FIGHTING FIRES

THE FOLLOWING TIPS WILL HELP KEEP YOU AND YOUR FAMILY SAFE FROM FIRE USING ELECTRICITY SAFELY • Do not overload your electrical circuits – in other words, don’t keep more than four plugs on one extension (with your heater, your kettle, your stove…) • Service your electrical components regularly and replace faulty ones • Switch off all electrical appliances at the wall at night or when leaving your home • When you are cooking (on any sort of stove, gas, electric or paraffin), do not leave the pot on the stove unless you are watching it. • Electrical connections must be professionally installed and properly earthed with the correct circuit breakers installed. USING PARAFFIN SAFELY • Always handle paraffin with extreme care, as it is poisonous and can burn your skin even if unlit. Paraffin is often sold in containers contaminated with chemicals such as petrol, or mixed with methylated spirits. This can cause it to flare dangerously or even explode • Paraffin can cause severe burns, and paraffin stoves that are knocked over or explode are a major cause of injuries and fires in informal settlements. Paraffin also emits harmful fumes when ignited • Never leave a paraffin appliance unattended. It only takes a second for a gust of wind, pet or child to knock over a light or stove • Make sure paraffin appliances are on a flat, firm surface • Do not put a cloth under a paraffin appliance. A child or pet could pull the trailing end and the cloth will then burn, fuelling the fire • Always have a bucket of sand nearby

when using a paraffin appliance. Water will not extinguish a paraffin fire and can make matters worse by spreading the flames. Paraffin fires can only be extinguished using sand or a fire extinguisher SAFETY AROUND AN OPEN FLAME • Keep matches and lighters out of children’s reach • Cut candles in half to prevent them falling over – and use a candle holder • Do not smoke in bed! HOW TO PREVENT SHACK FIRES • Keep a close eye on paraffin stoves. Don’t cook near a window with a curtain • Make sure the stove doesn’t fall over, which may burn children or cause a fire • Make sure candles are secure and can’t fall over. Don’t go to sleep with candles still burning • Teach children about the dangers of fire • Watch out for discarded cigarette butts • Be aware of the dangers of illegal and faulty electricity connections, which also cause fires • Keep a bucket handy to fill with water so that you can extinguish flames easily • Keep a bucket of sand to put out paraffin fires • Build dwellings a good distance (at least 3 m) apart to prevent fires from spreading. Make sure this space is kept open • Keep roads and access to dwellings clear at all times • Do not block roads with possessions when there is a fire • Do not prevent or disrupt the work of fire crews fighting fires NEVER STOP TO FIGHT A FIRE IF: • The fire is spreading beyond its origin • You can’t fight the fire with your back to an escape exit • The fire can block your only escape

• You don’t have adequate fire-fighting equipment • Never try to fight a fire if your path of escape is threatened. Rather evacuate while you still can! • Make sure that your fire-fighting equipment is clean and in working order (check with the manufacturer’s instructions to see how often this needs to be done). • Modern day fire-fighting equipment is highly efficient and sophisticated. But unless you know how to use the equipment and unless it is in good working condition, easy to find and easy to get hold of, it is quite useless! FIGHTING FIRES Remember always call for the City’s Fire and Rescue Services via 107 before you make any attempt to fight a fire yourself. If your clothing catches fire: Start the stop, drop and roll procedure: • Stop where you are • Drop to the floor • Roll around on the floor This will smother the flames and save your life If another person catches fire, smother the flames by wrapping him or her in a blanket, carpet or rug.

Bontebok National Park, just outside the historic town of Swellendam, lies at the foot of the majestic Langeberg Mountains and is bordered by the winding Breede River. The Park is home to over 200 Bontebok and many other animals including the Red Hartebees and Grey Rhebok. Although the smallest of SA’s 19 National Parks, it is by no means less diverse. Here are some ideas of what to see and do in Bontebok National Park:

Penguin Facts:

• Go bird watching – Bontebok is a twitcher’s delight with over 200 bird species, including the Blue Crane and African Fish Eagle. • Have a special celebration at ‘Die

• The African Penguin is listed in the Red Data Book as an endangered species • Of the 1.5 million African Penguin population estimated in 1910, only some 10% remained at the end of the

Situated at the junction of two of earth’s most contrasting water masses – the cold Benguela current on the West Coast and the warm Agulhas current on the East Coast – the Cape of Good Hope is popularly perceived as the meeting point of the Indian and Atlantic Oceans. Geographically, however, the Indian Ocean joins the Atlantic Ocean at Agulhas National Park.

Pass – take a drive up the pass to the lookout point and view the entire park from there. • Bird watch – Tankwa is home to 187 recorded species of birdlife. • Spend the night at one of the quaint farmsteads; in a beautifully designed cottage; or bring along your tent and make use of the camping areas with or without amenities.

The Maynardville Open-Air Theatre is situated in Maynardville Park, Wynberg. FEBRUARY 2016 CAPE TOWN TENS 4 - 6 FEBRUARY HAMILTON’S RUGBY CLUB, GREEN POINT South Africa’s biggest social sport and lifestyle event. It’s the brainchild of rugby legends Bob Skinstad and Robbie Fleck and long-standing mate Ron Rutland. Alternately, just down the shore from Clifton you can reach ‘Duiker Island’ off the Sentinel in Hout Bay. You cannot dive here but you’ll be able see huge seal colonies numbering in the thousands.

Hout Bay is one of the busiest harbours in the Western Cape, with a wellestablished tuna, snoek and crayfish industry. The scenery, friendly people and the laid-back ambience makes the harbour an even more desirable destination. When approaching the bay from the sea (in a true Jacky O style) we would recommend lingering in two of the hippest venues in the bay: The local favourite ‘The Lookout Deck’ restaurant which situated at the entrance to the main dock. Rugged rocks and sheer cliffs towering more than 200 metres cut deep into the ocean, a crashing point for the two currents of the warm-water Agulhas meeting the cold water Benguela current - a point that fluctuates between Cape Agulhas and Cape Point (about 1.2 kilometres east of the Cape of Good Hope) This union of two oceans fuses with the atmosphere which leads this area to be known to locals as the Cape of good storms. Reaching this geographical point with the unusual view from sea level gives one the fulfilling sensation of sharing the sights of the great historical conquerors of the world.

MYCITI PHASE 2A Linking Metro South-East to Opportunities

Since 2008 the City of Cape Town has set its sights on providing sustainable public transport to its residents and visitors. The national policy, applied by the Department of Transport’s Public Transport Strategy and Action Plan, was released by the National Government in 2007 to made provision for the development of integrated public transport networks and bus rapid transit services on busy corridors. In 2010, the first ‘MyCiTi’ bus services were launched as part of Phase 1A. Over the last five years, a growing network of MyCiTi services and routes has been rolled out in the West Coast. The vast routes include corridors such as: Atlantis, Melkbosstrand, Table View and Dunoon, Century City, the CBD and city bowl. The Atlantic Seaboard, Hout Bay, Hangberg and Imizamo Yethu are also a few of the stopping points on the ever-expanding network system. In 2013 development began on the first routes for Khayelitsha and Mitchells Plain which were then launched in 2014. The first two routes are express routes to the Cape Town CBD via the N2. Two further routes are planned to be launched in the near future. The rapid roll-out of this considerable network has begun to reshape the city’s urban landscape and the expectations of residents for quality public transport. It has encouraged transit-oriented development and prompted the formation of new businesses shaped from minibus-taxi associations. Now, going in 2016, we are ready to take on Phase 2A of MyCiTi. This phase will be four times the size of Phase 1 and will take approximately five years to roll out.

PHASE 2A The investment decisions are informed and influenced by which evidence shows that poorer households (including those in the Phase 2A footprint) spend as much as 40% to 70% of their monthly household income purely on the access and use on transportparticularly poor and working families who

travel long distances to reach places of work. It is with this knowledge that Transport for Cape Town (TCT) is committed to reducing costs of travel and increasing the priority of access for all households. Our Integrated Public Transport Network (IPTN) Plan 2032, adopted unanimously by the Council in 2014, aims to halve the cost of

access in the coming decades and continue to drive it down in line with international norms. Phase 2 comprises two ambitious trunk services and a network of 34 feeder routes which, collectively, these routes will traverse a considerable proportion of the city, touching the lives of nearly half of the 1.4 residents of Cape Town. Trunk 1 will transport commuters from Mitchells Plain to Claremont along a 25 km route. The trunk routes will extend from: Chris Hani railway station in Makhaza, Khayelitsha, along Govan Mbeki Road and Ottery Road to Wynberg, and from Kapteinsklip railway station in Mitchells Plain, again along Govan Mbeki Road and along Lansdowne Road to Claremont.

• Multiple feeder routes will link 35 communities along the Lansdowne/Wetton Corridor

Trunk 2 will transport commuters from Khayelitsha to Wynberg along a 35 km route. The two trunk routes share an 8 km segment, providing several transfer opportunities. These two trunk or main routes will traverse a number of suburbs including Philippi East, Ikwezi Park, Nonqubela, Khayelitsha CBD, Litha Park, Mandela Park, Harare, Kuyasa, Enkanini, Manenberg, Sweet Homes, Gugulethu, Brown’s Farm, Nyanga, Philippi, Crossroads, Wynberg, Plumstead, Royal Cape, Ottery East, Ottery, Turf Hall Estate, Lansdowne, Hanover Park, Lentegeur, Beacon Valley, Eastridge, Mitchells Plain CBD, Tafelsig, Claremont, Kenilworth, Rondebosch East, Kenwyn, Crawford, and Wetton. On parts of the route, achieving this will require the use of the proclaimed road reserve.

• Three bus depot facilities

The majority of these trunk routes will take the form of a dedicated bus way, or what we have come to know as the ‘red road’ in Cape Town. This will allow the buses to travel unimpeded by traffic, giving priority to public transport - keeping with national, provincial and City policy. In addition to the trunk routes, the conceptual design for Phase 2A will include 34 proposed feeder routes. The draft concept plan has estimated 25 closed stations to be built on the trunk routes as well as 45 pairs of open stops. The key criteria for trunk routes are good operational speeds and ensuring that the route responds directly to the significant travel demands. To achieve good operational speeds (average 30 km/hour), trunk routes aim to operate on Class 2 roads which are characterised by wide intersection spacing and no direct erf access. The draft concept plan for the feeder routes, which will crisscross the catchment area for the trunk service, estimates 320 pairs of stops. This will take us closer to our goal of ensuring that 80% of residents are within 500m of a public transport stop: • The trunk route from Khayelitsha will run along Japhta K Masemola Road with the distance from Khayelitsha to Wynberg at approximately 35,5 km • The trunk route from Mitchells Plain will run along AZ Berman Drive with the distance from Mitchells Plain to Claremont at approximately 25 km • These two trunk routes will interconnect along Govan Mbeki Road between Stock

• As many as 45 pairs of bus stops and 25 stations are to be constructed along the trunk routes • Six park-and-ride facilities

• A proposed couplet along Brodie and Main Roads in Wynberg BEGINNING THIS JOURNEY TOGETHER: Based on financial allocations and projections by the National Government, it is estimated to take around five years to get the next phase of MyCiTi development operational. To achieve this will take hard work and some tough decisions will have to be made along the way, as is the case with such large projects that seek to radically transform the urban landscape and quality of life for so many. There will be major road works all along the routes, which will be disruptive. Traffic will be diverted permanently in some places to accommodate the new trunk routes. Some private property will unfortunately have to be expropriated – but this will be kept to a minimum. Where there are historical road schemes along the corridor, the city has opted for these in order to avoid expropriation. In some cases there will be an impact, but change is inevitable if we are to make progress. WHAT PHASE 2A MEANS FOR WYNBERG: The implementation of Phase 2A has significant implications for Wynberg which has already began to feel the first tremors of change. However, the alteration has been overwhelmingly positive – as will be the case for the other suburbs that will benefit from Phase 2A. Wynberg is diverse, mixed-use area is part of the historic core of Cape Town, and as such is an increasingly busy and congested portion of the southern suburbs. It is an area that has been shaped by both colonialism and Apartheid, and it showcases both the challenges and the opportunities that face us as a city. Contrasting, significant parts of Wynberg are congested, carclogged areas with poor pedestrian and cycle access with inadequate integration between different public transport modes. However, is a popular destination for both public transport users and those in private vehicles, owing to the high volumes of people and a mix of land uses. Combined with economic opportunities,

government facilities, quality schools and range of retail/residential property, we have an opportunity to reshape this area in a way that is functional and sensitive to its history, responding to the needs of businesses, workers and residents that make up the vibrant and diverse community. We need to grow areas like Wynberg appropriately as they are important engines of the local economy, creating the jobs we need in our city and country. Traffic and pedestrian volumes will continue to grow (whether we plan for them or not) and so this new vision and approach for this area will accommodate the current use and bring positive potential growth that the area should inspire and attract – one that will bring more people in and out of the area more efficiently. The proposed Phase 2A infrastructure provides a catalyst for a range of improvements that will impact Wynberg positively. Key to this catalyst is the provision of reliable, scheduled public transport in the form of a solid integration of MyCiTi services, rail and pedestrian and cycle infrastructures that will make walking and cycling safer, quicker and more enjoyable. The quality of the service should also provide an attractive alternative to private vehicle use. Being car competitive is becoming increasingly important if we are to ensure that Cape Town is not reduced to gridlock. Public transport vehicles will also travel in dedicated public transport lanes to improve the travel time over the private motor vehicle. The only Class 2 facility in this vicinity is the proposed South Road route however, routes being proposed are not higher order roads and they have numerous regular intersecting roads and private erf access which will negatively impact trunk operations. Urban renewal of the historic streetscape along Main Road in order to realise the inherent value of the surrounding residential property is also a benefit of the urban upgrading that comes along with MyCiTi. It is in this context that the City has proposed the South Road link that will improve access from the metro south-east to Wynberg.

Furthermore, the South Road option provides greater geographical coverage and community reach within the corridor.

This proposal was first developed and approved in 2002 in response to the economic decline in Wynberg. A couplet was decided as the key element in the regeneration of the Wynberg CBD. Instead of widening Main Road-which might provide for more lanes of traffic but ultimately would have mean that heritage buildings and areas would be lostthe couplet allows for a more efficient traffic flow by making part of Main Road a one-way with Brodie Road accommodating traffic in the other direction.

Should we change the course of the routes to run along Rosmead Avenue and Broad Road as is proposed by the South Road Families Association, up to 27 privately owned properties would have to be expropriated and demolished: one property in Brisbane Road, six properties in Brentwood Road, four properties in Ottery Road, seven properties in Ross Road and nine properties in Rosmead Avenue. In addition, residents and businesses along Harpford Avenue, Clarence and Hayes Roads will be denied access to Rosmead Avenue and residents and businesses along Byrnes Avenue and Innes, Kildare and Carlow Roads will have limited access to Rosmead Avenue and Broad Road.

The details of this proposal will be subject to a process of public engagement. As in Phase 1, this process assisted us in refining and improving our proposals, thus allowing for a detailed engagement with interested residents and stakeholders. In this respect, we have noted some of the specific concerns that have been voiced about the couplet proposal, and we will continue to engage on these issues. We truly believe that we can achieve a meeting of minds, given the concerns that we all share for achieving a better urban environment.

The couplet proposal is accepted as a good solution to the mounting congestion that the area is experiencing. Together with public transport, it provides long-term solutions to a range of urban management problems that have arisen in the area which currently prevent it from reaching its full potential economic growth and liveability. The aim is that it may double the traffic capacity through Wynberg, enabling the MyCiTi services and other road users to move through this area at a more efficient speed during the peak traffic periods.

The Brodie Road Couplet: The City has also proposed the implementation of set of parallel one-way streets – using Brodie and Main Roads – in order to unclog and revitalise Main Road and

CONCLUSION In the coming months and years, the City will be talking regularly to communities about the various stages of the Phase 2A project as well the specifics of each area where efficient, safe and affordable public transport matters most. Many residents are excited about this initiative that moves towards an integrated transport system for Cape Town. The process will be long, and at times a little bumpy, but as a City we believe that we can achieve growth as one.
