Some may look at Hereford Independent School District’s (HISD) hopes concerning its $22.4 million bond issue as officials effectively putting all their eggs in one basket. In floating a third bond measure after previous ones were soundly defeated in 2015 and 2017, HISD has gone to great lengths to craft its current bond package – as well as the accompanying dissemination of information to increase
attention and interest – with past failures, reaction from the past two bond elections and an eye on getting the district’s first bond measure approved by voters since 1972 as guidelines. The result is the $22.4 million package that is divided into two sections – safety and security, and athletic improvements highlighted by construction of a new fieldhouse at Whiteface Stadium.

Herd rests, heals before seeding sprint to finish
Fiscal realities have resulted in members of the Deaf Smith County Commissioners Court to raise questions over a recently approved plan to turn over each precinct’s fleet of tractors. During the court’s Oct. 9 regular meeting, Precinct 2 Commissioner Jerry O’Connor voiced concern over the tractor lease program similar to the plan approved last year to replace the county’s motorgrader fleet. “I not against the plan, but I’m not in favor of it right now,” O’Connor said during a specific agenda item to reconsider the lease agreement. “I know I have other expenses [in Precinct 2]. “I think each precinct has the money in their budgets to least a tractor. Maybe we can revisit this in a year.” As with the graders, the plan calls for the annual turnover of four tractors per year over the four county precincts under a three-year lease. Also like the grader deal, the plan effectively turns the county’s entire tractor fleet over every three years. Although admitting his favors the same deal for tractor – and having voted in favor of it – O’Connor had trepidation after taking a closer look at the program and current county fiscal situation.

CHITs at HHS It was CHeerers In Training as the gymnasium at Hereford High School was abuzz with activity on the evening of Oct. 11 with the annual Hereford Whiteface Cheerleader Camp. A bevy of budding bovine boosters crowded the hardwood to receive instruction in cheering techniques and skills from current Herd varsity cheerleaders. The highlight of the camp did not take place during the two-hour Thursday session, but on Friday, Oct. 12 when campers had the opportunity to join Whiteface varsity and JV cheerleaders on the sidelines to help lead cheers during the third quarter of the game against San Angelo Lake View. If Halloween is drawing ever closer, Thanksgiving is on the nearing horizon and Christmas is fast approaching, then it tis the season to cast ballots. Early voting for the Nov. 6 general election opens Monday for a 10-day run at Deaf Smith County Courthouse. Usually outside the County Clerk of Court’s office on the second floor of the courthouse, early voting has been moved to the first floor for this election
due to repairs to the courthouse elevator. In what has become a favorite among the electorate, early voting will start Monday and run daily from 8 a.m.-5 p.m. between Oct. 22 and Wednesday, Oct. 31. Hours will be extended for the final two days with the poll open from 7 a.m.-7 p.m. on Thursday and Friday, Nov. 1-2. Those wishing to follow the more traditional route can cast their ballots on election day – Tuesday, Nov. 6. For the first time after its lo-
cal trial in the March 6 primary, the county-wide polling place program allows registered voters to cast their ballot at any of the county’s four official polls. Prior to this year, voters had to cast ballots at the poll in the precinct or district where they resided. With county-wide voting centers, votes can be cast at any county poll – Aikman Elementary, Deaf Smith County Courthouse, Hereford Junior High School and Hereford Community Center – on election day from 7 a.m.-7 p.m.

WHAT THE BIBLE SAYS Someone once told me that they were saved because they believed in Christ. The verse they cited for me was Romans 10:9. We will discuss that statement and chapter another day. But today, let us see what the bible has to say about belief in His name. John 1:11-13: He came to His own, and His own did not receive Him. But as many as received Him, to them He gave the right to become children of God, to those who believe in His name; who were born, not of blood, nor of the will of the flesh, nor or the will of man, but of God. In these verses, we can plainly see that those who believed in His name were not automatically children of God, but that they had the right to become children of God…if they were born of God. In the third chapter of John, Christ was talking to Nicodemus, a Pharisee and ruler of the Jews. In verses 3 , Christ said “Most assuredly, I say to you, unless one is born again, he cannot see the kingdom of God”. Nicodemus answered as we might: “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born”. Verse 5: Jesus answered, “Most assuredly I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God”.

To be born of water is baptism, and this is described in Romans 6:3-4, 6: “Or do you not know that as many of us as were baptized in Christ Jesus were baptized into His death? Therefore we were buried with Him through baptism into death, that just as Christ was raised from the dead by the glory of the Father, even so we also should walk in newness of life. Vs 6 knowing this, that our old man was crucified with Him, that the body of sin might be done away with, that we should no longer be slaves of sin”. Christ died a physical death and was buried, but God raised him again. In baptism, we die to sin, and are buried, and raised cleansed of our sin, to walk in newness of life. When we are baptized, the blood of Christ cleanses our sins. See also Acts 22:16 – Paul’s baptism. God’s instructions for men came through the Holy Spirit. John 14:26, 16:13. What these apostles spoke and wrote came from the Holy Spirit. For us, we would not know about this new birth, without the word of God. I Peter 1:2223 Since you have purified your souls in obeying the truth through the Spirit in sincere love of the brethren, love one another fervently with a pure heart, having been BORN AGAIN, not of corruptible seed but incorruptible, through the word of God which lives and abides forever. Simply put, bor n of the Spirit is obeying the instructions that came from the Spirit. I hope you will study these verses in your bible. TO THE REGISTERED VOTERS OF THE HEREFORD INDEPENDENT SCHOOL DISTRICT: NOTICE IS HEREBY GIVEN THAT an election will be held within Hereford Independent School District, on Tuesday, November 6, 2018, as provided in the Order Calling Bond Election passed by the Board of Trustees of Hereford Independent School District, a verbatim copy of which Order is printed below. __________________________________________ ORDER OF HEREFORD INDEPENDENT SCHOOL DISTRICT CALLING A BOND ELECTION AND PROVIDING FOR THE CONDUCT OF THE ELECTION AND OTHER MATTERS INCIDENT THERETO STATE OF TEXAS COUNTIES OF DEAF SMITH, CASTRO AND PARMER HEREFORD INDEPENDENT SCHOOL DISTRICT

WHEREAS, the Board of Trustees of Hereford Independent School District (the “District”) held a specially called meeting on August 14, 2018, and that said meeting was open to the public, and public notice of the time, place and purpose of said meeting was given, all as required by the Texas Government Code, Chapter 551; and, WHEREAS, the District deems it advisable to call the Bond Election (the “Election”) hereinafter ordered; and, WHEREAS, it is hereby officially found and determined at said meeting that (1) it is in the public interest that the Election hereinafter ordered should be conducted jointly with Deaf Smith County, Castro County and Parmer County (collectively the “Counties”); (2) the Election meets the requirements for a joint election under Chapter 271 of the Texas Election Code; and, (3) it is in the public’s interest for the District to hold the hereinafter called Election on November 6, 2018, a uniform election date established by section 41.001(a) of the Texas Election Code; and, WHEREAS, the District, contemporaneously with this Order, has by Resolutions dated August 14, 2018, approved agreements to provide for election services and to conduct the Election jointly with Deaf Smith County, Castro County and Parmer County (the “Election Agreements”). NOW, THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF THE DISTRICT: 1. The statements contained in the preamble of this Order are true and correct and adopted as findings of fact and operative provisions hereof. The Election shall be held for the District between the hours of 7:00 a.m. and 7:00 p.m. on November 6, 2018. Such Election is to be conducted jointly with each of the Counties, as provided by Chapter 271 of the Texas Election Code and the Election Agreements. The Election shall occur at the District’s designated voting precincts; the boundaries thereof and the polling places therefore are hereby established in Exhibit “A” attached hereto and made a part hereof for all intents and purposes. 2. The Presiding Election Judges, Alternate Judges and other election officials appointed by the Counties, will be appointed by the District in accordance with the Election Agreements and Texas Election Code, to conduct the Election herein ordered. In accordance with the Election Agreements and the Texas Election Code, other personnel necessary for the proper administration of the Election may also be employed for the conduct of the Election. 3. Early voting shall be conducted according to the Election Agreements. The early voting for the residents of the respective Counties shall be conducted at the Early Voting Locations specified in Exhibit “B” attached hereto during the period early voting is required or permitted by law, being October 22, 2018 through November 2, 2018. The Election shall be administered by the Deaf Smith County, Parmer County and Castro County election officials in their respective counties, pursuant to the terms of the Election Agreements and in accordance with the Texas Election Code, Texas Education Code, the Texas Constitution, and laws of the State of Texas and the United States of America. 5. In accordance with the Election Agreements, Imelda DeLaCerda shall be the Joint Early Voting Clerk for early voting conducted in Deaf Smith County, Texas; JoAnna Blanco, shall be the Joint Early Voting Clerk for early voting conducted in Castro County, Texas; and, Susie Spring shall be the Joint Early Voting Clerk for early voting conducted in Parmer County, Texas. 6. Applications for early voting by mail for District voters residing in Deaf Smith County shall be sent to Imelda DeLaCerda, Deaf Smith County Clerk, by mail to: 235 E. 3rd, Room 203, Hereford Texas 79045 or by email to dscclerk@wtrt.net. 7. Applications for early voting by mail for District voters residing in Castro County shall be sent to JoAnna Blanco, Castro County Clerk, by mail to: 100 East Bedford St., Room 101, Dimmitt, Texas 79027, or by email to: elections@castrocounty.org. 8. Applications for early voting by mail for District voters residing in Parmer County shall be sent to Susie Spring, Parmer County Clerk, by mail to: PO Box 356, Farwell, Texas 79325, or by email to: pcclerk@parmercounty.net. 9. Application for ballot by mail must be received no later than the close of business on October 26, 2018. 10. An Early Voting Ballot Board shall be created to process early voting results of the Election. The Presiding Judge of the Early Voting Ballot Board shall be appointed by the Deaf Smith County Clerk in accordance with the terms of the ESC, and the Presiding Judge, in turn, shall appoint at least two (2) other members to serve on the Early Voting Ballot Board. 11. All qualified electors of and residing in the District shall be entitled to vote at the Election. 12. At the Election, the following PROPOSITION, setting forth the purpose for which the bonds will be authorized, shall be submitted in accordance with law: HEREFORD INDEPENDENT SCHOOL DISTRICT SPECIAL ELECTION HEREFORD ISD PROPOSITION A Shall the Board of Trustees of Hereford Independent School District be authorized to issue bonds of the District, in one or more series, in the aggregate principal amount of $22,400,000 for the construction, acquisition, renovation and equipment of school buildings in the District, the purchase of sites for school buildings, and the purchase of new school buses, with the bonds to mature serially or otherwise not more than 40 years from their date, bear interest, and be issued and sold in accordance with the law at the time of issuance; and shall the Board of Trustees be authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds? 13. 14. The proposition language that will appear on the ballot is set forth in Section 13 above. The purpose for which the bonds are to be authorized is set forth in Section 12 above. The principal amount of the debt obligations to be authorized is $22,400,000. If the bonds are approved by the voters, the Board of Trustees will be authorized to levy annual ad valorem taxes, on all taxable property in the District, sufficient without limit as to rate or amount, to pay the principal of and interest on the bonds, and the cost of any credit agreements executed in connection with the bonds. 15. Based upon current market conditions at the date of the adoption of this Order, the maximum interest rate of the bonds or any series of bonds, if authorized, is estimated to be 4%. Such maximum rate is provided as a matter of information, but is not a limitation on the interest rate at which the bonds, or any series thereof, may be sold. Market conditions may vary at the time the bonds are sold and affect the available interest rate. 16. As set forth in Section 12 above, if the bonds are approved, they may be issued in one or more series, to mature over a specified period not to exceed 40 years. The aggregate amount of the outstanding principal of the District’s debt obligations payable from the Interest and Sinking Fund Tax Rate (“Debt Rate”) as of the beginning of the fiscal year in which the Election is ordered is $0.00. The amount of principal under a certain Lease with Option to Purchase Agreement for certain District property and improvements (the “Lease Purchase Agreement”), which is paid from the Maintenance and Operations Tax Rate (“M&O Rate”) as of the beginning of the fiscal year in which the Election is ordered is $5,030,000.00. The aggregate amount of the outstanding interest of the District’s debt obligations payable from the Debt Rate as of the beginning of the fiscal year in which the Election is ordered is $0.00. The amount of interest under the Lease Purchase Agreement as of the beginning of the fiscal year in which the Election is ordered is $659,932.00. Approximately $.0741 per $100 valuation from the District’s M&O Rate of $1.04 per $100 of taxable valuation is used to service the Lease Purchase Agreement. The ad valorem debt service tax rate for voter approved bonds of the District at the time the Election is ordered is $0.00 per $100 of taxable assessed valuation. 17. Notice of the Election, in both English and Spanish, shall contain a verbatim copy of this Order, and shall contain all information required by law, including the locations and times for early voting and election day voting, as well as the proposition and ballot language to be submitted to the voters (the “Notice”). The Notice shall be published at least one time, not earlier than the 30th day or later than the 10th day prior to the date set for the Election, in a newspaper published in the District or, if none is published in the District, in a newspaper of general circulation in the District. In addition, not later than the 21st day prior to the date set for the Election, or not later than the next business day if the 21st day falls on a Saturday, Sunday or legal state holiday, the Notice shall be posted on the bulletin board used for posting notices of meetings of the Board of Trustees. 18. The Notice shall also be posted: (i) on election day and during early voting by personal appearance in a prominent location at each polling place; and, (ii) not later than the 21st day before the Election, in 3 public places within the boundaries of the District. During the 21 days before the Election, the Notice shall also be prominently posted on the District’s internet web site. All other necessary notices shall be posted and delivered, as may be required by law. 19. CONSIDERANDO QUE, el Consejo de Administración del Distrito Escolar Independiente de Hereford (el “Distrito”) celebró una reunión regular el día 14 de agosto de 2018, estando dicha reunión abierta al público, y habiéndose dado aviso público de la hora, lugar y propósito de dicha reunión, según lo exige el Capítulo 551 del Código Gubernamental de Texas; y, CONSIDERANDO QUE, el distrito considera aconsejable convocar las elecciones para la emisión de bonos (las “elecciones”) que se ordenan en este documento; y CONSIDERANDO QUE, en dicha reunión se declaró y determinó oficialmente que (1) redunda en beneficio del interés público convocar y celebrar las elecciones conjuntamente con los condados de Deaf Smith, Castro y Parmer (de manera colectiva los “condados); (2) la celebración de las elecciones que aquí se ordenan cumple los requisitos de elecciones conjuntas a tenor del capítulo 271 del Código Electoral de Texas; y (3) redunda en beneficio del interés público que el distrito celebre las elecciones que aquí se ordenan el día 6 de noviembre de 2018, fecha para la celebración de elecciones uniformes establecida por la sección 41.001(a) del Código Electoral de Texas; y, CONSIDERANDO QUE, el Distrito, simultáneamente con esta Orden, ha aprobado mediante Resolución de fecha 14 de agosto de 2018 acuerdos para proporcionar servicios electorales y para celebrar elecciones conjuntas con los condados de Deaf Smith, Castro y Parmer (el “Acuerdo de elecciones conjuntas”). AHORA, POR LO TANTO, EL CONSEJO DE ADMINISTRACIÓN DEL DISTRITO ORDENA: Las declaraciones contenidas en el preámbulo de esta orden son ciertas y correctas y han sido adoptadas como decisiones de hecho y disposiciones operativas del presente documento. Se celebrarán las elecciones para el distrito entre las 7:00 de la mañana y las 7:00 de la tarde, el día 6 de noviembre de 2018. Dichas elecciones se celebrarán con cada uno de los condados de conformidad con las disposiciones del Capítulo 271 del Código Electoral de Texas y los Acuerdos para celebrar elecciones conjuntas. Las elecciones tendrán lugar en los precintos electorales designados por el distrito, cuyos límites fronterizos y centros electorales se establecen por el presente en el Anexo “A” que se adjunta y se incorpora a la presente a todos los efectos. Los jueces electorales, jueces suplentes y otros funcionarios electorales que cada condado nombró previamente, serán nombrados por el distrito, de conformidad con los acuerdos electorales y el Código Electoral de Texas, para llevar a cabo las elecciones que se ordenan por la presente. De conformidad con los acuerdos de elecciones y el Código Electoral de Texas, también podrá contratarse a cualquier otro personal necesario para que se administren de manera apropiada las elecciones. El lenguaje de la propuesta que aparecerá en la papeleta está expresado en la sección 13 anterior. El propósito para el cual se autorizará la emisión de bonos está expresado en la sección 12 anterior. La cantidad de capital de las obligaciones de deuda a ser autorizada es de $22,400,000. Si los electores aprueban la emisión de bonos, el Consejo de Administración estará autorizado a gravar anualmente impuestos ad valorem sobre todas las propiedades sujetas a impuestos en el Distrito, suficientes, sin límite en cuanto a la tasa o la cantidad, para pagar el capital e intereses de los bonos y el costo de cualquier acuerdo crediticio que se haya celebrado en relación con los mismos. With a second straight win for their sixth victory in the last seven matches and seventh in the past nine, the Lady Herd improved to 19-21 overall – after a 3-15 start – and 5-1 in district play to keep pace with front-running Canyon. “It was a good night,” Hereford coach Catherine Foerster said. “We settled in after the first set. Our defensive effort was not good in the first set. We made some adjustments and were able to remedy it. “We did a better job than

After more than 10 weeks of going at it hard and heavy, the Hereford Whitefaces took it easy this week as they encountered virtually everyone’s common opponent – Open. For the Herd, the idle week may not have come at a better time. “The open date is what it is,” Hereford coach Don DeLozier said. “It is coming at a good time for us. Like any team seven games into the season, we have our share of aches and pains. So, it will be good to get some people healed.
“Still, we have to be careful about the open date because we don’t want to lose our timing. But, we need to take care of our people.” While it might look odd to see a team have an open date this late in the season, scheduling realities brought about by reclassification pretty much made Friday the only available date to rest. Dodd added a four-point serving run and two more short spurts did the trick for a 25-11 win. A three-headed scoring monster led a 34-kill Lady Whiteface attack. Carmen Flood and Rainey Aven shared team kill honors with 9 each, while Stow added 7. Dodd finished with 4 kills as Beth Sanchez was credited with 3 and Miranda DeLeon chipped in 2. Dodd notched half the
team’s 4 aces. Miranda Acosta and Aven had the other aces. The front-court defense came alive after the first set to finish with 8 blocks – sparked by 3 from Stow. The next week (Nov. 2) the Herd makes their second trip to Kimbrough Stadium to face Canyon as Dumas hosts Pampa. The smoke will clear by midnight Nov. 9 on where each team will stand moving into the playoffs when the regular season ends with the Whitefaces entertaining Dumas and Canyon traveling to Pampa. “Getting well in the off week is our No. 1 priority,” DeLozier said. “We’ll clean
up some fundamentals during the week, then get started on our district.” Belying the old sports axiom of never looking beyond the next opponent, with the playoffs guaranteed, Herd coaches used Friday’s open date to scout potential 4-4A Bi-District
foes. Coaches attended games in Mineral Wells and Springtown, as well as the Hirschi tilt in Wichita Falls. Although yet to be determined, DeLozier said potential Bi-District playoff sites were Lubbock and Abilene.
