As another year comes to an end, we have chance to reflect on the year that has been and look forward to a new year with new possibilities. This year was a turning point in our democracy as demonstrated by the August 3 local government elections. I have been humbled by the election result and the endorsement of this government by the people of Cape Town. Public service and duty have been the watchwords of my life and my career. It is an honour to continue to serve in this great progressive cause of consolidating democracy and building a better future for everyone. I would like to say thank you to the people of Cape Town, yet again, baie dankie, enkosi kakhulu, shukran. Thank you for choosing me to serve you for another 5 years. My team and I are ready to deliver on our promise to better the lives of the 3,7 million citizens that live in this beautiful city we call home, one key project at a time. We understand that the public have placed their trust in us to serve them for another five years. With this trust comes great responsibility and we stand ready to honour that trust and fulfil our duties as public servants. I stand ready to work with the people of Cape Town to make this great city even greater. We will continue of work implementing the policies and programmes to improve the lives of our most vulnerable residents. We will continue to spend 67% of our budget on the poor. We will continue to redress the imbalances of the past and to replace concrete roads, retrofit ceilings in government housing, and give title deeds and property ownership to people. We will continue to provide sanitation and basic services to informal settlements. We will continue to provide the best level of services in the country to all residents. And we will continue to attract business and investment, creating jobs and growth. We will continue to deliver the full expression of our democratic mandate, the manifesto, which the people of this city voted for, built on the five pillars: the opportunity city, the safe city, the caring city, the inclusive city, and the well-run city. It’s time to get going, to roll up our sleeves and continue to deliver. Let us continue to make progress possible, together. Laat ons vooruitgang moointlik maak, tesame. MARINE SPATIAL PLANNING IN SOUTH AFRICA
WHAT IS MARINE SPATIAL PLANNING? Marine Spatial Planning (MSP) is an approach that has been used and implemented by an increasing number of countries around the world, with South Africa being one of the countries beginning to implement the process. MSP guides what happens in the marine area, ensuring that the right activities are carried out in the right place and at the right time. It therefore enables sustainable economic growth whilst protecting the marine environment, and recognising the needs of all. MSP guides single-sector decision-making and provides for comprehensive and integrated planning and management. It offers a practical way to address spatial challenges in order to resolve conflict amongst users, and helps to select appropriate management strategies to maintain a healthy ecosystem that will facilitate economic and socio-cultural development.
WHY IS IT IMPORTANT TO US ALL? The UNESCO – IOC (United Nations Educational, Scientific & Cultural Organization- International Oceanographic Commission) identifies and creates guidelines for governments while putting the sustainability of both life and human prosperity on our planet on an equal level to create a balance that will allow the co-existence of all ecosystems. Demand for outputs (goods and services such as food and energy) usually exceeds the capacity of marine areas to meet all of the demands simultaneously. Marine resources are “common property resources” with open or free access to users. Free access often, if not always, leads to excessive use of marine resources, e.g., over-fishing, and eventual exhaustion of the resources. Because not all of the outputs from marine areas, especially ecosystem services such as wildlife habitat and nutrient cycling, can be expressed in monetary terms, markets cannot perform the allocation tasks. Some public process must be used to decide what mix of outputs from the marine area will be produced over time and space. That process is marine spatial planning.
WHY IS SOUTH AFRICA IMPLEMENTING MSP? South Africa’s shared vision for MSP is to achieve: “A productive, healthy and safe ocean that is accessible, understood, equitably governed and sustainably developed and managed for the benefit of all.” As it is evident that the Cape Town economy draws & depends on the relationship and the different touch points we all have with the ocean that surrounds us, the Environmental Affairs office pledge itself to the implementation of a Marine Spatial Planning strategy.

HOW WILL SOUTH AFRICA IMPLEMENT MSP? MSP in South Africa is guided by the National Framework on MSP. Its legal basis is the South African Marine Spatial Planning Bill. For the purposes of implementing MSP and making it manageable for detailed planning, South Africa’s ocean space is divided into smaller “Marine Areas” that serve as planning units. South Africa’s Marine Area plans are prepared sequentially. This allows effort to be focused on one Marine Area at a time, and also mean that the experience gained from preparing each plan can be used in improving the preparation (or review) of subsequent plans.
WHO IS RESPONSIBLE FOR IMPLEMENTING MSP IN SOUTH AFRICA? Cabinet has designated the Department of Environmental Affairs (DEA) as the coordinating Department for MSP in South Africa. In this capacity, DEA collaborates with all relevant national authorities that have a mandate relating to marine planning and management. A governmental Working Group has developed the MSP and implement the process. This National MSP Working Group consists of representatives from a number of government departments including: The Department of Environmental Affairs; The Department of Agriculture, Forestry and Fisheries; The Department of Energy; The Department of Defence; The Department of Mineral Resources; The Department of Tourism; and The Department of Transport.

off the beaten track Have you seen the cave from De Waal Drive? It’s the Woodstock Cave and yes, you can get there by foot. This cave is one of the largest on Table Mountain. It’s formed by a long horizontal crack (50 metres wide by fifteen metres deep and three or four metres high at the entrance) halfway up Devil’s Peak that can clearly be seen from Woodstock and Salt River. If you’re up for an amazing panoramic Cape Town city, Lions Head and Table Bay view, this is it. Bring the kids (12+) and dogs! WHAT TO BRING Food & Water: Stuff your rucksack with delicious bits and bobs to enjoy a memorable picnic! Above all, it is important you keep yourself hydrated, so ensure you have plenty of water. Remember there are no dustbins, so keep it tidy and leave no trace. Hiking shoes, hats and sunblock: Naturally there will be a bit of climbing and a few wandering paths so you’ll need shoes with a strong ligature – you don’t have to necessarily buy hiking boots, but ensure those takkies have good grip! There are patches of shade however majority of the trek is unprotected so lather up some SPF folks. Camera: This is one of the most instagramed spots! Make sure you snap those beautiful views. ROUTES - 2 routes: 2.5 - 3 hour trek 1. Tafelberg Road to Woodstock Cave (Easy - Moderate). It is a pleasant 1 hour walk. 2. Rhodes Memorial to Woodstock Cave (Easy - Moderate). It is a pleasant 1 hour walk. WHAT TO LOOK OUT FOR The mountainside will be offering you a plethora of fauna. Enjoy the stunning Fynbos, chirping birds, sunbathing lizards and depending on the season, a waterfall cascading over the front of the cave.
Every summer between January and March, one of the most marvellous and observable flowers in the Cape is in bloom: the Disa Uniflora. While they blanket Table Mountain, one of the best places to see these beauties just so happens to lie on one of the most magnificent ravines on the Peninsula, the Myburgh’s Waterfall Ravine. WHAT TO BRING Food & Water: Stuff your rucksack with delicious bits and bobs to enjoy a memorable picnic! Above all, it is important you keep yourself hydrated, so ensure you have plenty of water. Remember there are no dustbins, so keep it tidy and leave no trace. Hiking shoes, hats and sunblock: Whilst the cool ravine provides shade, the rest of the hike is exposed and can get very hot, so do bring hats and sunscreen. Wear hiking shoes or takkies with a strong grip. Camera: With an incredible waterfall, breath-taking Disa flowers and stunning panoramic views – you could say it makes for extraordinary photos. ROUTE - 8 kms: +- 6 hours Constantia Nek - Constantia Nek (Fit). This route is not for the faint of heart with some challenging paths and steep climbs – this is advised for only those who are hale and hearty! WHAT TO LOOK OUT FOR An abundance of stunning red Disa flowers captured in the Ravine, as well as outstanding views of Hout Bay, Oudekraal, Camps Bay, Clifton and Llundudno.
The Hole-in-the-Wall: Nooks, crannies, holes and fantastic views- the name gives it away really. This is great to do with the kids and is a beautiful, charming hike. WHAT TO BRING Food & Water: Stuff your rucksack with delicious bits and bobs to enjoy a memorable picnic! Above all, it is important you keep yourself hydrated, so ensure you have plenty of water. Remember there are no dustbins, so keep it tidy and leave no trace Hiking shoes: To keep it safe, wear hiking boots that give your feet a strong hold. There’s a little bit of climbing and a few steeper paths so you’ll need shoes with a good grip – again, takkies will suffice. First Aid: Just in case for the little ones! Bring a few plasters as there are a few odd holes and crevices into which they might easily fall. Camera: This trek has some of the most stunning landscapes which is certainly something to capture.

ROUTE approx 8km: +- 6 hours 1. Constantia Nek or Cecilia forest and finish at Constantia Nek, Cape Town (Easy - moderate) WHAT TO LOOK OUT FOR It’s a wonderful hike with so much to see! You’ll be able to note the De Villiers Reservoir, Bushman’s Overhang (and the Hole in the Wall) Victoria reservoir and the back of Table Mountain.
Although over the decades, many a ship lies deep below the frosty tides of the Cape Point, here is one definitive wreck that can still be seen today. The wreck, known as the Thomas T. Tucker shipwreck, has become well known in the Cape and can been seen from the beautiful walks of the Olifantsbos Shipwreck Trails. It is brilliant to do with the family (Children 10+) and a phenomenal walk with the open plains of the Cape Point Reserve. WHAT TO BRING Map/Guide: Buffesfontein Visitors Centre is located nearby with a brilliant pamphlet (R3) written by experience volunteers with they’re a wealth of knowledge on the lay of the land. Takkies, Hats and sunblock: Majority of the walk is exposed, stay protected. Camera: Incredible sights of the fauna and flora, beaches and of course the wreck itself! Warm top: It’s not called the Cape of Storms for nothing! NO food: Picnic before or afterwards: there are sometimes baboons on this route, and they will be attracted to the food. They are not hungry and do not need your food – in feeding them you could make them lazy and they become dependent on this food supply or aggressive in which case they will have to be permanently removed. DO bring water: Keep hydrated! ROUTES 1. Thomas T. Tucker shipwreck trail - 3km route: +- 1.5 hours (Easy) 2. Shipwreck circuit - 5km route: +-2.5 hours (Easy) 3. Sirkelsvlei circuit - 6.5 km circuit: 3 hours & 45 minutes. (Moderate) WHAT TO LOOK OUT FOR You’ll find ‘snow’ with the fields of white everlasting flowers also known as ‘Sewejaartjies’. The open plains at Cape Point are home to over 1200 species of indigenous plants so there a whole world of fauna to discover. You might also find some surprising foragers on the beach! You may see Ostriches, Dassies, Bontebok and snakes as well as a troop of Chacma Baboons. There are plenty of birdlife and other animals too such as the Cape Mountain Zebra, Eland, Cape Grysbok, Red Hartebeest in the reserve. Be advised to give the animals their space and be respectful of their territory.
Tranquility Cracks refers directly to deep fissures in the rocks above Camps Bay, about halfway along the Twelve Apostles. This serene trek is perfect for the family (children 10+) and a wonderful place to stop and picnic. WHAT TO BRING Food & Water: Stuff your rucksack with delicious bits and bobs to enjoy a memorable picnic! Above all, it is important you keep yourself hydrated, so ensure you have plenty of water. Remember there are no dustbins, so keep it tidy and leave no trace Hiking shoes, Hats and sunblock: There are patches of shade however most of the hike is exposed. Again, lather up! There’s a bit of climbing and a few wandering paths so you’ll need shoes with a good grip. Camera: A dramatic landscape which simply must be captured. ROUTES: Pipe Track: +/- 5 - 6 hours. 1. Corridor Ravine is one of several paths that lead off the Pipe Track and is considered the easiest. (moderate -fit) 2. Slangolie is considered treacherous and not advisable to take - but has no marker of its own, so you need to keep your eyes peeled. (Not recommended) WHAT TO LOOK OUT FOR Stunning views over the Atlantic and across to Lion’s Head. You will also have the backside of the Table with views of Muizenberg, Constantiaberg and the dams of the Orange Kloof forest.

A story about big change
ONECAPE2040 is the aim and end-goal for the transition towards a more inclusive and resilient economic future for the Western Cape region. It articulates a vision about how we the people of the Western Cape can work together to develop our economy and our society. The main objectives outlined being: Promotion of fresh thinking and critical engagement of the future; Providing a common agenda for private, public and civil society collaboration; Helping align government action and investment decisions; Facilitating the necessary changes we need to make to adapt to our (rapidly) changing local and global context; Addressing our development, sustainability, inclusion and competitiveness imperatives It will also hopefully influence the priorities of stakeholders, including government, and the allocation of resources. It has a long term perspective focused on the big ‘step changes’ needed to make as a region to address challenges and to ensure our economy has the skills base, the competitiveness and enterprising spirit required to succeed in a very competitive and rapidly changing world. A key focus is on finding ways to unlock the potential of our region. This speaks both to the considerable strengths and capacities that we have as a people (both realised and latent) as well as the serious constraints and challenges we need to overcome. It reflects a common intention to better harness the skills, energy, commitment and leadership within our region behind a common purpose. A VISION OF CHANGE The following six qualities emerged as key ingredients of the ONECAPE2040 vision. Although these attributes are to some extent already present, they are not yet the predominant qualities. This is therefore a vision of change – about how we work together to ensure that these attributes are generally reflected throughout the province and all its private, public and civil institutions. As a way of focusing attention on the required changes and defining the change more clearly, twelve goals have been developed, two for each of the primary transitions proposed. The first of these paired goals is a foundational goal geared to achieving an inclusive and caring society. The other is more aspirational, geared to ensuring that the Western Cape is positioned as a relevant and competitive region in a global context. A LONG-TERM CHANGE ROADMAP The period has been divided into four phases of seven years, each with its own distinct focus as illustrated in the diagram: The Drivers of Step Change The first priority is fixing the school system and getting the basics in place on a universal basis so that every child who enters a public school will receive a good quality basic education. This is the most fundamental building block of the future. Key measures will include intensive support for poorly-performing schools, new school development in poorly resourced areas and a strong programme to support the teaching of the new curriculum. It will result in a situation where all schools demonstrate basic functionality and compliance with basic norms and standards by the end of the period. The intention is that this will result in substantially improved matric pass rates, significantly lower pre-matric drop-out rates and a significant increase in the number of matriculants with maths, science and languages pass rates.

The second linked priority will be to massively increase the opportunities for work experience available to young people particularly as a first step in addressing the very high rate of joblessness in the province. The intention here is to ensure that the large majority of young people are able to access some form of on-going work experience and work skills development even if only on a part-time basis for which they would be paid a basic stipend. The approach here is to massively upscale a range of proven programmes of this nature including the conditional cash transfer programmes. The third priority is to stabilise our economy and gear it towards the future so that it can grow rapidly and create the required jobs and income. In the current global economic slowdown, a key focus of this first phase is on the retention of current businesses and current market share in key sectors through a collaborative programme of support through the SPVs and other mechanisms. However, the downturn must also be used as an opportunity to focus on product and market innovation as a basis for accelerated growth when the global economy outlook improves. This product and market diversification will be supported by sector based programmes and targeted trade and market expansion programmes targeting Africa, Asia and South America. Lastly, the initial phase will focus on creating the foundations for making the critical shifts we need to achieve in our hard and soft infrastructure. Key areas where ‘hard infrastructure’ development is imperative include: Urban and rural public transport systems that ensure improved access to all while mitigating the general risk of accelerated oil prices into the future; Energy generation, distribution and management technologies and infrastructure to meet our requirements in a post-carbon age; Water infrastructure, resource management and delivery mechanisms required to address our critical water constraints in an era of exaggerated climate change risk for the Western Cape; Fast cheap and reliable broadband and other connectivity infrastructure required to compete in a digital age; The soft infrastructure will include: Knowledge infrastructure to promote higher levels of economic and social innovation; institutional infrastructure required to promote collaboration, to facilitate cost reductions (of costs of doing Business and delivering services) and to produce the required co-ordinated implementation at scale; Job intermediation infrastructure needed to optimise our level of employment and to lower barriers to entry level jobs; Funding infrastructure required to support enterprise growth and innovation at micro, small, medium and large scales.
2020-2026 IMPLEMENTATION AT SCALE The second phase from 2020 is the period when the economic and infrastructure innovations of the first phase are now implemented at scale. The priority now shifts to away from the school turnaround and work readiness emphasis of the first period to driving substantially higher rates of economic growth and infrastructure re-tooling at scale. At an economic level, priority is given to supporting the expansion of innovative sectors into new markets. This growth focus is supported and enhanced by a second priority emphasis on infrastructure implementation at scale as new technologies and systems in a range of hard and soft areas are rolled out over the period acting as a further impetus to economic growth, job creation and investment. Within the employment realm, the work experience programme of the first phase continues but the emphasis now shifts to facilitating access to formal jobs as a growing demand for human resources is generated by sustained higher rates of growth. A strong network of employment intermediation services built on the lessons of both the non-profit and private sectors in the first phase now supports unemployed people to enhance their employability and to help them find jobs. In education, attention is focused on enhancing the impact of the reforms in the first phase by improving the quality of teaching at schools across the board and refining the curriculum to be more responsive to future skills requirements. Improvements in the post-education system are also consolidated with a view to rapidly increasing the scale and variety of post-school educational needs in the next phase. Pre-school interventions prior to Grade R are also rolled out in less resourced areas as a basis for improving school readiness and excellence.
2027-2033 ACCELERATED IMPROVEMENT The third phase builds on the momentum created in the first two phases and the emphasis changes from the quantitative emphasis of basic functionality and delivery at scale of the first two phases to enhancing quality while continuing expansion at scale. phases now any new markets and to establish the region as a market leader and innovator in a range of niche areas linked to key economic sectors. Unemployment has now dropped to close to a ‘natural’ rate and the employment focus now shifts from job creation to productivity improvement with a view to increasing economic competitiveness as well as employee remuneration. The school system is performing at a high level and quality public education is now available to all. The major infrastructure investments of the previous phase can now be refined. Quality of life particularly for poor residents has improved substantially. The human development index rises as mortality rates, crime and other social pathologies diminish rapidly and a new generation emerges. At the same time, the expertise gained in implementing the green, social and settlement.
(2034-2040) SUSTAINED PERFORMANCE The key transitions outlined in this above have largely been achieved. The focus now is on sustaining performance. It is also a time of reflection on what the future looks like and rethinking the Western Cape economy to address the challenges and opportunities of a new era but from a very different starting point.
FUNDING AND INVESTMENT Nothing is possible unless we are able to access the resources to implement the new ways of working, doing business and living. While the resources in the provincial and local public sector coffers are limited, South Africa, as a middle income country, generally has adequate resources. It is also well placed to tap into global sources of funding and investment. So what is missing? Firstly, there is no coherent and coordinated funding and investment strategy around which resources can be mobilised. The strategy must align with ONECAPE2040 goals and drive the required shifts in investment patterns and practices. Secondly, there is no capacity to leverage the resources once a strategy is developed. This requires developing the institutional systems and human resources to unlock funding and investment. In particular, the micro credit mechanisms and the venture capital and angel investor networks that are an important economic driver in many other societies are poorly developed. Thirdly, there is a need to unlock funding and investment to support the new ways of working, doing business and living outlined in ONECAPE2040. For example several countries provide tax incentives, procurement preference points and similar mechanisms to people providing funding for charitable causes or for investments that are labour based and prioritise jobs. There reasons why people either donate or invest are varied and include business-, moral- and value-based factors. However, research has shown that economic benefit influences the size of investments be they commercial or charitable. While tax incentives are a national competence, procurement and other preferential mechanisms can be effected at a local or provincial scale. Spatial Framework ONECAPE2040 has a spatial dimension. The two key concepts relevant to the transitions outlined are connection and concentration. Connection requires that the towns and hinterlands are connected digitally and through effective transport and logistics to points of opportunity locally and internationally. The table below provides examples of possible indicators for each of the six thematic areas. CONCLUSION ONECAPE2040 seeks to show that big change is necessary if we are to address our current skills and unemployment challenges with their debilitating social effects, while also retooling ourselves to respond to environmental risk and the technological changes of the future. It further shows that change at a scale that is difficult to imagine is possible through phased collaborative effort. It proposes a holistic approach encompassing the economic, the social and the environmental and notes the strong positive relationship between social inclusion, economic competitiveness and ecological resilience. It outlines the need for the private sector to become more innovative and ambitious in regard to diversifying the product base, moving up value chains and breaking into new markets. This is essential to drive the accelerated growth required. It supports the idea that green growth path as not only necessary insurance against regulatory and resource risk but as an area of enormous economic potential. ONECAPE2040 lastly assumes that long-term vision without inspired short-term action is unlikely to enjoy traction and galvanise change. It is thus the immediate action that flows from the exercise that is critical.

Looking for accommodation? Backpackers’ hostels can be found primarily in Little India, Chinatown, Bugis, Clarke Quay and the East Coast at about $25 - 40 for a dorm bed. Much of Singapore’s midrange accommodation is a mixture of functional older hotels near the western end of the Singapore River & new boutique set ups with a notable cluster in China Town. These can be pretty good value with rates starting from $100/night. You will mostly be looking at upwards of $300 per night for a room in a five-star hotel. The largest hotel clusters can be found at Marina Bay and around Orchard Road. Singapore’s MRT (mass rapid transit) system is probably the fastest way to zip around the city. The extensive rail network means that most of Singapore’s key attractions are within walking distance from an MRT station. Alternatively, the bus system has an extensive network of routes covering most places in Singapore and is the most economical way to get around.

Bloody Mary Oyster Shooter - Recipe Serves 6 Ingredients:

1 Tablespoon Horseradish, ½ Teaspoon Tabasco Sauce, 1 Tablespoon White Wine Vinegar, 1 Tablespoon Worcestshire Sauce, 1 Tablespoon Tomato Sauce, ½ Teaspoon Salt, 1 Can Tomato Juice 200ml, 6 Shots Absolut Vodka, Table Celery (for garnish), Black Pepper (for garnish), 6 Medium Cultivated Oysters on the Half Shell Method, Mix all the sauce ingredients well together, place in refrigerator for at least an hour. Remove oyster from the shell, set aside until needed. Place one oyster (without the shell) into a shooter glass, add one shot of Absolut, Vodka, and top up glass with premixed cocktail sauce. Garnish with table celery leaf and stem, and crushed black pepper.

Viennese Iced Coffee INGREDIENTS: 6 Capsules of Cafféluxe Intense Espresso Unsweetened cocoa powders (such as Pernigotti) 4 scoops vanilla or coffee ice cream 1 teaspoon pure vanilla extract 3 tablespoons vanilla extract 50g dark chocolate ¼ cup hot water Whipped Cream 2 cups ice
Combine the espresso, sugar, vanilla, dark chocolate and hot water in a blender and stir until the sugar dissolves. Put the ice in the blender and process on high until the mixture is almost completely smooth. Divide the mixture into 2 tall glasses. Place the ice cream in a microwave on high for 15 seconds until softened. Scoop one ball of ice cream into each glass and top with whipped cream. Will a small sifter, sprinkle each drink lightly with cocoa powder. Serve and enjoy!

Through donating blood, you can make this a reality for many of those patients. “Blood donation decreases during the Festive Season, while the demand from hospitals stays the same or even increase,” says Ms. Marlize van der Merwe, Spokesperson for the WP Blood Transfusion Service (WPBTS). “Many regular donors are on holiday and a lot of the blood donation venues where blood is collected on a regular basis are closed over this
period. This means fewer opportunities to collect blood.” Blood cannot be artificially manufactured, therefore the Service relies on voluntary blood donors. With only one donation of 475ml, you can save the lives of at least three people. Whole blood, donated at the donation clinic, is usually divided into its three main components – red blood cells, platelets and plasma. Each of these components are used to treat different needs, be it for emergency treatment, trauma, severe shock, burn wounds, and many medical conditions like leukaemia, anaemia, haemophilia, as a clotting agent or for bone marrow production, to name but a few. One&Only Cape Town Cocktail INGREDIENTS: 30ml Ketel One Vodka Infused with Ginger & Lemon Geranium* 30ml Coconut Water 20ml Rooiboss Cordial** 2 dashes of Rose Flower Water 40ml South African Dry Sparkling Wine METHOD: Stir in glass SERVE: On ice GARNISH: Leaf of geranium and pink or red edible flower *Ketel One Infusion: Insert 80g sliced ginger and 5 lemon geranium leave into 700ml of Ketel One Vodka. Leave to infuse for 24 hours. **Place 200gm of white sugar. 20g of dry rooibos tea leaves and 1 tsp of citric acid into a large pan and add 300ml cold water. Bring to boil, turn down the heat and gentle simmer until all the sugar has melted. Remove from heat and allow to cool.
