s quickly as it came around, summer is now in our rear-view mirrors, and we look forward to the autumn colours.

Many businesses are now returning to full reopening, and we welcome the ease of restrictions across the country. As a Chamber of Commerce, we are here to support all our members and would like to remind those who need support to please reach out and we will do our best to help through our network. After the 2020 Southampton Boat Show was cancelled due to COVID-19, we are extremely excited to be offering a revised format to our boat show lunch for the 2021 and 52nd edition of this annual boat show. A Blunt Instrument’ for post-COVID Property Landscape A legal specialist with 30 years’ experience and a portfolio of clients across Hampshire has voiced her concerns over changes to the new ‘Classes Order’ introduced by the government in an attempt to help commercial property owners and managers cope with the impact of the Coronavirus pandemic. Denise Bull, Partner of Hampshire law firm Dutton Gregory Solicitors, does not believe the government’s revisiting of the property ‘Classes’ system will be sufficient to promote the radical changes that are needed to our high streets to induce regeneration. ‘There can be no doubt that the pandemic has dramatically changed the future of commercial property,’ she says. ‘With shopping online, video conferencing and the newly found culture of ‘hybrid working’ becoming the norm, property owners, developers and local authorities are looking for ways to recreate environments that will bring back prosperity to their communities.’ Up until recently, the granting of planning permission for a material change of use of buildings or land, such as changing the use of offices or shops, involved the navigation of a time-consuming and onerous process. On 1 September 2020, the Government implemented significant changes to the ’Use Classes System’ through the new Town and Country Planning (Use Classes) (Amendment) (England) Regulations 2020 (SI 2020/757) (Regulations). ‘Whereas there were numerous individual Classes for shops, eateries and offices, they are now all included

under a new ‘Class E’ for ‘commercial, business and service’,’ Denise explains. ‘This is supposed to make it easier for buildings to be repurposed in response to the various demands of landlords and tenants due to circumstances brought about by COVID-19.’ Denise points put that whilst tenants are likely to be in favour of this flexible new approach, landlords may be less so. ‘New activities in retail parks, for example, might make a site lose its appeal to new tenants, running the risk of them looking elsewhere. However, Class E premises are still constrained by stipulations of existing planning permissions, section 106 agreements, any legal constraints such as restrictive covenants, and physical alterations that could still require planning permission’ The government hopes that diversification will present opportunity, development and enterprise that will allow neglected areas to blossom once again, in accordance with how people are now choosing to live their lives. Local authorities, however, are quietly expressing concern at the potential of losing control over the strategic development of areas under their supervision – they may have a mission to encourage café culture and interactive entertainments, but end up

with something entirely different from businesses that don’t share their vision. Commercial real estate owners must think creatively and make use of the new legislation to adapt and provide an environment attractive to a variety of workers, residents and visitors in order to futureproof their assets, but time will tell if this can satisfy all those with a stake in the future of commercial property. ‘I think this is a blunt instrument and will not encourage the partnerships needed between businesses and local authorities to re-energise important spaces,’ concludes Denise. ‘I hope I am proved wrong, but I believe, after what has happened in the last 18 months, something radical needs to happen to our built environment to make if fit for a new generation.’

Get back to business at Hampshire’s largest business shows Basingstoke-based event organisers, B2B Expos have again partnered with Hampshire Chamber of Commerce for the upcoming business shows taking place across the south coast. Businesses are invited to exhibit, visit, sponsor and support their local business expos taking place in Basingstoke and Southampton later this year. The events, which have been established since 2011, are celebrating over 10 years of connecting local businesses. Founder and Event Director, Matthew Larcome, explained how the events will be different this year. “We’re doing everything we can to give customers the confidence to book and attend our events,” commented Matthew. “We’ll be maintaining social distancing, encouraging attendees to wear face masks and limiting the amount of people permitted on each stand.” Matthew continues, “It’s been over 18 months since our last event and we’re excited to be back. Exhibiting is a great way for businesses to connect, network and grow. People are very keen to get back to meeting face to face and our events are the best place to do just that.”

Gemma scores a major promotion at HWB Senior Tax Manager Gemma Hedges has been promoted to Associate Director at HWB. The new position recognises the positive impact Gemma has made since joining the Hampshire based accountancy firm in January 2020 and underlines the company’s continued growth. CTA qualified, a member of STEP (Society of Trusts and Estate Practitioners) and a licenced probate practitioner, Gemma specialises in owner managed businesses, covering everything from corporate restructuring, SDLT and capital gains tax, tax disputes and enquiries to inheritance tax, succession planning, trusts and estates. She was previously employed at two leading UK firms and has more than 15 years’ experience in tax and private client management in particular. PR team grows into new Segensworth location Public relations and social media agency Briscoe PR has relocated and added new faces to the team as a result of new client growth. The team, headed by Kevin Briscoe, recently moved from its former location at Universal Marina at Sarisbury Green and is now based at Lancaster Court in Segensworth. New faces in the team include Dom Wallis, who has joined the Briscoe PR team as head of social, digital and brand. He was previously at air traffic control company NATS. Rachel Mole is also new to the team as a junior account executive. Rachel was student of the year on the PR course at Southampton Solent University before joining the Briscoe PR team. Charlotte Kennedy Scott has also joined Briscoe PR as a junior account executive. Kevin Briscoe said: “Adding Dom, Rachel and Charlotte to the team has given us greater strength in depth and provides a whole new range of resources and skills for our clients.”

Cash boost for arts and crafts business Rob Sowden, innovation tax incentives consultant, reports that a business has received considerable funding support from the government: “This family owned business manufactures materials for the arts and crafts DIY market and has received £170k cashback over six years via the government’s Research & Development (R&D) tax credits scheme.

“My advice to businesses is, don’t try and guess if you are eligible; obtain a free technical check. If your accountant offers to do the claim, they will likely ask you to produce the technical report, which is time consuming and complicated. ‘Hello Southampton’ gets more funding and needs volunteers for check-in calls to vulnerable A SOUTHAMPTON charity dedicated to eradicating loneliness has received funding from Virgin Media O2’s Together Fund to continue providing its vital services in the community (July 2021). Communicare’s ‘Hello Southampton’ initiative offers regular scheduled phone calls to isolated or vulnerable people to checkin on their wellbeing. The charity’s Manager, Annie Clewlow, says: “We are very lucky to have received this funding from the Together Fund. Its backing is invaluable to us and their mission to help charities that champion and celebrate unique community spirit, belonging and togetherness, is at the heart of what we do. “With this extra boost we’re able to continue providing our services to those who need us, as many people still need support as we emerge from restrictions or are continuing to isolate. Marketing leaders take to the high seas in Southampton Sailing Week’s Gallagher Cup Carswell Gould competed recently in The Gallagher Cup, part of Southampton Sailing Week, where it finished on the podium, in third place overall. The winning yacht was crewed by the Gallagher Insurance team. With such a big part of Carswell Gould’s history being forged in the marine industry, it was an obvious choice for the agency to get behind this particular initiative from sports event firm Rees Leisure. Carswell Gould’s crew was led by Creative Director Ed Gould, who has a distinguished history of taking part in challenge events on the water, including the Gore-Tex Arctic Challenge, where he was part of a crew who took a rigid inflatable boat (RIB) from the UK to the Arctic Circle. The team was made up of CEOs and marketing directors of global brands from the agency’s client base. The University of Chichester has been named in the UK’s top-25 in a national ranking Results from the 2021 National Student Survey (NSS) placed the University in 25th position out of 156 others. It climbed 26 places on last year’s survey, which is measured on the ratings of final-year students. Vice-Chancellor Professor Jane Longmore said: “Receiving high scores from our students off the back of an extremely demanding year highlights our dedication to creating an inclusive community of care that leaves no one behind. Becoming a top-25 UK university is a powerful statement for Chichester. To rise 26 places in the survey shows that students value the community which has supported them throughout the COVID-19 pandemic.”

The NSS survey, which is commissioned by the Office for Students, polls finalyear students about their time spent in

higher education. Chichester’s courses performed well across the board with eight departments in the UK’s top 20.

Don’t turn a blind eye to digital eye strain Eyes are responsible for 80% of our learning. Most of us take our sight for granted but it is the sense that connects us to our environment; eyes therefore play a vital role in our work lives. Digital eye strain is a type of eye fatigue that is associated with prolonged screen use and is experienced by up to 90% of screen users; it is different for different people. With screen times rising and people working remotely, digital eye strain is now a public health issue.

Whilst we all recognise the importance of good ergonomics, employers can now help safe guard their teams using ‘eye-gonomic’ risk assessments; digital eye strain assessments improve productivity and promote healthy, happy eyes; embrace new working cultures and thrive.

Funding for ethical AI Oldfield Consultancy has recently been involved in a symposium for ethical funding in AI. Working with the University of Keele and the Health Foundation we have published, in AI and Ethics, a proposal to further an ethical framework for funding in the area of Artificial Intelligence. In this paper we focus on the funding processes for AI research grants which we have identified as a gap in the current range of ethical AI solutions such as AI procurement guidelines, AI impact assessments and AI audit frameworks. We highlight the responsibilities of funding bodies to ensure investment

is channelled towards trustworthy and safe AI systems and provide case studies as to how other ethical funding principles are managed. We offer a first sight of two proposals for funding bodies to consider regarding procedures they can employ. Marine students benefit from high-performance engine donations Marine engineering students at City College Southampton are set to benefit from working on three new boat engines kindly donated by local marine distributer Proteum. The V8 diesel common rail engines are high-performance engines, so are smaller and lighter but pack a lot of power and use more technology. One engine arrived complete and the other two were in pieces to enable students to work together to completely rebuild them. Hands-on projects like this will enable them to further enhance their technical knowledge and skills which are transferable to other engines. Ben Allan, Service Manager at Proteum, said “I’ve always been keen to partner with City College. I did my apprenticeship there several years ago and I really wanted to be able to give something back. I am now in a position to do this and it’s very rewarding to be actively

supporting the future of the industry.” City College’s Marine Skills Manager, Matt Yarwood, added “We’re extremely grateful for this generous donation. Our students and apprentices are very

excited to get started on piecing them back together and working with some different types of engines. It’s great to see local marine businesses investing in the next generation of engineers.”

Digital focus for Eastleigh College’s new deputy principal Eastleigh College has appointed a new deputy principal who will be responsible for the delivery of a growing curriculum as well as spearheading the college’s digital development with learners and staff alike. Thirty-nine year old Pete Joddrell has 15 years’ experience in the education sector including teaching and management roles, gaining digital expertise and dedication to teaching excellence. Pete first discovered his passion for teaching while providing PT and fitness training during his time at university, and has never looked back. He has always combined his interest in technology with improving the learning experience for students and strongly

believes that if college courses equip learners with workplace digital skills they will gain an advantage and greater confidence in the work environment. Pete continued: “It’s an exciting time to join such an established FE college. How to create more engagement in virtual meetings It’s easy to underestimate the importance of body language in virtual communication. If we were in a room with people, we would build rapport and engagement by making eye contact and using gestures. However, when on camera, people are often looking at another screen or perhaps don’t even have their camera on at all! In contrast, if you watch the news, you’ll see the head, shoulders and hands of the presenter – which is how we usually have a meeting.

So, when you’re on a video call, make sure your camera is at eye level so you can have eye-to-eye communication and move the camera further away so that your arms and gestures can be seen. You can only have that non-verbal rapport with others if you set up the framing of your shot and use body language the same way you would if you were in the room. Southern Co-op Southern Co-op widens the scope of its emissions reduction targets Following the announcement of its latest emissions reduction targets, Southern Co-op hopes more local businesses will set ambitious climate action plans. The regional co-operative, which operates retail, funeral and coffee services across the south of England, has had its emissions reduction targets approved by the Science Based Targets initiative. By being aligned with the very latest science, both of its latest targets support what is required globally to limit global warming to 1.5°C – the maximum safer temperature scientists say we need to stay within to limit the severity of the impacts of climate change. The Science Based Targets initiative (SBTi) is a collaboration between CDP (formerly the Carbon Disclosure Project),

the United Nations Global Compact, World Resources Institute and WWF (World Wide Fund for Nature). The independent co-operative previously reduced its business carbon footprint by 27% between 2012 and 2019. Starling Bank support for small business Since the start of the pandemic, Starling Bank has hired 41 people for its Southampton office. New hires include customer service agents and software engineers. For everyone at Starling, which also has offices in London and Cardiff, a key focus is providing support to business customers. The digital bank became an accredited lender under the government-backed Recovery Loan Scheme (RLS) and is offering loans of £25,001 to £250,000 to support small businesses affected by COVID-19. The scheme follows the Bounce Back Loan Scheme (BBLS) and Coronavirus Business Interruption Loan Scheme (CBILS). Amar Randhawa, a Starling business customer who runs Sanjha Restaurant in Southampton, says: “The Starling Bounce Back Loan came through within 24 hours – there was no mucking about. Since then, I’ve been able to open a permanent outdoor seating area and extra kitchen to survive the pandemic.” Amar, 42, joined Starling in January 2020.

Wightlink abolishes the Ryde Pier Toll The Ryde Pier Toll ended on Wednesday 21 July 2021. Wightlink is changing the way it finances the maintenance and refurbishment of Britain’s oldest working pier, as a result of customer feedback and to reduce traffic congestion. The Pier Toll was introduced to fund maintenance of the 207 year old listed structure. It costs around £250,000 a year to keep the Pier in a safe working condition. Wightlink Chief Executive Keith Greenfield says: “Abolishing the toll and removing the barrier will reduce delays for people wanting to drive up to the FastCat terminal, making for an easier journey especially for commuters.”

The 52nd Southampton International  Boat Show, 10-19 September The excitement is mounting as the Southampton International Boat Show returns to the city with a new layout and zone experience. BNI Hampshire – business in bloom BNI Hampshire is in full bloom this summer. AGS airports commits to net zero as part of new sustainability strategy AGS commits to achieving net zero for direct emissions by mid-2030s AGS Airports, which owns Aberdeen International, Glasgow and Southampton airports, has committed to achieving net zero for its direct emissions by the mid2030s as part of its new sustainability strategy which it launched on 30 June. Scotland’s Minister for Transport, Graeme Dey MSP, joined AGS’ Chief Executive, Derek Provan, to launch the strategy which sets out how AGS will balance the undoubted social and economic benefits of aviation with its climate change responsibilities. All three AGS airports achieved carbon neutrality status in 2020 and the group has now set a roadmap for its transition to net zero by the mid-2030s which will involve the decarbonisation of AGS’ infrastructure. The strategy, which is anchored in the United Nations’ Sustainable Development Goals, sets commitments against a wide range of material issues including decarbonisation, biodiversity, modern slavery, circular economy, community support and how it will support its people. Commitments include: Achieving net zero ¾ AGS will maintain its commitment to carbon neutrality as it delivers its net zero roadmap to achieve net zero carbon for direct emissions by the mid-2030s. ¾ AGS will support the continued development of Sustainable Aviation’s Decarbonisation roadmap including the promotion of Sustainable Aviation Fuels, hydrogen and electric flight.

¾ AGS will transition its fleet of

vehicles to ultra-low emission vehicles and will continue the roll-out of electric charging infrastructure. Supporting communities ¾ AGS will continue to invest in its community funds which have awarded over £2 million to local community groups and charitable organisations since 2010. ¾ AGS will work with partners, including the NHS, to trial the UK’s first medical drone distribution network. ¾ AGS will work with local communities, schools, colleges and universities to provide training and internship opportunities. Supporting its people ¾ AGS will align policies and processes with the UN Guiding Principles on Business and Human Rights. ¾ AGS will work with the Slave Free Alliance to review its approach

to modern slavery and develop and publish an action plan, in addition to establishing a supplier code of conduct. ¾ AGS will implement a gender equality strategy with objectives focused on flexible working, pay equality and gender composition.

U4L pledges to plant a million trees Bournemouth and Southampton based energy consultancy U4L has joined the Million Tree Pledge, an initiative where a group of businesses have committed to planting a million trees before 2030. The initiative wants businesses to do more to stop climate change. By supporting carefully selected reforestation projects, it will help both reduce carbon in the atmosphere and restore important habitats for people and wildlife. U4L helps businesses switch to clean energy and become more energy efficient, reducing both their costs and

The £55m terminal has received support from the Solent Local Enterprise Partnership, with an £8 million grant through the government’s Getting Building Fund.

De'Longhi launches new initiative to support small coffee roasters De'Longhi, part of Kenwood Limited based in Havant, Hampshire is known for its espresso ‘bean to cup’ coffee machines. Now, in a bid to support small coffee roasters, it has just launched a new initiative called the ‘De'Longhi Coffee Lounge’. The idea is an entirely new website where small coffee beans roasters can sell a small selection of their beans to a national audience. The site also

has an online quiz to help discover your preferred taste and get a better understanding. De'Longhi plans to keep adding more roasters over time from across the country. So far eight roasters are on, with 37 different blends. Events The ease of restrictions has allowed Hampshire Chamber of Commerce to continue with our extensive events programme. Our return to physical events was a welcomed one back in June as we collaborated with Surrey Chambers of Commerce in both June and July to deliver our Have Your Cake and Eat It events. These events, which alternate between Hampshire and Surrey, are a key feature of our calendar. In August, we enjoyed some Al Fresco Networking in Style at the Solent Hotel & Spa where we enjoyed cocktails and tapas on the terrace, and we were pleased to be a part of the Sea Angling Classic in Northney Harbour. This event brings anglers from around the world together in a competitive format, whilst also enjoying beach line clear ups and discussing the environmental benefits of being part of such a prestigious event. Keep an eye out for the 2022 event which will feature 400 teams from around the world.

As we look forward to September and October, our flagship Annual Boat Show Lunch is back on the 10th of September as part of the Southampton Boat Show. This event will feature a networking drinks reception, lunch, and keynote speakers. Is COVID-19 still an acceptable excuse for poor service? According to a survey of 10,000 people carried out by the Institute of Customer Service, ‘NO’ is the resounding answer!
