CAPE TOWN CYCLE TOUR 5-7 March CAPE TOWN Now in its 38th year, this iconic event emerged into a week of Life Cycle events. The MTB Challenge took place over the weekend of 28Feb- 1 March at Le Bonheur Wine Estate, Greater Simonsberg Conservancy, Stellenbosch. It offered to short trails and two long trails. The Life Cycle Expo, originally being the registration event for the cyclers is, for many years now South Africa’s largest cycling, fitness & healthy lifestyle expo and the only place where participants in the Cape Town Cycle Tour can collect their race packs.

This year, some of the routes are planned around hubs of activity - central spaces that are activated for the whole day with various installations, participatory artworks and performances. Beyond the scheduled performances, there are artworks that run throughout the Festival, as well as artworks that are mobile, without time or place, and that can only be experienced if stumbled upon. - Performance Times - The Programme indicates the locations and order in which works will be presented on the respective routes, as well as the timeframes for these presentations. They have to use timeframes, as moving audiences

from artwork to artwork along a route makes it impossible to publish exact starting and ending times for each performance. - Festival Information - This year, they will have two Festival Information Centres on St George’s Mall, between Wale and Waterkant Street. revered artists of the Dutch Golden Age, Rembrandt van Rijn (1606-1669) was not rated very highly at all. His ‘rediscovery’ had to wait until the mid-19th century. Today he is possibly the most sought-after and celebrated ‘ Old Master’ of all. Although South African public collections have no paintings attributable to Rembrandt, there are some fine collections of his etchings. This exhibition draws on the major institutional collections within South Africa, including the Michaelis Collection (Cape Town), the Iziko SA National Gallery (Cape Town), the Johannesburg Art Gallery, the Nelson Mandela Metropolitan Art Museum (Port Elizabeth), the Rupert Art Foundation, the Rembrandt van Rijn Art Foundation (Stellenbosch) and UCT. The impressive collection of the Johannesburg Art Gallery, presented by Howard Pim, has previously never been shown in Cape Town before. MORTGAGES FOR FOREIGNERS KEY INFORMATION FOR PROPERTY ACQUISITION AS A NON-RESIDENT Information courtesy of STBB - SMITH TABATA BUCHANAN BOYES South Africa’s well established legal framework offers first world security of title to foreign buyers of immovable property. There are no restrictions on the ownership by non-residents of property situated in South Africa, except of course that, foreigners who are in the country illegally may not own property here. There are, however, procedures and requirements which must be complied with and the next few paragraphs will provide answers to some frequently asked questions that foreign buyers of South African property may have. CAN FOREIGN FUNDS BE BROUGHT INTO SOUTH AFRICA TO BUY PROPERTY? Yes, foreign funds can be paid into any bank account in South Africa. Usually the foreign purchaser will pay the purchase price for the property bought into the trust account of the estate agent that brokered the sale or into the trust account of the conveyancing attorney who attends to the registration of the transaction. Both estate agents and attorneys are covered by Fidelity Funds, which guard against theft or negligence on the side of the agent or attorney. When a non-resident transfers funds from a foreign source into a South African bank account, a record known as a ‘Deal Receipt’ is issued by the South African bank. This is an important document and the non-resident will need to submit it to the Reserve Bank when, in future, he sells the property and wishes to return the funds to the foreign country. CAN MONEY BE BORROWED IN SOUTH AFRICA TO BUY PROPERTY? Non-residents purchasing a property in South Africa may borrow up to a maximum of 50% of the purchase price from a South African financial institution.

by the non-resident, the company must in addition appoint a public officer who is a South African resident. MUST A PURCHASER BE PRESENT IN SOUTH AFRICA TO SIGN THE DOCUMENTS OF THE TRANSFER? Fortunately a purchaser need not necessarily be personally present in South Africa to sign the documents that are required for the registration of transfer of ownership in the property. However, there are formalities that must be complied with in such a case, requiring that the documents must be signed either before a Notary Public or at the South African Embassy in the foreign country. Both these options are unfortunately usually costly and time consuming. It is often to the non-resident’s best advantage, whether he is selling or buying, to execute a Special Power of Attorney prior to departing from South Africa in favour of a local friend, family member, or attorney so that this person can act and sign documentation on his behalf. It is important to remember that an affidavit cannot be signed by the person holding the Power of Attorney on your behalf. For this reason there will invariably still be some documents for such client to sign abroad. WHEN A NON-RESIDENT SELLS A PROPERTY, CAN THE MONEY BE TAKEN OUT OF SOUTH AFRICA? Yes, money that was introduced to South Africa from a foreign source and any profit thereon, can be taken out of the country (repatriated) when the non-resident sells the property. Any sums still owing under a mortgage bond over the property must be paid as the sale transaction is registered so that only the net proceeds will be repatriated. Note that such repatriation of funds is subject to South African Exchange Control Regulations which means, amongst other things, that the Reserve Bank will investigate the initial source of the non-resident’s investment in South Africa.

The total loan amount granted by a bank however remains within the bank’s discretion. A bank will generally require proof of the non-resident’s income as well as compliance with South African anti-‘money laundering’ legislation (the Financial Intelligence Centre Act), which involves the furnishing of proper identification and the submitting of certified copies of documents (such as a passport and proof of residential address).

Furthermore, if a foreigner takes up permanent residency in South Africa and signs a Declaration and Undertaking at a South African bank (namely declaring whether they are in possession of foreign funds and undertaking not to place same at the disposal of anyone resident in the Republic), they will be considered a resident for Exchange Control purposes and accordingly will only be able to freely repatriate funds within five years of their immigration. Thereafter they will be considered to be a South African resident and subject to the same regulations and limitations. Finally, the repatriation of funds will be subject to capital gains tax, which we discuss in the next paragraph.

CAN A FOREIGN COMPANY BE THE PURCHASER (OR SELLER)? Yes, a foreign company can buy and own land in South Africa. In certain instances, this would require that the purchasing register itself as an entity in South Africa and, if the shares are owned

double tax treaty benefit (if applicable) to avoid double taxation. For example, if a non-resident rents his property out, he will be obliged to declare such rental for primary taxation in his country of residence but will still be obliged to declare such income in South Africa as well. Thus, non-residents are also obliged to register for income tax purposes in South Africa. Capital Gains Tax (CGT)- The non-resident is liable for payment of tax on the gain made on selling the property (capital gains tax). Withholding Tax- Because some foreign buyers in the past avoided paying CGT when they sold their property, new legislation was passed which obliges any buyer of a property sold by a non-resident for R2 million or more, to retain a percentage of the purchase price and pay it to the South African Revenue Services within a maximum of 28 days of the transfer. A young black man, Christopher, displays signs of borderline schizophrenia when he claims to be the illegitimate son of Idi Amin, while insisting that oranges are blue. Despite this, Christopher is excited because his month of observation in a psychiatric unit is up and he should be going home. But his young psychiatrist (Bruce) and his mentor and supervisor (Robert) can’t agree on his diagnosis and whether sending him home is advisable. Christopher becomes the ball in a deadly match of power between the two white men. WE’VE BEEN TO KIRSTENBOSCH ATTRACTS OVER ONE MILLION VISITORS Attaining this historic milestone has secured Kirstenbosch’s status as one of the most important tourist attractions in South Africa, said Minister of Tourism, Derek Hanekom, who visited the garden with global leaders in tourism today. The Secretary-General of the World Tourism Organization of the United Nations (UNWTO), Mr TalebRifai, and the President and CEO of the World Travel & Tourism Council (WTTC), Mr David Scowsill, joined Minister Hanekom and Western Cape MEC for Tourism, Mr Alan Winde, on a tour of the garden today. “The milestone achieved by Kirstenbosch is a tribute to the hard work and vision of the South African National Biodiversity Institute,” said Minister Hanekom. He said South Africa’s botanical gardens provided a window on South Africa’s rich natural heritage, exposing visitors to the country’s biodiversity. SANBI CEO, Dr Tanya Abrahamse, said the opening last year of the Tree Canopy Walkway, or “Boomslang” as it is known, had led to a surge in visitors, resulting in achieving the one million milestone for the first time in the garden’s 102-year history. “The Tree Canopy Walkway has become a prime attraction as one of our legacy projects,” said Dr Abrahamse. “Kirstenbosch is wellknown as a ‘must see’ destination when planning a trip to South Africa, so when international tourism experts visit the country it’s no surprise that they would like to visit this iconic spot.” SANBI celebrated its 10th anniversary last year, and next year will mark the 40th year of Kirstenbosch exhibiting at the Chelsea Flower Show in London. “This is a true reflection of SANBI’s commitment to conserving the country’s unique biodiversity,” said Dr Abrahamse. South Africa is one of the most biologically diverse countries in the world and is home to nearly 10% of the world’s plant species, 7% of the reptile, bird and mammal species and 15% of known coastal marine species. SANBI protects, promotes and conserves the country’s national heritage through a variety of programmes. “Our educational and job creation projects offer many solutions to the challenges that we face, and is key to conserving our planet,” said Dr Abrahamse.

ABOUT THE TREE CANOPY WALKWAY The idea of a Tree Canopy Walkway in the Kirstenbosch Arboretum originated about 6 or 7 years ago as a concept to attract visitors to a part of the garden which very few people knew about or visited. In 2013 when the garden celebrated its Centenary the concept of a tree canopy walkway became an obvious choice as a legacy project. The appointment of the right Architect, Mark Thomas, and Structural Engineer, Henry Fagan, were critical to the success of project. Designing a structure that would blend into the forest in an unobtrusive manner and be virtually invisible from most parts of the garden was critical. Installing a large steel & timber structure in the middle of a very sensitive forested area was also extremely challenging. The success of the designs aesthetic and artistic value has led to the structure being featured in numerous international and local Architectural magazines and it has been nominated as the “Most Beautiful Object in South Africa” (MBOISA) for 2015 by the CEO of the African Arts Institute. The design is based on the inverted skeleton of a snake, winding its way through the tree canopy and as a result it became affectionately known as the “Boomslang”. It was opened to the public in May 2014 and the Walkway very quickly went “viral” on social media. Kirstenbosch was soon swamped by a deluge of visitors all desperately looking for the “Boomslang”. By the end of the 2014 calendar year attendance had increased by 27,5% on the previous year with attendance exceeded 1 000 000 for the first time in the Gardens 101 year history. Income from gate takings has increased by 48% from R16,9m in 2013 to R25,0m in 2014. The increased gate income has meant that the capital cost of construction of R5m has been recovered in just eight months since the Walkway was opened.

THE CAPE TOWN CARNIVAL GOES ELEMENTAL (Cape Town, 12 February 2015) A dazzling parade of floats, hipshaking dancers and foot-stomping bands, will storm the Green Point Fan Walk on Saturday, 14 March from 19h00 for the sixth annual Cape Town Carnival. 47 Community performance groups will interpret the ELEMENTAL theme of Fire, Water, Air and Earth – ‘the unstoppable forces that shape us and our environment.’ Participants and spectators are invited to embrace the 2015 theme and dress for the occasion. Shelley Finch, Cape Town Carnival’s Marketing, Media and Sponsorship Director says: “We encourage all of Cape Town to share in this spectacular night with us. Shine bright, dive into the sea, soar into the skies and float back down to earth while celebrating the Cape Town Carnival 2015.” Fans may remember the first Cape Town Carnival which was held in Long Street in 2010, when close to 11 000 people marked the occasion, together with the FIFA 2010 Soccer World Cup. Since then, the crowds have swelled to over 50 000, with the parade now taking place along the Green Point Fan Walk. An explosion of fireworks at 19h00 will mark the start of the procession, which will wind along the 1.2km Fan Walk. Energized performers will strut their stuff in front of mesmerized crowds, showing off more than 20 floats, puppets and contraptions which are larger and more extravagant than before. On event day, the audience is encouraged to join in the street festivities anytime from 16h00, when it will turn into a pedestrian walkway complete with food vendors, stalls and festive hospitality areas. Finch explains, “This is a great opportunity to introduce children to the diversity of our magical city and get them in the mood for the evening’s festivities with goodie-bag giveaways, face painting, acrobats and buskers.” The Cape Town Carnival After Party brought to you by Redd’s will allow partygoers to rock to some of SA’s hottest musical talent on the Green Point Stadium Forecourt from 21h00 until midnight. Entry is free (for over 18-year olds only) and one lucky person in the party crowd will win a car through the Redd’s After Party competition. Getting to the Cape Town Carnival with public transport will be easy as additional MyCiti and Park & Ride facilities will be in operation. Metrorail will also offer a selection of late night trains for commuters. The Treetop Canopy Walkway In celebration of its Centenary (1913- 2013), Kirstenbosch botanical gardens chose to add this spectacular project that would be a unique and permanent feature to the venue. This special walkway is a perfect means to mark the occasion. It was built purely from bequest money which has been left to Kirstenbosch by numerous donors, but predominantly Mary Mullins. It is also a fantastic opportunity to take people into the treetops, a place with a distinctive ecology that is generally inaccessible. From here people can experience the forest from high above the ground and also see birds and other animals that are generally elusive. One can experience an entirely new world of tree dynamics - how the treetops move in the wind and how the crowns of the trees interact with one another. The walkway then bursts through and above the canopy, giving you an impression of what it is like to be above the forest. At this point, the walkway provides spectacular 360 degree vistas comprising of Cape Town and the surrounding majestic mountain slopes. Adding to the exceptionality of this modern feature is the fact that the walkway is fully wheelchair accessible. The design of the walkway is envisaged as a sinuous, lightweight, non-intrusive steel structure, which supports a slatted timber deck, and snakes its way into, through and over the ever-changing tree canopy. The structure, comprising ribs and a structural spine, inspired by a snake’s, is supported on slender steel columns intertwined with creepers. On site, the pieces were bolted together and mounted on top of long columns much like a giant mechanic set. The walkway takes advantage of the sloping ground and starts and ends within the arboretum, so there is almost no visual impact from the lawns and walks in the garden. There are no mechanical or electrical aspects to the walk and the gentle gradients will easily raise visitors to over 11 meters above ground and is about a 130 meters long. There is no extra charge for this added feature. A normal garden entry ticket is all that is required.

During the winter months the Great White Sharks are extremely active around the island and we enjoy many sightings and often witness natural predations. The main breeding season for the Cape Fur Seal is November and December when almost 20 000 pups are born. The majority of the seals on Duiker Island, out of Hout Bay Harbour, are males waiting out their time until they reach the right breeding age, which is between the ages of 8 to 12 years depending on their size. Duiker Island is not a breeding colony as the sea can get very rough and the pups get swept off. The island is most densely populated from January through March due to the seals moulting. During this period they do not go off in search of food but rely on fats they have stored in their blubber. BIG 5 SAFARI The phrase Big Five game was coined by white hunters and refers to the five most difficult animals in Africa to hunt on foot. The collection consists of the lion, African elephant, Cape buffalo, leopard, and rhinoceros. African Big Five Game Species: African bush elephant (Loxodontaafricana): The African elephant is a very large herbivore having thick, almost hairless skin, a long, flexible, prehensile trunk, upper incisors forming long curved tusks of ivory, and large, fan-shaped ears. There are two distinct species of African

elephant: African forest elephant (Loxodontacyclotis) and the African bush elephant (Loxodontaafricana). Black rhinoceros (Dicerosbicornis):The black rhinoceros is a large, thick-skinned herbivore having one or two upright horns on the nasal bridge. Rhinoceros may refer to either black or white rhinoceros. African cape buffalo (Synceruscaffer): The African or cape buffalo is a large horned bovid. Buffalo are sometimes reported to kill more people in Africa than any other animal, although the same claim is also made of hippos and crocodiles. It is considered the most dangerous of the Big Five, reportedly causing the most hunter deaths, with wounded animals reported to ambush and attack pursuers. Lion (Pantheraleo): The lion is a large carnivorous feline of Africa and northwest India, having a short, tawny coat, a tufted tail, and, in the male, a heavy mane around the neck and shoulders. A lion may attack without provocation, and is considered by many to be the best of the Big Five. Lions habituate the savanna where tall grasses, shrubs and bushes obscure and provide them cover and camouflage. This thick undergrowth is commonly referred to as jess. As lions are ambush hunters, they use this natural cover to stalk close as possible before making a final charge to catch their prey. Lions do not generally avoid confrontation, but will usually face the challenger. Lions are unpredictable and may charge when sufficiently annoyed or confronted by danger. Leopard (Pantherapardus): The leopard is a large, carnivorous feline having either tawny fur with dark rosette-like markings or black fur. They are wary of humans and will take flight in the face of danger. The leopard is solitary by nature, and is most active between sunset and sunrise, although it may hunt during the day in some areas. Leopards can be found in

the savanna grasslands, brush land and forested areas in Africa. The male leopard is less than half the size of a male lion. The leopard is the smallest of the big cats, and rarely exceeds 200 lb (91 kg). A visit to a South African reserve will, most likely, allow seeing not only the big 5 but other habitants of the African bush. Although the stock will be different between various reserves you’ll be able to watch: Giraffes, Elands, Springbok, Hippopotamus and Zebras.

CAPE PENINSULA BABOONS The Baboon Matters Trust comprises a handful of dedicated volunteers who are at the forefront of baboon conservation in South Africa. The goals of the trust include raising awareness for the plight of baboons as well as education and training so that sustainable solutions can be found for areas of conflict between man and baboon. On a practical level the trust makes provision for the rescue and care of injured or sick baboons, and aims to support rehabilitation centres that focus their attention on baboons. Cape Species: The Chacma Baboon (Papioursinus), also known as the Cape Baboon, is, like all other baboons, from the Old World monkey family. With a body length of up to 115 cm and a weight from 15 to 31 kg, it is among the largest and heaviest baboon species. The Chacma is generally dark brown to gray in color, with a patch of rough hair on the nape of its neck. Unlike the northern baboon species (the Guinea, Hamadryas, and Olive Baboons), Chacma males do not have a mane. Perhaps the most distinctive feature of this baboon is its long, downward sloping face. Males can have canine teeth as long as 2 inches (longer than a lion’s canine teeth). Baboons are sexually dimorphic, males being considerably larger than females. The Chacma Baboon is found in southern Africa, ranging from South Africa north to Angola, Zambia, and Mozambique. Size and color vary within that range. Chacmas usually live in social groups composed of multiple adult males, adult females, and their offspring. Occasionally, however, very small groups form that include only a single adult male and several adult females. Chacma troops are characterized by a dominance hierarchy. Female ranking within the troop is inherited through the mother and remains quite fixed, while male ranking is tenuous and changes often. Chacmas are unusual among baboons in that neither males nor females form strong relationships with members of the same sex. Instead, the strongest social bonds are often between unrelated adult males and females. (Wikipedia) BOULDERS BEACH PENGUINS A visit to the famous Boulders Beach penguins should be part of every Cape Town itinerary. The penguins from this growing colony allow for close encounters with these famous sea birds - and most tourists fall helplessly in love with them. The story of the African penguins at Boulders Beach is one of remarkable urban colonization, but the species as a whole faces many threats and these aquatic flightless birds are listed as endangered. The story of the penguin colony in Cape Town started in 1983 when a pair was spotted on Foxy Beach at Boulders. Since then the colony has grown rapidly and now totals about 3 000 Boulders Beach penguins. The birds came to False Bay from Dyer Island after the reduction in commercial pelagic trawling, which has increased the supply of pilchards and anchovy part of the penguins’ diet. Boulders Beach is located in Simon’s Town, just over the hilly peninsula from Cape Town. It’s easily accessible by bus, car, taxi or train.

OSTRICH LEATHER & MOHAIR Ostrich leather is the result of tanning skins taken from African ostriches farmed for their feathers, skin and meat. The leather is distinctive for its pattern of bumps or vacant quill follicles, ranged across a smooth field in varying densities. It requires an intricate, specialised and expensive

production process making it costly as well as beautiful. Although the first commercial farming began in South Africa in 1850, the industry collapsed after World War I and the drop in demand for the feathers for fashionable hats and military uniforms. Other products were marketed, with each success battered by world events and droughts until now, when ostrich skin is globally available and seen as a luxury item in highend demand. Leather came late in the story of ostrich farming but after a tannery was set up onsite, it went on to make an impact in European haute couture and in the U.S. for cowboy boots. Availability was artificially limited when ostrich leather was subject to a cartel monopoly through trade sanctions, and single export and distribution channels until the end of apartheid in 1993. After that and other factors, the South African government began to export stock allowing other countries to have their own ranches. Although wider production resulted in competition and lower prices, Klein Karoo Group remains the leading global producer. Today the industry is driven mostly by the leather and the meat, which is exported to all parts of the world. South Africa produces over 60% of the world’s ostriches and also has a distinct quality edge in the leather tanning process. Eleven years ago, Charles and Melony Biggs were farming ostrich, sheep and goats in the Graaff Reinet area in the Karoo. At first they exported skins to people he had met in the USA, where he had previously farmed ostrich for 4 years. They learned a lot in that time abroad, one thing being what we in South Africa had to offer and show off to the world in terms of leadership in Ostrich and Mohair.

WHAT TO SEE TABLE MOUNTAIN The five-minute ascent to the top of Table Mountain offers a 360° view of Cape Town, the ocean and the neighbouring peaks. Once at the top visitors enjoy spectacular views and the peaceful feeling of being over one thousand meters above the city below. The area at the top of the mountain is surprisingly large so leave enough time to stroll along the paths, enjoy the viewing platforms and soak up the vistas.
