BOD alters Architectural Control Cte. rules

The following changes were approved during the Oct. 11 meeting: 1. Foreclosures ACC seeks BOD approval to clean up and maintain properties front, back and side yards (current policy is front yard only). Motion to approve up to $5000 for yard maintenance of properties front, back and side yards as the ACC sees fit with monthly reports and subject to BOD approval above any costs past preapproved amount. Tennis Committee is formed By Sandi Kemp HBTSnews.com

The Board of Directors approved forming a tennis committee at its Aug. 11 meeting. The previous committee had been downgraded to a club because it had not been acting as a committee, according to the Florida State Statutes. Florida State Statutes 720 states that committees must follow the same guidelines of the board with published meetings and published minutes of the meetings. Holley by the Sea was frequently advertised as a“Tennis Club”in the late 70s and early 80s because the common properties boast eight lighted clay tennis courts and a handball court. The tennis program at Holley by the Sea is currently without a tennis pro at the helm. Kelly Baker left abruptly in September after being at HBTS since January. Interim association manager, Jennie Barrett, has been authorized by the board to begin advertising for an interim tennis pro. The new HBTS Tennis Committee includes Carrie Clancy,

Tim Karsten, Chrissy Koenig, Cyndy Linton, Jay Mason, with Linton as the chairperson. Materials presented to the board stated an action plan that addressed concerns with recommendations. They are as follows: Concern: HBTS lost its tennis pro. Recommendation: Authorize the Tennis Committee to advise General Manager on refilling the tennis pro position and interview possible tennis pro candidates to be hired in a“commission only” status in the interim period.

Concern: There are no established procedures for HBTS members to resolve comments, concerns and complaints related to the tennis program. Recommendation: Appoint the HBTS Tennis Committee to act as an advisory group to the General Manager for all issues related to the tennis program possibly reducing the amount of time the GM and the BOD spends fielding questions and researching issues. Concern: HBTS invested in clay courts as an integral part of its recreation program. Clay courts have very specific maintenance requirements for optimum playability and safety.

Recommendation: Send at least two maintenance staff members to a certified clay court maintenance program to quickly protect HBTS’s investment in its courts. Tennis Committee Mission Statement: To build, strengthen and grow the HBTS tennis program. Tennis Committee Goals: Act in advisory capacity to the General Manager and Board of Directors and liaison to the HBTS tennis community at large. gathers to conduct association business. All meetings of the board must be open to all members except for meetings between the board and its attorney with respect to proposed or pending litigation where the contents of the discussion would otherwise be governed by the attorney-client privilege. The provisions of this subsection shall also apply to the meetings of any

committee or other similar body when a final decision will be made regarding the expenditure of association funds and to meetings of any body vested with the power to approve or disapprove architectural decisions with respect to a specific parcel of residential property owned by a member of the community. (b) Members have the right to

attend all meetings of the board and to speak on any matter placed on the agenda by petition of the voting interests for at least 3 minutes. The association may adopt written reasonable rules expanding the right of members to speak and governing the frequency, duration, and other manner of member statements, which rules must be consistent with this paragraph

and may include a sign-up sheet for members wishing to speak. Notwithstanding any other law, meetings between the board or a committee and the association’s attorney to discuss proposed or pending litigation or meetings of the board held for the purpose of discussing personnel matters are not required to be open to the members other than directors.

Something “fishy” is going on at Holley by the Sea By Sandi Kemp HBTSnews.com The Holley by the Sea Fishing Club was founded in March 2011 and currently has 117 members. The club meets the first Tuesday of each month at 7 p.m. in the screen room at the recreation facility. Annual dues are $5 per person, or $10 per family. You must be a Holley by the Sea property owner or renter who is 18 years of age or older to be a member. The fishing club’s

This request has been granted for several years. Currently, the swim team uses the Navarre YMCA. However, the weather is getting cooler which is lowering the pool temperature. Approved as long as the swim team opens up lanes if residents want to

use the pool. • Maria Baker and Kevin Lanier were approved as members of the Violations Appeals Committee. • Maria Baker and Lee Steinert were approved as members of the Nominating Committee. • The Youth Department was approved to permanently extend hours. • The General Manager Job Description from 2007 was thrown out in favor of a new job description that is to be written by a group of volunteers, to be subject to board approval. • Fishing Club member Dan Ramsey reported on the success of“Take a Kid Fishing Day”at the Navarre Pier and gave a glowing report of the HBTS Fishing Club’s involvement. Ramsey posted pictures of the

non-fish eaters. Also, each member will be asked to bring an appetizer or dessert. (Shirley Mosher is coordinating the appetizer and dessert items, and she can be reached at 936-1819). The 50/50 will benefit the Wounded Warrior Foundation. A trip to Bellingrath Gardens is slated for December and the annual Santa Breakfast will be Dec. 17 at the Beach House.

The ACC recommends to the BOD to rescind the policy approved in May 2006 limiting the Committees ability to approve Shed/ Garage Improvement Projects 320 square-feet and smaller. Approved 4-0. 4. Home Improvement Final Inspection Plan (HIFIP) 1. ACC recommends that the Architectural Office conduct a final inspection of all ACC permitted Home Improvement projects upon completion. Action : Interim General Manager will come up with a plan for providing extra man hours to be approved by the BOD at an upcoming regular meeting. 5. Home Improvement Application 1.The ACC recommends that the $10 application fee be waived for all further applications In 2010, there were 350 applications generating $3500 in revenue for the association. ACC committee member Dan Ramsey supports doing away with the $10 application fee.“We are not in businesses to make money. May help people to come in and do the right thing if we didn’t have a fee.“Ramsey also expressed that it was inconvenient for employees to collect the $10 application fee. Board member Brook Goldberg was not in favor of eliminating the fee because there is a cost associated with approving home improvements and while she was all for making it easier for people to do the right thing,“We are spreading the cost out to multiple homeowners while benefiting a few,”she said. ACC member Billy Neal commented that,“People do home improvements and don't submit the fee anyway.” “Home improvements that go smoothly don't cause us as much staff time as those that are in violation,”said Board President Pete Peterzen. Peterzen also stated that in his personal opinion, he doesn’t want another obstacle and that“it takes $5 of staff time to keep track of the money.” Approved 3-1, with Goldberg as the dissenting vote.

HBTS Social Committee aims to excite By Yvonne C. Harper HBTSnews.com

If you are looking for a reason to get out and get involved, look no further than the Holley by the Sea Social Committee. As its name indicates, the HBTS Social Committee plans outings and get-togethers for HBTS residents and their guests. The two most well-known gatherings are the Breakfast with Santa held in December and the Easter Egg Hunt held in April. These two events usually sell out and are a great success. However, there is more to this committee than just Christmas and Easter. Committee Chairman Bob Geller has served on the committee for three years and has been using every resource possible to get the word out about other events. Geller hopes that with the newly created HBTS newsletter, more residents will become more aware of all that HBTS has to offer, to include social events. The next main social event will be the Veterans’Pot Luck on Nov.12, from 5p.m. to 8p.m., at the HBTS Beach House. This potluck will serve to honor all veterans.

such as the Red Hats and the Emerald Coast Women’s Club. Many of the same members of the aforementioned groups were involved with the HBTS Social Committee and they invited him and his wife to join. His enthusiasm led to suggestions that he chair the committee: he accepted and has been the chair for the last three years. However, he readily acknowledges that he is not the committee; rather he is just the chairman. The committee has about 13 members and meets the first Tuesday of every month at 10 a.m. at the recreation center. Geller loves to hear ideas from other committee members and residents alike. However, he does become frustrated when he tells other about what is going on and the residents do not seem to be aware of what the association has to offer. Geller thinks most of it is due to the fact that many people use only one or two benefits of the homeowners association – such as the pool, tennis courts, or weight room - without being fully knowledgeable of all the other benefits such as the social committee. He would like to change that.

Geller is presently working on arrangements for a trip to Bellingrath Gardens and Home in Mobile, Ala., for a viewing of the Christmas lights. The tentative dates for this are Dec. 1, 2, or 3. He would also like to see past keynote events such as Oktoberfest and luaus make a comeback. After the Veterans’ Pot Luck on Nov. 12, the next main social will be Breakfast with Santa on December 17 from 9am – 11am. A hearty breakfast will precede a visit from Santa, courtesy of the Holley-Navarre Fire District. There will be other activities for children such as face painting and kids’ crafts. The last day to reserve a spot for this event will be Dec. 14. Tickets can be purchased at the front desk in the HBTS recreational center. Geller is now accepting all ideas from HBTS residents for future events; all suggestions can be sent to Bob Geller at bobgeller@bellsouth.net.

There has been only one increase in the capacity of the amenities at the Recreation Center since the original construction (Screen Room & Weight Room added in 1998). However, the user base has increased by approximately 300 percent since the year 2000 and approximately 50 percent of local HBTS residents use the facility each year.

Disney-green grass earns YOM honor

Frank Valensi’s and Star Darling’s yard on Aurora Drive in Holley by the Sea has been chosen as Yard of the Month for November. Valensi designed the minimalist landscaping himself and it includes sabol palms, sago palms, windmill palms, canary date palms, orange trees, tangerine trees, century plants, variegated century plants and Washington palms. “I’m the type of guy who says the less the better,”he said, adding that he chose plants based on what he liked, the cost and their ability to withstand Northwest Florida’s cold winters. It was during a shopping excursion that she was introduced to Paul Williams, the then-HBTS general manager. At the time, Paul was searching for a new maintenance manager and after hearing that Jackie had experience with remodeling homes and landscaping, property maintenance, flipping houses, and using equipment, he hired her that day. At her hiring, she was“just a maintenance person”but after her 90-day probation period, Paul asked her to assume the position of maintenance manager because of her“get it done”attitude and approach to her job. Since then, she has worked steadily to bring about the improvements that make the HBTS recreational facility and land the envy of Navarre. Her responsibilities include maintaining all entrances into the HBTS subdivision, to now include the Hidden Creek entrance; the ponds; the boat ramp off County Road 399; the tennis courts; the fishing pier; the entire recreational center to include all weight room equipment; the beach house; the play equipment; the pool; and

the 48 acres of grounds keeping. “Decent common sense”dictates the priority of jobs: “If something’s broke, we fix it right away.” Her approach is to maintain the equipment in place on a regular basis to ensure fewer repairs. The tennis courts are just one item that requires daily maintenance. The type of material used for the eight courts require that her crew brushes the courts daily and waters it twice a day. The daily watering caused the old perimeter fencing to rust; therefore she ordered new fencing that should last 20 years. She also recycled pavers to create a walkway from the courts to the racquetball court. She is presently working on completing the landscaping surrounding the courts. Being a steward of“(your) money,” she has worked to reduce maintenance costs. One such costreduction will be the new pool dome that will arrive no later than this December. A technician is coming from Canada, where the dome was purchased, to instruct Jackie and her crew on how to put up and take down the dome, thus saving the HOA money. Jackie is presently working to improve the baseball diamond so that more families can enjoy the field. The money has been budgeted for next year so she is hop-

ing the existing field will be done by early spring; she also wants to add another baseball field allowing more people to play ball. Another project she is working on is repairing the boat ramp off CR 399. Hurricanes Dennis and Ivan heavily damaged the ramp; she is working with the county and the various agencies to pull the permits so repairs can be accomplished. Jackie also wants to improve the roads that lead to the camp grounds. Although it is not in her department, one program Jackie wants the residents to know about is the before and after school youth program. This program is just one of many that HBTS offers to its residents. Many HBTS residents ask her “what else is here?”When she shows them all that the recreational facility has to offer, the typical response is,“all of this for what we pay?” Jackie would love to have more residents be involved, thus creating a sense of community among the HBTS residents. Jackie is an example of what a can-do attitude coupled with a strong sense of ownership can accomplish and with her at the helm, HBTS is on its way to being the treasure of the Emerald Coast.

This one-hour program follows a planetary lineup of our solar system 100 yards down the Gulf beach and concludes with stargazing and stories about the park species that depend upon dark night skies for their survival. Hall announces he will seek another term By Jessi Stone HBTSnews.com Sheriff Wendell Hall recently spoke to the Republican Club about innovative ways his department has coped with Hall budget restraints during the last few years. Hall said the economic downturn was something sheriff departments were dealing with all across the nation, but unlike other departments he wasn’t asking for a budget increase. “I have understood what economic times are and what hard times are, so we have adjusted,”he said. Sheriff’s office employees have taken on more responsibilities to make up for a reduction is the work force. The department has 175 deputies, which is 21 positions short of the norm. While most businesses slow down when the economy slows down, that isn’t the case with crime. Hall said crime rates tend to increase,“but unfortunately there’s not enough income from ad valorem tax to increase my budget.” The crime rate in Santa Rosa County has gone up in 2011, but Hall said it was nothing compared to what other counties were dealing with. He said Escambia County had 30 murders last year, which gave the neighboring county the highest murder rate per capita in the state. A majority of Santa Rosa crime increases have been more

He said he puts a lot of emphasis on his narcotics unit because keeping drug problems down kept many violent crimes down. “We still have methamphetamine and prescription drugs and cocaine and marijuana, but we don’t have it like other counties because we’re so aggressive,”he said. The department has offset the reduction in revenue by charging fees for certain services. Out-of-county residents have to pay a fee for fingerprinting, which is a requirement for all government employees. About $3,000 has been generated this year from the charge. The department has made more than $1,000 by charging for copies of public records. Sheriff employees are charged to eat in the dining hall, raising about $3,000 this year. The department is reimbursed for fuel when deputies work side jobs and use county vehicles. Hall said the reimbursement totaled about $30,000. Hall said $11 million of his $30 million budget was dedicated to the Santa Rosa County Jail. To offset those costs, he implemented jail processing fees. “We charge them to put them in jail unless they are indigent,” he said. The processing fee raised about $41,000 in the last year. Inmates are also charged for medical co-pays, which generated $71,000. Those found guilty of major crimes are ordered by a judge to reim-

burse the department for investigation costs. Hall said his office had been reimbursed $13,000 for investigations. The jail also receives revenue by housing inmates for other agencies, including the U.S. Navy, U.S. Marshals and Okaloosa County. The jail charges $58 a day per inmate, raising about $500,000 in the last year. U.S. Marshal housing and transport alone has generated $952,609 in the last year. Hall said the department had raised about $1.7 million just by charging those additional fees. “It’s something a lot of counties and agencies don’t do because it’s more trouble than its worth,”he said. He also announced that he would be running for another term as sheriff before retiring. Hall first ran for sheriff in 1995 as a Democrat but was defeated. He said he switched parties and was elected in 2000. “It’s a wonderful time to be a Republican because I think this next election next year we’re going to see a lot of good positive changes made and we’re going to see a lot of Republicans go back in office,”he said during his introduction.“I think we’re going to have a Republican president one more time thank goodness.” When the economy finally begins to turn around, Hall said Santa Rosa County would recover much quicker than other counties because people continued to move into the area for the low crime rate, low taxation and the school system.

Beware of Traveling Thieves A cool breeze, low humidity and the return of friends and neighbors from up north can only mean one thing; fall has once again arrived in Northwest Florida. Unfortunately, this time of year also means the arrival of“Gypsies”and“Travelers”who head our way looking for an opportunity to take advantage of those in need of various home repairs. This alert from the Santa Rosa County Sheriff’s Office serves as a reminder to be on the lookout for these con-artists who are very good at persuading, convincing and finally separating you from your money. The con starts with a knock on your door and an offer to do repairs around your home. These repairs could be roof coating/repair of shingles, asphalt paving/driveway sealing, house painting, tree trimming/landscaping, and termite/pest control, just to name a few. They offer to do the work and charge you less than what a reputable local company would charge. The idea of paying less money is always a welcoming thought, but you must remember that doing business with someone that is just passing through can prove to be a disastrous decision. After receiving a deposit or the full amount, you are told they are going to get supplies and will return. Some take the money and run; others return but provide extremely poor labor resulting in additional monies being spent at a later date to fix the original problem. These thieves have also been known to con their way into your home on the pretense of using your phone, checking for leaks, selling a must have item, etc. While inside your home they look for valuables, easy items to pocket and/or your personal information. Some work in pairs and while one of them has your attention, the other is working their way through your home taking what isn't theirs. Below are a few tips to keep in mind: • Never let a stranger in your home! • Never give full payment for the job until it is complete. • Don’t do business with door-to-door contractors. • Beware of high pressure sales tactics and the familiar story of having left over material from another job. • Keep all doors, including the garage door, closed and locked at all times; especially when you are outside working in the yard. Stepping away from the front of the house to retrieve something in the backyard is all the time needed to gain access to your home. • Make sure your entry point doors are made of solid wood or metal and have deadbolt locks. • Do not hide keys under the doormat or rocks. • Secure sliding glass doors with anti-slide block or slide bolt. • Contact the Better Business Bureau (BBB) at 850-429-0002 or www.sunbiz.org to verify the company is who they say they are. • Check your warranty! You may already be covered at no cost to you.
