front office. Cost of breakfast is $4 for adults, $1 for children 10 an under. Santa will arrive by fire truck and take-your-own pictures are welcome.

Christmas in the Park Dec. 3: The 17th annual Christmas in the Park and Christmas Parade Celebration will be Dec. 3. Hosted by the Navarre Beach Area Chamber of Commerce, the parade will start at 2:30 p.m., followed by Navarre Park festivities from 3 – 8 p.m., and includes free pictures with Santa Claus, Mrs. Claus and The Grinch, Mrs. Claus’ bakery, live entertainment from local chorus groups and a toy raffle. Simply Christmas Dec. 3: Tickets are now available for the Gulf Coast Chorale’s presentation of “Simply Christmas” with special guest the Guffman Trio. The event will be held on Dec. 3 at 7:30 p.m. at St. Ann Catholic Church in Gulf Breeze. For this special concert event the Chorale will be presenting a more traditional and nostalgic program of holiday favorites that you can sing along to. Joining the Chorale will be special guests, the Guffman Trio, one of

A note from the General Manager: Hello all, Wow. It is December already. How fast another year has flown by. It will be 2012 before we know it. The dome will be up by now and our lap pool will be comfortably heated again.Thank you all for your patience in the dealing with the cool water temps until the dome was in place. We are still moving forward with looking into the solar Barrett energy and hopefully will have some decisions soon. Also the research into upgrading the Recreation center server and moving to electronic filing of our documents is very close to being finished. We should be able to begin the process in the new year. Everyone should have received their annual assessment statements by now. Please remember to return the survey with your payment before Jan. 1. Yard of the Month: A Manicured Masterpiece By Joanna Hammond HBTSnews.com For Richard and Martha Justice, having a well maintained yard is not just about fancy landscape elements and exotic plant life. The basics of lawn maintenance are anything but routine for the Justices, who live at 1939 Commodore Drive. Richard makes sure that his spacious lawn is always in tip top condition. It was this attention to detail and commitment to routine care that lead Frank Valensi, November’sYard of the Month winner to single out the Justice home as December’sYard of the Month winner. “One of the reasons I picked this house is the way the bushes are meticulously trimmed and the edging on the lawn makes this yard stand out,”said Valensi. “The front, back, and side yards are all well manicured and fertilized.” Richard and Martha moved to the Holly by the Sea community more than 10 years ago, when they first arrived in Florida. Balance and symmetry are the hallmarks of the Justices’ yard; there is not one spare inch that was not perfectly planned and executed. From the height of the palms near the entryway to their home, to the width of the Justices’ hedges, no detail is too small to escape notice. The result is a classic Florida yard with a winning edge.

Bellingrath Garden Trip 3pm – 11pm Dinner at Lamberts Café Magic Christmas in Lights at Bellingrath Gardens

We will leave the Rec Center at 3pm, off to Alabama to Lambert’s Café in Foley, Home of the throwed rolls and pass arounds. After a bite to eat, we are on our way to Bellingrath Gardens in Theodore, featuring “Magic Christmas in Lights”. Admission to the Gardens is $12. for adults, $6.50 for children 5-12 and children under 5 are free. Dinner at Lamberts will be approximately $9. and up.
