From Alderman JP Smith, City of Cape Town Mayoral Committee Member for Safety and Security; and Social Services The Festive Season is Cape Town’s busiest time of year when we welcome locals and tourists from around the country and further afield who come to spend time on our Blue Flag beaches, visit the many world-renowned attractions and enjoy our hospitality. The City has received good rains and our dams are recovering much better than we could have hoped for. We encourage our locals and visitors to continue to think water keep up their water-saving efforts. For more information on saving water, go to www.capetown.gov.za/thinkwater.
Lifeguards are on duty during these peak times, but it is imperative that bathers and visitors take note that it is illegal to consume alcohol on the beach and we encourage swimmers to swim only when and where lifeguards are present. Beware of rip currents and only swim between the lifeguard flags which indicate a safe swimming zone on beaches. Rip currents are not always visually detectable and they often do not stay in one place which is why you should only swim in safe swimming areas indicated by lifeguards. Rip currents are able to develop anywhere where there are breaking waves.
There is no doubt that the Mother City has much to offer and the City is a proud supporter of a number of events over the festive season including festivals, concerts in the park, as well as beach and sport events.
Road safety is another priority for the City and we also work closely with the South African Police Service, the primary agency responsible for crime prevention, and provide support as and when they require it.
The City of Cape Town’s various directorates work hard behind the scenes to ensure that the festive season is a fun and safe time for everyone.

The Port of Cape Town has always been prominent in visits by vessels of explorers, on their way to Antarctica, and more recently by those performing research in Antarctica and the Southern Ocean. Captain James Cook’s vessel was in the Port of Cape Town from October to December 1772, and again from January to March 1775. The British polar explorer Ernest Shackleton visited the Port in 1901. Captain Robert Scott also called at the Port during his attempt to get to the South Pole in 1910.
In the last 50 years the focus has changed from exploration and whaling to scientific endeavour. A successful Antarctic programme requires means to cross thousands of kilometres of the world’s stormiest seas, to navigate through Antarctica’s formidable sea ice barrier, and to live and work for extended periods on the coldest, driest and windiest continent on earth.

Currently eleven “parallel” and “independent” Programmes of various countries depart for Antarctica from Cape Town using vessels and aircraft for various destinations on the Antarctica continent. They transport personnel and equipment to and from scientific bases as well as for tourism purposes.

These are Norway, Russia, Sweden, United Kingdom, Japan, India, Belgium, Netherlands, Germany and South Africa. Such Programmes procure supplies, such as fuel, protective clothing, equipment and food in Cape Town. They also use South Africa based Ships’ Agencies for services such as “forwarding” “clearing” and “logistics.” Thus the various programmes contribute significantly to the economy of the region and the country.
The eleven countries that leave for Antarctica from Cape Town utilising both the Port of Cape Town and Cape Town International Airport provide a great opportunity for closer collaboration with them in them in logistics, science, and in heightening the awareness of South Africans and other Africans of the Antarctica and sub Antarctic islands.

MYCITI GOES AHEAD WITH SOUTHERN SUBURBS INFRASTRUCTURE The City of Cape Town’s Transport and Urban Development Authority (TDA) has commenced with the preparatory work for the construction of two MyCiTi bus depots in Mitchells Plain and Khayelitsha. These depots form part of the roll-out of Phase 2A of the MyCiTi bus service which will serve 1,4 million commuters from the Metro South-east.

The site for the two new bus depots is approximately 15 ha and is located on the corner of Mew Way and Spine Road, bordering both Mitchells Plain and Khayelitsha. The purpose of the enabling works – among which major internal earthworks, perimeter fencing to secure the site, bulk services for the provision of water, sanitation, and electricity, as well as the upgrade of surrounding roads – is to prepare the site for the construction of the MyCiTi bus depots from where the vehicle operating companies will operate the service.

‘Apart from the job opportunities and business opportunities to local residents and subcontractors, the roll-out of Phase 2A of the MyCiTi service will provide commuters from the area with an affordable, decent, and scheduled public transport service to Wynberg and Claremont,’ said Councillor Herron.
All City-related contracts require that the contractor provides temporary employment opportunities to local residents; and also that the contractor subcontracts services and goods from local businesses as far as possible. ‘In terms of this contract for the enabling works for the construction of two new MyCiTi depots at this site, the contractor is obliged to provide temporary employment opportunities to local residents to the value of 3% of the contract – thus, approximately R2,1 million,’ said Councillor Herron. Also, the contractor is obliged to subcontract services and goods from local businesses amounting to 2% of the contract value, which in this case equals approximately R1,46 million. ‘Thus, there will be local job and enterprise opportunities during the current enabling works contract; for the future construction phase of the bus depots; as well as during the future depot operations. Job seekers are sourced from the local subcouncil database, so I encourage all residents seeking employment to please ensure that they are registered with the local subcouncil so that they can benefit from these opportunities. As for local subcontractors, the contractor will advertise for the goods and services, and local businesses will then have the opportunity to tender for the provision of the goods and services,’ said the City’s Mayoral Committee Member for Area East, Councillor Anda Ntsodo. In the meantime, the TDA is commencing with the development of a Breaking New Ground (BNG) State-subsidised housing project in the vicinity of Lookout Hill, south of the False Bay College. ‘We will build 327 BNG houses on this site. The plans for the development have been approved. Also, the tender process for the appointment of a building contractor is underway. We hope to conclude this process by the end of the year so that the contractor can start with the building work as soon as possible,’ said Councillor Herron.

Penguin Facts: • The African Penguin is listed in the Red Data Book as an endangered species • Of the 1.5 million African Penguin population estimated in 1910, only some 10% remained at the end of the 20th century. • Their diet consists mainly of squid and shoal fish such as pilchards and anchovy. • They can swim at an average speed of seven kilometers an hour, and can sta submerged for up to two minutes.

This is why we’ve assembled a series of recipes from some of Cape Town’s finest venues and paired them with extraordinary, awardwinning wines from our Winelands. These recipes are all part of this seasons’ menus, for you to turn it into a shared memory by either hosting at home or making a reservation.

SALMON INGREDIENTS 1 Side Norwegian Salmon 1kg Rock Salt 850g Sugar 200g Mixed black and white peppercorns 20g Coriander 15 Cloves Juice and zest 2 lemons and limes 4 Bunches dill METHOD Mix all the ingredients together and cover the salmon side - making sure it is covered entirely. Cover and refrigerate for 24 hours. Remove from the cure and rinse off under cold running water. Slice and serve with Foie Grass* and Cheeky Lemon Dressing*. CHEEKY LEMON DRESSING INGREDIENTS
METHOD
500ml Lemon juice 250ml Soy sauce 150g Garlic chilli sauce 5g Ground black pepper 500ml Oil
Put all ingredients in a blender and pulse gently. Pass through a chinois, but do not force.
FOIE GRAS INGREDIENTS 900g A grade foie gras lobe. 1 Tablespoon salt. ½ Teaspoon pink curing salt. 1 Teaspoon sugar. ½ Teaspoon white pepper. 2 Teaspoons Madeira. 1 Cup sliced black truffles. METHOD Bring the foie gras to room temperature to soften. Separate the main lobes and remove the veins with tweezers and a paring knife. Season the foie gras with the salt, pink salt, sugar and white pepper and place in a sous vide bag. Add the Madeira and cognac. Cover one side with the truffle slices. Seal the bag and marinade for 24 hours. Place the bag of marinated foie gras in a water bath at 60’C for 10 minutes, and then in an ice bath for 2-3 minutes. Do not allow the fats to solidify. INGREDIENTS 350g cake flour 50g icing sugar 50g ground almonds 150g cold butter until crumbly 5 eggs 25g finely grated lemon zest 100ml lemon juice 3 large eggs 100g castor sugar 200ml cream METHOD Preheat the oven to 200ยบC. Blend flour, icing sugar, ground almonds and butter until crumbly.Add 2 egg and process until combined. Knead dough until it forms a small soft ball. Wrap in plastic wrap, refrigerate for 45 minutes. Roll pastry between sheets of baking paper until large enough to line a shallow (3cm deep). Loose-based flan tin. Lift pastry into tin; press into sides and trim edge. Cover and refrigerate for 30 minutes. Place flan tin on an oven tray and blind bake for 15 minutes. Remove and turn oven down to 160ยบC. Remove paper and beans; bake for another 15 minutes or until lightly browned and remove from oven. Turn the oven up to 180ยบC. FOR FILLING Whisk together grated lemon rind, lemon juice, eggs, castor sugar and cream. Pour lemon filling into pre-baked pastry case and bake for about 40 minutes, or until filling has set slightly. Remove from oven and cool before placing in fridge until cold. For hard caramel top, sprinkle with enough icing sugar to completely coat the tart and, using a blowtorch; heat the top until it melts into a firm caramel layer. INGREDIENTS 300g hot smoked trout, skin removed 4 tbsp cream cheese 2 tbsp of crème fraiche 2 tbsp chives sliced 1 tsp yellow mustard seeds, roasted 1 pinch of smoked paprika, to taste 1/2 tsp horseradish Salt and pepper to taste
METHOD Flake the trout, now combine all the ingredients in large mixing bowl and mix well. Serve with sourdough bread and a small salad. Preparation time 10 minutes. This recipe serves 6.

INGREDIENTS (6-8 portions) For the anglaise 400ml milk,100g sugar 3 vanilla pods, 9 egg yolks 9 bronze gelatine leaves 500g peach puree, 400ml cream 1 fresh peach METHOD anglaise Warm the milk, sugar and vanilla together. Remove from heat and whisk in the egg yolks. Return to heat and allow to thicken. Remove from heat, add the gelatine and strain. Add the peach puree and leave to cool. INVESTMENT OPPORTUNITIES CLIFTON PRECINCT DEVELOPMENT The City of Cape Town has awarded a tender for the development of the Clifton Precinct. The proposed development will improve public access to the beach, ocean and recreational facilities as well as protect the natural vegetation, enhance local and international tourism potential, and unlock investment to drive job creation. Five hectares (31%) of the 16ha site will be potentially developable, while the remaining 11ha (69%) of the site will be upgraded to an Urban Park along the lines of the Green Point Park area. The City of Cape Town advertised the tender for the development of the City-owned land between the Clifton bungalows and Camps Bay in 2016. The City’s Immovable Property Adjudication Committee (IPAC) has awarded a R1 billion tender for the development of the Clifton Precinct to K2015298271 South Africa (Pty) Ltd. A thorough and rigorous supply chain management process was followed for the City-owned land between the Clifton bungalows and Camps Bay. Five ha of 16 ha has been made available to the successful bidder for the development of: • Two pockets of single residential developments consisting of 52 residential stands • A boutique hotel or serviced apartment site consisting of 3 500 m² • A commercial component (restaurants and retail) consisting of 5 000 m² • A mixed-use component (offices, studios, apartments) consisting of 2 250 m² • An underground parking facility consisting of approximately 725 bays
Sections of the four erven located in this area will be sold and others leased for a period of up to 50 years. This means that sections of the land parcels will be developed and managed by the private sector as sustainable assets for future generations. The leased land will return to the City after the 50-year lease period has lapsed. The successful bidder must upgrade the surrounding public infrastructure as follows: • The Maiden’s Cove picnic area must be upgraded into a coastal park similar in stature to that of the Green Point Urban Park • Victoria Road must be upgraded to improve the safety of pedestrians and cyclists • Parts of The Glen trail and Kloof Road sidewalks must be upgraded to improve pedestrian movement and access • The Clifton and Glen Beach steps must be upgraded and rehabilitated • The Clifton Surf Lifesaving Club buildings must be rehabilitated
New public infrastructure to be developed by the bidder includes: • A boardwalk between Camps Bay and the Maiden’s Cove coastal park in Clifton • A Bantry Point Caves boardwalk to give the public access to this part of the shoreline • Redevelopment of the Glen Country Club clubhouse and recreational facilities The cost of the investment in the upgrading of existing public infrastructure and the construction of new public infrastructure will be funded by the City. The City will allocate at least 10% of the financial offer to affordable and inclusionary housing projects on well-located land in Cape Town’s inner-city. The City-owned land between the Clifton bungalows and Camps Bay – inclusive of the Glen Country Club, Maiden’s Cove, a sports oval and garages for bungalow residents – is currently in a degraded state. This development will rejuvenate the surrounding area; improve public access to the beach, ocean and recreational facilities; protect the natural vegetation; enhance local and international tourism potential and unlock investment to drive job creation. The planning processes and required statutory public participation for the development of the site will take place in accordance with the Municipal Planning By-law and Municipal Finance Management Act.

MUNICIPAL SPATIAL DEVELOPMENT FRAMEWORK 2017 – 2022
Cape Town’s Municipal Spatial Development Framework (MSDF) sets out the spatial vision and development priorities to achieve a reconfigured, inclusive spatial form for Cape Town. The document is a spatial interpretation of the City of Cape Town’s Integrated Development Plan and flows from the five-year review of the previous MSDF, which was approved in 2012. The MSDF is informed by the requirements of the Spatial Planning and Land Use Management Act, Act 16 of 2014 (SPLUMA) and the City of Cape Town’s Municipal Planning By-law as well as a range of other national, provincial and local policy and law. Key national informants are South Africa’s National Development Plan (NDP) and the national Integrated Urban Development Framework (IUDF). City policy that has been adopted post-2012 and that has been an important informant of this SDF includes the Transit-Oriented Development Strategic Framework, the Economic Growth and Social Development Strategies, Integrated Human Settlements Framework, Bioregional Plan and Environmental Strategy and others. Fundamental to the MSDF is the vision of achieving spatial transformation via dense and transit-oriented growth and development, anchored by an efficient transport system. The vision is articulated as follows: “The City is intent on building – in partnership with the private and public sector – a more inclusive, integrated and vibrant city that addresses the legacies of apartheid, rectifies existing imbalances in the distribution of different types of residential development and avoids the creation of new structural imbalances in the delivery of services. Key to achieving this spatial transformation is transit-oriented development (TOD) and the densification and diversification of land uses.” The 2012 Cape Town SDF projected long-term growth along two northern corridors. This reviewed MSDF, informed by an evidence-based approach, proposes instead, targeted investment within an urban inner core and land use management based on inward growth. The MSDF has been revised during a period of bleak national economic performance and forecasting. Fiscal constraints, credit rating downgrades and a flat-lined economic trajectory have, at a national level, set a challenging backdrop for the preparation of this plan. Furthermore, new growth management tools have highlighted the unsustainable operational costs associated with servicing peripheral development. This has led to the MSDF introducing an investment rationale that considers how and where the City should invest in infrastructure, given fiscal constraints. Local challenges such as a routinely failing rail system and increasing congestion on the City’s roads compound many of the fundamental structural inefficiencies in the City’s current urban form

and function. Furthermore, the recent water shortages facing the City, attributed to the worst recorded drought in the its history, is a stark reminder that all cities will need to become more robust, resilient and efficient. Urban growth will need to occur in a manner that will not compromise the City’s ability to respond to a range of shocks and stresses associated with climate change. It is important to recognise the long-term aspirations of this MSDF and that issues of resource management (and availability) and infrastructure renewal and management are fundamental to transforming the city’s spatial context and directing the inward growth rationale. Public comments based on the draft MSDF also contributed to its finalisation and the City thanks all contributors for the many considered comments that were received. These were incorporated into later drafts and have enriched the document. CAPE TOWN’S SPATIAL CONTEXT THE CITY IN A REGION Contextually, Cape Town’s MSDF must be located within a broader regional economy. Although Cape Town is the Western Cape’s focal urban area – with its scale, infrastructure and employment base – it is also part of a regional spatial and economic network that includes Stellenbosch, Malmesbury, Paarl, Saldanha and Grabouw. Cape Town’s spatial development exists in a dynamic relationship with its neighbours in the region, necessitating a coordinated approach between planning authorities. CAPE TOWN’S SPATIAL HISTORY The city’s spatial form was shaped by the development of its transport infrastructure, most notably the rail service and road network which formed part of a southern corridor. By the 1950s, however, Cape Town’s urban form was increasingly being shaped by apartheid. This notorious policy resulted in forced removals and the implementation of discriminatory laws. Increasingly black and coloured communities were forced to live in segregated dormitory townships on the fringes of the city. This contributed fundamentally to the sprawling urban form that has stubbornly persisted in the post-apartheid era. The burden of this persistent and unsustainable urban form is born primarily by the poor who are forced to travel at great cost to access employment and a range of the other public and private goods. Of particular concern is the mismatch between the location of job seekers in the residentially dense southeast of the city and the location of jobs in the historic city centre and related areas, comprising what this MSDF terms the Urban Inner Core. OTHER STRUCTURING ELEMENTS In addition to the historic and apartheid-era spatial development that remains imprinted on Cape Town’s urban form, other important elements also give structure to it. NATURAL ASSETS AND DESTINATION PLACES Notable structuring elements are Cape Town’s natural assets and destination places, which make the city a desirable place to live, work, study and do business. These include the unique nature areas of Table Mountain and Cape Point, heritage areas, coastal areas, biodiversity and important cultural landscapes. PEOPLE, ACTIVITIES AND LAND USE TRENDS The MSDF review was informed by studying data and research pertaining to the decade between 2005 and 2015. This study revealed important trends that the MSDF must respond to, and which are discussed in detail in Technical Supplement G. Based on this evidence the MSDF assumes that Cape Town has entered a phase of its development characterised by demographic and spatial consolidation within the context of low growth forecast for the global economy. This implies the need to do more with less in order to address the City’s historic spatial challenges. The analysis indicates that population growth is slowing, with household formation exceeding it, while in-migration rates and projections remain uncertain and difficult to predict. Household sizes have decreased from 3.92 to 3.17 people per household since 2011 with implications for housing supply. It is estimated that 35 000 housing opportunities must be supplied each year, over 20 years, to meet the current backlog. Spatially there is a transition underway from outward to inward growth with a concentration of commercial activity in three business nodes (CBD, Century City and Tyger Valley). At the same time, in Cape Town’s increasingly services-oriented economy, blue-collar jobs are moving to peripheral industrial nodes. With respect to employment, in-migration is outpacing job creation and modest economic growth is centred in serviceHello Festive Season 2018 / 2019 l

oriented industries. There are approximately 440 000 unemployed citizens (23%) using the narrow definition of unemployment, which excludes discouraged job seekers. With economic growth expected to reach 3.2% by 2020, skilled and semi-skilled workers will be gradually absorbed, but the anticipated growth is unlikely to have significant impact on the prospects for unskilled workers. Other trends include rising efficiencies associated with water, electricity and land resources as households and businesses begin to use these more sustainably; rising transport costs associated with congestion and rail failures; and a transition from formal, market-led housing supply to informal solutions. This has implications for infrastructure in less established areas in the city. While there have been marginal increases in density, these are insufficient to support public transport thresholds. SOCIO-ECONOMIC NEEDS In addition to changes in population and household structure, the MSDF must respond to socio-economic needs. The City’s Socio-Economic index identifies the areas of greatest need and indicates that 25.5% of households live in ‘needy’ or ‘very needy’ areas of the city.
TRANSPORT INFRASTRUCTURE Transport infrastructure is an important spatial structuring element. Given Cape Town’s spatial fragmentation and imbalance between land uses, this has not been optimal. The city’s road, rail and BRT networks impact directly on its spatial form. Currently an estimated 500 000 people only have access to non-motorised transport and cannot afford public or private transport. In addition, poor households that do make use of public transport may have to dedicate up to 45% of their household income to make use of it. The IPTN aims to improve the public transport network premised on MyCiTi and an expanded rail network. Cape Town’s road network is the most congested in South Africa, with motorists spending more time in traffic each year. A NEW SPATIAL VISION The implication of Cape Town’s spatial, social and economic challenges is that it must place sustained job-generating economic growth at the heart of its spatial priorities. This means supporting investment in well-located growth nodes, reinforcing transit-oriented corridors and linking growing nodes with lagging nodes through connective infrastructure.

Connected, inward growth is the most cost-effective way of reducing the social and economic costs of the current inefficient urban form. This MSDF motivates for land use intensification based on transit-oriented development (TOD). This implies a greater mix of residential and non-residential land use (diversification) through the increased use of space, both vertically and horizontally (densification). This can be achieved within existing areas or properties and new developments with an increased number of dwelling units and should be encouraged in locations with good public transport access, concentrations of employment, commercial development and other amenities. A NEW LAND USE SCENARIO The City developed four land use models between 2013 and 2015 which were used in strategic City documents including master planning City utilities, the IPTN and the Medium Term Infrastructure Investment Framework (MTIIF). With public transport and the optimisation of associated locational benefits fundamental to the restructuring and spatial transformation agenda in Cape Town, Council approved the Comprehensive TOD land use scenario. This forms the strategic and policy basis for Cape Town to transform the sprawling, predominantly low density, mono-use city by reducing travel times and increasing the efficiency of infrastructure networks with benefits all. This will be achieved through the implementation of Cape Town’s Integrated Public Transport Network 2032, encompassing both road and rail-based public transport. In addition to the existing rail network it includes the planned Blue Downs rail link, the extension of the Strand rail line and the implementation of new bus rapid transit trunk routes. Development corridors and transit accessible precincts (TAPS), which are important spatial restructuring elements, also form part of the vision acting as generators and attractors of people and trips, contributing to economic growth and public transport viability. Infrastructure capacity, renewal and provision will also impact the structure of Cape Town’s urban form and must be aligned with projected land use intensification. DIRECTING SPATIAL TRANSFORMATION The basis for growth management in the city is through four primary Spatial Transformation Areas (Map 1) namely: • An Urban Inner Core • Incremental Growth and Consolidation Areas • Discouraged Growth Areas • Critical Natural Asset Areas The MSDF supports the prioritisation of public investment and incentivised private sector investment in growth areas in the Urban Inner Core. The Urban Inner Core includes the majority of the city’s existing industrial and commercial nodes; the airport, ports and primary freight infrastructure; the three Integration Zones; IPTN corridors and TAPS. The City will prioritise these areas for investment and co-investment. Incremental Growth and Consolidation Areas are areas where the City is committed to servicing existing communities and where new development will be subject to infrastructure capacity. The City will not invest in Discouraged Growth Areas, which include protected areas based on natural and agricultural assets, areas with a lack of social and physical infrastructure and areas that do not contribute to spatial transformation, inward growth or the premise of transit-oriented development. Critical Natural Asset areas are areas that contribute significantly to the City’s future resilience or have protection status in law. They include a number of protected natural environments and conservation areas outside the Urban Inner Core or Incremental Growth Areas. In addition to these four categorisations, there are a number of unique cases where the spatial transformation categorization does not successfully reflect the intent of the MSDF. These include Paardevlei, Atlantis, Swartklip and the Philippi Horticultural Area (PHA). The City will establish investment partnerships with the public and private sector to achieve the goals of these Spatial Transformation Areas.

THE SPATIAL DEVELOPMENT FRAMEWORK Cape Town’s Integrated Development Plan contains three spatial strategies: SPATIAL STRATEGY 1: Build an inclusive, integrated, vibrant city. SPATIAL STRATEGY 2: Manage urban growth, and create a balance between urban development and environmental protection SPATIAL STRATEGY 3: Plan for employment, and improve access to economic opportunities. These provide the spatial direction that establishes a corporate spatial perspective which informs the review of sector and lower-order spatial plans. The spatial strategies also inform submissions and motivations for development proposals and applications from the public and private sector and directly affect the assessment of applications under delegation or via the Municipal Planning Tribunal. DEVELOPMENT DIRECTIVES The MSDF sets out development directives based on environmental, risk and social factors that are likely to impact on the development potential of sites and may trigger additional legislative processes. Environmental development directives include the coastal edge, protected environmental or marine areas and wetlands. IMPLEMENTATION The Urban Inner Core represents the priority development and investment focus for the City at a metropolitan scale. Where infrastructure needs to be upgraded and prioritised to support intensification efforts in support of spatial transformation, the budget will be prioritised. Incentives and regulatory reform will be focused on the Urban Inner Core together with co-operation and collaboration with other spheres of government and the private sector to direct the City of Cape Town’s capital budget timeously. There is an acknowledgement that a number of the city’s informal settlements are located outside the Urban Inner Core and, based on need, the Urban Inner Core investment rationale will also be applied to locations identified in the IDP for informal settlement upgrades. A number of City-led interventions are already being planned and implemented to support the Urban Inner Core. These include affordable and social housing projects in Cape Town’s inner city, the Athlone Power station, Bellville CBD, Conradie Hospital, Foreshore Freeway, Philippi East and Two Rivers Urban Park. Specific and immediate implementation actions include: • Revising and adapting master plans of utilities; • Developing a prioritised Infrastructure Investment Programme to support the activation of the Urban Inner Core and the maintenance of the City’s built footprint; • Prioritising, planning and implementing TOD precincts; • Reviewing district plans to interpret the reviewed MSDF; • Producing social facility optimisation plans; • Reviewing and adapting the City’s housing plans; • Developing a land acquisition strategy including a section for transit accessible/well-located residential development; • Initiating high level assessments and predictions on the future demand for industrial land; • Supporting initiatives in the Voortrekker Road, Blue Downs and Metro South East Integration Zone aimed at diversifying land use; • Identifying underutilised opportunities to create special/destination places; • Collaborating, and leading where applicable, in initiatives relating to emergency planning and urban growth management surrounding Koeberg and the Cape Town International Airport; • Motivating for the continuation of Urban Development Zones under National Treasury Regulations and actively promoting the incentive; and • Executing the Freight Management Strategy.
