Holley by the Sea residents who want to make improvements to their homes, such as pools, additional concrete padding, fences and storage areas must complete and submit a request form to the Architectural Department. If there are variances that fall outside the parameters of the covenant, a variance request must be submitted. All decisions relating to architectural issues are ultimately approved or disapproved by the HBTS board members, but the architectural department and the architectural control committee (ACC)

play a vital role in that process. Jennie Barrett, the interim general manager, said the role of the ACC is to approve or disapprove any type of structural changes to the property, to approve/disapprove designs and locations of planned structures. The ACC is also empowered to come up with standards and procedures that “would define the rights of the property owners” she said. Once the ACC makes a decision, the committee then passes along its recommendation to the board of directors. The board has final say on the requests. Barrett said the architectural department, staffed by two employ-

ees, handled everything else. The department’s primary role is to perform general administrative support to the architectural review process, including coordinating any dealings between the ACC and the property owners. The staff is also responsible for driving often through the community to ensure violations are being addressed. “Let’s say there is a boat in your driveway and your neighbor sees the boat and calls HBTS and puts in a complaint,”said Barrett. That kicks off the process of the staff going to the property to assess the violation. If a boat is in the driveway, a photo

will be taken at that time. The staff will return a few days later to determine if the owner is still in violation; if he is, another photo is taken and the staff will usually request authorization to contact the owner to inform him of the violation. Once the owner is notified of the violation and the owner does not remedy the situation, a letter is sent. If within two weeks there is still no compliance, another letter is sent instructing the owner he has so many days to remedy the situation. Barrett continued that if still nothing is done, a demand letter is sent.The matter is then referred to Architecture continued on page 2

HBTS residents’ privileges suspended By Yvonne C. Harper HBTSnews.com The good news is 90 percent of Holley by the Sea residents paid their 2012 homeowners association dues. The bad news is 10 percent have not paid. For those residents who have not paid their dues, the ability to use the recreational facility is now suspended. The total amount that is now due is $406.44. The dues were to be paid no later than Jan. 31. Privileges are suspended 90 days after the due date. During the April 10 HBTS board meeting, Interim General Manager Jennie Barrett reported that this is an improvement over last year. “This time last year we were Suspensions continued on page 2

The staff is also responsible for meeting with builders to ensure all building codes and the covenant are adhere to, attending board and architectural meetings, maintaining the tracking system of new construction permits, acting as a liaison between the HBTS association and Santa Rosa County dealing with architectural concerns; removing roadside debris, in addition to many other duties. Barrett said the staff is always ready to assist homeowners with requests with any issue that might arise. “We have an open door policy,”she said.

Board varies in variances approvals

The Holley by the Sea board of directors met for a regular meeting on March 27 and the following business was discussed. ■ A motion to spend $3,669 from the repair and replacement fund to replace the foot valve for the irrigation pump on the north side of U.S. Highway 98 with a stainless steel foot valve was approved. The board contracted with Flowtronics Irrigation for the repairs. ■ The board granted Santa Rosa County an easement to the east lane of Sunrise Drive to install a sidewalk extension to U.S. Highway 98. ■ Nicole Gunter, a new HBTS member, requested to create three new clubs for member use. The board approved the request. The new clubs are a paper crafting club, a coupon crazy club and a cooking club. ■ Billy Neal requested to plant a tree and place a bench on HBTS property at no cost to the association to honor the late Lee Steinert. Neal proposed that the association purchase a sign that would read“Holley by the Sea Memorial Garden,” and to designate the garden north of the beach house. Jackie Goebel, the HBTS maintenance manager, will work with Neal to determine the best location for the tree and will bring it before the board for approval.

Harper HBTSnews.com During the April 10 Holley by the Sea board meeting, several variance requests came before the board members for approval. ■ 7628 Woodmont: the owner requested a variance for a concrete pad for a side-entry garage that would end three to four feet from the property line instead of the required ten feet. The owner said the house was sold and he needed to have the board approve the request to meet his deadline. There was discussion about his packet and the drainage, but the owner said the lot was pretty flat and the county has the final approval on the drainage issue. The board approved

the variance request. ■ 5820 Marlin: the owner requested a variance for a portable on demand (POD) that is located in his back yard. The Architectural Committee disapproved the request; however, a second request was made to place a fence around the POD. Board member Joe Sipp stated that according to Article 7, Section A, page 1133, “no modular structures or mobile homes shall be allowed” on the property. The board motioned to “deny request to keep POD on property based on Article 7, Section A, page 1133.”The motion was approved. A letter will be sent notifying the owner of the decision. ■ 2017 Jamaican: the owner received approval to replace the

privacy fence and informed her neighbor of what she was doing. The owner said that when the fencing company arrived to remove the portion of the fence that isn’t in compliance and encroaches upon her property, the neighbor told her that she could not take it down. Board member Brooke Goldberg stated even if the board approved the variance, it would not resolve the issue. She recommended building the fence the best she could and do more research to attempt to resolve the issue with the neighbor. The board did not approve the request because of the precedent it would set in intervening in these types of disputes. No action was taken on the request.

HBTS Board President Pete Peterzen asked about the proper procedure for notifying those residents who will have recreational privileges suspended. “Every one of these we suspend we need to send a letter to, right?”he asked. Barrett informed Peterzen that a letter is not needed until an actual lien is placed on the property. “Once we place the lien,”she said,“we send the letter.” The board members reviewed the covenant to ensure the board was taking the proper procedures for notification and suspension of privileges. Peterzen read the covenant in part,“If a member is more than 90 days delinquent in paying a monetary obligation, you may suspend the member,”but it does not impair the right for the owners to get to their property. “If we’re going to do this,”he asked,“do we not only suspend their usages, but also their voting right?” Board Secretary Brooke Goldberg reiterated that the covenant stated the owner must be notified. “Not that it makes a lot of difference,” Peterzen said,“sending a letter will cost more than $5.” “If we’re going to save money,”Goldberg said,“we’re not going to do it for amounts less than $100.” Goldberg motioned to“suspend the uses and voting rights of all members with accounts delinquent over $5 after 90 days.” The motion was approved.

Meet your neighbor

HBTS Couple finds love anew late in life By Yvonne C. Harper HBTSnews.com Sometimes the path love takes is winding and long, sneaking up and surprising those in its path. The separate roads love traveled that brought Molly Holder and Edward Nisbett together were as close as 150 miles and as far as 900 miles at one time. Although their paths paralleled each other throughout their lives, it wasn’t until 2010 that their paths finally intersected. Molly, 90, and Edward, 82, finally met via Match.com in 2010. Both widowed, Molly and her family lived in North Huntingdon, Pa., and Edward and his family lived in Warren, Pa., a mere 150 miles a part. Both resided for several decades in their respective towns, unaware of each other’s existence. In 2000, Edward and his then-wife moved to Holley by the Sea in Navarre, widening the distance, but when Molly moved to Tallahassee in 2008, the distance was once again shortened. After Edward’s wife passed away in 2007 and three years later he ventured onto Match.com seeking a friend. Molly also took a chance on Match.com and in 2010 they started communicating using only their usernames. “I was really only looking for a friend,”Molly said. Edward however wasn’t “real sure what I was looking for”he said. For a while,“he didn’t know how I was,” Molly said. But one day, she mistakenly signed her name and Edward replied, “Thank you for sending me your name.” After the name exchange, and a“wink”by Molly, the two decided to meet in Tallahassee. The first meeting took place in the lobby of a

Molly and Edward Nisbett celebrate their marriage in June 2010 while holding a picture of a German pen-pal of Molly’s celebrating with them from afar. “lovely hotel” and Molly said she was holding a yellow rose so Edward would recognize her. However, the rose was “not necessary” because Edward later said that he knew her immediately because they were the only ones in the lobby, along with Russell Lentz who was acting as his grandmother’s chaperon. The three then went to dinner and Edward presented Molly with a tin of homemade tarts and they were“just wonderful”she said. Edward learned baking

and cooking when he was a student in a private school in his native Scotland. During some down time, the headmaster taught him cooking and baking, a skill he still maintains. That first meeting was in November 2010. After commuting back and forth to visit each other, they decided it was time to marry. Molly explained that Edward sat next to her at the dining table and over a cup of tea said,“I want to marry you.” She thought a moment and said,“Well that’s nice

because I want to marry you.” Edward then pulled out the small box that always accompanies a marriage proposal and gave Molly an engagement ring. The wedding took place in June 2011. Their children were surprised but Molly said after the initial shock wore off, their respective children were very supportive of their new-found love and marriage, and“quite happy” said Edward. The two share many interests. Edward, a retired metallurgist, wrote stan-

dard manuals and a book on steel forging. Likewise, Molly was a writer for the Irwin Times Observer and The Standard Observer in New Huntingdon. Writing is only one of their many shared interests. They both love reading and quoting Shakespeare. Often Edward will make Molly a cup of tea and read Shakespeare to her. Edward still has a Scottish lilt to his voice and Molly said his reading of Shakespeare is lovely. The first reading occurred when Edward

said, “Molly m’ love, sit down and I’ll bring you something.” He brought her a glass of Scotch, lit a fire, sat down on the ottoman and read to her Robert Burn’s “How Many Ways do I love thee?” “Edward is so kind and so gentle,” Molly said,“I think he’s the most wonderful man on earth.” Edward said,“Molly is the easiest to get along with.” Love and laughter have definitely found a home with Molly and Edward Nisbett.

Harper HBTSnews.com Residents involved in ensuring repairs were made to the Holley by the Sea boat ramp celebrated with the grand re-opening of the HBTS boat ramp April 21. The process of rebuilding the boat ramp on East Bay Boulevard began in earnest last year when Dan Ramsey of the HBTS fishing club identified the work that needed to be com-

pleted to bring the boat ramp up to standards. He enlisted the help of Jackie Goebel, the HBTS maintenance supervisor, and approached the HBTS board of directors about securing funds to repair the ramp.The board allocated about $20,000 for the project. Once the funds were approved, bids were solicited and John Loftis of Loftis Marine Division, Inc. in Pensacola was selected as the contractor. Work began on the ramp in February.

The project took longer than anticipated to complete because previous repairs made after Hurricanes Dennis and Ivan were not done to code, resulting in new permits having to be pulled. Work on the boat ramp was completed about three weeks ago. Other members instrumental in pushing for the improvements are former board members Jim Mitchell and Lee Steinert, who passed away before the project was complete,

The nominating committee will review the applications and interview each candidate.The nominating committee will then rank the candidates and make their recommendations to the board of directors, who will then select the candidates to be placed on the ballot. The names will be placed on

a ballot that will be sent to all HBTS residents, who will then vote for the next board members.There are three open positions for the next year. The applicants and a brief bio follows: ■ Earl Dean: moved to HBTS in 2003. Retired from the Army with 21 years of service, and continued employment with the federal government civil service for the U.S. Marine Corp. ■ Chris Johnson: served in U.S. Navy for six years. Other experience

as senior engineer, real estate broker/owner; holds CAM license. ■ Timothy Stephens: moved to HBTS in 2010. Served in U.S. Air Force, small business owner and worked for Boeing. ■ Patrick Traynor: retired from U.S. Army and worked for U.S. government as an occupational safety and health specialist. ■ Jean Tashlik: moved to HBTS in 2000; physical education, science and health education teacher. ■ Joseph M. The boat ramp is located on County Road 399 just west of Edgewood Drive; it is available to all HBTS residents for use. Boaters interested in using the ramp can get a pass and the gatelock combination from the HBTS recreational center front desk. It is open from dusk till dawn.

Continuity book being compiled By Yvonne C. Harper HBTSnews.com The lack of an architectural department continuity book resulted in a heated exchange between the Architectural Control Committee President Dan Ramsey and the board of directors during an April 10 board meeting. Ramsey also expressed concern that the committee had not received insurance verification and told the board during the meeting that“the committee is no longer going to sign forms until something is in writing from the insurance company.” The insurance would cover any lawsuits filed by a prop-

erty owner against an ACC member for a decision that was made. Ramsey expressed frustration that although the issue of a continuity book was brought up over a year ago, one still does not exist. “It is not my job to train these people,”he said adding,“I have tried to help them but it’s just gotten overwhelming for me.” The architectural department recently went through a staff transition and Ramsey stated that the two new staff members were not being trained properly. Brooke Goldberg, HBTS board secretary, said that she understood the staff was handling their responsibilities and distributing those responsi-

bilities equally. Board member Joe Sipp acknowledged that a continuity book has never existed but when he was on the ACC, he trained the person in charge at that time but that person has since left. Board President Pete Peterzen stated that the board would follow up on the insurance and“press forward as best we can to get training and get it documented.” At press time, Ramsey had received insurance verification, and Jennie Barrett, the interim general manager, is in the process of working with the architectural staff to compile all statutes and responsibilities into one continuity book.

The existing 4-by-4-foot dugout with rusting tin roofs will be replaced with 20-by- 8-by9 foot dugout. The roof will be replaced with a new tin roof and a concrete slab will be poured. Each dugout will have an open side. The metal benches will be pulled up and reset at the cor-

rect grade. The company will install a 10-by-50 foot chainlink fence that will extend from the backstop to dugout on each side of the field. Goebel said the field will also be cut and graded with a red clay batter and pitcher mound installed.

Board President Pete Peterzen asked Goebel if the company knew all the rules of the game. Goebel assured the board that the company is well acquainted with all the requirements of a baseball field. Goebel also assured the board that all engineer drawings will be completed and all permits will be pulled. “It will be done by the book,” she said. The motion to accept the Grissett’s proposal was approved. At press time, Goebel is in the process of pulling permits to begin work in the near future.

He said a majority of trespassing was with businesses and homes. “But if people are just there (on the green belt) we can’t just arrest (them),”Johnson said. He explained that for construction sites, the only thing that is needed for enforcement is the “no trespassing”sign and once posted, it is a felony to trespass on the site. Johnson said residential areas, such as green belts within a subdivision, are different. The green belts cover larger areas and signs

are not always visible when someone enters the restricted area, he explained. However, if an officer responds to a call and the individual is told to leave, it will be logged through dispatch. If another trespassing incident happens with the same individual, the sheriff’s office can “deal with it”then, according to Johnson. Jackie Goebel, the HBTS maintenance manager, said that no signs would be posted until the sheriff’s office is contacted and given the proper procedures.

She said that three proposals were provided with one proposal of $69,000 being struck out. Gobel recommended the board approve the proposal by Grissett Excavating Company, LLC. The proposal included keeping the diamond and the backstop, but demolishing and replacing the dugout. “The benches will be kept though,”Goebel said.

An Asian-inspired oasis in HBTS By Joanna Hammond HBTSnews.com

The De Simone home on Masters Boulevard in Holley by the Sea is a true masterpiece of landscaping, architecture and devotion. It is what awarded Jim and Lynn De Simone the honor ofYard of the Month. They have lived in their home since January of 1998 and since that time, they have spent many hours planning, researching and executing their landscaping endeavors. Both career naval officers, the couple relocated to the Navarre area when Jim retired. Lynn, a nurse practitioner, works at Eglin Air Force Base. Both enjoy caring for and maintaining their yard and home. “We put a lot of landscaping in,”Jim said. “The walkways, pool, deck.” The yard is divided between three distinct areas: the front, middle and back. The backyard holds the pool and patio area, and the front and middle are meticulously groomed. Many of the outdoor elements were collected during the De Simone’s travels while in the Navy. Asian lanterns adorn the walkways that connect the front yard with the adjoining neighbor’s yard, and a small bridge provides an appealing visual focal point. Photosensitive lighting in the front yard comes on at dusk and shuts off when the sun comes up, which saves energy. Their design matches the Asian feel of the landscaping and décor. The middle yard is designed as a graceful half moon that sits adjacent to the main entrance to the De Simone’s home. “During Halloween, we wait out front in that area with the candy so we don’t end

The De Simone’s planned the landscaping themselves, though they rely on professional help twice a year to trim the hedges and bushes into precise corners. Using the Sunset Landscaping and Design book, as well as magazines and photos for inspiration, the De Simone’s have created a unique yard and garden with a personal flair that

reflects their lives and history. Lynn does most of the trimming, weeding and edging and is well known in the neighborhood for her skills. “Neighbors will see her out there and ask her to come down to their house when she’s finished,”Jim said. “Both my wife and I usually have an argument over who does the lawn,”Jim said.

Life in Navarre has been good to the De Simones, who chose the area because it was central to both Eglin and NAS Pensacola and the pair enjoys cultivating their unique home together. “We both like being outside,”Jim said. “It’s fun, it’s athletic. We love being outside in the pool with our grandkids.”

Security deposit - $300 deposit that is refundable if the beach house is properly clean, rules have been followed and no damage has occurred to HBTS property. Any additional cost over $300 will be charged to the member. The member is responsible for restoring the house to its original condition. Please see the complete copy of the beach house usage rules.

Closures: The Youth Department will be closed May 28 for Memorial Day. Parents’Night Out: This program is for school age children (K – 5). Cost for the event is $15 per child. Sign up is required before Noon on the Monday before the event. To sign your child up, contact the youth department.

After just a month, these ladies are settling in and quickly becoming familiar with their positions. The architectural ladies are currently working on compiling a handbook with all of HBTS and county rules, regulations, contacts and other information for easy reference. The date for submitting the Board of Directors applications has passed. I would like to thank all the members who have submitted an application for offering to work as a board member. It may not always be an easy job, but it is rewarding when you see you have made a difference. Look for candidate interview dates coming soon. The repairs to our metal roof seem to have been successful. We will have to wait for the next heavy rain to know for sure, but so far it looks good. Finally, to all our members, please remember that I have an open door policy. If you have heard a rumor or have a question, I am in my office from 8 a.m.-4 p.m. Monday through Friday.
